It is recommended that the Memo from Beverly Nicolson,
Township Planner, concerning her Letter to Shirley Harbinson,
with regards to Mrs. Harbinson's proposal to sever, be
received. Carried.
MOTION NO.2
Moved by Caldwell, seconded by Johnson
It is recommended that the Confidential Correspondence
from Richard C. Jones with regards to Development
Application P-37/89, Part Lot 4, Concession 6, Township
of Oro, (McKee) be received and further the Administrator/
Clerk is hereby directed to advise the firm of Jorden &
Jones Planning Consultants that the Developer may be
placed on a future Planning Advisory Committee agenda
at the discretion of the Administrator/Clerk.

It is recommended that the Confidential Report from
Beverly Nicolson, Township Planner, with regards to
Mr. and Mrs. McLeod's correspondence concerning the

It is recommended that the Report from Beverly Nicolson,
concerning the NVCA's comments on a proposed Nursing
Home be received. Carried.

It is recommended that the Report from Beverly Nicolson,
Township Planner, with regards to Mr. N. Hawrysch request
on Lots 49-61, Plan 709, Concession 5, be received and
adopted. Carried.

It is recommended that the Report from Beverly Nicolson,
Township Planner, concerning Mr. Chapman's correspondence
with regards to Home Occupation, Lot 44, Concession 14,
Plan 979, be received and adopted. Carried.
MOTION NO.7

It is recommended that the Confidential correspondence from
David S. White, Township Solicitor, with regards to Lot 44,
Plan 875, be received and further the Administrator/Clerk
be directed to have the Township Solicitor prepare the
proposed By-Law outlined under No.3 in his correspondence
dated November 7, 1989. Carried.

It is recommended that the Report from Fred Haughton,
Public Services Administrator, with regards to
recommendation No. 14 of the Committee Meeting held
September 5, 1989, concerning budget items to be
eliminated re: work incurred at the Shelswell Bridge
be received and adopted.

It is recommended that the Report from Fred Haughton,
Public Services Administrator, concerning the Tri
Committee Computerization Seminar, be received and
adopted.

MOTION NO. 10
Moved by Burton, seconded by Crawford
It is recommended that the Memo from Fred Haughton,
Public Services Administrator, with regards to
Contract 89-10, be received and further that Mr. Don
Woodrow be awarded Route B, under contract 89-10 at
a rate of $40.00 per hour and further the Public
Services Administrator notify Mr. Woodrow that this
contract has been awarded to him.

It is recommended that the Report from Fred Haughton,
Public Services Administrator, with regards to the
use of Pagers/Monitors be received.

MOTION NO. 12
Moved by Johnson, seconded by Caldwell
It is recommended that the Report from Fred Haughton,
Public Services Administrator, concerning staffing for
the Roads Department, be received and adopt Recommendation
#l and further the Public Services Administrator be requested
to prepare the following report:
(a)
His present staff compliment including names of
individuals, their position and rate of pay for
both the Roads Department, Landfill Site Operation
and Waterworks Department and further a three year
projection as to staffing needs, including positions
required, projected rate of pay, using 1989 Salary
Figures and the Department that would require this
particular staff ie. roads, water or landfill.

It is recommended that Section 21 (d) of By-Law 89-36
be suspended to allow the meeting to extend past the
11:00 p.m. Adjournment Hour.

MOTION NO. 14
Moved by John$on, seconded by Caldwell
It is recommended that the Confidential Correspondence
from Michael W. Shain, with regards to the Township of
Oro and the Oro Beach Ratepayers Association be received
and further the Administrator/Clerk is to direct the
Township Solicitor to proceed with litigation that would
result in the municipality recovering all costs incurred
with regards to the Oro Beach Ratepayers Association's
initiation of legal action.

It is recommended that the Corporation of the Township
of Oro Council directs the Administrator/Clerk to
distribute Council meeting agendas to the General
Public, only on the day of the meeting. The rational
for this decision is that it would give Council an
equal opportunity of reviewing their agendas prior
to the agendas becoming public knowledge. And
further, Committee of the Whole agendas are not to
be distributed.

It is recommended that any expenses incurred by a
Council Member through the use of their telephone on
municipal business shall be reimbursed by the
municipality.

authorized to have an additional telephone installed
in the municipal building.

It is recommended that the Confidential Correspondence
from Jim Shellswell with regards to his costs incurred
while attending the legal action between Oro Township
and Peter Simpson, be received and further the Treasurer
be authorized to issue a cheque as indicated on the
I Confidential Correspondence from Mr. Shellswell.

MOTION NO. 19
Moved by Burton, seconded by Crawford
It is recommended that the Confidential Correspondence
from Michael W. Shain, with regards to a Draft By-Law
Regulating Trailer Camps, be received and deferred
until the Township Planner has supplied the Council
with fees charged by other municipalities so that
this can be included within this By-Law.

It is recommended that the correspondence from the
Ministry of Municipal Affairs with regards to
Proposed Amendment No. 41 of the Township of Oro's
Official Plan with regards to Unassumed Roads, be
received and further that the correspondence be
discussed at a future Committee of the Whole.

MOTION NO. 21
Moved by Burton, seconded by Crawford
It is recommended that the Council of the Corporation
of the Township of Oro hereby supports in principle
the Buffalo Springs Development located in Lots 2 & 3,
Concession 9, Township of Oro, providing that:
1.
All lot sizes within the development range between
a minimum 2000 square metres (~ acre) to 4000 square
metres (1 acres) in size.
2.
Owing to the importance of the Coldwater Creek, its
tributaries and headwaters, that the environmental
area shall be defined and staked to the satisfaction
of the Ministry of Natural Resources and the Township.
3.
The existing vegetation be retained wherever possible
and a program for tree planting and landscaping be
developed for areas devoid of trees or vegetation.
4.
Each lot shall be of an adequate size to accommodate
a proper sewage disposal system.
5.
The lots are to be serviced with a municipal water
system.
6.
The total number of units shall not exceed 465 units
(overall density I unit per acre).
7.
In the redesign consideration be given to the
elimination of as many cul-de-sacs as possible:
and further, the above represents the minimum basic
requirement of the Township of Oro requires for this
proposal to proceed; additional comments with respect
to parkland, roads, walking trails, servicing, etc. may
arise with any revised proposal.

It is recommended that Committee of the Whole is
in favour of sending a copy of the recommendation
concerning Buffalo Springs to the Jarratt and
Coulson Ratepayers Associations.

It is recommended that the Corporation of the Township
of Oro request Stewart C. E. Gillis and Judge John
Gilbert and their Associates be requested to meet
with the Simcoeside Ratepayers Association to determine
if they can come forward with a joint proposal for the
Lakeshore Promenade, Plan 626, and further Mr. Gillis and
Judge Gilbert and representatives of the Simcoeside
Ratepayers Association report back to Council on the
results of their meetings.

It is recommended that the correspondence from
Douglas Crawford, concerning Boat Launching
Facility at the 9th Line, be received and
acknowledged.

It is recommended that the correspondence from the
Oro History Committee and Dominion Regalia Limited,
be received and further the Administrator/Clerk is
hereby authorized to have Dominion Regalia produce
a Chain of Office for the Corporation of the Township
of Oro as designed by the Oro History Committee.

It is recommended that the Confidential Correspondence
from John Whittaker, President of Truck and Tractor
Equipment Limited, with regards to a Site Control Plan
Agreement, be received and further the Administrator/
Clerk is to advise Mr. Whittaker, after careful review
of the agreement, it is the municipalities wish that
Clause 3d remain as follows:

No outside storage shall be permitted any closer than
12 metres of the lot line abutting Provincial Highway
No. 11 and the lot line abutting Oro Concession Road 4,
and 15 m from the daylighting triangle. Storage of USED
equipment shall NOT BE in the front or exterior side yards.
All open storage shall be screened from any residential
uses with a fence or vegetative screen of mixed coniferous
and deciduous trees and further a notwithstanding clause
as prepared by Township Solicitor David S. White be sent
back to Council for approval.

It is recommended that the correspondence from Wayne
Lucas, Principal of W. R. Best School, concerning a
proposed Reciprocal Agreement between the Corporation
of the Township of Oro and the Simcoe County School
Board with regards to school and municipal recreation
facilities, be received and further it be referred to
the Parks and Recreation Committee for a Report back
to Council.
