He advised Council that two tenders were received for the ~ Ton Truck. Dickie regarding the Parkland Dedication unde~wOfficial Plan Amendment #10. Council directed Clerk advise Mr. Dickie that they will not be changing their request. WHERF.AS for each tax dollar levied in the Township of Medonte, the Simcoe County Board of Education received 72 cents in 1989 for a total levy in excess of 1.6 million dollars; AND WHERF.AS indications fran the Simcoe County Board of Education for the 1990 budget year are that a 14 to IS percent increase is to be expected; AND WHEREAS the Simcoe County Board of Education has recently constructed an Administration Centre at a cost of approximately 11 million dollars and further plans to spend in excess of 17 thousand dollars on opening ceremonies; NJW 'l'HER:ER)RE be it resolved that: 1) THAT this Council deems certain expenditures of the Board to be inappropriate; 2) THAT this Council admonishes the Board for such frivolous expenditures, such as those planned for opening ceremonies, for better purposes within the framework of the existing school system; 3) THAT this Council calls for the Board to re-examine its entire budget philosophy and procedure and publish a long range capital cost forecast whereby taxpayers are aware of planned projects; 4) THAT this Council calls for a salary freeze on salaries of the seven Superintendents of Schools and positions above that level; ~ 5) THAT this Council calls for a freeze on the hiring of additional administrative staff until an assessment has been completed on the consolidation of administrative operation at the new education centre; 6) THAT this Council urges that the Board present budgets in future that are more responsive to the needs of those to be educated - those for whom the system was designated!!! - 7) THAT a copy of this resolution be forwarded to the Simcoe County Board of Education; to the Minister of Education and to the local member of the Legislative Assembly." Van Andel regarding a By-Law canplaint. No action was taken. DE;1EGATIO:t'i[ ~ 1) wM~ Mr. Morris Darby and Mr. Doug Jackson approached Council on behalf of the Penetanguishene General Hospital Fund raising campaign. They outlined the changes to be made at the Hospital which would cost in excess of 6 million. They advised that they required donations of just over 2 Million, of which they hoped to raise $215,000 fran Municipalities served by the Hospital. Based on patient usage, they requested the Township contribute 4.39% of the total, being $9,600.00 over a two year period. Council deferred decision to Budget deliberations. NEW 1) Cq1!P..Q..iL~ceived a By-Law canplaint fran Mr. Richard Kennedy and deferred action. 2) :RJ2so1-.1~JioJ:L~D::-7]~wq~J2s2~1 as follows: " That Council approves of Mr. & Mrs. Ron Thatcher, pt Lot 15, Con 10, obtaining a building pennit to erect a new hane on their property, subject that the existing hane be derrolished within three months occupancy of the new hane". 3) CO!:1D.9il~LegE3i.YE.?d a ~!: fran Mr. G. Mainprize, pt Lot I, Con 13, for an Official Plan Amendment to create 4 Estate Rural lots. Council directed the Clerk advise Mr. Mainprize that they are not considering applications for development at this time. 4) c:;o~9.:h!.E~g~i~E.?.sL~~st fran Mr. K. Triemstra, pt Lot 13, Con ll, for an Official Plan Amendment to allow for the development of an Estate Residential Subdivision of 9 lots. As Mr. Triemstra was in attendance, Council advised him that they did not feel his land was best suited for development due to its Agricultural nature and proximity to the main C.P.R. " That Council approves of a cancellation of residential public assessment ~n the amount of $625 Roll l-006-01, Steven J. " That Council approves of a cancellation of residential public assessment ~n the amount of $2,550, Roll 8-143, Fortunata Lupinacci, for all of 1990, due to gross error in assessment". 7) ~io~~g as follows: " That Council authorizes Gary Cunnington attend the Association of Municipal Clerks t and Treasurers Convention and Seminars to be held in Toronto from June 22 to 27". 8) Council reviewed four applications for Severance as well as a Minor Variance. Council was presented a letter in response to questions they had forwarded to the County in February. ~ Mr. AndradE:L~l(;lj:!l~t the County had assumed ownership of all open and closed Municipally owned waste sites wi thin the County. As the County did not have a Waste Department, the County requests that the Municipalities continue to manage the sites. The County advised that they were not in a position to discuss canpensation for the takeover of the Township Waste Site. Mr. Andrade was unable to guarantee that the Township would be reimbursed for their costs of operating their waste site and was unable to advise when it would be known what costs would be reimbursed. Council requested that the County provide written guidelines for the Municipality to follow. Mr. Andrade requested the Municipality operate the waste site as normal and contact the County for anything special. ~ V~ous "~tl}er .wrePQrt~ and pieces of correspondence were presented, discussed and filed as informational.
