10 21 1992 Sp Council 10:00 It e It e THE CORPORATION OF THE TOWNSIDP OF MEDONTE Minutes of a Special Meeting of Council held under Section 34 of the Planning Act on October 21, 1992 at 10:00 a.m. in Council Chambers, Moonstone. Present Deputy Reeve Councillors N. Dalziel D. Bell M.Martin W. Dickie Also Present A McNair, McNair & Marshall R. Peters B. Mendle J. Mendle B. Sawyer Mrs. Booth Deputy Reeve Dalziel called the meeting to order at 10:00 a.m. The Clerk advised the meeting was called to consider the rezoning of lands, Part Lot 5 Con 9, from Rural (RU) to Rural Exception (RU-30) and Rural Exception (RU-31) to allow creation of a Rural Lot of 4 hectares. He advised that notice was given in accordance with the regulations by publishing in the Orillia Packed & Times on October 1/92 as well as mailing out to 21 property owners in the area and to the required Ministries and agencies. A McNair presented the proposed By-law explaining that it would rezone two parcels of land to Rural Exception to allow for the severance of a 4 Hectare parcel with a house and barn. He noted that the severance did not comply with the Official Plan as their was no farm consolidation occurring. He explained that both parcels of land would be allowed an Agricultural use. Councillor Bell asked why the large parcel required a rezoning as it had over 40 Hectares. Mr McNair explained that a portion of the lands were designated Environmental and these were not counted in determining lot area. James Mendle asked why the Ministry of Agriculture & Food were not objecting if the severance did not comply with the Official Plan. Mr. McNair explained that the Ministry had approved of the Township Official Plan Policies and Maps but that their comments were not always consistent. Ron Peters asked if Council could zone the 43 Hectare Parcel so as to not allow any buildings on the lands. Mr. McNair advised that Council could. Councillor Martin asked if the Mendel's planned to build on the lands. Mr. B Mendel advised that they were looking to dispose of surplus buildings and did not plan to build on the vacant lands. The others in attendance advised Council they were only in attendance for information and had no questions. Deputy Reeve Dalziel asked for written comments by October 30, 1992 and declared the meeting closed at 10:20 a.m. ~~ C
