Minutes of a Regular Meeting of Council of the Township of Medonte held on January 11, 1993
in Council Chambers, Moonstone.

ADOPTION OF MINUTES
Resolution 93-01 was passed as follows:
" That the minutes of Regular Meetings of Council held on November 23 and December
14, 1992 and the minutes of Special Meetings of Council held on December 16 and
December 22, 1992 be adopted as printed and circulated".
DELEGATIONS
1) Mr. F. Watson and Mr. H. Wood from the Robin Crest Subdivision approached Council
to complain about dogs running at large in their subdivision and to request that Council
reinstate regular patrol. They advised Council that the dog problem was worse since
Council dropped the Patrol. Council advised the delegation they would consider the
request at budget time. Council also requested the Clerk bring in a By-Law to increase
the fme for having a dog impounded.
BUSINESS ARISING FROM MINUTES
1) Council deferred a request for a Public Meeting for Rezoning for the Homire Lands,
Pt Lot 5 Con 14.

Councillor Dickie reported to Council that as directed he had met with residents of
Maple Crest and Beachwood Drive and that all agreed there was no safe location for
Community Mail Boxes in that Subdivision. He advised that Council should accept the
locations suggested by Canada Post for Pine Ridge Trail and Cathedral Pines subject
to the Roads Superintendent approving installations.
Resolution 93-02 was passed as follows:
" That Council approves of the location as chosen by Canada Post for mail boxes
on Pine Ridge Trail and Cathedral Pines but advise Canada Post that they do
not feel there is a safe location for a box on the road allowance in Maple Crest
or Beachwood Drive".

PASSING OF BY-LAWS
1) Resolution 93-03 was passed as follows:
" That a By-Law to assume certain lands as a Public Highway be considered read
a fIrst and second time, read a third time and passed this 11th day of January,
1993 and numbered By-Law 1993-01".

Resolution 93-04 was passed as follows:
" That a By-Law to provide for payment of dog licences be considered read a fIrst
and second time, read a third time and passed this 11th day of January, 1993
and numbered By-Law 1993-02".
NEW BUSINESS
1) Resolution 93-05 was passed as follows:
" That Council of the Township of Medonte endorses a Resolution of the County
of Essex which supports a subscriber billing plan for the implementation of a
911 telephone emergency system throughout the Province of Ontario".
2) Resolution 93-06 was passed as follows:
" That Council of the Township of Medonte endorses Resolution #14 of the
County of Elgin adopted on December 10, 1992".
3) Resolution 93-07 was passed as follows:
" That Council approves of a grant in the amount of $30.00 to the North Simcoe
Soil and Crop Improvement Association for the year 1993".

Resolution 93-08 was passed as follows:
" That Council approves of entering into an agreement with the Village of
Coldwater to provide tanker service as required., and that Council will require
payment for the unit based on the Ministry of Transportation rate as well as
actual time for personal".

Resolution 93-09 was passed as follows:
" That Council approves of the following write off of business taxes as
uncollectible (Municipal Act, R.S.O. 1990, Chapter M45, Section 441):

LOCAL BOARDS & ASSOCIATIONS
1) Resolution 93-10 was passed as follows:
" That G. Cunnington & Councillor Martin be authorized to attend at Wetlands
Seminar on April 7/93 at Georgian College, Barrie".
2)
Council reviewed the County of Simcoe proposed Standard Collection contract and
directed the Clerk respond and also forward a copy to their collector.
.
Council also requested the Clerk arrange a meeting with the County to discuss various
waste management items.
3) Council agreed to reallocate a 2,500.00 grant for the Vasey Community Park Board to
1993 as they were unable to use the funds in 1992.
4) Resolution 93-11 was passed as follows:
" That Councillor Martin be authorized to attend the Rural Ontario Municipal
Association Annual Conference to be held in Toronto from February 7 to 10,
1993" .
5) Resolution 93-12 was passed as follows:
" That Gerald Ball & Councillor Bell be authorized to attend the Ontario Goods
Roads Association Annual Conference to be held in Toronto from February 21
to 24, 1993".
OTHER BUSINESS
1) Resolution 93-13 was passed as follows:
" That Council of the Township of Medonte accepts the conditions of a Draft
Encroachment Agreement for work on Highway 93 in Hillsdale".

Resolution 93-14 was passed as follows:
" That Council accepts that resignation of Beatrice Woodrow as Township
Treasurer, effective February 26, 1993 with regret".
3) Resolution 93-15 was passed as follows:
" That Council authorizes the expenditure of a maximum of $10,000 towards
installation of side door at Moonstone Hall and putting tanker on road".

PASSING OF ACCOUNTS
1) Resolution 93-16 was passed as follows:
" That General Voucher #1 in the amount of $10,992.03 be authorized for
payment".

Resolution 93-17 was passed as follows:
" That General Voucher #12A in the amount of $770,214.25 be authorized for
payment".

3) Resolution 93-18 was passed as follows:
" That Roads Voucher #12 in the amount of $102,708.97 be authorized for
payment".

Resolution 93-19 was passed as follows:
" That this meeting be a<ljourned to meet again on January 25, 1993 at 7:00 p.m.".
