OTHER BUSINESS: (a) The Administrator/Clerk was directed by the Committee to request a report from Fire Chief Paul Eenhoorn, concerning any arrangements the Fire Department may have with Orillia Township concerning Fire Protection in the area of the Orillia/Oro Townline. NOTE: (a) Reeve Robert E. Drury left the chair @ 9:50 a.m.; Deputy Reeve David Caldwell assumed the chair @ 9:51 a.m.; Reeve Robert E. Drury reassumed the chair @ 10:05 a.m. (b) Reeve Robert E. Drury left the Committee Meeting @ 2:20 p.m.; Deputy Reeve David Caldwell assumed the chair @ 2:21 p.m.; (c) Councillor David Burton left the Meeting @ 2:35 p.m. MOTION NO.1 Moved by Burton, seconded by Crawford It is recommended that the Confidential Correspondence from the Ministry of Environment concerning the proposed Boat Launching Ramp, be received and further, Fred Haughton, Public Services Administrator, is hereby authorized to use all available Municipal resources in order that he may provide as much detailed information as possible to respond to the Ministry of Environments inquiries. MOTION NO.2 Moved by Johnson, seconded by Burton It is recommended that the Confidential Correspondence from Weir and Foulds concerning the Access Ramp and Parking Lot Construction on the 9th Line, Item Band C, be referred to the Township Solicitor for a response. Carried. - 4 - MOTION NO.3 Moved by Crawford, seconded by Johnson It is recommended that Fire Chief Paul Eenhoorn's Monthly Report for the Month of September 1989, be received. Carried. MOTION NO.4 Moved by Crawford, seconded by Burton It is recommended that the Confidential Correspondence from Michael W. Shain, Township Solicitor, concerning Oro Donuts and Deli/Road Allowance between Lots 20 & 21, Concession 3, be received and further the Administrator/ Clerk, advise the Township Solicitor that the portion of this particular Road Allowance vested in the Ministry of Transportation will not be part of the proposed Road Closing. Carried. MOTION NO.5 Moved by Burton, seconded by Crawford It is recommended that William J. Leslie, Township Solicitor, explain the Confidential Correspondence with regards to the Corporate Search for B.A.F.M.A. and further report to Council prior to November 7, 1989. Carried. MOTION NO.6 Moved by Caldwell, seconded by Johnson It is recommended that the Correspondence from the L.C.B.O. with regards to the Shanty Bay Country Club, be referred to the Townships Planning, Building and Zoning Departments for a review and further if there are no contraventions of the Municipalities By-Laws, no action is to be taken on this correspondence, and further a site inspection be carried out by the Building Inspector. MOTION NO.7 Moved by Burton, seconded by Crawford It is recommended that the Resolution adopted by the City of Orillia with regards to making Bilingualism a mandatory qualification for Provincial Government jobs, be received and further the Corporation of the Township of Oro endorses the City of Orillia's resolution, and further the Administrator/Clerk is hereby directed to send copies of the Municipalities Support to Premier Peterson, and M.P.P. Carried. MOTION NO.9 Moved by Crawford, seconded by Burton It is recommended that the Correspondence from R. E. Young of the Ministry of Environment concerning the Township of Oro Waste Disposal, be referred to the Township's Public Services Administrator, Fred Haughton. Carried. MOTION NO. 10 Moved by Burton, seconded by Crawford It is recommended that the Correspondence from R. E. Young, of the Ministry of Environment concerning the Disposal of Tree Stumps be referred to the Public Services Administrator. Carried. MOTION NO. 11 Moved by Johnson, seconded by Caldwell It is recommended that the Report from Fred Haughton, Public Services Administrator, concerning Harold Brain, Water Service Crossing Agreement, be received and further sections be included to allow the Township to terminate the Agreement and further the Municipality shall not be held responsible for any work done by the Municipality on this Road Allowance that may effect the property identified in this Agreement. Educational Programs, be received and adopted. Carried. MOTION NO. 13 Moved by Crawford, seconded by Burton It is recommended that the Memo from Beverly Nicolson, Township Planner, with regards to her request to attend a ond day seminar in Toronto on November 24, 1989, be approved. Carried. MOTION NO. 14 Moved by Crawford, seconded by Burton It is recommended that the Memo from Beverly Nicolson, concerning Township of Orillia's notice of a rezoning, be received and a recommendation concerning the proposal on property located at the South West Half of Lot 10, Concession 1, in the Township of Orillia, be adopted. Carried. - 6 - MOTION NO. 15 Moved by Caldwell, seconded by Johnson It is recommended that the Confidential Report from Beverly Nicolson, Township Planner, with regards to Spencer Vernon's property, located on Part of Lot 11, Concession 7, be received and further the Administrator/ Clerk is directed to take the following action: / l (a) Township Planner's Confidential Report be submitted to David White and Michael Shain for a review; That Mr. White and Mr. Shain be invited to a future Council Meeting to discuss this particular topic, in order that all avenues of enforcement can be pursued to the satisfaction of the municipality. Carried. (b) MOTION NO. 16 Moved by Burton, seconded by Crawford It is recommended that the Correspondence from V. Zelezinsky, with regards to his concerns of the proposed Subdivision Development in Hawkestone (Johnson) be received and acknowledged by the Administrator/Clerk. Carried. MOTION NO. 17 Moved by Burton, seconded by Crawford It is recommended that the Reports of Fred Haughton, Public Services Administrator and Beverly Nicolson, Township Planner, with regards to the Indian Park Association proposal to locate a Postal Kiosk, be received and adopted and further the Township Planner, Ms. Beverly Nicolson, in consultation with the Public Services Administrator, draft a response to the Indian Park Association which would include the recommendations and concerns expressed in their report. Carried. MOTION NO. 18 Moved by Burton, seconded by Crawford It is recommended that the Correspondence from G. M. Sernas Associates Limited with regards to Sugarbush Road Allowance within the West Half of Lot 1, Concession 7, be received and referred to the Township Solicitor David White for a response. Carried. MOTION NO. 19 Moved by Crawford, seconded by Burton It is recommended that the Correspondence from Mr. and Mrs. F. Smith with regards to the Boat Launching Facility in Shanty Bay, be received and acknowledged. Carried. - 7 - MOTION NO. 20 Moved by Crawford, seconded by Burton It is recommended that the Correspondence from A. F. Pelletier, Clerk of the County of Simcoe, concerning Aerial Photographs of the Township of Oro, be received and futher the Administrator/Clerk is hereby authorized to order one copy of 1- 10,000 scale mosiacs and one copy 1 - 20,000 scale. MOTION NO. 21 Moved by Burton, seconded by Crawford It is recommended that the Report from Beverly Nicolson, Township Planner, with regards to the proposed Appletree Garden Centre located on the West Half of Lot 21, Concession 6, be received and adopted. Carried. MOTION NO. 22 Moved by Johnson, seconded by Crawford It is recommended that the Report from Beverly Nicolson, Township Planner, with regards to Winfull Developments Application No. P-17/89, be received and adopted. Carried. MOTION NO. 23 Moved by Caldwell, seconded by Johnson It is recommended that the Report from the Chief Building Official outlining his activities for October 1989, be received. Carried. Carried. MOTION NO. 32 Moved by Crawford, seconded by Johnson It is recommended that the Administrator/Clerk be authorized to purchase a new secretarial chair and rent an additional typewriter. Carried. MOTION NO. 33 Moved by Johnson, seconded by Crawford It is recommended that the Treasurer be permitted to retire O.B. No. E87-2 Folio No. 373, dated August 5, 1987, which gave the Township the approval for the issuance of debentures from the O.M.B. for the construction of a new Municipal Building. Carried. MOTION NO. 34 Moved by Crawford, seconded by Johnson It is recommended that the matching of funds received from the Ministry of the Environment for work at the Township Landfill Site be drawn from the Environmental Services Reserve Account. Carried. MOTION NO. 35 Moved by Johnson, seconded by Crawford It is recommended that the amount above the bugeted amount of $31,000. set aside in the 1989 budget for the brusher be drawn from the other Unspecified Reserve Account.
