Minutes of a Regular Meeting of Council of the Township of Medonte held on Tuesday,
May 8, 1984 at 7:00 P.M. in Council Chambers, Moonstone, Ontario.

Council met with Mr. E. Robertson, Township Roads Superintendent.
Mr. R. Van Valkenburg approached Council for a decision on his request for a ditch in
front of the Wa:rminster Park. Council advised him that the ditch would be cleared out.
He asked if Council would put in an underground tile so they could cut the grass out to
the road. Council felt this would require too large a tile but said they would try to
slope the ditch in a way that it could be maintained.

Couoall decided to do it in the fall but noted that it should be done in September.

Council decided to place some 2" gravel on Mill S1;{~f:',t in H:illsdale after it IS ri pped up
before crushed gravel and surface treatment is placed on road.
rouncil directed the Superintendent to start weed spraying whenever he is ready.
Council directed that the part time men be paid for 1 hours work on days when they
show up but are sent home due to weather.

The Clerk presented a request from Mr. J. Ward to have some ditching done in front of
his property in order that he can ditch across his property to use the water for his trout
ponds. Council directed the Clerk advise him t hat the water will contain road sand and
salt and silt and Council would require an agreement allowing them to run the water onto
his property and holding the Township harmless for any damage to the fish ponds.
ThE" Clerk presented a request from the owner of lot 22, in the Mt. St. Louis Estates to
have his entrance onto the Mt. St. Louis Road due to the divider in the street in front
of his property. Council directed the Clerk contact the developer to see if Council could
remove the divider on the street.

Council directed the Superintendent order concession road sIgns to be placed along the Mt.
St. Louis road.
The Clerk presented a request from Mr. Kirk to purchase the road allowance which runs betwee
his property and his neighbours, lot 11, con. 10. Council felt they would pass the necessary
By-Law at the expense of Mr. Kirk but deferred a decision.
Mr. A. Gee appraoched Council regaEding what Council's plans are with regard to garbage
collection. He expressed fears that now that there is only one waste site in the Township
that people would dump all over the Township along the concession roads. He felt this was
Council's responsibility to see this doesn't happen and suggested Council place garbage
receptacles in various areas where the people can place their garbage. Council explained
they are not in a postion to offer a pick-up service and that there are private business men
who are offering a pick-up service at a lower price than Council could.

JY1rs. P. OvmpntJ the School Board Trustee for MedonteTownship met with Council to explain
the increase in the School Board Budget. Reeve Amos explained that the levy requested by
the Board is up 14.4% over 1983. Mrs. Dyment noted that as long as the Board has to implem(
Provincial matters such as Bill 82, and meet the demands for Junior Kindergarten and Adult
Education that she does not see an end to the increases. She explained that these programs
are very expensive and it is the cost of implementation which is increasing the School Bo ard
Budget. She also explained that the Board's expenditures are increasing 9% over 1983, but
due to the fact that the province's contribution is down from over 50% of the total to 49%
of the total the local ratepayer has to carry more of the burden.

Mr. G. Michener & Mr. Mon~eith approached Council on behalf of the Orillia Y.M.C.A. Fund
Raising Committee to request Council consider a donation towards the new Y.M.C.A.
They explained that the building will be financed by private contributions and grants by the
area Municipalities and by matching funds from Wintario. He explained that the Committee
is looking for an amount of $80,000.00 from the Townships surrounding Orillia. They then
showed Council ithe plans for the building and outlined some of the ptograms that will be
run. He also explained that this is a once only request for funds andtnat the operation
would pay its way once built.
Reeve Amos thanked them for their presentation and said that Council would consider their
request at budget time.
",l.OIJnci I to<;O ra~t; with a delegation of concerned parents from Warminister who presented
a petition requesting that the portables be removed ana an addition be built at the school.
Mrs. Roberta Newman acted as spokesperson for the delegation. She explained that tnere
are presently 4 portables at the Warminster School and of a total of 225 students, 121 of
them are in the portables. She further noted that another portable will be added in the fall
and that this will result in students from grade 3 to grade 8 bemg taught in portables. She
noted that War minster School is number four on the priority list for additions. As there have
been portable classrooms at the school since 1972 she felt that perhaps Warminster should
be higher on the priority list. She also explained that the parents consider the portables to
be a health hazard due to poor construction and the need for the children to move back and
forth to the school in the winter months. She explained that an addition would save the
School Board money as the funding for the additon is supplied by the Province and once the
addition is built the Board would not have to heat and maintain the portables.
Mrs. Dyment added that she felt the portables were in deplorable condition and felt there
would be funding available for the addition in 1985.
Council thanked the delegation and advised them they would make a decision at a later date.

this 8th day of May, 1984 and numbered By-Law 84-12.

and use of buildings and structures in part of lot 64 and 65, Concession 1, be considered

" That a By-Law to expand the area contracted with Ontario Hydro for the lighting
of streets in the Township of Medonte to include Price's Corners, and to authorize
the charging of ratepayers be considered read a first and second time, read a third
time and passed this 8th day of May, 1984 and numbered By-Law 84-14".

" That this Council acknowledges the formation of the Save OriIlia Committee and
supports any efforts or actions that will accomplish in assisting in the retention
of the Ori Ilia Hydro Office".

" That Council request Dunlop Plumbing and Heating to make the renovations to the
Medonte Hills Water Pump House as outlined in the Ministry of Environment
letter under date of April 9, 1984".
_3) Resolution 84-116 was defeated as follows:
" That this Council supports the resolution of the Village of Cookstown and directs
the Treasurer limits the payment to the Board of Education to 5% over the 1983 Levy".

" That this Council aPP[()ves of issuing a Kennel Licence to Mr. & Mrs. Neil, part
lot 21, concession 4".
/ 5) Resolution 84-118 was passed as follows:
" That Council approves of payment certificate II 2 in the amount of $9,153.00 to
Burnham and Associates Ltd. for work done at the Warminister Reservoir".
. 6) Resolution 84-119 was passed as follows:
" That this Council support the petition presented requesting the elimination of
portables in Medonte Public Schools".
7) Resolution 84-120 was defeated as follows:
" That Council recommends file B-2/84 for approval".
8) Re solution 84-121 was defeated as follows:
" That Council recommends file B-4/84, Mr. H.Howell for approval".
9) A petition from land owners who live jU3t south of Hillsdale along Highway 93 requesting
garbage collection. Council directed the Clerk advise the parties that Mr. Johnston would
contract the service with them individually; and that the Township would not extend
the pick-up area at this time.
10) Council decided to have a special meeting on May 22 at 7:30 P.M. to deal with the
budget.

Council directed Councillor Johnstone and CHief Hamilton to attend a meeting m
Coldwater regarding responding to emergency calls.
PASSING OF ACCOUNTS
Resolution 84-123 was passed as follows:
" That General Voucher II 5 in the amount of $84,267.27 IS hereby approved for payment".

,Resolution 84-124 was passed as follows:
'" That Roads Voucher II 4 in the amount of $23,426.54 IS hereby approved for payment".
Various other pieces of correspondence and reports were presented, discussed and filed
as informational.
ADJOURNMENT
