10 21 1992 Sp Council Minutes e e It It THE CORPORATION OF THE TOWNSHIP OF MEDONTE Minutes of a Special Meeting of Council held under Section 34 of the Planning Act on October 21, 1992 at 2:30 p.m. in Council Chambers, Moonstone. Present Deputy Reeve Councillors N. Dalziel D. Bell M.Martin W. Dickie Also Present A McNair, McNair & Marshall R. Peters N. McDonald, Leheman & Associates P. Dean Mr. & Mrs. T. Morrison Mrs. B. Cook Mrs. J. Yanuazella Mrs. M. Drennan Deputy Reeve Dalziel called the meeting to order at 2:30 p.m. The Clerk advised the meeting was called to consider the rezoning of Jands, PT Lot 55 Con 1, Lot 1, PJan 261 A, Village of Hillsdale from General Commercial (C1) to General Commercial Exception (C1- ) to permit use of the Jands for a MedicaJJDental Clinic used by only one at a time, a retail store and a maximum of two residential w1its. The By-law may also provide for reduced requirements for lot area and frontage and setback requirements, parking spaces and buffering. He advised that notice was given in accordance with the regulations by publishing in the Elmvale Lance on September 29, 1992 as well as mAiling out to 36 property owners in the area and to the required Provincial Ministries and agencies. Mr. McNair presented the proposed By-law and explained the proposed uses. He also presented a proposed site pJan and outlined the various deficiencies to By-law 1990-22. Mr. McDonald of Lehman and Associates also reviewed the site pJan and explained how it was the best that could be done on the undersized lot. Deputy Reeve Dalziel questioned how loading would be done if no loading ramp was provided. Mr. Dean responded that it would be best from Highway 93 as the retail portion could not be accessed from the back. he also noted that the clinic supplies generally come in very small quantities. Mr. Drennan advised she did not see a problem with unloading on Highway 93. She further advised that she did not see a problem with the proposed parking spot locations or having a fence along her boundary rather that a pJanting strip. All members of the audience agreed that the uses proposed were important to the Village and that the reduced number of parking spaces should be allowed. Council asked Mr. McNair and Mr. McDonald to fmalize the Site PJan and By-law incorporating the reduced parking spot and no loading spaces.
