Reeve R.S. Arbour opened the meeting with prayer at 9:30 a.m.
The minutes of the last regular meeting were on motion of Halfacre and
Davie, confirmed as printed and received.
Presented copies of letters forwarded as instructed at the last regular
meeting as follows:
-Planmac Consultants Ltd., re: Reduction of Letter of Credit as recommended
by Township Engineer, Stuart N. Keyes and resolution with respect to Water
System.
-Graham Downard Construction forwarded final progress payment as approved
by Township Engineer and issuance of occupancy permit by Chief Building
Official.
-Tom Kinn with respect to proposal to construct road allowance between
Concessions 11 & 12, requesting he contact Road Supt. regarding requirements
and agreement for same.
-R. Amos advising that his quotation to install submersible pump in well
pumps be offered for sale. Total price for pump $700.00.
-Edward Robinson - advising that his tender quotation to remove old shingles
and replace with new shingles for the roof on the large pavilion for total
price of $3,200.00.
-Crown Garden Centre advising that they be retained to plant trees and shrubs
at North West Side of Park as set out in sketch for a total of $720.00.
-Robert Holmes and Robert Barber advising that the position of Caretaker
for Oro Memorial Park for 1983 will be advertised after the close of the
1982 Season.
-Clerk, County of Simcoe forwarding resolution of Oro Council in support
of Petition by Jarratt-Creighton Womens Institute with respect to safety
devises at No. 12 Highway and County Road No. 22, and requesting same be
presented to Road Committee, County of Simcoe and acknowledgement from
County Clerk.
-Ministry of Natural Resources, Huronia District requesting relief of com-
pliance for Township Gravel Pit, Lot 10, Concession 8 for Stockpile of
crushed gravel and fence on North boundry.
-Head, Traffic Section, M.T.C. follow up letter to letter of concern forwarded
August 18, 1981, regarding acceleration and deceleration lanes along No.
11 Highway at Commercial entrances.

-By-Law Enforcement Officer re: necessary and appropriate action to be taken
with respect to contravention of By-Law 1123, regarding planting of hedge
on boundry of Lot 9 and 10, PIan 755.
-Farmers Mutual Fire Insurance Company (Lindsay) re: Live Stock Valuer's
Report for claim by Jack Perryman for one horse alleged to be killed through
chase of animals, advising that Council have no intention to respond to
the claim on basis of Live Stock Valuer's Report.
-Clerk, County of Simcoe forwarding resolution supporting resolution of Town
of Bradford with respect to County of Simcoe Industrial/Commerical Develop-
ment Officer.
-Mr. Russell Sparrow re: East Half Lot 9, Concession 6.

Construction, now making application for license to operate pit.
-MacKinnon, DeVillers & Deacon reply to request for remuneration at time
of Motor Vehicle Accident March 1, 1982.
-Bell Canada forwarding information regarding payment of construction costs
for telephone installation at Waste Disposal Site.
-Wayne Dowswell reply to letter received with respect to conditions of ditch
line 12, south of County Road No. 22.
On motion of Johnson and Vousden, copies of letters as presented and forwarded
accepted as satisfactory and ordered placed on file.
Presented petition for Interim Subsidy Payment on Road and Bridges expendi-

On motion of Davie and Vousden, that the Petition for Interim Payment of
Subsidy on expenditures made on Township Roads in 1982 from January 1st to
August 31st, 1982, as completed and presented, with Treasurer and Road Super-
intendent having taken the necessary declaration, be accepted as the total
expenditures for that period for a total amount of $694,901.49. The Reeve
and Clerk hereby authorized to sign the petition on behalf of the Corpora-
tion of the township of Oro and Treasurer to forward same to Ministry of
Transportation and Communications.

Dr. R. Shoichet Was present at 10:10 a.m. as previously arranged for an
appointment, to discuss the matter of fence between property owned by Shoichet
and Shelswell Park easterly boundry.
Dr. R. Shoichet began by stating that it was not so much what kind of fence,
but rather whether a fence is necessary. Would prefer no fence if possible.
The matter was discussed at great length with comments by both Council and
Dr. R. Shoichet. Dr. Shoichet indicated that if a fence had to be erected
a cedar rail fence would be preferred.
It was left that Dr. R. Shoichet is to advise Council of his proposal to
erect a fence and type proposed.
Presented letter from Central Data Processing, forwarding invoice for services
rendered in connection with preparation of Sales Tax Rebate basing total
rebate including interest of 889.81 for $5,617.90 with 20% of same being
$1,123.58. Resolution of authorized 20% of $4,727.99 being the amount less
interest, which would qualify for payment of $945.60. Township resolution
reads as total rebate, Central Data Processing in quotation, reads total
money refunded to the Municipality.
On motion of Halfacre and Johnson, invoice be received and cheque be for-
warded when Township receives the refund to an amount of $1,123.58 being
20% of 5,617.90.

On motion of Davie and Halfacre, that Central Data Processing be requested
to advise whether the firm would make a charge for preparing a tax rebate,
should refund for same not qualify.
Presented letter from City of Orillia advising that the Council of the City
of Orillia support the actions of Simcoe County Board of Education in request-
ing that all extra costs related to the operation of Ecole Secondaire Le
Caron, be borne by the Province of Ontario and letter from Township of Essa
supporting the resolution of Oro Council in this regard.
On motion of Vousden and Davie, letters as presented be received and added
to respective file for reference.
Presented letter from Crown Garden Centre in response to letter from Council
approving their proposal for the planting of trees at Oro Memorial Park,
but would point out that all prices quoted were FOB their nursery and not
included were the costs of stakes andties and transporting of the nursery
stock. Accordingly, the total cost would be $785.00. This amount being
$65.00 over original approval.

On motion of Halfacre and Johnson that Clerk to advise that although it was
the understanding of the Park Committee, that the $720.00 quotation was to
include delivery and planting, Oro Council are prepared to cover the dif-
ference of the $65.00 since this was apparently a misunderstanding, to a
total of $785.00.
Presented letter from B.S. Onyschuk, Solicitor, Quadrant Developments in
reply to Township letter of September 9, 1982 to Planmac Consultants with
respect to Letter of Credit for Cedarbrook Estates Subdivision, Plan M-157.

On motion of Vousden and Davie, letter be received and copy of same be forward-
ed to Stuart N. Keyes and Associates Limited and that Oro Council would enter-
tain a meeting with Mr. B.S. Onyschuk after Council has been assured that
payments have been received by persons &firm referred to in letter from
B.S. Onyschuk, Q.C. under date of September 14, 1982.
Presented copy of letter and application for Wintario non capital Grant for
the Oro Township Community Arena as forwarded on September 17, 1982.
On motion of Vousden and Johnson, copy of application for Wintario non-capital
grant for the Oro Township Community Arena as presented and forwarded, accep-
ted as satisfactory.
Recommendations of Committee of Council
1) Signing and controls at intersection of County Road 20 & 27 at Oro Station.
On motion of Davie and Halfacre, that a letter be forwarded to the Barrie
Suburban Road Commission requesting consideration of exchange of County Road
No. 20 from County Road 27 (line 7) westerly to Hawkestone, thence northerly
to No. 11 Highway, for an equivalent distance of another road. i.e. 7th line
from No. 11 Highway north. Alternatively, that the Barrie Suburban Road Com-
mission road be reduced by the amount of road from County Road 27 to Hawke-
stone and the same distance be added to Township Road System for Subsidy
purposes.

2) Draft Procedural By-Law
On motion of Halfacre and Davie, that Council concur with recommendation
of Committee of Council and Clerk to revise thae draft procedural by-law
to conform with the present procedures of Council meetings, resolutions,
by-laws and agenda , etc.
3) Matter of proposed option to purchase part E~ Lot 9, Concession 6, as
set out in Township letter of July 21, 1982 and presentation by Solicitor
for Mr. R. Sparrow to a Committee of Council Meeting held on September 15,
1982, and letter of acceptance from R. Sparrow, was further considered by
Council with the following action taken:
On motion of Davie and Halfacre, Council go into Committee of the Whole to
discuss Land Aquisition.
On motion of Vousden and Johnson, come out of Committee of the Whole.

On motion of Johnson and Halfacre, that Oro Council concur with the recom-
mendation of Waste Disposal Committee and Committee of Council and accept
the letter signed by Russell Sparrow to accept the option set out in the
Township letter of July 19, 1982 and directing that all monies payable,
under the option, is to be drawn in favour of and forwarded to his Solici-
tors. And, that Oro Council recommend to the 1983-85 Council that the option
to purchase Part E~ Lot 9, Concession 6, as set out in Township letter of
July 21, 1982 as authorized by a resolution of Council at a meeting held
on July 19, 1982, be exercised on or before January 15, 1983. And that a
cheque in the amount of $2,000.00 be forwarded to his Solicitor along with
completed draft of Option on Standard Option Form as prepared by Township
Solicitor.

4) Concerns of James Langman, Ruth Langman and Mrs. Dorothy Ilingworth with
respect to proposed development on part lots 5 & 6, Concession 14 (File
43T-81011 Draft Approved) as considered by Committee of Council was further
discussed by Council with the following action taken:
On motion of Halfacre and Davie, that as recommended by Committee of Council,
Oro Council would be prepared to permit, by exception, the use of 2" prime
and chip in place of 2" Asphalt on the Roads of the Draft approved Plan of
Subdivision on part lots 5 & 6, Concession 14, File 43T-81011, subject to
meeting M.T.C. specifications and approval and subject to verification on
title of each lot, that the Township will not in the future be held respon-
sible to place asphalt on the said road. Also that the placing of entrance
culverts be the responsibility of the owner and user of each lot according
to M.T.C. standards and installed under the direction of the Township Road
Superintendent.

Road Superintendent, Fred Haughton, was present at 1:10 p.m. with respect
to Road matters and gave a report on same.
After which the following matters were presented for consideration,
It was recommended by Road Committee and Road Superintendent to call tenders
for to supply,screen,haul,mix and stockpile approximately 2000 tonne of winter
sand at the Waste Disposal Site and to remix approximatley 1,800 cubic metres
of this sand aTID to Supply,screegpaul,mix and stockpile approximately 2000
tonne at the patrol yard and remix existing sand at patrol yard approximately
1,100 cubic metres.
On motion of Vousden and Davie, that tenders for winter sand be called with
tenders to close at 4:30 p.m. Friday, October 15, 1982 and to be on Township
Tender Forms as follows:
1. Supply,haul & Mix at W.D.S.
2. Remix existing sand at W.D.S.
3. Supply,haul & Mix at Patrol Yard
4. Remix existing sand at Patrol Yard

Tender notice to be placed in two issues of the Barrie Examiner and the Orillia
Packet.
Matter of tenders for Snow Removal Equipment was also considered by Council
for the 1982-83 winter season for Snow RouteA - Lines 11,12,13 & 14, between
Bass Lake Road and Lake Simcoe and Route B - Sugar Bush, Plans M-8 & 9, M-30
& 31, as required and all of the roads on Plan 1587, Horseshoe Valley, and
Route C, Barrie Terrace, PIan 1069 and Plan 1561.

On motion of Davie and Vousden, tenders be called for Snow Removal Equipment
on Township roads for the 1982-83 winter season, according to Township tender
specifications on Tender Forms for 3 Routes, A,B, & C as outlined on map
attached to tender forms. Equipment consist of Heavy Duty Truck, Four Whee 1
Drive or 2 Wheel Drive with positraction, minimum of 150 h.p. or power grader
with 170 h.p., complete with all fuels required, wing person, operator,
hydraulic operated snowplow and wing, flashing lights and running lights,
according to the Highway Traffic Act. Tender notices to be placed in two
issues of the Barrie Examiner and Orillia Packet.
Presented letter from Domtar Chemicals/Sifto Salt Division, as price list
for Sifted Highway Salt.

On motion of Vousden and Davie, that the Road Superintendent obtain suf-
ficient quantity of salt for the 1982-83 winter season.
Road Superintendent presented proposal to advertise for a Working Foreman
job profile and wage schedule.
On motion of Vousden and Johnson, that the Township advertise for Working
Foreman for the Township Roads Department according to advertisement pre-
sented by Road Superintendent and that applications to be received up to
and including October 4, 1982. Notice to be placed in three issues of the
Barrie Examiner and Orillia Packet.
Road Superintendent presented a letter from Construction Safety Association
of Ontario.
On motion of Vousden and Halfacre, that the Road Superintendent and/or work-
ing Foreman be authorized to attend a course or courses for Trench Workers
at Sheridan College, Heavy Equipment School Jan. 24th to 26th or February
28th to March 2nd, 1983. Course presented by Construction Safety Associa-
tion of Ontario. Applications to be completed and forwarded.
Councillor Johnson expressed appreciation of the co-operation of the Road
Department with respect to Waste Disposal Site and use of chain saw by the
Incentive Works Programme.
On motion of Davie and Vousden that the Road Superintendent be authorized
to dig the hole for footing of the 4th gate post at the Town Hall and
Machine Shed and order cement for same. And, that Leonard Crawford be con-
tacted to complete the brick work for the gate post.
Mrs. J. Dyment was present at 1:55 p.m. as requested and according to letter
forwarded advising that Council entertain an appointment for her submission
with respect to operating deficit of Ecole Secondaire Le Caron in Penetang-
uishene.

Mrs. Dyment commenced by advising that the submission was originally made
to Orillia Township on July 2, 1982 and since that presentation, she had
learned a lot more on the matter. A copy of the submission was presented
to all members of Council and Press. She then read the presentation and
added further comments.
Lloyd Fletcher, representative to Simcoe County Board of Education for Ward
8, was also present at the request of Council.
Reeve Arbour asked Mr. Fletcher if he had any comments and Mr. Fletcher
advised that he had no presentation, but would be prepared to answer ques-
tions.
Councillor Halfacre directed a question to Mr. Fletcher to which Mr. Fletcher
replied. She also asked questions of Mrs. Dyment.
Deputy Reeve Davie commended Mrs. Dyment for her presentation and concern
and asked several questions.
Councillor Vousden and Johnson asked several questions which were replied
to by both Mr. Fletcher and Mrs. Dyment. Councillor Johnson commented that
it would appear that if support to the French School in Penetang was to be-
come necessary, why not all other Private Schools which presently are sup-
ported privately by users.
Deputy Reeve Davie also asked a question as to whether the question on the
Enumeration sheet to enable name to be placed as an elector for FLAC and
is this within the Human Rights Code.
Mr. Fletcher said that the question is in the right direction.
Mr. Fletcher wished to made a comment that in some instances the SCBE had
been marked by a statement that the SCBE had been irresponsible during the
establishing of a French School. Also that he wished to correct Mrs. Dyment
on attendance at the Ecole Secondaire was over 100 and not 75 as indicated.
Mrs. Dyment advised that questionnaire circulated in Penetang was not in
favour of a Separate French School, apparently satisfied with system of
French Education in Penetang.
Mr. Fletcher continued to explain in detail the pressure by FLAC and posi-
tion of Board regarding same.
He also indicated the assurance from the Minister of Education and Premier
of Ontario that the French School would not be at the cost of SCBE. And,
further that at the recent meeting with the Minister regarding the funding,
some progress has been made and that a further meeting is to take place be-
fore end of September but that he could not comment further on the matter
until after the meeting.
Deputy Reeve Davie commented that what further could a Municipal Council
do in this regard beyond action taken by Oro Council.
The matter was considered further with discussion and questions asked and
replied to when asked by Mr. Fletcher.

Mrs. Dyment concluded that the Municipalities should continue to pursue the
matter as they have already done.
Reeve Arbour on behalf of Council, thanked Mrs. P. Dyment for her presenta-
tion and submission and also expressed appreciation to Mr. Lloyd Fletcher
for attending.
5) The matter of request by Robert Barber, caretaker Oro Memorial Park to
hold a garage sale was further considered by Council with the following
action taken:
On motion of Halfacre and Johnson that the holding of a garage sale for pri-
vate purposes cannot be permitted on Public Property, such as Oro Memorial
Park or other Township property not zoned for this purpose.
The Park Study Committee, William O'Brien, Dr. Alex Bolechowsky and William
Staines were present as arranged for at 3:10 p.m. to present the final re-
port of their study. An Interim report had been presented in June.
Mr. O'Brien after pres,enting a copy of the Report to members of Council and
2 copies for the files, outlined the preparation and introductory to the
Report (which is on the first page of the report). Mr. O'Brien noted that
they were 2 months beyond the original established time.

Reeve Arbour, on behalf of Council, thanked the Committee for the presen-
tation of the Report.
It was left that all members of Council review the Report after which it
may be discussed and if necessary the report be considered with the Park
Study Committee.

7) The matter of a Mobile Home (House Trailer) on Lot 1, Plan M-118, placed
by Hitch House Limited and report of same by the By-Law Enforcement Officer
as presented to Committee of Council held on September 15, 1982, and refer-
red to this meeting of Council was again considered.
On motion of Halfacre and Vousden, that the By-Law Enforcement Officer
pursue the matter and the owner of the Trailer be requested to remove the
trailer.

8) The matter of Public Meeting to present activities of the year and term
of present Council, as referred by Committee of Council meeting held on
September 15, 1982 was presented for consideration.
On motion of Johnson and Halfacre, that a Public Meeting to present the
activities for the year 1982 and term of Council be held at the Oro Town
Hall on Tuesday, October 26, 1982 at 8:00 p.m. and that an All Candidates
Night follow this meeting.

Presented letter from Ministry of Agricultrue and Food, Capital Improve-
ments Branch with respect to Drainage Act Allocations and requesting
attached questionnaire be completed. Questionnaire refers to Application
received and completed and that those approved with work scheduled to
be completed by December 31, 1982. Form to be completed and returned
not later than October 1, 1982, showing all applications and amount of
Township allocation used for 1982.
On motion of Halfacre and Vousden, letter be received and Clerk to com-
plete Questionnaire and return same by October 1, 1982.
Presented letter from Orillia Township and action taken by Orillia Council
on letter from K.M. Gilbert, lot 20, Plan 1151 Township of Oro (copy
of letter enclosed) with respect to alleged drainage easement and concrete
channel constructed which is crumbling. The letter was sent to Orillia
Township since they, under agreement, maintain that portion of Town
line and Subdivision Road. Orillia Council passed a resolution adopting
report of their Finance and Administration Committee that in the opinion
of this Committee, this is not the responsibility of the Township of
Orillia. Clerk also presented copy of letter to Mr. K.M. Gilbert request-
ing any documents or letter or agreement with respect to the alleged
drainage easement, since no records appear to be on file regarding this
easement. Road Superintendent has been presented with copies of all above
noted letters.
On motion of Davie and Vousden, letter from Orillia Township, including
resolution of the Council of the Township of Orillia and copy of letter
from Mr. K.M. Gilbert, along with copy of Clerk's letter to Mr. Gilbert
be received and tabled until a reply is received from Mr. Gilbert with
respect to the alleged drainage easement.
Presented letter from Royal Canadian Legion (Barrie Branch) with respect
to Remembrance Day Poppy Campaign, enclosing a Wreath Catalogue and a
donation/price/order form enclosed.
On motion of Vousden and Halfacre, that Oro Council authorize the pur-
chase of Wreath #20 at the price of $35.00.
Presented letter from Oro Horticultural Society inviting Council members
and their spouses to the Annual Awards Night which is to be held on
October 4, 1982 at W.R. Best Public Schoo 1 commencing at 6:30 p.m.
On motion of Johnson and Vousden, Clerk to reply and advise that all
Council members, Clerk and their spouses will be attending.
Presented letter from Recreation and Library Department, Simcoe County
with respect to a directory produced entitled, "Community and Recreation
Resource Directory" which now should be updated due to many changes that
have occured. Letter further requests that in order to undertake this
revision again, through a grant, support is needed. Therefore, letter
requests that three questions set out in the letter be answered along
with any comments indicating that the directory is helpful in the pro-
motion of Tourism and be returned by September 30, 1982.
On motion of Davie and Vousden, Clerk to reply and complete the question-
naire.

Presented quotations for wood cut at Oro Waste Disposal Site from the
following: C.E. Tomlins and Harry Hughes.
On motion of Vousden and Halfacre, that the quotation of Harry Hughes
for the wood at the Oro Township Waste Disposal Site, cut under the In-
centive Work Program be accepted for an amount of $827.00 and he be ad-
vised to make arrangements for removal of same after payment of the
$827.00 is deposited at the Township Office. And, further that the wood
is to be removed by November 30, 1982.
Presented letter from the Salvation Army explaining purposes of request
for a donation to the Ministry's Enrichment Programme "a unique one-time
national fund-raising campaign to increase their training capacity" so
that service can expand. Requests are based on 10i per capita, which
the Federal Government is considering contribution on the basis of match-
ing funds.
On motion of Davie and Vousden, that the Township of Oro authorize a
grant of $100.00 to the Salvation Army as a donation to the Ministry's
Enrichment Programme.
Presented letter from Ministry of Government Services, Realty Branch
regarding Surplus Property - Hawkestone Restoration Centre, Part Lot
21, Concession 11. Property is being offered at current market value
and circulated to all Provincial Ministries and if none exists, to 10cal
and/or Regional Municipalities prior to disposition to General Public
through the process of auction or tender. Response is requested within
30 days if the Municipality is interested.
On motion of Davie and Vousden, that a letter be forwarded to Ministry
of Government Services, Realty Services Branch, requesting the appraised
Market Value mentioned in letter of September 13, 1982 or alternatively
the lowest figure that would be acceptable from the Municipality. The
Township of Oro are interested in the property as previously mentioned
to writer of letter for possible future service road.
The matter of Signs on Road Allowance by Larry Wood as well as other
signs be referred to Committee of Council.
On motion of Johnson and Vousden, adjourn to meet again on Monday,
October 4, 1982 at 9:30 a.m.
