12 18 1989 Public Min 7:15 . þ THE CORPORATION OF THE TOWNSHIP OF ORO " SPECIAL PUBLIC MEETING MONDAY, DECEMBER 18, 1989 @ 7:15 P.M. - COUNCIL CHAMBERS SIXTY-EIGHTH MEETING 1988-1991 COUNCIL The following members of Council were present: Reeve Robert E. Drury Deputy-Reeve David Caldwell Councillor David Burton Councillor Alastair Crawford Councillor Allan Johnson Also present were: Ms. Beverly Nicolson, Mrs. Beth Oosthuizen, Mr. William Stewart, Mr. Brian Shelsell, Mr. Chuck Lowe, Mr Dennis Tuck, Mr. Rex Meadley, Mr. Ivan Clark and Two Members of the Press. Reeve Robert E. Drury chaired the meeting. Reeve Robert E. Drury opened the meeting by explaining to those present that this Public Meeting has been called pursuant to Section 34 (12) of the Planning Act, to obtain public comments with respect to the proposed application. The applicant has applied to rezone lands described as Part of the North Part of Lot E, Concession I, in the Township of Oro. To date, the Council of the Corporation of the Township of Oro have not made a decision on this application, other than proceeding to a Public Meeting. Only after comments are received from the Public, Township Staff and requested Agencies, within the appropriate time period, will Council make a decision on this application. Notice of this Public Meeting was mailed out on November 27, 1989, to all property owners within 400 feet of the subject lands. Notice of the public meeting was also placed in both the Barrie Examiner and Orillia Packet and Times on November 28, 1989 and subsequently a minor correction to the map was noted on December 1, 1989. The Reeve then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that correspondence had been received from the following: (a) (b) The Simcoe County District Health Unit; Nottawasaga Valley Conservation Authority; The Clerk proceeded on the request of Council to read the correspondence. The Reeve then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed Zoning By-Law Amendment. Reeve Robert E. Drury then turned the meeting over to the Township Planner, Ms. Beverly Nicolson, to explain the purpose and effect of the proposed Zoning By-Law Amendment. ~ - 2 - ; Beverly Nicolson: This Public Meeting is being held with respect to a rezoning on Part of Lot E, Concession 1. The applicants in the proposal are Muskoka Homes. I r The purpose of the application is to rezone the property. It is currently zoned Highway Commercial (C2) and they are requesting to zone it a Special General Commercial (Cl Zone). The effect of the amendment would be to amend the permitted uses on the property. The use of which the applicants have requested are those which are not high water uses such as laundromat or restaurant. The uses that are proposed are a Real Estate Sales Office, a New Home Sales Office, other Professional Offices, Retail Stores, etc. These uses are normally permitted in the CI Zone. The other uses that are normally permitted such as laundromat are not being requested so that is why this zone would be a special zone, limiting the highwater use. There is an entrance off Highway #11 and another one onto the Concession Road. There are currently six units on this plan but I believe that would be reduced to five in the final plan. We have with us tonight, Mr. Rex Meadley, who is with C.C. Tatham and Associates and Mr. Dennis Tuck who is representing the Developer. The Reeve then thanked Township Planner Beverly Nicolson for presentation and asked those present if there were any questions; The Reeve then stated that if there are no questions that he would like to ask a question. Reeve Drury: I have a question for Mr. Meadley. In the letter from the Nottawasaga Valley Conservation Authority, Item 2: "That all proposed development have a Min Opening Elevation of at least 238.3 metres, C.G.D.": could you explain wha that means? Rex Meadley: That is their Flood Elevation for the Regional Storm in the area, so as long as the opening of your building is that elevation, to make sure water wil not come in the building. I believe are above that. Chuck Lowe: The only concern I have is the entrance way to the mall seems to be very narrow Living in the area you see alot of traffic going into the Gas Station and when they slow down and by the time t get in, they start to block traffic. might make a suggestion that you look the entrance way because to have cars slow down and enter on a narrow passage like that it might cause conjestion on the Highway. , ; - 3 - Rex Meadley: We do anticipate, with the development, upgrading the first line between the highway and the proposed entrance. The Reeve after inquiring and ascertaining that there were no questions from those present, thanked those in attendance for their participation and advised Council would consider all matters before reaching a decision. He also advised those present that if they wished to be notified of the passing of the proposed By-Law, they should leave their name and address with the Clerk.
