Minutes of a Regular Meeting of Council of the Township of Medonte held on November 9, 1992 at
7:00 p.m. in Council Chambers, Moonstone.

Reeve Beard call the meeting to order at 7:00 p.m. and requested Council observe a One Minute
Silence in Honour of Remembrance Day.
ADOPTION OF MINUTES
Resolution 92-274 was passed as follows:
" That the minutes of a Regular Meeting of Council held on October 26, 1992 and the minutes
of 7 Special Meetings of Council held under the Planning Act on October 21, 1992 and the
minutes of a Special Meeting of Council held on November 2, 1992 be adopted as printed and
circulated" .
Reeve Beard noted that the rust order of Business was the consideration of two road closings and sales.
The Clerk advised that the provisions of the Municipal Act were complied with in the notice was given
by publishing in the Elmvale Lance on October 13, October 20, October 27 and November 3, 1992.
He also advised that notices were posted in the area of both of the Road closings as required on
October 15, 1992. He also advised that notice was given to the County Clerk as required and that the
County had responded they had no interest in this matter.
The Clerk advised that there were two closings being considered. The rust was a portion of the West
Street as shown on Plan 261A as it was being conveyed jointly to the two abutting land owners. The
second was a portion of Martin Street as shown on Plan 261A which was being conveyed to a developer
as part of a plan of subdivision.
The Clerk advised Council the next step required was a Judge's Order approving of the closing.

Mr. Richardson and Mrs. Hicks, the two land owners obtaining West Street were in attendance and
had no objections.
As their were no other comments received, Council directed the Clerk have the Township Solicitor
proceed with the two closings.

BUSINESS ARISING FROM MINUTES
1)
Council reviewed a request from the Engineers for Robin Crest Development for a reduction
in the Letter of Credit. The letter also requested that Council assume the cost of services as
the Subdivision has been assumed for maintenance. Council directed the Clerk advise the
developer that under the terms of the subdivision agreement he is responsible for all
maintenance costs. Council also directed the Clerk advise the developer that if his accounts
are not cleared up within two weeks Council will use the letter of credit.

Resolution 92-275 was passed as follows:
" That the Council approves of a reduction in the letter of credit of Robin Crest
Developments in the amount of NIL".
2) Council received information from the Ministry of Natural Resources on predator control and
fIled it as informational.
PASSING OF BY-LAWS
1) Resolution 92-276 was passed as follows:
" That a By-Law to amend By-Law 1990-22 as amended be considered read a fIrst and
second time, read a third time and passed this 9th day of November, 1992 and
numbered By-Law 1992-58".
2) Resolution 92-277 was passed as follows:
" That a By-Law to amend By-Law 1990-22 as amended be considered read a first and
second time, read a third time and passed this 9th day of November, 1992 and
numbered By-Law 1992-59".

Resolution 92-278 was passed as follows:
" That a By-Law to amend By-Law 1990-22 as amended be considered read a first and
second time, read a third time and passed this 9th day of November, 1992 and
numbered By-Law 1992-60".

4) Resolution 92-279 was passed as follows:
" That a By-Law to amend By-Law 1990-22 as amended be considered read a fIrst and
second time, this 9th day of November, 1992".

Resolution 92-280 was passed as follows:
" That a By-Law to amend By-Law 1990-22 as amended be considered read a fIrst and
second time, read a third time and passed this 9th day of November, 1992 and
numbered By-Law 1992-62".

NEW BUSINESS
1) Council approved of a request from Mrs. Richardson to have a water connection installed to the
property when a new line was run up Mill Street and directed the Clerk contact the Township
Engineers.
2)
Resolution 92-282 was passed as follows:
" That Council approves of the installation of School Bus Turning signs on the 6th
concession just north of County Road 22".

3) Council reviewed a request for a Rezoning from Baer Woodworking, Pt Lot 16 Con 8. After
consideration, Council directed the Clerk notify Mr. Baer they are not in favour of an expansion
of his present operation on his lot.
LOCAL BOARDS AND ASSOCIATES
1) Resolution 92-283 was passed as follows:
" That the Recreation Advisory Committee be included in the Township Renumeration
and expense By-Law".
OTHER BUSINESS
1) Resolution 92-284 was passed as follows:
" That the minutes of a Protection to Persons and Property Committee meeting held on
October 26, 1992 be adopted as printed and circuJated".
2) Council appointed Councillor Martin as their representative to the Township Safety Committee.
3) Resolution 92-285 was passed as follows:
" That Council of the Township of Medonte requests the Province of Ontario install a
flashing warning light at Highway 93 and Anne/Albert Street in Hillsdale".

Resolution 92-286 was passed as follows:
" That Council of the Township of Medonte requests the Province of Ontario install a
flashing light at Highway 12 and Side Road 1 in Warminster".
5) Council directed the Clerk write the Ontario Provincial Police and thank them for their recent
actions to control the speed through Warminster.

6)
Council discussed their proposed Official Plan amendment. It was decided to hold a Special
Meeting with their Planning Consultants on November 16/92 to fmalize the amendment.

PASSING OF ACCOUNTS
1) Resolution 92-287 was passed as follows:
" That Roads Voucher #10 in the amount of $36,09971 be approved for payment".
2) Resolution 92-288 was passed as follows:
" That a General Voucher #11 in the amount of $65,797.14 be approved for payment".

Various other reports and pieces of correspondence were presented, discussed and fIled as informational.
ADJOURNMENT
Resolution 92-289 was passed as follows:
" That this meeting be adjourned to meet again on November 23, 1992 at 7:00 p.m.".
