Minutes of a Regular Meeting of Council of the Township of Medonte held on June 8,
1992 at 7:00 p.m. in Council Chambers, Moonstone.

ADOPTION OF MINUTES
Resolution 92-157 was passed as follows:
" That the minutes of a Regular Meeting of Council held on May 25, 1 992 be
adopted as printed and circulated".
Council met with Beatrice Woodrow, Township Treasurer and reviewed the 1992 Levy
By-law.
Resolution 92-158 was passed as follows:
" That a By-law to adopt the estimates for the year 1992 and provide for a levy
to raise the sums required for taxation be considered read a first and second
time, read a third time and passed this 8th Day of June, 1992 and numbered By-
law 1992-33".
Council met with Mr. Fred Schinners, Township Auditor and reviewed the 1991
Financial Statement for the Township.
Council met with Mr. & Mrs. R. Roberts to discuss their request for a rezoning to
allow a second house. Council advised them that the Township Official Plan would
not allow a second house and that Council could not proceed with the rezoning.
The Roberts advised that they really wanted a severance and Council advised they
would be reviewing the Severance Policy later this year. Council directed the
Clerk refund the Roberts their full deposit.
Council met with Bay Animal Control who requested Council reconsider cutting back
on their Contract. They advised Council that their costs were also increasing and
that they were providing the best service they could. They expressed their
concern that cutting out regular patrol would increase the dog problem. They
advised Council that they are now handling most of the telephone complaints and
that people expected imnediate service. They advised Council that they have pound
and sometimes Veterinary expenses even if people do not retrieve their dogs from
the pound. Council advised they would reconsider the Bay Animal Control request
and get back to them.
BUSINESS ARISING FROM MINUTES
( 1 ) Resolution 92-159 was passed as follows:
" That Council directs the Roads Superintendent obtain quotations for the
pulverization and replacement of the roads in the Robin Crest Subdivision,
including the 8th concession and that the quotations include both double
surface treatment and asphalt":
( 2) Resolution 92-160 was passed as follows:
" That Council approves of entering into contracts with the following
Library Boards for Library Service for the year 1992 -
(1) Coldwater Memorial Public Library - $8800.00
(2) Flos/Elmvale Public Library - $5000.00
( 3) Midland Public Library - $4150. 00 "
NEW BUSINESS
1) Council reviewed a request from Mr. Wayne Espey of Hillsdale for a rezoning to
allow him to sever his existing duplex into two separate lots. Council
directed the Clerk notify Mr. Espey this could not be done as his lot was not
large enough.

2) Council accepted the resignation of Mr. Lanoris Douglas as Township
Poundkeeper with regret.
3) A discussion paper on an Agricultural Land Protection Program for Ontario was
deferred to the next meeting.
4) Council decided to take no action on a Resolution of the Township of Oro
regarding the closure of the Midhurst Nursery.
5) Council reviewed a request from Mike & Sharon Nahomey to allow a Trailer
on their property for use as storage and an office for a small garden
centre. Council directed the Clerk advise that the trailer is on the
property in contravention to the Township Zoning By-law and request its
imnediate removal.
OTHER BUSINESS
1) Council deferred a report from the Township Planning Advisory Corrmittee
regarding the Township Official Plan for further review.
2) Resolution 92-161 was passed as follows:
" That Council accepts the bid of Dorothy Eakley in the amount of $500.00 for
the purchase of a 1984 G.M. ~ Ton Truck on an as is basis".
3) The Clerk presented a request from Mr. S. Smusiak, Hillsdale for a house
numbering plan for the Village. Council directed the Clerk not to proceed at
this time.
4) Resolution 92-162 was passed as follows:
" That Council approves of a proposed Site Plan for the corrmercial
establishment, comer of 8th concession and County Road 19 subject to the
approval of the Simcoe County District Health Unit".
5) Resolution 92-163 was passed as follows:
" That Council approves of amending the approval for The Wye Marsh to change
the location of their Nevada Licence from Patterson's in Prices Comers to
the Orr Lake Trading Post".
6) Deputy Reeve Dalziel advised Council he is working with Maple Leaf Collection
to attempt to have several truck loads of garbage weighed in order to see if
the Township is being charged too much by the current cubic yard method.
7) Councillor Martin spoke to Council regarding burning within the Township.
Council directed the Clerk contact neighbouring Municipalities to obtain
copies of their Burning By-law".
8) A report of a meeting of the OrojMedonte Restructuring Carmittee was presented
to Council.
PASSING OF ACCOUNTS
1) Resolution 92-164 was passed as follows:
" That Roads Voucher #5 in the amount of $167,053.01 be authorized for
payment" .
2) Resolution 92-165 was passed as follows:
" That General Voucher #6 in the amount of $125,813.28 be authorized for
payment" .
Various other reports and pieces of correspondence were presented, discussed and
filed as informational.
