09 14 1992 Council Minutes Monday September 14, 1992 Pagel THE CORPORATION OF THE TOWNSHIP OF MEDONTE e Minutes of a Regular Meeting of Council of the Township of Medonte held on September 14, 1992 at 7:00 p.m. in Council Chambers Moonstone. Present - Reeve Deputy Reeve Councillors - I. Beard - N. Dalziel - M. Martin - W. Dickie . Absent - Councillor - D. Bell ADOPTION OF MINUTES Resolution 92-220 was passed as follows: " That the minutes of a Regular Meeting of Council held on August 17, 1992 and the minutes of a Special Meeting of Council held on August 24 and August 31, 1992 be adopted as printed and circulated". As requested by Council, the Clerk presented a report prepared by the Township Treasurer outlining the funds available to the Fire Department from their reserve fund. Resolution 92-221 was passed as follows: " That Council approves of purchasing the truck chassis being traded in by the Roads Department to be paid from the Fire Department reserve fund". DELEGATIONS Mr. G. Pezik approached Council regarding gravel in his pond which he claimed came from the Township Road Allowance. Council discussed compensation to Mr. Pezik as a portion of the cost of cleaning his pond. Council deferred decision and asked Mr. Pezik to investigate the costs of a clean out. e BUSINESS ARISING FROM MINUTES 1) Council approved of holding a special meeting as requested under the Municipal Act to deal with a road closing and sale in Hillsdale. 2) Council reviewed information submitted by Jorden & Jones regarding the proposed Still pIan of Subdivision, Pt Lot 68 Con 1. Council asked the Clerk contact the consultant to request additional information regarding which wells were tested during the pump tests and information on proposed water storage and water conservation. It 3) Council reviewed a response from the Ministry of Agriculture and Food regarding the establishment of Golf Courses on Agricultural Lands. Monday September 14, 1992 Page 2 THE CORPORATION OF THE TOWNSHIP OF MEDONTE t 4) Resolution 92-222 was passed as follows: " That Council approves of holding a rezoning meeting for lands of Dr. P. Dean Hillsdale". PASSING OF BY-LAWS 1) Resolution 92-223 was passed as follows: " That a By-law to extend an agreement with Horseshoe Resort Corporation be considered read a fIrst and second time, read a thkd time and passed this 14th day of September, 1992 and numbered By-law 1992-50". It 2) Resolution 92-224 was passed as follows: " That a By-law under the Line Fence Act be considered read a fIrst and second time, read a thkd time and passed this 14th day of September, 1992 and numbered By-law 1992-51". 3) Council reviewed correspondence from their Solicitor regarding the Development Charges Study and By-law for Hillsdale water. They directed the Clerk meet with the Township consultant and make the necessary changes. NEW BUSINESS 1) Resolution 92-225 was passed as follows: " That Councillor Martin be appointed as Medonte Township representative to a joint Committee for fIre protection with the Township's of FlosNespra and the Village of Elmvale". 2) Council reviewed a request for ''Watch for Children" signs and directed the Clerk advise that Council is no longer purchasing such signs. 3) Resolution 92-226 was defeated as follows: That Council of Township of Medonte endorses a Resolution of the Township of Mara which requests the Province implement a bounty on wolves". e 4) Resolution 92-227 was passed as follows: " That Council of the Township of Medonte endorses resolution 92-306 of the Town of Kincardine which opposes the plan of the Province of Ontario to allow private sector pension plans lend to Business in Ontario". I LOCAL BOARDS & ASSOCIATIONS 1) Council appointed Councillors Martin and Bell as their representatives at the Oro Agricultural Fall Fair Log Sawing Contest. Monday September 14, 1992 Page 3 THE CORPORATION OF THE TOWNSHIP OF MEDONTE t 2) Resolution 92-228 was passed as follows: " That the minutes of a Protection to Persons and Property Committee held on August 24, 1992 be adopted". 3) Council reviewed the invoice from the County of Simcoe for Tippage fee's for the Month of July. It was noted that the Counties method of calculating the Cubic Yardage has resulted in a large increase in the charge. It was also noted that the Township Collector had weighed the garbage for the two weeks and these fIgures showed the Township was being overcharged. Council directed Deputy Reeve Dalziel and Councillor Martin meet with representatives of the County to try and negotiate a settlement for the overcharge and have weigh scales installed at the Waste Site. t Resolution 92-229 was passed as follows: " That Council approves of a payment in the amount based on the number of cubic yards charged in July of 1991 for garbage costs for July of 1992". OTHER BUSINESS 1) Resolution 92-230 was passed as follows: " That council approves of entering into an agreement with the Township of Oro for the provision of certain water services and authorize the Reeve and Clerk execute the agreement". 2) Resolution 92-231 was passed as follows: " That the minutes of a meeting of the Oro/Medonte Restructuring Committee held on August 26/92 be adopted as printed and circulated and as amended". PASSING OF ACCOUNTS 1) Resolution 92-232 was passed as follows: " That Roads Voucher #8 in the amount of $53,833.81 be authorized for payment". It 2) Resolution 92-233 was passed as follows: " That General Voucher #9 in the amount of $130,275.28 be authorized for payment". Various other reports and pieces of correspondence were presented, discussed, and f:tled as informational. I Moved by Councillor Dickie Seconded by Councillor Martin That Council go into Committee of the whole to discuss a personnel. Monday September 14, 1992 Page 4 THE CORPORATION OF THE TOWNSHIP OF MEDONTE t Resolution 92-234 was passed as follows: " WHEREAS the new amalgamated municipality (MedonteIOro) will require a Chief Administrative Officer. AND WHEREAS the Township of Medonte had a Chief Adminstration Officer when the Oro/Medonte Restructing Committee was formed. ~ AND WHEREAS the Township of Oro did not have a Chief Administration Officer when the Oro/Medonte Restructuring Committee was formed. NOW THEREFORE BE IT RESOLVED that all qualified candidates currently employed by Oro, Medonte, and Orillia Townships who express an interest in becoming the Chief Administrative Officer of the new amalgamated municipality by Dec. 31 1992 be evaluated on an equal basis relating to their experience, qualifications, managerial and administrative abilities, communicative and interpersonal skills. FURTHER, that selection of the C.AO. to be made by majority vote of full Oro and Medonte Councils in April of 1993. AND FURTHER, that this resoltuion be forwarded to the Council of the Township of Oro". ADJOURNMENT Resolution 92-235 was passed as follows: " That this meeting be adjourned to meet again on September 28, 1992 at 7:00 p.m.". e JL~ REEVE . I
