08 27 1991 Sp Council Minutes THE CORPORATION OF THE TOWNSHIP OF MEOONTE Minutes of a Special Meeting of Council of the Township of Medonte held on August 27, 1991 in Council Chambers Moonstone. Present Reeve - I. Amos Deputy Reeve - H. Vasey Councillors - J. Patterson - C. Hall - N. Dalziel ~ Also Present - W.S. Koughan, Solicitor Peter Smith, Engineer G. Ball, Roads Superintendent James Rumble Doug St. Denis Shari Drinkwater 20 Ratepayers ~ Council met to discuss the subdivision agreement proposed with Hedburn Developnents in Hillsdale. DECISIONS 1 ) C;o1J))cil to accepi~~sh in Lieu contribution for Parkland. Clerk to contact the Developer and ask him to present a proposal. If not acceptable, Township to retain an appraiser at cost of Developer. 2) Road Allowance to Highway 93 Township Solicitor to prepare the necessary By-law under Section 24(3) to open the Road. Reid and Associates to apply for entrance permit fram Ministry of Transportation. All actions at expense of Developer. 3) Water Services Police Village Trustees to locate two parties who will have to be connected to the system. 4) Sidewalks Police Village Trustees will require sidewalks on one side of each street in the subdivision. The Police Village Trustees will provide the specifications for the sidewalk. 5) Boundary Road Contribution Will not be required. ~ 6) Lot Levies Payment schedule will be 10% at time of registration of the Plan with the remainder due upon application for a building permit or sale of vacant lot. Water t The ratepayers--.in attendance presented Council with a petition signed by the residents of the Playford Subdivision requesting an upgrading of their water system at no cost to themselves. They stated that the system was not proper when installed. The Village Trustees advised that the original system was approved by the Ontario Water Resources Commission. Mr. Smith advised that 2" lines were permitted as long as no effort was made to include fire hydrants. They advised that they would not be responsible for these problems. They stated that the developer or the Trustees would have to be responsible. Mr. Koughan advised that Council can not legally spend general funds on Water Works and that the water system would have to fund any repairs or upgrading. Council approved of the plans as submitted subject to - 1 ) proper engineered plans for stormwater 2) proper erosion control 3) proper looping of water system 4) approved plans for streetlighting and sidewalks 5) suitable letter of credit for Water Works (Tower included) at time of signing of agreement and that the Police Village will supervise construction of water system and Tower after 10 building permits issued provided that the 2nd well is operational 6) subject that the appropriate legal and zoning restrictions are placed on the lots in Phase Two.
