05 11 1992 Council Minutes THE CORPORATION OF THE TOWNSHIP OF MEOONTE Minutes of a Regular Meeting of Council of the Township of Medonte held on May 11, 1992 at 7: 00 P.M. in Council Chambers, Moonstone. Present - Reeve Deputy Reeve Councillors -I. - N. - D. M. w. Beard Dalziel Bell Martin Dickie AOOPTION OF MINUTES Resolution 92-133 was passed as follows: " That the minutes of a Regular Meeting of Council held on April 27/92 and the minutes of a Special Meeting of Council held on April 29/92 be adopted as printed and circulated". Council discussed a report from the County of Simcoe on the formation of CountyjMunicipal Transition Carmittees. It was noted that the Reeve and Deputy Reeve were already appointed and they directed the Clerk set up a meeting with Oro , Township. Council met with Mr. Sheldon Rosen to review a developIlent agreement which Council required before they would rezone his property. After a review of the agreement ooth parties agreed to several minor word changes and agreed to place a limit on the agreement of 48 months. Mr. Rosen provided the Councillors with a copy of his feasability study but asked they not duplicate it or make it public and the members of Council agreed. Reeve Beard asked those in attendance if anyone had any questions or corrments. No one had any ccmnent. Resolution 92-134 was passed as follows: " That a By-law to enter into an agreement with Mr. Sheldon Rosen be considered read a first and .secondt~,read a third time and passed this 11th Day of May, 1992 and numbered By-1992-28". Resolution 92-135 was passed as follows: " That a Zoning By-law to amend By-law 1990-22 be considered read a first and second time, read a third time and passed this 11 th Day of May, 1992 and numbered By-law 1992-29". BUSINESS ARISING FROM MINUTES t 1) Council reviewed the Van Andel zoning which was given two readings on April 27/92. The Clerk reported he had contacted the Ministry of Transportation and they had advised it would be at least a month before Council knew if the Ministry would install turn lanes along Highway 1 2. Resolution 92-136 was passed by recorded vote: " That a Zoning By-law to amend By-law 1990-22 be considered read a third time and numbered By-law 1992-19" Yeahs - Bell, Dalziel, Martin Nays - Dickie, Beard t 2) Council reviewed a letter from Mr. J.R. Hewetson outlining his objections to Council not providing his rezoning. Council directed the Clerk bring the By- law back to the next meeting. 3) Council decided to hold a Recreation Meeting on June 1/1992 at 7:00 P.M. 4) Council decided to walk the Horseshoe Valley Condominium lands before any meetings were held on a Site Plan Agreement. 5) Council directed the Clerk set up a meeting for May 21/92 at 7: 30 p. m. with Hedbern Developments and the Police Village Trustees. Monday, May 11, 1992 Page two THE CORPORATION OF THE TOWNSHIP OF MEDONTE PASSING OF BY -lAWS 1) Resolution 92-137 was passed as follows: " That a By-law to repeal By-law 1992-23 be considered read a first and second time, read a third time and passed this 11 th Day of May, 1992 and numbered By-law 1992-30". 2) Resolution 92-138 was passed as follows: " That a By-law to amend By-law 1990-22 be considered read a first and second time, read a third time and passed this 11 th Day of May, 1992 and numbered By-law 1992-31". NEW BUSINESS 1) Resolution 92-139 was Defeated as follows: " That Council approve of granting the M.E. Association of Canada an exemption to Sections 3, 4(b) and 17(b) of the Terms and Conditions for issuance of a Nevada Licence to allow for the operation of a Nevada from the Orr Lake Trading Post". 2) Resolution 92-140 was passed as follows: " That Council of the Township of Medonte endorses a resolution of the Town of Tillsonburg which requests the Province promote industrial waste diversion more vigorousl y" . 3) Resolution 92-141 was passed as follows: " That Councillor Martin and Deputy Fire Chief Joe Casey be authorized to attend a one day seminar on June 2/92 in Barrie on Emergency Planning". 4) Councillor Dickie spoke to Council regarding their decision to proceed with a rezoning to allow a second house on a property. He advised he felt it was setting a precedent that would allow people to work around the severance policy. He advised that a second house actually devalues the property and that people could put in an apartment. He also requested in future any such request be forwarded to the Planning Advisory Carmittee for their review before Council and requested Council pass a Procedural By-law to limit the length of Council meetings as important decisions were being made too late at night. 5) Council reviewed the Minutes of a Protection to Persons and Property Carmittee held on May 6/92. Councillor Martin requested an amendment to the minutes and Council deferred the matter. - 6) Resolution 92-142 was passed as follows: " That Council approves of paying the Deputy Chief a vehicle allowance of $60.00 per month" . 7) Resolution 92-143 was passed as follows: II That Council adopts the minutes of a meeting of the Roads Carmittee held on April 24, 1992". t 8) Resolution 92-144 was passed as follows: II That Councillor Bell replace Councillor Martin on the Township Planning Advisory Corrmi ttee" . PASSING OF ACCOUNTS 1) Resolution 92-145 was passed as follows: " That Roads Voucher #4 in the amount of $65,065.99 be authorized for payment". ADJOURNMENT 1 ) Resolution 92-147 was passed as follows: " That this meeting be adjourned to meet again on May 25, 1992 at 7:00 p.m.". c
