Minutes of a Regular Meeting of Council of the Township of Medonte held on August 23, 1993
at 7:00 p.m. in Council Chambers, Moonstone.

In compliance with the Township Procedural By-law Deputy Reeve Dalziel assumed the Chair
in the absence of the Reeve.

ADOPTION OF MINUTES
Resolution 93-154 was passed as follows:
"That the minutes of a Regular Meeting of Council held on July 12, 1993 and the minutes of
a Special Meeting of Council held on July 26, 1993 be adopted as printed and circulated".
Council discussed the minutes of July 26/93 and the decision to put an Emergency Van on the
road out of the Hillsdale Fire Hall.
Resolution 93-155 was Defeated as follows:
"That Medonte Council not expend any funds on putting an Emergency Van on the road for
the Hillsdale Hall".
Council decided to have a Special Council Meeting to look at their overall Budget on August
30, 1993 at 9:00 a.m.".
DELEGATIONS
1. Bonnie Lambert and Susan Jakeway approached Council to discuss future recreation
facilities in the Moonstone area. Council advised them that the Township Recreation
Advisory Committee was putting together a plan and advised that they would be invited
to the next Advisory Committee meeting where discussions could be held.

Mr. Rick Jones and Ms. Angela Baldwin of the fIrm of Jorden & Jones met with
Council to discuss two Planning matters.

Resolution 93-156 was passed as follows:
"That Jorden and Jones Planning Consultants be authorized to submit an application
for a grant under the Jobs Ontario Community Action Fund on behalf of the
Township's of Oro and Medonte on the basis of the Terms of Reference and application
form and that Gary Cunnington, Clerk Administrator, be authorized to sign the
application on behalf of the Township of Medonte".
Resolution 93-157 was passed as follows:
"That a By-law to amend By-law 1990-22 as amended., be considered read a first and
second time, read a third time and passed this 23rd day of August, 1993 and numbered
By-law 1993-20".

BUSINESS ARISING FROM MINUTES
1)
Resolution 93-158 was passed as follows:
"That Council approves of a reduction in the letter of credit of J.H. Investments Ltd.
in the amount of $300,000.00".
2) Council discussed the Public Hearings presently going on regarding Simcoe County
Restructuring. Council felt they would present a written submission after the Hearings.

Council reviewed letters from the Ministry of the Environment regarding the lands of
Hervieux on the 1st Concession. They directed the Clerk forward the letters to the
ratepayers.
PASSING OF BY-LAWS
1) Resolution 93-159 was passed as follows:
"That a By-law to authorize a temporary road closing be considered read a fIrst and
second time, read a third time and passed this 23rd day of August, 1993 and numbered
By-law 1993-21".
NEW BUSINESS
1) Council deferred a proposed resolution from the N ottawasaga Conservation Authority
regarding restructuring for more information.
2) Resolution 93-160 was Defeated as follows:
"That Council of the Township of Medonte approves of a refund of $6.00 per child who
registered with the Bass Lake Swim Club for the summer of 1993".
3) Resolution 93-161 was Defeated as follows:
"That Council approves of a donation in the amount of $100.00 to the Ontario Good
Roads Association".

Resolution 93-162 was passed as follows:
"That Council of the Township of Medonte supports plans by Canada Mortgage and
Housing to assist low income families in the Township through delivery of their
programs" .
5) Resolution 93-163 was passed as follows:
"That Council of the Township of Medonte has no objection to the Ministry of Natural
Resources plans to dispose of cisterns located on Agreement Forest areas".

LOCAL BOARDS & ASSOCIATIONS
1) Council reviewed a proposal from the County of Simcoe for Waste Management By-
law Enforcement. Council approved a report from their By-law Enforcement Officer
and directed the Clerk respond outlining the Townships concerns.
2) Council discussed the lack of action from the County Waste Department regarding the
Township request for a reduction in tippage fees. Deputy Reeve Dalziel is to take the
matter to the County Administrator.

OTHER BUSINESS
1) Council reviewed Councillor Martin's submission regarding Buffalo Springs and the
ecosystem and correspondence from the Oro Ridges Moraine Association. No action was
taken in the absence of Reeve Beard.
2) Varlous reports from the Treasurer were presented and deferred to a Budget meeting.
3)
Council approved a request by the Office and Roads Employee's to take a day without
pay and close the office on Friday, September 3, 1993.

PASSING OF ACCOUNTS
1) Resolution 93-164 was passed as follows:
"That General Voucher #7 in the amount of $103,108.93 be authorized for payment".
2) Resolution 93-165 was passed as follows:
That Roads Voucher #7 in the amount of $47,042.03 be authorized for payment".
ADJOURNMENT
Resolution 93-166 was passed as follows:
"That this meeting be adjourned to meet again on September 27/93 at 7:00 p.m.".
