Minutes of a Special Meeting of Council of the Township of Medonte held under
Section 34 of the Planning Act on January 29, 1991 at 3: 00 P.M. in Council
Chambers, Moonstone.

meeting was called to consider a Rezoning of a parcel of land, Pt Lot 1 Con 1 0,
fram Rural to Rural Exception to allow for the erection of a second dwelling on
the property. He advised that the provisions of the Planning Act were camplied
with by mailing notice of the meeting to 20 Ratepayers in Medonte and Oro
Township who owned property in the are on January 7, 1991. Also on January 7,
1991 a copy of the proposed By-Law was mailed to 1 0 local Boards and Ministries
asking for their corrments before the meeting. The Clerk advised that he had
received questions fram Mr. Vinson who owned a house near the proposed second
dwelling on the property and read a letter of tentative approval fram the Simcoe
County Health Unit. The Clerk was presented with 10 letters of objection, both
to this particular By-Law and to the concept of allowing second homes on
property within the Township.

the By-Law would allow a 2nd house on the property in a specified place on the
property. All other aspects of the Rural Zone would remain unchanged except
that no apartments would be allowed in either of the proposed dwelling units.
Mj;"~~~~!'.2F9L.E~~~J3_~tif!g.Mr. & Mrs. J. Vinson outlined objections to the
proposal. He noted that the Beach's could have had a severance fram the
property at the corner of the 10th Concession & County Road 22. He noted that
the Vinson's house is located to face south and the proposed second dwelling
would block their view. He also noted that the Township Official Plan (Section
6.52) does not contemplate allowing a second house on Agricultural Lands and
that the Official Plan, (Section 6.5.3.) does not allow any use which would
disturb a potential agricultural use. He stated that the proposed By-Law would
be in contravention to the Township Official Plan. He also noted that the
Official Plan requires that Council justify and demonstrate the need for
development in the Agricultural area and that this has not been done. He stated
that the request for rezoning was an attempt to get around Council's freeze on
severance and create a situation which would possibly allow for the creation of
lots by severance in the future. In order to settle the matter locally, and
without an objection to the Ontario Municipal Board, that Council limit the
Beach's to an apartment which is allowed or move the location of the proposed
second dwelling further to the south nearer to County Road 22.
~Mr. Beach advised that tQE?L originally wanted the house directly beside Mr.
Vinsons. They have already agreed to move it 160 feet further to the south.
They want the house off of the 1 Oth Concession, not County Road 22. The house
is for their daughter who is presently working the farm. It is not their
intention to create a lot, only put a second house on the property. Mr. Beach
advised that it is better for the agricultural potential of the property not to
put the house in the middle.
