Council met pursuant to adjournment with the following members present:

Reeve R.S. Arbour opened the meeting with prayer at 9:30 a.m.
The minutes of the last regular meeting of November 1, 1982 were on motion
of Halfacre and Johnson, confirmed as printed and received. Carried.
Presented copies of letters forwarded from the last regular meeting as in~

On motion of Halfacre and Vousden, copies of letters as presented and for-
warded, accepted as satisfactory and be placed on file for necessary reference.
Presented letter from Paul G.M. Hermiston, Q.C. of Stewart, Esten, advising
that pursuant to directions contained in Township letter of May 18, 1982,
the firm has proceeded to investigate the possibility of seizing Torpey's
shares of the Wellington Hotel and that in the midst of this the hotel was
apparently sold but the transaction may have been aborted. Since Notice of
Bankruptcy of Larry James Torpey and Patricia Mary Torpey has been received.
This will effectively make the Township of Oro an Unsecured Creditor for
$37,500.00 as against whatever assets he may have. Enclosed is a copy of
the initial list of Creditors for which the first meeting of Creditors will
be held on the 12th day of November. Solicitor requests Council's direction
as to attendance at the said meeting of Creditors. Also enclosed Proof of
Claim to be completed by the Clerk. Clerk presented copy of the completed
Proof of Claim and copy of letter returning same.
On motion of Johnson and Davie, letter and copy of Clerk's reply forwarding
Proof of Claim, completed as requested, be accepted and placed on file for
necessary reference.
Presented letter from Stuart N. Keyes, Township Engineer, which advised that
in his opinion, the Quadrant Development Subdivision is Substantially com-
pleted with respect to Municipal Services as of August 11, 1982, except for
asphalt paving. Letter outlines inspection of the site findings. Also pre-
sented copy of letter to Quadrant Developments with respect to reduction
of Letter of Credit and amended Letter of Credit for an amount of $55,000.00
being a reduction of $71,100.00 as agreed to by Oro Council. The new amount
has an expiry date of August 9, 1983.
On motion of Davie and Vousden, Letter of Substantial Completion from Township
Engineer, Stuart N. Keyes and amended Letter of Credit for an amount of
$55,000.00, as well as correspondence regarding same be received and placed
on file for reference.
Mr. William Bateman who was present during the hearing of the appeals for
Tax Adjustments requested that he be given an opportunity to appear before
Council to discuss the decision of the Committee of Adjustment as result
of his application for consent to a severance for a retirement lot.
Council agreed to set an appointment for 2:00 p.m. this afternoon.
In accordance with the Agenda for the meeting, 21 applications for tax adjust-
ment under Section 496(1), of the Municipal Act and 6 uncollectable accounts
under Section 495(1), were presented for Council's consideration with the
following action taken:
Application No.1 Bruce F. Chappell, Pt. Lot 12, Conc. 2. The barn on the
above property was demolished in June 1982 and is therefore entitled to a
cancellation of Building Taxes from July 1 to December 31, 1982. Taxes to
be cancelled based on the Public Residential assessment of 104. Taxes to
be rebated in the amount of $13.25.

Application NO.2 - Thomas A. Blight, N Pt. Lot A, Conc. 2. The occupant
ceased to carryon business on a portion of the property at this address
on June 15, 1982. Business Taxes based on the Business Public assessment
of 493 are to be cancelled from June 15 to December 31, 9182. Taxes to be
written off in the amount of 80.60.
Application No.3 - William & Grace Bateman, E Pt. Lot 18, Conc. 3. The barn
on the property was demolished in June 1982 and is therefore entitled to
a cancellation of building taxes from July 1 to December 31, 1982. Taxes
are to cancelled based on the Public Residential assessment of 440. Taxes
to be written off in the amount of 56.03.
Application No.4 - 410861 Ontario Ltd. Northway Restaurant No. P.t Lot 21
Conc. 6. The occupant ceased to carryon business at this address on June
12, 1982. Business taxes based on the Business Public assessment of 2,285
are to cancelled from June 12 to December 31, 1982. Taxes to be written off
in the amount of 380.86.

pant ceased to carryon business at this address on July 19, 1982. Business
taxes based on the business public assessment of 795 are to be cancelled

on the property was demolished on September 20, 1982 and is therefore entitled
to a cancellation of building taxes from October 1 to December 31, 1982.

the property was demolished on July 26, 1982 and is therefore entitled to
a cancellation of building taxes from August 1 to December 31, 1982. Taxes
are to be cancelled based on the public residential assessment of 202. Taxes

On motion of Vousden and Davie, that the Second Petition for Interim Payment
of Subsidy on expenditures made on Township Roads in 1982 from January 1,
1982 to October 31, 1982 as completed and presented, with Treasurer and
Road Superintendent having taken the necessary declaration, be accepted as
the total expenditures for that period to a total amount of $820,281.17.
The Reeve and Clerk be hereby authorized to sign the Petition on behalf of
the Corporation of the Township of Oro and Treasurer to forward same to
Ministry of Transportation and Communications with request for approval and
payment.
Represented copy of letter to D. Crank and Ruth Palmer as well as D. McKee
of Hitch House Limited with respect to permission for use of trailer on Lot
1, Plan M-118, after building permit has been applied for and issued. Clerk
advised that no application for a Building Permit has been applied for nor
have any plans been presented for a building to be constructed on the said

On motion of Johnson and Halfacre, that a letter be forwarded to Mr. D. Crank
and Ms. Ruth Palmer advising that unless approval is presented from Simcoe
County District Health Unit that permission had been granted for approval
to connect the trailer to the Septic System and further that a Building
Permit has been applied for and issued for the erection of a single family
dwelling on Lot 1, Plan M-118 by November 30, 1982, the Township By-Law
Enforcement Officer will be instructed to commence necessary procedure for
the removal of the trailer from the said 10t.
Represented letter from Solicitor D.S. White outlining the firms positon
as Solicitor for the Township of Oro. Copies of this letter had been dis-
tributed to all members of Council at a meeting held on November 1, 1982.
On motion of Johnson and Davie, letter be received and filed for reference.
Presented letter from R. Fallon, Trustee, Hawkestone Police Village advi-
sing of persons nominated at a Village Meeting, who are willing to serve
on the Hawkestone Hall Board. Also names of persons willing to serve on Park
and Recreation Board. Also copy of letter to Trustees from Mark A. Duffie
offering his services as Secretary to Trustees for Hawkestone Police Village.
On motion of Vousden and Halfacre, letters be received and filed for reference
and names for Community Hall Board Committee be represented Wilen By-Law to
appoint members to Community Hall Committees is presented for 1983.
Clerk advised that Darlene Shoebridge had registered at Georgian College
of Applied Arts and Technology on September 29, 1982 for Course entitled
"Introduction to Local Government". This Course being one of 5 courses ap-
proved by the Association of Municipal Clerk's and Treasurers of Ontario
to qualify for recognition. Also presented registration fee paid by Darlene
Shoebridge in the amount of $90.00. Interim Examination results marked at
85%+.
On motion of Vousden and Halfacre, that in accordance with policy of Council
now and in the past, registration fees to cover courses to further educa-
tion related to employment, be paid by the Municipality and Treasurer author-
ized to issue cheque to reimburse Darlene Shoebridge in the amount of $90.00.
Clerk advised that the first meeting of A.M.O. Directors is to be held Nov.
25th (7:00 p.m. to 9:30 p.m.) and November 26th (9:00a.m. to 4:30 p.m.) and
that he would be attending same as a Director, elected at the Annual Con-
ference in August. Also that he had made reservation for accommodations at
the Royal York Hotel.
On motion of Halfacre and Davie, that the Township of Oro assume the costs
for the Clerk-Treasurer-Administrator to attend the AMO Directors meeting
on November 25 & 26, including accommodation, parking, kilometrage and any
necessary meals while attending the meeting of the AMO Board of Directors
as an elected Director.

On motion of Halfacre and Johnson, Engineers, Stuart N. Keyes & Associates
to complete Arena Inspection Report as noted in conformity with the Guide-
lines issued by the Association of professional Engineers and forward same
to the Ministry of Labour prior to November 30, 1982. Mr. Keyes to be advised
that the above requirements were originally requested in first instructions.
Presented letter and Parks Assistance Claim Forms from the Ministry of Natural
Resources. Letter advises that an "Order-in-Council authorizing a Parks Assis-
tance Grant in the amount of $10,300.00 ....is currently in process". In
respect of a Grant requested for works undertaken at Oro Memorial Park.
On motion of Halfacre and Johnson, letter and forms be received and placed
on file. Clerk to complete forms 1932 & 1933 and on receipt of Minister's
Letter of Approval, forward same, including invoice copies as required, to
expedite receipt of the Grant from the Ministry.
Requested letter from Ministry of Tourism and Recreation with respect to
Workshops on for the Older Adult.
On motion of Halfacre and Johnson, that letter from Ministry of Tourism &
Recreation with respect to Workshops be referred to the Oro Township Rec-
reation Committee, presently being the Oro Township Community Arena Commit-
tee.
The matter of supplying Public Address System for the Public Meeting on Oct.
. 26, 1982 was presented to Council for consideration.
On motion of Halfacre and Johnson, that Mr. John Swainson be forwarded a

Presented letter from Barrie & District Ministerial Association with respect
to general deterioration of moral values within the society, and permissive
attitude towards pornography and its varied and diversified forms and places,
such as Adult Entertainment Establishments, theatres, public halls, retail
business, places of lodging and places of -.amusement. Letter requests governing
bodies to pass legislation to regulate and control Adult Entertainment. Also
enclosing copy of sample By-Law as used by the Town of Milton.
On motion of Johnson and Davie, that a reply be forwarded along with copy
of the Township of Oro By-Law NO. 1285/82 passed by Council on Nov. 1, 1982.
Presented letter from Minsitry of Municipal Affairs & Housing, Municipal
Management Policy Branch advising that during the week of November 22, 1982,
the Ministry will be conducting a number of seminars covering the recently
published Municipal Financial Reporting Handbook. The Seminar for this area
is to be held on Thursday, November 25, 1982 at the Continental Inn, Barrie
at 1:00 p.m. The Municipal Financial Report Handbook which comes into
effect January 1, 1983 contains a number of significant changes financial
reports will be required to be prepared in the future and every Treasurer,
Clerk-Treasurer and Municipal Auditor is encouraged to attend one of these
seminars.
On motion of Halfacre and Vousden, Clerk-Treasurer and Assistant to Treasurer
to attend the Seminar on Thursday, November 25, 1982.
Presented letter from the Township of Matchedash advising that arrangements
have been made for the first meeting of the Conservation Committee to be
held in Matchedash Council Chambers on Tuesday, November 30th, 1982 at 7:30
p.m. Municipalities requested to attend are Townships of Flos, Medonte, Orillia
Oro, Tay and Tiny and Villages of Coldwater, Elmvale, Port McNicholl and
Victoria Harbour as well as Towns of Midland and Penetanguishene.
On motion of Davie and Johnson, that the Township of Oro had previously ad-
vised that Township is not in agreement with the extension of the area of
the N.V.C.A., and are still of the same opinion that the Township of Oro
should not get involved in another Conservation Area. Accordingly, no
member of Oro Council will be attending the first meeting and would request
that this resolution be presented to the meeting on November 30, 1982.

Resources enclosing copy of license to operate a gravel pit located on W~
Lot 7, Concession 8, Township of Oro under the terms and conditions of the
Pits & Quarries Control Act. License authorizes annual extraction of material
of 15000 tonnes.

the County of Simcoe with respect to due dates of County Levy payments, re-
commending that the due dates not be changed but left as they are at present
and that all Municipalities in Simcoe County be notified of the decision.
On motion of Halfacre and Vousden, letter forwarding resolution be received
and filed for reference.
Presented letter from Ontario Hydro enclosing backgrounder outlining the
route stage study for the expansion of the bulk power transmission system
in Southwestern Ontario. The joint Board's decision was confirmed by Cabinet
on September 24, 1982.

Presented from I.B.M. Canada Limited, Agreement for IBM Data Services for
1983 processing of Tax Billing and related programs requesting signatures
on same. Also advising of increased costs for 1983.
On motion of Davie and Vousden, letter and Agreement for Data Services be
received and Clerk-Treasurer to complete and sign same on behalf of the
Township for 1983 Data Services, with respect to tax billing and related
programs, and the matter of Data Services be reviewed and further investi-
gated for future purposes.
The matter of presenting turkeys for Christmas to all permanent employees
as in previous years was considered by Council.
On motion of Halfacre and Johnson, that Oro Council again continue the prac-
tice of presenting a turkey to all Oro Township Permanent Employees in 1982
and Clerk to obtain same.
Road Superintendent, Fred Haughton was present at 1:10 p.m. to bring his
report on work done during the Month of November.
Maintenance Report:
Completing of ditching scheduled for 1982.
Gravel resurfacing about 75% completed.
He reviewed meetings for Road Committee with Bell Canada, November 17, 1982
at 9:00 a.m. - Lakeshore Road improving with new cable.
November 18th at 10:30 a.m. - Hawkestone Roads - Plan M-20 and R.P. 217 as
well as interviews of applicants for Working Foreman at 9:00 a.m. on Nov.
23rd, 1982.

On motion of Halfacre and Johnson, the applications be received and each
applicant be advised that a Committee of Council will be selecting applicants
for interview of which each will be advised of a time and place. It is antici-
pated that interviews will take place in December.
Mr. William Bateman was present at 2:10 p.m. as requested with respect to
his application to Committee of Adjustment and decision from the application.
Mr. William Bateman advised that in his opinion the decision of the Committee
of Adjustment was unfair.
Reeve Arbour read Section 5.8.2. of the Official Plan which relates to the
application as applied for him.
Deputy Reeve Davie next asked some questions and related the proposal under
the North Oro Study which proposes to eliminate the word Farmer from the Of-
ficial Plan as set out in Section 5.8.2 and could possibly make allowance
for such a severance in accordance with Section 4.6.
The Planning Administrator was asked to explain further the definition of
farmer as interpreted by the Committee of Adjustment.
The matter was left that Mr. Bateman weigh the matter of his decision as
to what action he proposes to take.
Councillor Vousden advised that the Oro Township Arena Committee has set
January 21st and January 22nd, 1983 as the dates for the Winter Carnival.
On motion of Vousden and Davie, that the Township order 10 copies of the
publication "Monty Leigh Remembers" with one copy for Township records and
9 copies for resale.
Presented letter from Dick Bartlett, owner of Lot 15, Plan 1488, addressed
to Councillor Johnson, with respect to dogs running at large.
On motion of Johnson and Davie, letter be received and Clerk to advise that
he arrange for an appointment at next Committee of Council meeting of Dec.
