Minutes of a Regular Meeting of Council of the Township of Medonte held on
February 24, 1992 at 7: 00 P.M. in Council Chambers, Moonstone.

" That the minutes of a Special Meeting of Council held on February 6/92, the
minutes of a Regular Meeting of Council held February 1 0/92, the minutes of a
Special Meeting of Council held on February 12/92 and the minutes of a Special
Meeting of Council held on February 14/92 be adopted as printed and circulated".
1) 11r~CQtt~~~~~~~ approached Council regarding a SchCX)1 Bus being
parked on the Road Allowance beside his house. Council advised him they did
not have Parking By-laws to prohibit the parking but that they would contact
the driver to request they park the bus on their own property whenever
possible.
2) ~B. still ~~men~tl? approached Council regarding his request
for a rezoning on his Hillsdale property and on his Orr Lake Property.

" That the minutes of meetings of the Planning Advisory Carmittee held on
February 13, 1992 and February 17, 1992 be adopted, except that the
recorrmendation of the Corrmittee on February 17/92 regarding Hedbem Homes
in Hillsdale be amended to read 30%".

" That a By-law to establish a remuneration and expense policy for the
Township be considered read a first and second time, read a third time and

created by Severance on March 31, 1992 starting at 9: 30 a.m.
3) ~a~~.-PIDpased Development Charges By-law. Council proposed a
policy which would exempt all existing lots from the charge until December
31/92 as long as the ownership does not change after the date of passing.
4) CaJ.:md.Ld~r~Qg.I from the Ministry of Transportation to change the
Parking Restrictions along Highway 93 until after Deputy Reeve Dalziel has
discussed the matter with the Canmercial property owners in Hillsdale.

Transportation for a supplementary allocation In the amount of $100,000.00 for
the purchase of equipment".

filed as informational.

" That Council approves of a grant in the amount of $25. 00 to the Coldwater
Music Festival for the year 1992".

That Council approves of a payment in the amount of $1,187. 77 being
membership fees for the Association of Municipalities of Ontario for 1992".

"Being it hereby resolved that the Corporation of the Township of Medonte
accept the agreement of the General Accident Assurance Carpany to insure the
liability assumed by this Resolution as follows:
The Corporation of the Township of Medonte hereby -
1. Assumes the Liability for bodily injury to or death of any person or
damage to or destruction of property of others, imposed by law uP:)il:
( a) Members of Council, Corrmissioners, Trustees, Board Members,
Statutory Officers, Officers, Employees or Volunteer Workers of the
Corporation of the Township of Medonte for liability which arises
out of the use or operation by such person of a licensed motor
vehicle, or
(b) the owner of any licensed motor vehicle, for liability which arises
out of the use or operation of such licensed motor vehicle by
Members of Council, commissioners, Trustees, Board Members,
Statutory Officers, Officers, Employees or Volunteer Workers of the
Corporation of the Township of Medonte
2. Declares that such assumption of liability be subject to the following
limitations, exclusions and conditions:
(a) This assumption of liability applies only to the use or operation of
a licensed motor vehicle in Canada or the United States of America
by Members of Council, Carmissioners, Trustees, Board Members,
Statutory Officers, Officers, Employees or Volunteer Workers on
behalf of the Corporation of the Township of Medonte including
travel to and from work and attendance at meetings.
(b) This assumption of liability applies only in excess of existing
insurance carried by the owner of the licensed motor vehicle which
was being used or operated by Members of Council, Carmissioners,
Trustees, Board Members, Statutory Officers, Officers, Employees or
Volunteer Workers at the time of the accident and does not apply
unless the licensed motor vehicle which was being used or operated
by such person at the time of the accident is insured for not less
than the minimum Third Party Liability Limit required by the
Insurance Act for the Province of Ontario.
(c) This assumption of liability is subject to the agreements,
conditions, terms and limit of liability insured in the Non-0wned
Automobile Policy issued by the General Accident Assurance Carpany
and shall terminate whenever such Non-0wned Automobile Policy is
terminated.

" That Council of the Township of Medonte approves of granting an exemption
to Sections 3,4, (b) and 17(B) of the Terms and Conditions under which a
Break Open Ticket Licence is issued to the Wye Marsh Wildlife Centre to
allow them to operate a Nevada Lottery at the Patterson Comer Store,
County Road 22 and Highway 12".

the site plan of the Richardson Pit and directed the Clerk forward their
concerns.

amount of $2,086.50 to upgrade the Medonte Hills Pump House.
9) CounciL received .~~ from their Solicitor regarding the title to
William Street, Plan 304 and directed the Clerk forward this response to the
concerned parties.

the proposed Matchedash/Coldwater/Orillia Municipality to discuss boundaries.
