Minutes of a Special Meeting of Council of the Township of Medonte under the provisions of
the Planning Act on June 9, 1993 at 7:30 p.m. in the Warminster Community Hall.

Reeve Beard called the meeting to order at 7:30 p.m. and welcomed those in attendance.

G. Cunnington, Township Clerk advised the meeting was called to consider the rezoning of
lands, Part Lot 5 Con 14, from Rural Exception to Residential Holding and High Environmental
Sensitivity Exception Zone which if approved would allow for a 28 lot residential subdivision and
a Storm Water Retention area and an area which will remain in its natural state and be owned
in common by all lot owners. He advised that notification was given in accordance with the
regulations of the Planning Act by publishing in the Orillia Packet & Times and Coldwater
Canadian on May 19, 1993 and by mailing out notice to 28 landowners in Medonte Township
and 7 land owners in Orillia Township and to the required Provincial Ministries and agencies.
He advised that the Simcoe County Health Unit had written advising they had no objection to
the development and that Mr. P. Teskey had previously rued a letter outlining his concerns.

Angela Baldwin of Jorden & Jones gave a brief outline of the proposed Zoning By-law and
reviewed the design of the proposed subdivision.
Rex Meadley of C.C. Tatham & Associates gave a brief overview of the engineering done to
date explaining the results of the Hydrogeological study with regard to soils and nitrates. He
also explained the plans for surface drainage and the upgrade of the Municipal Water System.
Reeve Beard then opened the meeting for questions.

Councillor Martin asked the Developer's Consultants what would be done to offer Mr. Teskey
who farms the abutting land some protection from complaints. Angela Baldwin explained that
the property bounding Mr. Teskey could be fenced., that the vegetation in the area could be
retained and more trees planted., that more restrictive setback requirements could be placed
in the By-law and that perhaps notice of the farm operation could be placed on title. There
was a general discussion on these matters and Reeve Beard asked that the Developers meet
with Mr. Teskey and bring a report to Council on what measures were proposed and how they
would be implemented.

A question was asked about the size of houses. Mr. McNair advised that the Township Zoning
By-law requires 1184 sq feet and none could be smaller.

A question was asked about the affect to the Municipal Water System. The Clerk advised the
system would be upgraded at the expense of the developers and at the completion of the three
proposed developments in Warminster there would be increased pumping, a back up well and
more storage which would benefit everyone.
There was a general discussion regarding increased rear yard setbacks for all lots in the
subdivision in order to offer privacy for existing houses. Angela Baldwin requested people
request this from Council. Mr. McNair advised the setbacks could be dealt with in the Zoning
By-law but many of the other matters would be addressed in the Subdivision Agreement.
A question was asked about the proposed Storm Water Retention area. Mr. Meadleyexplained
the area would be left in its natural state with perhaps some very low berms to direct the
water to the outlet culvert. He advised the subdivision would use open ditches and the natural
topography.
A question was asked of the developer as to what type of houses would be built. They advised
that they were not sure if they would be building all the houses or selling lots but they would
endeavour to insure that a variety of houses were constructed.

Reeve Beard asked those in attendance to submit any written comments by the end of June
and closed the meeting at 8:30 p.m.
