09 26 1990 Sp Council Minutes THE CORPORATION OF THE TOWNSHIP OF MEOONTE Minutes of a Special Meeting of Council of the Township of Medonte held under Section 17 of the Planning Act on September 26, 1990 at 7:30 P.M. in the Wanninster Community Hall, Wanninster. Larsen 25 Ratepayers t Reeve Amso called the meeting to order at 7: 30 P.M. and welcaned those in attendance. The ClerJs,_advised~~~ in attendance that the meeting was being held as required under Section 17 of the Planning Act to consider an Official Plan amendment for a parcel of land, pt Lot 5, Con 13, consisting of 33 hectares. The purpose of the amendment is to allow for the creation of a residential subdivision. He advised those in attendance that as required under the Planning Act, notice of the meeting was published at least 30 days before the meeting by advertising the meeting in the August 23 issue of the Orillia Packet & Times and the August 23 issue of the Independent. In addition, notice of the meeting was posted in the Township Office and mailed to 60 households in the area of the amendment. He also advised that the amendment was precirculated to various agencies and Ministries. As a result, a verbal approval had been received from the Simcoe County Health Unit, and written approval had been received from the Ministry of Municipal Affairs and the Simcoe County Ranan Catholic Separate School Board. He noted that the actual plan of subdivision is conceptual at this time but proposed up to 115 lots of ~ acre. He noted that preliminary drainage, Soils and hydrogeologic reports had been prepared. He noted that although some of the lands are designated agricultural, they were best suited for residential use. He noted that the proposal complied with the Township Official Plan in that it concentrated development in an established Major Community. t M:r:!..~, ROl!.~B9]:::>insQI}L EI}gj..neE2f for the Developer, then gave an overview of the actual servicing of the proposed subdivision. He noted that before development proceeded, the water system would require a major upgrading at the developers expense, that the drainage study showed the lands suitable for septic but that some of the lots would require raised beds, that the preliminary drainage report showed the development could be serviced by open ditches and that the existing outlet would be suitable and that the Hydrogeologic study showed the development would not impact on the quality of ground water. He noted that all the reports would have to be approved by various provincial agencies and Ministries before any development proceeded. t Reeve Amos then introduced the Council and opened the meeting for questions. . QUESTIOJ;'! - What will be done about the Water System? _ Mr. Robinson explained that the system would be upgraded to meet present Ministry of Environment Standards. This would require a new supply, improved pumping, new distribution system and increased storage for fire protection. He explained they have to meet the demand and explained t~t the subdivision would be phased in and could generate up to 60 chlldren using School Board Calculations. _ What will environmental impact on the Coldwater River be as a result of drainage fran Subdivision? _ Mr. Robinson advised that more studies would have to be done but that water flow from the property could not increase due to develo[1Ilent. He explained that their may have to be stonn water retention ponds installed. - What about environmental Sensitivity of lands? - Mr. Jones explained that none of the lands proposed for develo[1Ilent were designated Environmental Sensitive in the Township Official Plan . QU~'LJ:Ql\I ~ QUESTION t QUES~ - Who pays for costs of increased water system and possible damage to local roads during develo[1Ilent? - Mr. Robinson explained that the Developer pays for all servicing required for his develo[1Ilent. He also noted that the developer would pay for the upgrading of the water system and for all costs associated with the develo[1Ilent. Q.~11Ql\I - What are stonn retention ponds? - Mr. Robinson explained they are area's which collect excess stonn waters and slow their release. He noted the ponds are dry most of the time and are protected so children can not get in. QgJ~QTIQN - What is the time frame for the develo[1Ilent? - Mr. McNair explained the Planning process, the requirements for Township and Provincial Approval and noted that two to three years would be an optimistic time frame. - Mr. Jones noted that the actual develo[1Ilent would then be done in 4 or 5 phases and could take several years to be canpleted. It ~ON. - What type of houses will be constructed? - Mr. Larsen explained that he was not a builder but would retain control over the type of houses. He expected they would be of various designs and would range in the 1200 to 1500 sq foot size. He explained they would all be single family dwellings and that they should not destract from the value of the existing hanes. QUESTION - I s their need for such a development when there are proposals on hands in the Village already designated for develo[1Ilent? Mr. McNair explained that it is unknown how many lots would be created on those lands but that Council was looking to spread out the cost of the upgrading of the water system among all the develo[1Ilents. - Mr. Robinson noted that the projected cost of upgrading the water system was $800,000.00 e ~~Amo..s~ooe for attending the meeting and asked those who wished to submit written comments and questions to Council within 10 days.
