04 09 1991 Public Minutes THE CORPORATION OF THE TOWNSHIP OF MEOONTE Minutes of a Special Public Meeting held under Section 1 7 of the Planning Act on Tuesday, April 9, 1991 at 7:30 P.M. in the Hillsdale CĹ“munity Hall, Village of Hillsale. þ Present - Reeve - I. Amos Deputy.. Reeve - H. Vasey Councillors - J. Patterson - N. Dalziel Also Present - Angela Baldwin - Jorden & Jones John Foster - R. G. Robinson & Associates Ian Wilson - Wilson & Associates Allan McNair - McNair & Marshall 40 Ratepayers þ Reeve Amos called the meeting to order at 7: 30 and introduced the members of Council to those in attendance. He then turned the meeting over to the Township Clerk. He advised those in attendance that the meeting was being held under Section 17 of the Planning Act to consider an amendment to the Township Official Plan for approximately 33 Hectares of land, Part Lot 68 Con 1 which would redesignate the lands in question from Rural District and Low Environmental Sensitivity to Estate Residential District and Low Environmental Sensitivty District to allow for the development of a 34 lot Estate Rural Residential Subdivision. The Clerk advised that notice of the meeting was published in the Independent on March 7, 1991. Also a notice was mailed to 87 ratepayers in the area of the subject property. Also a notice and copies of the amendment were mailed out to various local Ministries and Boards for their comnent. He advised that a letter had been received from the Separate School Board stating they had no objection. He also advised that a verbal approval had been received from the Simcoe County District Health Unit. The Clerk advised that the consultants for the developer would present the amendment and that there would be a question and answer period afterwards. The Clerk also requested all parties send in written comnents to Council either in support of or in opposition to the amendment by April 19, 1991 at 5:00 P.M. Angela Baldwin of Jorden & Jones gave a presentation on the proposal and outlined the studies which were undertaken and their results. She also outlined how the proposal complies with the development principals in the Township Official Plan. þ Mr. John Foster of R.G. Robinson & Associates then gave an outline of the Engineering aspects of the project, dealing with the traffic study, grading and drainage plans and storm water retention. Reeve Amos then asked those in attendance if they had any questions. . Mr. Crowe of the Orr Lake Golf Course which abuts the subject property expressed his concern over golf balls hitting neighbouring houses and the drainage of his property. Mr. Foster explained that drainage flows would not increase due to the development. Ms. Baldwin noted that there could be setback provisions in the Zoning By-Law to keep the houses back from the Golf Course. She also mentioned that fencing could be required in the development agreement. There was a question with regard to the existing culvert leaving the property which was already silted. It was felt directing more drainage into the culvert would cause pollution of Orr Lake. Mr. Foster explained that the developer was not allowed to increase the rate of flow from the property and that a retention pond would be used. April 9, 1991 Page two THE OORPORATION OF THE TOWNSHIP OF MEOONTE He noted it would be a natural vegètation pond which would work to clean polutants out of the surface drainage. He explained that the storm design used the 100 year maximum and that a berm of ~ metre would have to be built around the pond. If the pond silted it would have to be cleaned. Mr. Foster was questioned as to whether there would be storm sewers. He advised all drainage would be by road side ditches and drainage ditches to existing water courses. A resident felt that the drainage would be a problem and requested the studies be done in the spring, not the fall. Mr. W. 0 'Halloran, who owns property abutting the proposed developnent questioned fencing along the boundary with his property. Mr. Foster noted this could be done also through the development agreement. ~ A ratepayer asked what affect the development would have on existing wells in the area. Mr. Ian Wilson of Wilson & Associates advised that the preliminary hydrogeologic survey, indicated there would be no problem. He noted that the lots were large and that the wells drilled would be deep. A ratepayer asked what affect the development would as a result of the septic systems. Mr. Wilson advised that his preliminary study showed the property could support far more then 35 septics and stay within the Provincial Guidelines. He advised that it would be up to the Ministry of the Environment to give the final approval. He noted that Class 4 raised tile beds would be used and would meet the Provincial Guidelines. One ratepayer noted that the property might meet the guidelines but that any nitrates into Orr Lake would be unacceptable. A representative of the Orr Lake Ratepayers Association expressed his groups concerns over (a) surface drainage (b) siltation & algae growth (c) fertilizers into lake (d) septic systems near lake (e) wells affecting water supply (f) density of development around Orr Lake (g) access of proposed lot owners to lake (h) affects of traffic on Hwy 93 (i) developments also proposed for Flos Township. Mr. Clute presented a letter outlining his concerns as they relate to compliance to the Township Official Plan. þ Another ratepayer expressed concern over the density around the lake. He noted that although this project was being done properly that the mistakes of the past were the problem. He asked that an Environmental Assessment be done for the area before more development be allowed. Mr. O'Halloran asked if Medonte Council should deal with this matter when the area is proposed to became part of another Municipality. þ Reeve Amos asked that everyone sul:mit their comnents in writing and declared the meeting closed at 9:30 P.M.
