THE CORPORATION OF THE TOWNSHIP OF MEDONTE
Minutes of a Regular Meeting of Council of the Township of Medonte held on Tuesday,
June 12, 1984 at 7:00 P.M. in Council Chambers, Moonstone.

~Mr. S!arll~y fromWa'lerley approached Council with a problem regarding his property. He
explained that he uses an unopen Township road allowance for access and the purchaser
is concerned that this access could be cut off. Reeve Amos advised Mr. Stanley that he
would approach the County to see if he could get him a direct access.

~esolution 84-134 was passed as follows:
" That this Council accepts the quotation of Mr. Peter Tinney for thepurchase and
removal of wood along the right of way being leased by Bot Construction".
C:ollnr.i I met with the Township Roads Superintendent. He advised Council that the crew
is hardtopping and they would be finished before the end of the week. He also advised
Council that the calcium would be placed on the roads June 14 and 15, 1984.
Resolution 84-135 was passed as follows:
" That Council approves of the Roads Employees attending a Commercial Driver Improvement
Course at a cost of $25.00 per man to be held on July 3, 1984 in Orillia".
..council then met with the Township Treasurer and reviewed the 1984 budget.
~Reoslution 84-135 was passed as follows:
" That a By-Law to adopt estimates for the year 1984 and provide for a levy to
raise the sums required to be raised by means of taxation be considered read a
first and second time, read a third time and passed this 12th day of June, 1984
and numbered By-Law 84-17".

Mr. R. Sorf'nSf'n of War minster approached Council with a petition objecting to the
increase in the water rates. He noted that the minimum billing had increased from
$5.00 per month to 7:00 per month and stated this was a 25% increase. Council
agreed that it was a large increase but explained that it was the first increase in
fees in nine years and was necessary as the cost of running the system had been
greater then the revenue for the last two years. He also felt that rather than
having a monthly quota for water over which amount extra was charged that it
should be a yearly quota. He felt it was unfair that people should pay a large bill
for water during: the summer when this was the only time during the year they
exceeded the limit.
He alsoc0mplained about the number of d.ogs in Warmins,ter and noted tha.t some people
have up to 10 dogs on a small lot. CouncIl noted they did not have a by-law, to
limit the numbers. Mr. Sorensen stated that the solution would be to greatly Increase
the licence fees.

10r. Soreos.eo also asked that Council ask people who have many old cars on their lot
to have them removed.
Mr. W. Lohuaru approached Council to request that Council sell him a portion of the road
allowance in front of lots 23, 24 & 25, Plan M-10 which would allow him to build on the
lots.
Council deferred making a decision.

Ministry of Environment is requesting a private sewage disposal servici ng feasibility study
on his lands before they will give approval for his Official Plan Amendment. He explained
that this study will cost $40,000.00 and he has no idea if the Official Plan Amendment
will be approved. He advised Council th at he was going to try to get the amendment
approved subject to him approving the study.

Mr. B. Dobson presented Council with a petition of the property owners along the sideroad
between Highway 12 and Concession 12 requesting that the road be hardtopped. He noted
that with everYCDne using the road to go to the Waste Site that the traffic has increased
greatly.
Council explained that they could not hard top the road this year but that they would put
on extra calcium to try to keep the dust down.
1} Resolution 84-137 was passed as follows:
" That a By-Law decreasi ng the speed of motor vehicles from statutory speed limits
be considered read a first and second time, read a third time and passed this 12th
day of June, 1984 and numbered By-Law 84-18".
2} Resolution 84 -1,8 was passed as follows:
" That a By-Law to dedicate a one foot reserve to be available for public access
be considered read a first and second time, read a third time and passed this 12th
day of June, 1984 and numbered By-Law 84-19".

" That General Voucher II 6 in the amount of $57,809.83 IS hereby approved for payment".
2} Resolution 84-140 was passed as follows:
" That Roads Voucher II 5 in the amount of $65,922.44 IS hereby approved for payment".

1} Clerk presented a copy of the estimated costs for realigning the approaches so that
lights can be placed at the C. P. R. Crossing on the 8th Concession.
-..2} Resolution 84-141 was passed as follows:
" That Council nominates Mr. Allan Burt to receIve a Bicentennial Medal from the
Province of Ontario".

3) The Clerk reported that Mr. Fell is still having problems with his neighbour's dogs
barking. Council directed the Clerk take the matter to the Township Solicitor.
4) A letter from Mr. & Mrs. Mitchell complaining about the condition of their
neighbours yard was received. The Reeve is to talk to the party and ask him
to clean up his yard.

)) Resolution 84-142 was passed as follows:
" That Council approves of Mrs. H. Cook, Hillsdale, expanding her cooking school
operation to include a restaurant subject that Mrs. Cook meets the conditions
of a home occupation under By-Law 82-25, and that if she can not she applies
for a minor variance to comply with the square footage requirements".

6) Resolution 84--14'3 was passed as follows:
" That the Reeve & Deputy Reeve are hereby authorized to attend a meeting to be
held in Tottenham on June 27, 1984 at 1 :30 P.M.".
;:) Resolution 84-144 was passed as follows:
" That this Council supports the resolution of the City of OriIlia regarding the
Province directing the local school boards in Ontario to meet the restraint
guidelines as those given to municipalities".

8} Resolution 84- L45 was passed as follows:
" That Gary Cunnington is authorized to attend the Association of Municipal Clerks
& Treasurers Convention to be held in Toronto from July 1, 1984 to July 4, 1984".
,3) Resolution 84-146 WBS passed as follows:
" That this Council has no objection to the water lot for Mr. A. Channing, opposite
lot 67, con. 1, Orrjl Lake".
1 0) Resolution 84-147 was passed as follows:
" That Payment Certificate /I 3 for the Warminster Reservoir Expansion In the amount
of $4,365.00 is hereby approved for payment".
Various other pieces of correspondence and reports were presented to Council, discussed,
and filed as informational.
ADJOURNMENT
Resolution g4-148 was passed as follows:
" That this meeting be adjourned to meet again on July 10, 1984 at 7:00 P.M.".
