THE CORPORATION OF THE TOWNSHIP OF ORO SPECIAL PUBLIC MEETING MONDAY, NOVEMBER 20, 1989 @ 7:00 P.M. - COUNCIL CHAMBERS SIXTY-SECOND MEETING 1988-1991 COUNCIL The following members of Council were present: Reeve Robert E. Drury Deputy-Reeve David Caldwell Councillor David Burton Councillor Alastair Crawford Councillor Allan Johnson 0 present were: . Murray Angus, Mr. Brian E. Shelswell, Mr. Lloyd Leigh, Mr. Imer Shelswell, Mrs. Shirley Woodrow, Mr. Robert Swerdon, . Duncan Ellis and Ms. Beverly Nicolson. Deputy Reeve David Caldwell chaired the meeting. Deputy Reeve David Caldwell opened the meeting by explaining to those present that this Public Meeting has been called pursuant to Section 17, 21 and 34 of the Planning Act, to obtain public comments with respect to the proposed applications. The applicant has applied to redesignate and rezone lands described as Part of the East Half of Lots 16, Concession 14, in the Township of Oro. To date, the Council of the Corporation of the Township of Oro have not made a decision on this application other than proceeding to the Public Meeting. Only after comments are received from the Public, Township Staff and requested agencies within an appropriate time period, will Council make a decision on this application. Notice of the Public Meeting was mailed out on October 30, 1989, to all property owners within 400 feet of the subject lands. Notice of the Public Meeting was also placed in both the Barrie Examiner and Orillia Packet and Times on October 31, 1989. The Deputy Reeve then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that correspondence had been received from Iva M. McPhee, indicating she was in favour of the proposed applications: the Clerk proceeded on the request of Council to read the correspondence. The Deputy Reeve then stated that those persons present would be afforded the opportunity of asking questions with respect to the ed Official Plan and Zoning By-Law Amendments. Deputy Reeve David Caldwell then turned the meeting over to the Township Planner, Ms. Beverly Nicolson, to explain the purpose and effect of the proposed Official Plan and Zoning By-Law Amendments. Beverly Nicolson: This Public Meeting is being held with respect to a proposal by Brian Shelswell, for lands described as Part of the East Half of Lots 16, Concession 14. The purpose of this meeting and the changes proposed; to change the designation on the lands from Environmental Protection and Zoning from Hazard Lands to Industrial, both for the Official Plan and Zoning By- Law. The effect of this amendment will be to allow the lands to be developed for Industrial purposes. " " . ' - 2 - At the conclusion of Ms. Nicolsonls presentation, those presen asked if they had any questions or concerns with respect to the proposal. Murray Angus: What is on the land at present? Beverly Nicolson: The land was formally covered by some tree and some brush and has now been cleared. Murray Angus: There are no buildings on the land? Beverly Nicolson: No. The Deputy Reeve after inquiring and ascertaining there were no further questions from those present, thanked those in attendance for their participation and advised Council would consider all matters before reaching a decision. He also advised those present that if they wished to be notified of the passing of the proposed By-Law, they should leave their name and address with the Clerk. MOTION NO. I Moved by Burton, seconded by Johnson Be it resolved that Council suspend Section 8 (b) of By-Law 89-36 to allow the Deputy Reeve to chair the Special Public Meeting. Carried.
