TOWN HALL - OCTOBER 26, 1982
PUBLIC MEETING TO PRESENT ACTIVITIES OF THE 1981-82 TERM
Clerk called the meeting to order at 8:00 p.m. and advised that the meeting
had been advertised in the Barrie Examiner nad Orillia Packet on October
22nd and 25th. Then advised that the meeting had been moved to the Machine
Shed because of anticipated greater attendance.
Clerk then called for appointment of a Chairman for the meeting.
It was moved by Charles Sanderson and seconded by Steve Davie that Henry
Neufeld be Chairman for the meeting.
The Chairman thanked the meeting for the privilage to Chair the meeting
for another year. Welcomed all present and as in previous years related
attendance for the past 8 years.

It would appear that approximately 260 are present this evening, which
would indicate that the anticipated attendance increase has taken place.
The Chairman next outlined the procedure for the meeting and called upon
the Reeve and members of Council, Chairman of Oro Planning Board and
representative of Simcoe County Board of Education, Ward 8, for reports
of activities in 1981-82.

R.V.H. - Short Report on activities of the Board.
-Hosp.to small - needs more room to accommodate.
-Hosp.operation at a deficit.
-Study reveals need to enlarge.
County Council - Oro, only Reeve serves on Council - by 1985 should
qualify for Deputy Reeve.
-County wide study on Wast Disposal Site.
-Attended meeting in Owen Sound - Councillor Johnson attended as Chairman,
for W.D.S. for Oro.
-Purpose to establish Central Waste Disposal.
-have preliminary report - Oro not one for managed Land Fill Site.
-3 sites targetted for Central Sites - Alliston, Orillia Area,
Nottawasaga Area.
-One reason only why Oro not Central Site, due to Gravel Deposit.
Council - Job Evaluation study also an in house study.
-Gary Dent, M.M.A.H. assisted in Study.
-By-Law passed in July to implement same. Each Employee now has a Job
Evaluation.

-Municipal Housing Statement now in process.
-arose through request of Oro Marigold Jolly Elders.
-Ministry suggest M.H.S. be undertaken to be completed by end of November.
-Amendment to O.P. to allow two residences on farm.
-North Oro Planning Study well underway - Previous Council completed South
Oro Study.
-Retained Consulting Firm to do the Study.
Library Board - Co-operate and use Orillia & Barrie Library facilities
-Outlined the number of Library users.
-Cost in Oro per capita - $2.53
-Some Municipalities started their own Libraries.
Council - Recognition Night, for past members of Council and Planning Board
in 1981.
-This Township gave Sports recognition - All Ontario Pee-Wee Hockey Team-
Championship two years in a row.
-Appointed Parks & Recreation - Study Committee consisting of Wm. O'Brien,
Dr. Alex Bolochowsky, Wm. Staines - final report on September 20th, 1982.

-1982-Snow removal high due to weekend work - creating over time.
-Surplus in construction allowed transfer to offset maintenance.

-1982 purchased crew cab truck - save cost of using large truck for
transporting of work crews.
-Under Chassis Plow purchased.
-Lake shore Road continued to bridge east of 7th line.
-15/16 Side Road up to 9th ready for paving in 1983.
-Ditching not proceeding as quickly as desired due to heavy construction
load.
-Road Program allocation from Province changed for 1983, based on need
basis. - this should probably assist Oro possibly approx. 60% range.

-Everyone aware of property owned by City of Barrie on 4th line.
-Presently Thornton Site seems to be the pursued site.

-1982 most difficult year for Board to set a Budget.
-Provincial funds reduced to be picked up by Tax Payers.
-Increased costs in 1981.
-1982-Elementary cost 9.7% increase.
-Tax burden increased as result - Board given serious consideration to
decrease cost and yet maintain as far as possible maintenance standard.
-The Board felt could no longer put off repairs maintenance of certain
schools.
-23722 Elem. School - 15027 Sec. - 168 Trainable Retarded - 948 Summer
students - 23500 Evening Classes.
-80 Elem. Schools - 15 Sec. Schools - 5 Trainable Retarded Schools
-2734 Personnel Employees - Transport daily 25895 Students - 349 Buses.
-List of priorities for next 7 years.
-Bill 82 - has until Sept/85 to meet all conditions called Special
Education - request demands significant increase in Staff- Mandatory
-Special Funding Provisions - 10ng term Provincial not adequate - Board
might have to decide to not fully implement the Program.
-Micro Computors - Standard needs vary. Have them in Secondary Schools -
increase number when it can be afforded. Progress with a great deal of
caution - need inhouse training for instructors.
-Extension of Oral French to Grade 4.
-Priority decrease in regular class size - fair position in Province.
-S.C.B.E. never jumped onBand Wagon always cautious.
-One reason why S.C.B.E. lowest cost in Province.
-Particulary 1982 - French Language School - outlined postion in 1980.
-Position of Board - 5 Years ago Board Confronted by FLAC desiring
French Language School in Penetang Board decided a~ extensive survey
showed 84% in Penetang not in favour of same.
-Had Bilingual program in Penetang Board willing to look at alternative
utilizing some existing space and equipment - French Union within that
School - not agreeable with Province and FLAC - Board voted not in favour
to build same.
-2 years ago- called by Ministry and were told a French School would be
built Board would build same provided no cost to tax payers - assured
at the time no cost to Board to maintain - est. cost $500,000 namely
15-20% of Capital the agreed cost to S.C.B.E. 25,000. Actual cost -
2 million - 25,000 in it - explained to Min. of Education can be dismatled
and moved - short faIl has incurred - stilI negotiating with Minister -
should have been with Members today - Chairman of the Board report a
good report of todays meeting.
At conclusion of the foregoing report, Chairman opened the floor to ques-
tion period. Which resulted as follows:
Question: Frank Irwin - Bass Lake - Would like explanation why Poll changes
Jarratt now has no polling place for 1982. Why do Bass Lake
people have to go to Rugby?
Answer:
Clerk answered the question by explaining reasons for reV1S10n
of Polling Subdivisions and Polling Places also advised it
could require further change should it become evident that ad-
ditional poll is required for that area or alternatively, ad-
ditional polling place.

Allan Duane - Why not more night meetings so people can attend.
Answer:
Reeve Arbour - Advised two regular day meetings and two night
Committee Meetings - Meetings open to public. Opinion can only
be voiced or deputation unless by appointment.
Question:
Tony Keane - Question to Deputy Reeve - Is Council going to
pass By-Law to prohibit Adult Entertainment and lesgislate
unduly Vid's Road House - Now has for sale sign on property
Is it his intention to proceed with By-Law.

Answer:
Received complaints from ratepayers, then attended the site
along with By-Law Enforcement Officer and Councillor Johnson.
Municipality has authority to regulate Adult Entertainment by
By-Law. Such By-Law has received 2 readings - this By-Law sets
out the Set Back and areas - this property would not meet the
requirements of the By-Law.
Question: Mr. Keane - Opposed to Censorship - Is By-Law needed or advi-
sable - concerned with aims of such a By-Law and directed to
Vid's Road House. - Local stores in area - Ward's (Oro Station
General Store) Mascioli across the road from Restaurant have
magazines and books which contain nude or semi nude pictures.
Customers do not object to this - See same performacne on screen
in Drive-In Theatre.
When it appeared that Mr. T. Keane was steering towards a debate rather
than questions, the Chairman asked if he had other questions and if not
time did not allow debate and asked Mr. Keane to put concern in writing
to Council to allow the meeting to proceed.
There being no further questions, Chairman called for 10 minute recess
before hearing from Candidates.
After a ten minute recess following the quesiton period, all Candidates
were requested to come forward to the Platform and the meeting was again
called to order at 10:00 p.m.
The Chairman advised that all Candidates present would be heard from in
alphabetical order for the Office for which an Election is to be held,
namely Reeve, Deputy Reeve, Council, followed by Public School Board Bandidates
and Separate School Candidates nominated.
Each Candidate will be given a maximum of 7 minutes, preferably 5 minutes
and will be given an opportunity to come back, should this be desirable,
for an additional 5 minutes, but no longer, as time will not permit.

-No doubt tough times - listen to radio - 30,000 unemployed, 1,000 bankruptcies
-farm bankruptcies.
-Mr. Miller & Mr. Lalonde together - revenues in 1982 will be lower. Sales
tax now applicable to Municipalities.People have to say there is no money.
It needs to come out of our pockets.
-Provincial and Federal grants have cut spending.
-Needs five people to work together and to maintain service and not increase
taxes.
-If you feel I should be one member of Council I would appreciate your sup-
port and pledge to work as a member with the team.

-In the present times and conditions, Council must be strong but flexible.

-Large number in middle - Must govern in respect to all people.
-We must also be heard.
