08 09 1990 Sp Council Minutes THE CORPORATION OF THE TOWNSHIP OF MEOONTE Minutes of a Special Meeting of Council under Section 17 of the Planning Act at 7:30 P.M. on August 9, 1990 in the Hillsdale Community Centre. Present - Reeve Deputy Reeve Councillors 1. - H. - J. - N. - C. Amos Vasey Patterson Dalziel Hall - Also Present - Mr. A. McNair - Mr. B. McKell - Mr. D. Sherk - Mr. R. McLarney 30 Ratepayers - Reev~ Amos call~ to order and welcaned those in attendance. He advised the meeting was to consider an. amendment to the Official Plan to designate lands in Part Lot 57 Con 1, from Rural to Residential to allow for a proposed Plan of Subdivision. ~:thas.e in attendance that the requirements of the Planning Act had been met by publishing notice of the meeting in the July 5 issue of the Independent. In addition, notice of the meeting was mailed to 47 property owners in the area of the lands subject to the application. As is Council's Policy the amendment was also circulated to the two school Boards, the Simcoe County Health Unit, the Ministry of Municipal Affairs, and the Ministries of Agriculture & Food, Natural Resources, Environment and Transportation. He advised that as a result of the notification, responses had been received from the two School Boards, the Ministry of Municipal Affairs, and the Simcoe County Health Unit that they had no objections to the proposed amendment. Mr:~,~.IL._Mc:iK.ell ~ie'i'l then gave an explanation of the proposed amendment and how it tied in with the entire proposal for a 63 lot subdivision. He outlined the road layout, the plans for drainage and the plans for parklands and the upgrading of the water system. Reeve Amos then opened the floor for a question and answer period. M.~en_.li..8-Js:eg. when the other lands had been designated & zoned for developnent. - !:1r...11<2~.9:,.ir explained. that sane of the lands had been designated residential since the 1978 Official Plan. He also explained that none of the lands were zoned and that another Public Meeting would be held once the draft plan of subdivision was finalized. . Mr. ..wMLlL~n exprE2E?l'gg concerns over the entire developnent and the proposed drainage problems. He felt the proposal would cause problems with drainage to his property. MlZ. M~ey oullined the drainage plan and advised that stonn retention ponds would be used to control the flows from the developnent. He advised that the drainage plan should improve the situation. Mr!. Ml1;;rden di~~~ and advised he is against the developnent. He also stated that the retention pond behind his property would devalue his property. Reeve Amos asked Mr. Murden to put his concerns in writing to the Council. August 9, 1990 Page two THE CORPORATION OF THE TOWNSHIP OF MEOONTE discussion with those present the following issues were raised as concerns (1) increased traffic along existing streets ( 2) affect on water system in Hillsdale ~ ( 3) possibility that developnent could lead to Municipal Sewers being required (4) affect of septic systems on ground water (5) affect of development on school system (6) need for sidewalks for children going to school ~ Reeve Amos asked there in attendance to su1::mit comments in writing to Council by August 23, 1990.
