03 12 1985 Council Minutes THE CORPORATION OF THE TOWNSHIP OF MEDONTE Minutes of a Regular Meeting of Council of the Township of Medonte held on Tuesday, March 12, 1985 at 1 :00 P.M. in Council Chambers, Moonstone, Onto Present Reeve - I. Beard ADOPTION OF MINI JTES - JRf'solution85-1? was passed as follows: " That the minutes of a Regular Meeting of Council held on February 12, 1985 and the minutes of a Special Meeting of Council held on March 4, 1985 be adopted as circulated". .,..Council met with E. Robertson, the Township Roads Superintendent. There was a general discussion regarding water problems and roads breaking up. It was agreed to purchase 2" gravel to place in the rough spots and to put crushed on top. There was a discussion regarding the 1985 roads budget. It was decided to have a special meeting on March 25 at 1 :00 P.M. - . DELEGA TIONS Mr. Tim Johnstone approached Council on behalf of the Hillsdale Lighting Committee to inform Council that the group hopes to place lighting at theHillsdale Athletic field and to ask for Council's approval for their actions. Mr. Johnstone also advised Council that they hope to sell advertising to be placed on the ball "fence to raise funds for the project. Resolution 85-33 was passed as follows: II That Council approves of the Hillsdale Lighting Committee1s plans to donate and install lighting for the Athletic Field in Hillsdale". ,PASSING OF BY-LAWS t) Resolution 85-34 was passed as follows: II That a by-law to authorize the removal of a Bridge be considered read a first and second time, read a third time and passed this 12th day of March and numbered By-Law 85-2 And that the By-Law be submitted to the Ontario Municipal Board for their approval". ~2) Resolution 85-35 was passed as follows: II That a By-Law to establish a system of lot identification for the Orr Lake Area be considered read a first and second time, read a third time and passed this 12th day _ of March and numbered By-Law 85-3". DEFERRED BUSINESS t 1) Resolution 85-36 was passed as follows: II That Council approves of providing its full time employees as well as the Fire Chief, Building .Inspector and Waste Site operator with a benefit plan including Life Insurance, Weekly Indemnity, Long Term Disability, Extended Health and Dental in lieu of wage increases for the year 1985". 2) Resolution 85-37 was passed as follows: II That Council accepts the quotation prepared by O.M.E. Insurance Brokers Ltd. for the supply of a Township Benefit Plan for the Township employees at an estimated cost of $1324.36 per month". Council directed the Clerk contact the Humane Society and request prices. NEW BUSINESS ]) Council decided to take no action on a request from the Simcoe County Taxpayers Protective Association to have a question on the ballot at the next Municipal election regarding withholding school taxes. 2) Council discussed a request to have taxes reduced and refunded due to U.F.F.I. Insulation in a home. It was noted that the assessment would be reduced effective next year. Council refused the request as they had no authority under section 496 of the Municipal Act to do so. _ 3) Resolution 85-40 was passed as follows: " That Council approves of a cancellation of residential public assessment i n the amount of $80., Roll 5-207, Ministry of Transportation and Communications, for June 1- Dec. 31/84, 7 months , and all of 1985 due to property not leased now". .9-) R~_sol\Jtion.8~=4Jwas passed as follows: " That Council request an increase of $50.00 per month in the fee charged the Village of Coldwater for use of the Township Waste Site, Lot 19, Con. 13". PASSING OF ACCOUNTS 1) Resolution 85-42 was passed as follows: " That General Voucher II 3 in the amount of $23,819.54 is hereby approved for payment". 2) " That Roads VOIll'hPr II 2 in the amount of $33,019.63 is hereby approved for payment". OTHFR RI JSTNFSS J} Rf'soIU:tiOf) P.5-44 was passed as follows: That Gary Cunnington be authorized to attend the 1985 Ontario Association of Committee of Adjustment Conference to be held June 2 to June 5, 1985 in Cambridge, Ont". 7) Th~ (;If'rk C1rlvj~ed Council that By-Law 82-25 had zoned a property in Orr Lake as seasonal and that it should be permanent.
