Minutes of a Regular Meeting of Council of the Township of Medonte held on May 11, 1983
at 7: 00 P.M. in Council Chambers, Moonstone, Ontario.

ADOPTION OF MINUTES

Resolution 83- too was passed as follows:
" That the minutes of a Regular Meeting of Council held on April 12, 1983 and the
minutes of a Special Meeting of Council held on April 15, 1983 be adopted".
Council met wit~Robertson, Township Roads Superintendent.
e Council directed that the Roads loader move some fill at the Mt. St. Louis Waste Site.
Council then opened tenders for their 1983 road's needs.

" That this Council accept15!':; the tender of Collingwood Sand & Gravel Construction Ltd.
for the crushing and spreading of gravel in the amount of $29,250.00".
Resolution 83-102 was passed as follows:
" That this Council accepts the tender of Durham Stone and Paving Inc. for supply and
delivery and application of DHO Prime, RSIK emulsions and H.F. 150, 3/8" stone chips
and screenings and for the delivery and application of 5/8" gravel in the amount of
$97,850.00".

fill is sold on a very limited basis at a price of $1.75 per cubic yard. Council agreed
to continue this practice.

the Township pit before crushing begins.

.Mr. R. Vim VA1kenhllr,e: Approached Council and asked that they not clean out the ditches
in the Haste Subdivision in the future as the machine is cutting up their lawns with
its teeth on the bucket. He also requested that Council remove some large rocks and
some pieces of cement from the Warminster Park.
... Mr. J. R.qyrY'.qf, approached Council to explain to them that he had complied with their
request to clean up the old vehicles on his property and that he had obtained a building
permit to complete the addition to his property. He explained he still has tm old
vehicles on the property but that these were antique cars. Council felt they could
remain on the lot if he built a garage to store them in.

Mr. B. Jarvis and Mrs. D. Nurcombe, numbers of a group providing services for Senior
Citizens in the Elmvale area met with Council and explained What services were. offered
through' their group. They explained that they have received provincial funding
in the past and hoped to continue their program by raising funds locally. Council
said they would consider a request for funding at a later date When more specific amounts
were known.

~Council direc:t.ed.-the Clerk write various property owners in Moonstone and request
that old cars be removed from their property.
?) C,olmcil Agreed to have a new trench dug at the Township WastIe Site, Lot 19, Concession
13.
~3) Council agreed to keep the water rate for the Medonte Hills Subdivision at the rate
of $36.00 per year and also directed that a fire hydrant be placed near the pumphouse
so the Fire Department can draw water When necessary.
4) Council then discussed the agreement with the Village of Coldwater for the use of
the Township Waste Site, Lot 19, Concession 13.

~solution 83-103 was passed as follows:
" That this Council offers to extend for one year the agreement for use of the Township
dump to the Village of Coldwater at a price of $400.00 per month".
~) CDuncil discussed the proposed Canada Ontario Employment Development Program grant.
The Clerk explained that the Community Halls did not have enough work to keep the
4 workers busy for 13 weeks. Council asked the Clerk to see if the program could
be amended to have only 3 workers for 12 weeks and to have the project amended to
provide for work ion the Municipal Buildings, roadsides and waste sites.

'I That the Reeve and Clerk are authorized to sign agreement forms for the Canada Ontario
Employment Development Program for funds in the amount of $12,814.00 subject to the
Township providing funds in the amount of $3,201.001'.
6) Resolution 83-10~ was passed as follows:
" That it be a policy of Council that the FIre Department charge for their time
When doing any fire inspection Which is not requested by the owner of the property".

for an alarm system at the Township Office at this time.
,9) Resolution 83-106 was passed as follows:
" That the Clerk notify Mr. A. Teskey that Council is unable to provide information
services required for his proposed subdivision until a deposit in the amount of
$1,000.00 is received to cover engineering and planning services".

10) Resolution 83-107 was passed as follows:
"That the Clerk notify Mr. A. McCarthy that Council is unable to proceed with his
request for rezoning until he supplies the information required in the report of
A. McNair suhnitted to Council on April 12, 1983".
J.l) Two requests for re7:onin~ from Seasonal to P.erm.:'3R.ent in the Orr Lake Area were
presented. Council directed the Clerk outline the procedure and request a deposit
before this can commence.

12) Resolution 83-108 WRS passed as follows:
" That this Council approves of issuing a Kennel Licence to David and Marguerite
Morano, Concession 7, Mill Pond Road".
13) Resolutiol) 83-109 was passed as follows:
" That this Council approves of Mr. & Mrs. Clark living in a mobile home on their
lot in the Mt. St. Louis Estates for a period of two months while they are
completing their home".
34) No action was taken on a letter from the Forest Home Industrial Park Association
regarding an Orillia - Barrie, Municipal Airport.
15) Resolution 83-110 was passed as follows:
" That this Council directs the Clerk notify Trillium Cable Communications Ltd. that
all installations in the Township of Medonte Which affect the roads be suhnitted
at least 10 days in advance to the Roads Superintendent for his approval and that
his say be final".
36) R~~o~ution 83-111 ~as passed as follows:
'I That this Council approves of a grant to the Coldwater & District Agricultural
Soci~ty for the year 1983 in the amount of $210.00".
11) Resolution 83-112 WHS passed as follows:
" That the Clerk is authorized to attend the Association of Municipal Clerks and
Treasurers of Ontario Annual Conference in Toronto, July 3 to 6, 1983".

18) GQuncil agreed to refund the remaining holdback on the Municipal Office to M. Monteith.

" That Roads Voucher # 4 in the amount of $31,426.49 is hereby approved for payment".

Minutes of a Special Meeting of Council held on Friday, April 15, 1983 at 9:00 A.M.
in Moonstone, Ontario.

Council met to consider the possible purchase of a used grader from Champion Road
Machinery. They offered a Wabco Grader Serial No. PR660GM15507 with a rear mounted
wing at a price of 20,400.00 less 7,000.00 for a trade in of the Township Austin
Western Grader.
Resolution 83-98 was passed as follows:
" That this Council approves of the purchase
plus trade in subject that repairs be made

to the grader.
