12 14 1983 Council Minutes ~ ~ ~ ~ December 14, 1983 THE CORPORATION OF THE TOWNSHIP OF MEDONTE Minutes of a Regular Meeting of Council of the Township of Medonte held on Wednesday, December 14, 1983 at 1:00 P.M. in Council Chambers, Moonstone Present Reeve - I. Amos Deputy Reeve - L. Johnstone Councillors - J. Patterson - I. Beard - H. Vasey ADOPTTON OF MTNIITF.C;:: Resolution 83-251 was passed as follows: " That the minutes of a Regular Meeting of Council held on November 8, 1983 and the minutes of a Special Meeting of Council held on November 29, 1983 be adopted as circulated". C,olmril met with E. Robertson, Township Roads Superintendent and reviewed the Roads report as at the end of November. As there are some funds left the superintendent was told to order any supplies he needs by the year end. Council also directed him to get quotations on a 1/2 Ton Truck and a new box for the sander. Reeve Amos presented a letter from the Township of Vespra requesting support for their battle with Barrie regarding annexation. ResQl~tiQn 83-252 was passed as follows: " That this Council supports Vespra Township in their fight against the annexation of their land by Barrie". PASSING OF BY-LAWS 1) Rpc::olll,ion 83-251 WRS passed as follows: " That a By-Law to set the interest rate on tax arrears be considered read a first and second time, read a third time and passed this 14th day of December 1983 and numbered By-Law 83-21". 2) Resollltion 83-254 was passed as follows: " That a By-Law to authorize the borrowing of $1,000,000.00 be considered read a first and second time, read a third time and passed this 14th day of December, 1983 and numbered By-Law 83-22". (DELEGATIONS ~_ 1)- Kathy G9rdop ~JaDe-~ approached Council regarding getting funds from the Township for a Bicentennial Celebration. They presented a plan for a four day celebration in June based around the Moonstone School. Council discussed the possibility of having an office opening and barbecue in conjunction with their celebration. Council deferred making a decision until they met to discuss the matter further. ~2) Chief K. Hamilton met with Council to discuss several matters regarding Fire Control. The Clerk presented a letter from the Township of Oro regarding the use of the Township radio frequency. Reso111tiQn 83-255 was passed as follows: " That Council of the Township of Medonte agrees to the Township of Oro using the same radio frequency as Medonte Township subject to 1) The Township of Oro does not interfere with the Township paging system 2) there shall be no cost to the Township of Medonte 3) that Oro Township use proper radio procedure I I. There was a discllssion regarding the'filling of Fire Extinguishers Which private individuals use on a fire. Council decided that all request for this should come through Council. ~ There was also a discussion regarding completing the paging system. Council stated they would work to complete the purchase of the pagers next year. r;hilef HRmil ton alsoTE:;pbrted that he "c.ould repair the siren in Warminster and put a cycler which would automatically shut the siren off for about $1,000.00. Council decided against this at the present time. ('.olmci 1 then met with Mr. A. Teskey, Chairman of the Warminster Water Committee and ~ discussed the proposed expansion of the cistern. The - C1 erk n::ported that there is a grant available for the cistern and that some future development will be a1lowed. Resolution 83-256 was passed as follows: " That this Council agrees to accept the grant from the Ministry of the Environment in the amount of $8,230.00 for the expansion of the Warminster Water Cistern and directs Reid and Associates to call tenders for the construction". _Resolution 83:::2 5Zwas passed as follows: " That Roads Voucher # 11 in the amount of $40,748.73 is hereby approved for payment". Rlsolution ~3-228 was passed as follows: "i That General Voucher # 12 in the amount of $124,746.68 is hereby approved for payment" . ..RHSINESS :J} Besn11Jtj (m 83-:259 was passed as follows: " That this Council accepts the quotation of O.M.E. Insurance Brokers Ltd. in the amount of $9,483.00 for the Township Insurance coverage for the period of Jan. 1, 1984 to December 31, 1984". ~ 2) Resolution 83-260 was passed as follows: " That this Council agrees to pay the yearly energy charge for a sentinel light Which the residents of Cathedral Pines have paid to have installed subject that any maintenance costs of the light shall be the responsibility of the residents of Cathedral Pines". - '- 1) Resolution 83-26\1 was passed as follows: " That Council approves of a cancellation of business public assessment in the amount of $150, Roll 81-044-0001, Rolland Hallyburton, from Sept. 1/83 to Dec. 31/83, 4 months due to no business operation on property". ,.4) Resolution 83-262 was passed as follows: " That Council approves of a conversion of assessment from commercial public to residential public in the amount of $500., Roll 81-044, Bernard Lapensee, from Sept. 1/83 to Dec. 31/83, 4 months, due to no business operating on this property".
