09 15 1983 Council Minutes September 15,1983 THE CORPORATION OF THE TOWNSHIP OF MEDONTE Minutes of a Regular Meeting of Council of the Township of Medonte held on September 15, 1983 in Counci 1 Chambers, Moonstone, Ontario. Vasey ~ ~~PTIOti OF MI~ Resolution B3-181 was passed as follows: " That the minutes of a Regular Meeting of Council held on August 16, 1983 and the minutes of a Special Meeting of Council held on August 22, 1983 be adopted". ~ C,ol mri] met wlth Mr. E. Robertson, Roads Superintendent and discussed roads matters. Council a~eed to purchase a fuel pump for the Township Garage. C',Olmci 1 directed the Superintendent to grade the roads Where the calcium was on the roads. Council agreed to tender for 3,500 cu. yds. of sand for winter control, Tenders to close for next Council meeting. DELEGATIONS . 1) Mr. Genda approached Council to ask they maintain a private road Which runs off of County Road 30 at Orr Lake. As the road is privately owned Council declined the reques 2) Repre5f:Dt~tiY~~ Qf the Orr Lake Ratepayers Association approached Council to request help to stop a problem of people partying on the Whetham Side Road allowance at Orr Lake. Council directed the Clerk write the O. P.P. and ask for their cooperation. 3) Mr. John White approached Council and requested ditching in front of his property. He explained that he lives at the bottom of a hill and that the water runs down the road and into his driveway. Council agreed to do the ditching if Mr. White would put in the needed entrance culverts. 4) Mr. Whetham and Mr. Brown representing the Waver ley Monument Committee approached Council to request more funds for the maintenance of the monument. Council took their request under consideration. - 5) A delegation of ratepayers with Mr. B. Sawyer as their spokesperson approached Council regarding having work done on the hill on the 8th concession. Cotnlcil expla'ilned that they had planned the work in the past but had been unable to obtain land to widen the road. AdRms ,qppro,qrhpr1 Council regarding starting a Legion in Hi llsdale . He reported that they had a building they could rent for a few years until a hall could be built. Council explained that a rezoning would be required to use the building. Mr. Adams then informed Council that the charter meeting would be held at the Hillsdale Communit Hall on October 22, 1983 at 7:00 P.M. He invited Council to attend and requested Council to support their application for a special occasion permit for the hall for that day. 7) Mr. R. Houi:h AJlpro,qrhed C,ouncil to request permission to place a mobile home on his property While he built a home. /' ~ ResolutioD 83-182 was passed as follows: " That Council approves of Mr. R. Hough placing a mobile home on his lot, part of lot 12, con. 12, While he constructs a home subject that: the mobile home will be removed When the house is completed; the mobile home to be on the property no longer than six months". 8) rn11r\r'i 1 mP' wi th Mr. r. Smith and discussed the Warminster Cistern expansion. As there is no approval for a grant Council deferred beginning the project until the grant is received. Council also discussed the Mt. St. Louis Dump. It was agreed to hire someone to clean up the papers on private property around the dump and to have the Township place topsoil on the site to cover over the garbage. Mr. Smith and Council also discussed the proposed roads withint the proposed development in Horseshoe Valley. Eesolution 83-183 was passed as follows: " That Council approves in principal the plans of Horseshoe Valley to make the roadway in their proposed development a little narrower than present Townshhip standards subject to M. T. C. approval". ~.. 1) Reso111tion 83-184 was passed as follows: " That a By-Law to impose a charge on lands Which are assessed for the maintenance of Drain No. 7 be considered read a first and second time, read a third time and passed this 15th day of September, 1983 and numbered By-Law 83-18". 2) Resolution 83-185 was passed as follows: " That a By-Law imposing special annual drainage rates upon land in respect of Which money is borrowed under the Tile Drainage Act, 1971 be considered read a first, second and third time, and passed this 15th day of September, 1983 and numbered By-Law 83-19' I. . 1) Resolution 83-186 was .passed as follows: " That Roads Voucher # 8 in the amount of $37,074.51 is hereby approved for payment". 2) J~ec::0111,i on R3-187 was passed as follows: " That General Voucher # 7 in the amount of $68,817.16 is hereby approved for paymen Page three September 15, 1983 THE CORPORATION OF THE TOWNSHIP OF MEDONTE RUSINESS 1) Resolution 83-188 was passed as follows: " That Council directs the Clerk send all the objections to By-Law 82-25 and 83-12 to the Ontario Municipal Board for their consideration". . 2) Resolution 83-189 was passed as follows: " That Council agrees to having the County use the $2,108.00 Community Celebration Grant Which has been allocated to the Township of Medonte". 3) Resolution 83-12Q was passed as follows: " That Council approves of a cancellation of residential public assessment in the amount of $500., Roll 9-139, K. C. Robinson, from July 1 to Dec. 31/83, 6 months due to a building demolished on the property". A) Resolution 83-191 was passed as follows: " That Gary Cunnington be given cheque signing authority on the Township General Account No. 474081 for the period of September 20 to and including September 27, 1983". .
