Minutes of a Regular Meeting of Council of the Township of Medonte held on May 10, 1993
at 7:00 p.m. in Council Chambers, Moonstone.

ADOPTION OF MINUTES
Resolution 93-101 was passed as follows:
" That Minutes of a Regular Meeting of Council held on April 26, 1993 be adopted as
printed and circulated".
DELEGATIONS
1) Mr. Jim Kitchen of Prices Corners approached Council to request he be allowed to
purchase water from the Township Municipal Water Systems for resale to Township
residents for filling up of swimming pools and wells. He provided Council with a copy
of his insurance coverage and advised he works under regulations provided by the
Simcoe County District Health Unit.
Resolution 93-102 was passed as follows:
"That Council approves of selling water from the Robin Crest Water System and the
Warminster Water System at the rate of $10.00 per load., and subject to the Fire Chief
authorizes the use of fIre hydrants".
2)
Mr. G. Ball, Township Roads Superintendent met Council to discuss the results of the
tenders recently called. He advised that the tenders were done jointly with the
Township of Oro and opened at a Public Meeting of Oro Council held on May 5, 1993
at 7:30 p.m.

Resolution 93-103 was passed as follows:
"That Council accepts the Tender of Pollard Bros. (Calcium) Ltd. in the amount of
$137.79 per flake equivalent tonne for the supply and spread of Liquid Calcium
Chloride" .

Resolution 93-104 was passed as follows:
"That Council accepts the Tender of Frank's Construction in the amount of $9,501.60
for the crush and stockpile of 6000 cu yds of 5/8" Gravel and 2000 cu yds of 2" crush".
Resolution 93-105 was passed as follows:
"That Council accepts the Tender of Ferris Trucking & Excavating in the amount of
$3.98 per cubic yard for the screen and deliver of 6000 cubic yards of Winter Sand".
Resolution 93-106 was passed as follows:
"That Council accepts the Tender of Saugeen Road Spraying Co. Ltd. in the amount
of $69,526.14 for surface treatment of various Township roads and Robin Crest
Subdivision".

Resolution 93-107 was passed as follows:
"That Council accepts the Tender of Atlantic Industries (Canada) Ltd. in the amount
of $2875.26 for the supply of culverts".
He also advised that the tender for roof repair closed on May 7, 1993 and that 1 Tender was
received and opened publicly on May 10, 1993 at 10:00 a.m. as advertised.

Resolution 93-108 was passed as follows:
"That Council accepts the Tender of A and G Roofmg in the amount of $19,506.10 for
the supply and installation of a new roof at the Township Public Works Garage".

Orillia O.P.P. Detachment Commander Doug Shearer presented himself to Council and
discussed various policing matters with Council.
BUSINESS ARISING FROM MINUTES
1) Council reviewed a proposal from J.H. Investments for the placement of a streetlight
at the intersection of Highway 12 and the Mt St Louis Road. Council did not agree
with the location and directed the Clerk contact the developer with alternate locations.
2) Council reviewed a letter of complaint from Mr. & Mrs. Barkey regarding siltation from
the subdivision under construction next to their property. Council agreed that the
developer has not handled erosion control satisfactorily and directed the Clerk advise
the developer and the Ministry of Natural Resources of the problem.
3) Council reviewed correspondence from Horseshoe Resort Corporation and from Deloitte
& Touche regarding the fmancial restructuring plan for Horseshoe and directed the
Clerk advise Horseshoe that all taxes must be paid and collected in accordance with the
provisions of the Municipal Act and that the proposed settlement with unsecured
creditors is not satisfactory.
PASSING OF BY-LAWS

1)
Resolution 93-109 was passed as follows:
"That a By-law to regulate and prohibit the wrongful use of water be considered read
a fIrst and second time, read a third time and passed this 10th day of May, 1993 and
numbered By-law 1993-17".
NEW BUSINESS

1)
Resolution 93-110 was Defeated as follows:
"That Council of the Township of Medonte endorses resolution 93-098 of the Town of
Geraldton" .
2) Resolution 93-111 was passed as follows:
"That the Chief Building Official prepare plans and specifications for the repairs
required at the Medonte Hills Pumphouse and the Clerk tender to have the work
completed this summer".

LOCAL BOARDS & COMMITTEES
1)
Resolution 93-112 was passed as follows:
"That the minutes of a meeting of the Protection to Persons and Property Committee
held on April 28/93 be adopted".
2) Resolution 93-113 was passed as follows:
"That the minutes of a meeting of the Administration Committee held on April 30/93
be adopted".

OTHER BUSINESS
1) Council discussed the recent Ontario Municipal Board Hearing at which Council was not
represented. Council directed a letter be sent to the Ontario Municipal Board outlining
Councils position, with a copy to all of those who attended the hearing.
2) Resolution 93-114 was Defeated as follows:
"That Council approves of a refund in the amount of $360.00, Building Permit
#92-103, James Oakley as the project is not proceeding".
Various other pieces of correspondence were presented, discussed and f1led as informational.
PASSING OF ACCOUNTS
1) Resolution 93-115 was passed as follows:
"That Roads Voucher #4 in the amount of $54,948.28 be approved for payment".
2) Resolution 93-116 was passed as follows:
"That General Voucher #4 in the amount of $109,821.06 be approved for payment".

"That this meeting be a<ljourned to meet again on May 25, 1993 at 7:00 p.m.".
