08 28 1990 Sp Council Minutes THE CORPORATION OF THE TOWNSHIP OF MEOONTE Minutes of a Special Meeting of Council held with regard to Official Plan Amendment #1 Q on August 28, 1990 at 9: 30 AM in Council Chambers, Moonstone. Present Reeve Deputy Reeve Councillors 1. - H. J. - c. - N. Amos Vasey Patterson Hall Dalziel t t Also Present Ms. M.L. Kirby Mr. A. Purser Mr. D. Sweezey, Min. of Municipal Affairs Mr. W. Dickie Mr. R. Alkema, Min. of Natural Resources Mr. J. Wilson Mr. P. Gordon Mr. B. Green to meet with Mr. Dickie who has requested Official referred to the Ontario Municipal Board. The intent of the meeting was to see if any accanadations could be reached in order that Mr. Dickie would withdraw his request Mr. Dickie thanked Council for holding the meeting. He advised Council he would speak to three issues, Parkland, Environmental and Water Supply. PARKLAND Mf::.~ickie pr~~~1}ted ~;?.9:.~ requesting that Council change the Parkland plans from 2 acres to 4~ acres. A copy of Mr. Dickie's presentation and a copy of petition are attached to the minutes of this meeting. ENVIRONMENT t have been cleared through the lands and as such nothing can be done regarding his concerns. Mr. Gordon explained that the Roads were cleared over the winter to allow the engineers to layout the subdivision. Ms. Kirby noted that the road pattern was laid out to have the least impact on the site with the approval of the Ministry of Natural Resources. Mr. Alkema of the Ministry of Natural Resources advised that the roads were in the best area to minimize the impact. He advised that there will have to be a proper drainage plan for the site with proper setiment control during construction and that the Ministry would be watching during any construction. WATER Mr. J. Wilson gave a synopsis of his latest Hydrogeolic Report of the site. t Mr~J?JQJsiE:L~e.ecl.Jl~~!1 over the affect the developnent would have to the wells of adjacent properties. He advised that the existing residents now practice conservation of water and that there have been problems in the past. He advised that there are dug wells in the area and they have had problems. Mr. Dickie expr.E.?ssed concern that the report showed interference with neighbouring wells and asked that Council downsize the proposed developnent.
