02 19 1993 Sp Council Minutes February 19, 1993 THE CORPORATION OF THE TOWNSHIP OF MEDONTE Pagel e Minutes of a Special Meeting of Council of the Township of Medonte held under the provisions of the Planning Act in the Moonstone Public School on February 19, 1993 at 7:30 p.rn. Present - 1. Beard - N. Dalziel - W. Dickie - D. Bell - M. Martin AI McNair - Twp. Planner Barbara Marshall - Twp. Planner 100 Ratepayers Reeve Deputy Reeve Councillors e Also Present Reeve Beard call the meeting to order at 7:35 p.m. and welcomed those in attendance. He introduced the members of the Township Planning Advisory Committee and the Committee of Adjustment and thanked them for input into the proposed Official Plan Amendment. He introduced members from the Oro Council and the Flos Council who were in attendance. He then explained Council's philosophy on the future of the Township and outlined why the Official Plan Amendment was drafted. The Clerk then advised those in attendance that the meeting was being held to consider two amendments to Zoning By-Law 1990-22 and An Official Plan Amendment. The fIrst Zoning By- Law would change the minimum lot area in the Rural Zone from 40 Hectares to 4045 sq. metres and would delete the requirement to rezone when obtaining a severance. The Second Zoning By-Law would incorporate the Wetland Mapping in accordance with the Provincial Wetlands Policy Statement. He also advised everyone that the handout they were given when they entered the meeting contained a synopsis of the proposed changes to the Official Plan. He advised that notice for the meeting was given in accordance with the provisions of the Planning Act by advertising in all the local papers at least 30 days before the meeting. He also advised that notice was given to all required government agencies and that copies of the proposed amendments had been given to 20 parties who had requested it. e A McNair then outlined the two proposed Zoning By-Law Amendments, showing the changes required on the Official Plan Mapping. Barb Marshall then reviewed the changes proposed in the Official Plan. She also reviewed the Growth and Settlement Policy and explained the proposed Severance policy which everyone had been given copies off. She explained that the information as presented and distributed was only a synopsis and that actual copies of the amendment were available from the Township Office. e Reeve Beard then adjourned the meeting for 15 minutes to allow everyone to review the mapping. Reeve Beard reconvened the meeting and opened the floor for questions. A McNair explained that except for Hillsdale, the Villages did not have set boundaries but that existing area's would have to be developed before going outside existing development and none would occur outside without a Secondary Plan. Mr. Nicholson - stated his opinion that the Provincial Mapping showing Class 1 to 4 Agricultural lands was inaccurate. A McNair noted that the Township Agricultural Designation does not follow the Provincial Mapping. questioned at to why more 1 acre lots weren't being allowed as they did not cost the Township to have them. Reeve Beard answered it was not known what the cumulative affect of Septics were and advised Council felt the number of small Rural lots should be limited. e Mr. Nicholson - Mr.Vasey questioned as to why the Minor Community designation had been removed from Vasey when it existed on both sides of County Road 23. Reeve Beard responded that this could be looked at again but that Council felt any further growth should be done by a Joint Secondary Plan. Mrs. Fisher questioned why the Orr Lake area was not shown as an Environmental Area. A McNair noted there is Environmental designation on some lands in the Orr Lake Area but no changes were proposed with the amendment being presented. Reeve Beard noted that the present Council is not encouraging any development around Orr Lake without a Secondary Plan being prepared. Mr. Cattling asked why the severance infilling policies were being deleted in the Rural Area. Reeve Beard responded that Council were concerned over more strip development and the costs to the Municipality. He also advised that this type of development took away from the Rural aspect of the Municipality. asked how many of the existing lots would be built on. Barb Marshall noted there was no way the Township could anticipate that. Councillor Dickie outlined what lots were available, where some of them were, and what lots were planned. e Mr. Cattling e Mr . Vandergeest - questioned as to how may of the over 400 Vacant lots were just building lots. Councillor Dickie advised that only 20% of the existing vacant holdings were over 10 acres. February 19, 1993 THE CORPORATION OF THE TOWNSHIP OF MEDONTE Page 3 e Mr. Martin asked what would happen if the Province had not approved the proposed amendment before restructuring. A McNair advised that the amendment would come into affect after restructuring, affecting only the former Medonte Twp. lands unless the Joint Council requested changes. Mr. Wilson suggested Council reconsider the decision to eliminate Vasey as a Minor Community and put boundaries around it and allow growth. Reeve Beard noted this had been considered for Vasey and Jarrett and that Council would look at it again. A McNair explained that the Provincial Growth and Settlement Policy states all growth must be on water and sewage and it would have to be determined if Vasey could grow in this method. e Mr. Fenwick suggested that there must be small rural lots available for people to building. Mr. Spence agreed and noted that septic installations were far better controlled now and that if properly installed they would not cause problems. Mr. Mailey suggested that Council should allow limited agricultural uses on small lots less that 10 Acres. Council responded it was very hard to control limited livestock use and that 10 acres would remain. Mr. Woodrow - questioned why Council deleted limited Industrial and Commercial in Rural Area. Council noted such development should have an Official Plan Amendment in order to ensure it was proper. Mr. Baker questioned as to what was required in a Official Plan Amendment. A McNair advised the amendment would have to justifY the use proposed in the location it was proposed. e Mr. Edwards advised he was a School Trustee and outlined how growth was affecting the number of students enroled in schools and the problems the Board was encountering in putting additions on schools that were not serviced by sewers. Mr. Wilkenson - congratulated Council on holding the public meeting and asked what would be considered a major development in order that an environmental impact study would be required. Barb Marshall reported that there was no defmition of major to allow the Council to decide. e February 19, 1993 Page 4 THE CORPORATION OF THE TOWNSHIP OF MEDONTE e Mr. Baker questioned the availability of Commercial and Industrial lands. Deputy Reeve Dalziel advised that Council was also concerned over the lack of Commercial growth but noted there was a large area of Commercial land at the intersection of Highway 400 and 93 and that nothing had happened there for years. He advised that it didn't appear there would be much Commercial growth until there were Communities to support it. Deputy Reeve Dalziel also spoke briefly on the restructuring and requested people put forward possible names for the new Municipality. e Mr. Stephenson - questioned whether Oro Township's Official Plan Policies were similar. Reeve Beard noted they were not but advised that Council felt these were the policies they wanted in place going into structuring.
