11 02 1989 Sp Council Minutes THE CORPORATION OF THE TOWNSHIP OF MECONTE Minutes of the Special Meeting under Section 17 of the Planning Act to present a proposal for an amendment to the Township Official Plan to amend the designation to 44 Hectares of land EJ:2 Lot 7 Con 3, which would allow for an extension of the existing gravel extraction operation located in the WJ:2 Lot 7 Con 3, held Thursday November 2, 1989 at I: 00 P.M. in Council Chambers, Moonstone. The Clerk advised those in attendance that he had complied to the regulations for notification by placing notice of the meeting in the Orillia Packet & Times, the Barrie Examiner and the Midland Times at least 30 days before the meeting. He advised that in addition he had mailed notice of the meeting to 32 property owners in the area, also 30 days before the meeting. He also advised, that as is Council's policy, the proposed amendment was circulated to the local School Boards, and the Ministry of Natural Resources, Ministry of Municipal Affairs, Ministry of the Environment, Simcoe County Health Unit, Ministry of Transportation, Ministry of Agriculature & Food. He read the replies received from the Simcoe County Health. Unit, Ministry of Municipal Affairs and the Simcoe County Board of Education as well as letter of objection from Mr. R. E. Belanger. He asked anyone who wished further notification of future meetings to notify him of their intention at the end of the meeting. He advised the amendment would extend the area of the existing pit in the W-1 Lot 7 Con 3 to the EJ:2 of Lot 7 Con 3. He noted that the location of the equipment in the pit would not change. He noted that the environmental and hydrology aspects of the proposal have been reviewed. The excavation area would not be visable from the 400 Highway and that existing tree's would remain and that additional berms and tree's would be constructed. He explained the proposed operation plan and noted that the excavation would not be deep enough to reach the groundwater level. He explained that the operation would not create a lake. He explained that all materials would continue to be shipped across the existing haul route, which presently runs on Township Road Allowance and private roadway. He explained that the haul route is maintained by Seeley & Arnill and would continue to be so. As the licence was not being expanded the proposal would not create any further traffic from the pit on a daily basis. l':t1l:...~East.OlLQf.j2ixQILHy.drQl.ogy, Barrie, then explained the Hydrology study for the proposal. He noted that their are two existing water levels and that the excavation would not reach these water levels. He did note that the removal of topsoil would allow more precipitation to enter into the upper aquifer. t M:r..L...B.g.~n9....then..sh9.w.eg drawings which outlined the operational plans for the execavation and the rehabilitation would be done on a progressive basis as the area was excavated. He read the brief which highlighted the following: (a) 1: 00 P.M. meeting not fair to ratepayers (b) documentation not received until October 31 which did not allow proper time for preparation ~ (c) concern over amount of local truck traffic on the 2nd concession and the problems of noise and dust (d) hours of operation of the existing pit (e) the need for the amendment at this time as the existing operation was no where near depleted. ~ It~~g~cided.t.Q-'lddr.eas.~ each of the concerns in the suJ:::mission (a) fi< (b) Reeve Amos explained that the meeting time was decided upon by Council and that it was impossible to satisfy everyone. The Clerk advised Mr. McKay that the documentation had been available in the Township Office since early October. (c) M.r~~~B~Dd advis?d that there would be no increase in local traffic as the tonnage output was not being increased. Mr. McKay advised that the residents wanted a guarantee that the haul route would remain in existance. Council advised that it would. Deputy Reeve Vasey asked Mr. Arnill if local trucks would be allowed to use the haul route if the 2nd concession was closed to Truck Traffic. Mr. Arnill advised that this could be done. He also noted that their would be no access to the pit from the 3rd concession which would mean no trucks on the 3rd concession. Mr. Mugford of Seeley & Arnill explained the make up and operation of the haul route. He further noted that if the haul route closed, then the pit would also close. ~~1!\!gfo~sL~~!?:~d that they estimated that they had 5 years of operation in the existing pit and that the expansion would add an estimated further 7 years worth of supply. He noted that if further gravel was found on neighbouring properties then they would be looking at further expansion as they wished to have a 20 year supply. ~ (d) M:c..~.Jv1lJgtQJ;::.(;L~.9inE2.c,:t that the pit currently operates from 6: 00 A.M. until darkness. He stated that Seeley & Arnill would be willing to look at their hours of operation but that trucks were licenced to be on the roads and no one could stop them from arriving at the pit early to be in line to start the day. Reeve Amos noted that the truckers are in business and pay licence fees to be on the road. Mr. McKay advised that the residents understood this but that the trucks on the 2nd concession were a major inconvenience to the local residents and that there were more local trucks not using the haul route. ~ MrL"Arnil1._pdvi~. that they would allow Council to shut off the 2nd concession and have all trucks use the haul route but this would route all local traffic through Hillsdale to service the west end of the Township. He noted that Seeley & Arnill would enter into an agreement with Council to supply calcium for the 2nd concession or work with Council to hardtop the 2nd. Councillor Dalziel noted that hardtopping the 2nd would only increase traffic flow and increase speeds. Mr ....J1ggf2:!;:~Ladyis~ that under the new aggregate resources act the Municipality would receive up to 45,000 per year in revenue which could be used to improve local roads. ~_'J'~T~E2ton~.~9:9~keg~ if load restrictions were imposed by Council and if they in fact increased traffic during that period. Mr. Mugford explained that only 5% of their sales were from the period of Christmas and the end of J.:2 loads and thct those orders were generally only from house builders. He stated that the increased costs of materials due to J.:2 loads generally kept the traffic down. Mr. Mugford noted that this could happen but that there would always be a need for gravel and that if it didn't come fran this pit it would cane fran sane where else and there would still be truck traffic. He once again advised Mr. McKay that truck traffic could be eliminated fran the 2nd concession. ~ Thg.~QJ:~k.J2f'~J}.:tE2Q a letter fran Mr. & Mrs. Harvey Hill, residents of the 3rd concession who expressed concerns over truck traffic on the 3rd concessioIl affects on wells, the affect on the agricultural area and the effect of the value of their property by being located next to the gravel pit. Mr. Raymond noted that there would be no truck traffic on the 3rd concession, that no wells would be affected and that there would be an intrusion into the agriculture area but that he felt it was better to expand on the existing area rather then to disturb new areas. ~ ~......"Jil1IIker~gQk~gwhat would be done with the hole left after the gravel was extracted. Mr. Raymond showed the plans for rehabilitation which showed there would be no hole left, but three plateaus which could in fact be returned to agricultural production. Mr. Mugford noted that most of the local traffic went to individual housing projects as well as subdivisions presently under construction.
