11 08 1993 Council Minutes November 8, 1993 Pagel THE CORPORATION OF THE TOWNSHIP OF MEDONTE e Minutes of a Regular Meeting of Council of the Township of Medonte held on November 8, 1993 at 7:00 p.m. in Council Chambers, Moonstone. Present Reeve Deputy Reeve Councillors - 1. Beard - N. Dalziel - D. Bell - W. Dickie - M. Martin e ADOPTION OF MINUTES Resolution 93-186 was passed as follows: "That the minutes of a Regular Meeting of Council held on October 12/93 and the minutes of a Special Meeting of Council held October 27/93 be adopted as printed and circulated". DELEGATIONS Council met with Mr. G . Van Andel to review his proposed site plan for his Commercial Development. Council directed Mr. Van Andel make the required changes to his site plan and attain the approval of the Simcoe County Health Unit and the Ministry of Transportation. Council advised they would deal with this application under the provisions of the approved Official Plan and would not require an Official Plan Amendment. BUSINESS ARISING FROM MINUTES 1) Resolution 93-198 was passed as follows: "That Council of the Township of Medonte adopts the Report of Reeve Beard as prepared regarding the County Planning Committee Report #17". e 2) Resolution 93-199 was passed as follows: "WHEREAS the Province has introduced Bill 77, an Act to amend certain acts related to the Regional Municipality of Ottawa Carleton; AND WHEREAS this legislation proposes changes which could have significant impact on the future of local governments across Ontario; e AND WHEREAS Bill 77 invades the legislative rights of lower tier municipalities, destroys an important role of the head of Council, and increases the costs to the ratepayers; AND WHEREAS this legislation demonstrates that the provincial government continues to entangle itself in the affairs of local government, while still demonstrating a lack of understanding of the functions and operation of local government; November 8, 1993 Page 2 THE CORPORATION OF THE TOWNSHIP OF MEDONTE e BE rr RESOLVED THAT The Township of Medonte endorses the position of the City of Nepean that Bill 77 not proceed without significant amendments." 3. Council reviewed correspondence from their engineers and the Ministry of Transportation regarding street assumption in the J & H Investments Subdivision and directed the correspondence be forwarded to the developer. e PASSING OF BY-LAWS 1) Resolution 93-200 was passed as follows: "That a By-law to authorize the sale of the closed portion of Martin Street, Village of Hillsdale be considered read a fIrst and second time, read a third time and passed this 8th Day of November, 1993 and numbered By-law 1993-24." NEW BUSINESS 1) Resolution 93-201 was passed as follows: "That Council of the Township of Medonte endorses a resolution of the Town of New Tecumseth regarding Canada Post and Junk Mail." 2) Resolution 93-202 was Defeated as follows: "That Council of the Township of Medonte endorses a resolution of the Township of Mara regarding gasoline pricing." 3) Council reviewed letters of complaint from Mr. & Mrs. Budarick and Dr. Hackstetter regarding their taxes and requested the Clerk respond. 4) Resolution 93-203 was passed as follows: e "That Council approves of the following conversions of assessment for reasons as stated: Roll No. Owner/Tenant Assessment Time Period Reasons 02-08100 Beleskey, Linda Viola CP 300 Sept.1 to Dec.31, 1993 Repair Business Ceased 09-01400 810430 Ontario Limited CP 300 c/o! The Clerk advised that the Police Village has just spent over $20,000.00 on Sidewalks. Council directed a letter be sent outlining their concern over such a large expenditure for which their was no budget or funding. LOCAL BOARDS & ASSOCIATIONS 1) Resolution 93-205 was passed as follows: "That the minutes of a Meeting of the Joint Oro-Medonte Council held on October 18, 1993 be adopted as printed and circulated." 2) Resolution 93-206 was passed as follows: "That Council approves of a grant in the amount of $800.00 to the Eady Hall Board to be paid from the Township Park Fund". e 3) Resolution 93-207 was passed as follows: "That the Treasurer make the following transfers - (1) 600.00 from Fire Reserve Fund to offset Fire Department Capital (2) 407.00 from Park Reserve Fund to offset Parks Work carried out by Roads Department." 4) Resolution 93-208 was passed as follows: "That the minutes of a Meeting of the Protection to Persons and Property Committee held on November 3, 1993 be adopted." e OTHER BUSINESS 1) Resolution 93-209 was passed as follows: "That Council approves of Hedburn Homes arranging for a Drainage Easement being granted to the Township." Various other pieces of correspondence were presented., discussed and f1led as informational. Resolution 93-211 was passed as follows: "That Council directs the Treasurer apply the next monthly payment from Horseshoe Valley against Business Taxes, Roll #10-05500-0001." 5) Council decided to have a Special Meeting on November 18, 1993 at 9:30 a.m. to meet with the Oro Planner to review O.P.A #17. PASSING OF ACCOUNTS 1) Resolution 93-212 was passed as follows: "That General Voucher #10 in the amount of $235,455.83 be authorized for payment". 2) Resolution 93-213 was passed as follows: "That Roads Voucher #10 in the amount of $104,425.87 be authorized for payment". ADJOURNMENT 1) Resolution 93-214 was passed as follows: "That this meeting be adjourned to meet again on November 22/93 at 7:00 p.m." e REEVE e
