Minutes of a Special Meeting of Council of the Township of Medonte held on Tuesday
January 16, 1990 at 7:00 P.M. in Council Chambers, Moonstone.

the meeting was called to further review an Official Plan Amendment for PT Lot ll,
Con 13.

Meeting of May 23, in writing of this meeting.

Public Meeting in May. She explained that they have met with the Natural Resources
and walked the site and identified the environmental areas. She also advised that
they were about to begin test drilling of two wells on the property and that they
would be notifying neighbouring property owners so they could test neighbouring
wells.

Councillor Hall advised that their was developnent occurring throughout the Township.

Mr. Shaw asJsE;c1 how many houses were required in an area before a Municipal Water
System.
Councillor HalL Clc1yisgd that there is no guarantee for water. The Council do not
feel that two acres is a concentrated developnent and do not require a Municipal
system. He agreed with Mr. Shaw and Mr. Dickie that water could becane a problem in
the long teDn for everyone in the County.

subdivision, that it is of sufficient quality and that there is no interference with
neighbouring wells. He also advised that in his opinion 32 separate wells have less
of an impact then a Municipal system.
Dickie asked what would happen if the pumping of test wells caused his well to go

immediately if the testing was affecting wells.

of life, the environmental aspect the effects to wildlife in the area. The effect on
the Warminster School, the effects of extra traffic on the roads, the effect on the
Fire Department, the effect to the Township waste site etc.

remain so. Councillor Hall stated that Council share many of Mr. Shaws concerns and
have given much thought to this proposal. He noted that there has to be sane
developnent and Council felt this area could handle some.
Mr. Gordon, as the developer, responded to the concerns of those in attendance. He

keeping a portion of the developnent green.
Mr. Dickie asked how the Environmental area had been arrived at. Mr. McNair
explaIned~tha.t~tIiew.'sIte was walked with representatives of the Ministry of Natural
Resources and the banks were staked.

Resources and would have to be engineered to the satisfaction of them and the
Township Engineer.
MJ::".~ClJ::"J<;E.?Y asked if the upgrading of the Old Coldwater Road would increase his
assessment. Council directed he contact the Assessment Office for this information.

Mr. Dickie asked, developnent of 4 lots out to the 12th Concession was
setting a precedent Mr. McNair advised that Council felt this was the proper
developnent of the property. There are severed lots across the road and the
developer will have to upgrade the 12th Concession. He did not feel it set any
as Council considered each subdivision separately.

larger. Mr. Dickie presented a written brief to Council.
Reeve Amos thanked those in attendance for their canments.
Mr. McNair who presented a Memo suggesting three wording
changes. Council approved of these amendments.
