1992 at 7:00 p.m. in Council Chambers, Moonstone.

ADOPTION OF MINUTES
Resolution 92-176 was passed as follows:
" That the minutes of a Regular Meeting of Council held on June 22, 1992 and the
minutes of a Special Meeting of Council held on June 29, 1992 be adopted as
printed and circulated".
DELEGATIONS
1) Mr. P. Smith of Reid & Associates met with Council and presented a revised
deficiency list for the Robin Crest Subdivision. Council discussed the
possibility of having the developer install asphalt on the roads and Council
relieviI].g the developer from other obligations such as constructed plans.
Council agreed and restated their direction that if the Developer has not
carpleted the required servicing by July 31/92 that Mr. Smith undertake the
works drawing upon the developer letter of credit. Mr. Smith advised Council
that if they wished to replace the bridge on the 9th concession in 1993 that
the engineering had to be started immediatley. He advised Council that he
would be willing to undertake the engineering this fall and withold invoicing
until next years budget. Council deferred decision for a review of their
budget.
2) Mr. G. Ball approached Council with requests for "Watch for Children" signs
within the Township,Council maintained the policy of the last Council not to
purchase and install these signs as they had no legal status under the Highway
Traffic Act. Council advised that if there were areas of the Township that
required lower speed limits a recorrmendation should come forward.
3) Mr. Ross Woods met with Council and presented a proposal for a rezoning of his
property to allow for a Commercial use.
Resolution 92-177 was passed as follows:
" That Council approves of holding a Public Meeting for a site specific
rezoning for Mr. Ross Woods, pt Lot 24 Con 3 as per his proposal and site
plan sul:mitted on July 13, 1992 subject to:
( 1 ) Mr. Woods payment of outstanding court costs to Township
(2) Mr. Woods presenting the Township with a letter from the Ministry of
Environment approving his proposed operation
( 3) Mr. Woods payment of the $1 000. 00 fee for rezoning".
4) Mr. C. Ellis of Horseshoe Valley approached Council requesting they reconsider
a decision of the previous Council not to have corrmuni ty mail OOxes in the
various subdivisions. He advised Council that he felt there were locations
where the OOxes could be located which did not cause any traffic problems.
Council agreed to reconsider and requested Mr. Ellis meet with Deputy Reeve
Dalziel, the Township Roads Superintendent and a representative from Canada
Post and bring a proposal back to Council.
5) Council met with Mrs. Beatrice Woodrow, Township Treasurer to discuss various
matters. She presented Council with proposals from the various Corrmunity
Centres for funding. Council decided to have a Special meeting on July 23,
1992 at 9: 00 a.m. to review the 1992 Budget and allocate Recreation funds.
Mrs. Woodrow presented several requests for reductions of assessment.

Mrs. Woodrow advised Council that the Township would be purchasing the computer
equipment required to begin automated receipting.
There was a discussion on a cheque signing By-law. Council directed that a By-
law be brought forward that would require the Treasurer or Deputy Treasurer or one
of those and a member of Council to sign all cheques. Council requested a policy
be put in place that required one member of Council sign all voucher cheques. By-
law to be presented to Council on July 23, 1992.

1) A letter from Ron Robinson & Associates advising that the required repairs to
Pine Ridge Trail were underway.
2) Resolution 92-179 was passed as follows:
"
That Council authorizes Mr. G. Ball proceed with the necessary work to
obtain a "B" Licence on the Township Gravel Pit, on County Lands, Pt Lot 19
Con 13".
PASSING OF BY-LAWS
1 ) Resolution 92-180 was passed as follows:
" That a By-law to regulate the proceedings of Medonte Township Council
meetings be considered read a first and second time, read a third time and
passed this 13th day of July, 1992 and numbered By-law 1992-38".
2) Resolution 92-181 was passed as follows:
"
That a By-law to amend Zoning By-law 1990-22 as amended be considered read a
first and second time, read a third time and passed this 13th day of July,
1992 and numbered By-law 1992-40".
3) Resolution 92-182 was passed as follows:
"
That a By-law to amend Zoning By-law 1990-22 as amended be considered read a
first and second time, read a third time and passed this 13th day of July,

4) Resolution 92-183 was passed as follows:

NEW' BUSINESS
1 ) Council reviewed a proposal from Mr. Peter Dean for a rezoning of his lands Lot
1 Plan 261A in Hillsdale. Council deferred a decision and requested the Clerk
forward the proposal to the Simcoe County Health Unit for their review and
corrment.
2) Resolution 92-187 was passed as follows:
" That Council of the Township of Medonte endorses Resolution 92-121 of the
Town of Capreol regarding Crimes of Violence".

3) Council discussed the Protection to Persons and Property minutes of June 24,
1992. Council deferred any decision on further capital funding until the
Budget meeting of July 23/92.
Resolution 92-188 was passed as follows:
" That Council approves of a Grant to the Medonte Emergency Rescue Team in the
amount of $3,000.00 towards the purchase of the "Jaws of Life" to be paid from
the Fire Reserve Fund".
4) Resolution 92-189 was passed as follows:
" That Medonte Council requests the Ministry of Environment advise the
Township when properties are approved or licenced to receive sewage sludge".
5) Resolution 92-190 was passed as follows:
" That Council of the Township of Medonte enter into an agreement with the
Township of Oro to have them provide a program of inspection and maintenance
of the Township's water systems".
PASSING OF ACCOUNTS
1) Resolution 92-191 was passed as follows:
" That Roads Voucher #6 in the amount of $152,081.07 be authorized for
payment" .
2) Resolution 92-192 was passed as follows:
" That General Voucher #7 in the amount of $1,036,777.60 be authorized for
payment" .
Various other pieces of correspondence and reports were presented, discussed, and
filed as informational.
ADJOURNMENT
Resolution 92-193 was passed as follows:
" That this meeting be adjourned to meet again on Monday August 17, 1992 at 7:00
p.m. " .
