SIXTEENTH MEETING
Council met pursuant to adjournment with Reeve R.S. Arbour in the chair.

The minutes of the last regular meeting of August 3, 1982 were on motion
of Vousden and Halface, confirmed as printed and received.
Presented copies of letters forwarding from last regualr meeting of August
3, 1982 as follows:
-Hasting Electric (Oro) Ltd., - advising his tender to supply and install
one Electric Forced Air Furnace and remove old furnace, had been accepted
with copy to Vespra Valley Heating & Sheet Metal.
-David Williams, President, Oro Station & Area Ratepayers Association for-
warding copy of letter from Barrie Suburban Road Commission re: Inter-
section control at County Road 20 & 27 also forwarding copy letter from
O.P.P. with respect to accident report at the intersection and surroun-
ding area.
-Jo-Con Developments Ltd., re: unfinished services on Plan M-66 further
to letter of March 18, 1982.
-D.S. White, Solicitor re: Change of name of Timothy Acres Subdivision
to 'Black Forest Estates' and change of street name to 'Black Forest
Lane' , advising Council would have no objection to change. Also letter
to W.D. Russell, forwarding copies of letters to Stewart, Esten, upon
receipt of copy of letter to W.D. Russell and reply.
--Skelton,Brumwell & Associates Limited re: Norshell Developments advi-
sing that Certificate of Substantial Completion has been r~ceived from
Township Engineer and the Township was prepared to reduce amount of "Letter
of Credit" according to recommendation of Township Engineer upon receipt
of new Letter of Credit for Phase II.
-Association of Municipalities of Ontario forwarding resolution of Council
nominating the Township Clerk Treasurer for Board of Directors of AMO
1982/83.
-Mrs. Marion Bartholomew in reply to letter of complaint of Oro Memorial
Park.
-Mr. Tom Kinn forwarding resolution of Council with respect to cutting
of trees and bringing Road Allowance up to MTC standards from Scotdale
Road north to entrance of his property.
-Lloyd George regarding restricted fire arms at the Town Hall and advising
the matter is being referred to History Committee.
-Jack Perryman advising of Live Stock Valuers report with respect to
colt killed.
-Donald S. Munroe, D.C. Re: proposed purchase of property in Concession
12 above Barrie Road and bringing portion of line 12 to MTC Standards,
being in response to his letter.
-Martin Jacobson, Solicitor for owner of Lot 8, Plan 860 with respect to
original road - forwarding copy of portion of Council minutes of October
19, 1981 relating Council's proceedings regarding request for Quit Claim

-Ministry of Municipal Affairs and Housing - Financial Branch, Orillia
reply to enquiry with respect to 1981 Financial Report.
-Chief Fire Advisory Services Offices of the Fire Marshall forwarding Pro-
vincial Auto Extrication Grant Program Application for Basic Kit.
-George Faulkner, owner of lot 45, Plan 626 with respect to contravention
of zoning By-Law with regard to set back of accessory building as recom-
mended by By-Law Enforcement Officer.
-Law Construction Limited -forwarding claim by Bell Canada for buried cable
damaged during re-construction of Lakeshore Road in Concession 7.
On motion of Johnson and Halfacre, copies of letters aspresented be accepted
as satisfactory and placed on file for reference.
On motion of Davie and Johnson, that a letter be forwarded to George and
Nels Robertson advising that should they have concerns about the construc-
tion of the Road on Line 11, North from Scotdale Drive, that they arrange
to attend a Committee of Council meeting to express their concerns.
Clerk represented copy of letter to Charles Sanderson requesting quotation
to make, install and paint the storm windows for the basement of the Township
Office. And, advised that quotation had been received that the aforement-
ioned work would be in the amount of $354.00. Clerk further advised that
following telephone contact of all members of Council following receipt
of quotation, all members of Council had agreed that Charles Sanderson
be requested to proceed and make the windows in order to have same comple-
ted as soon as possible.
On motion of Davie and Halfacre, that as agreed by all members of Council
the quotation of Charles Sanderson to make, install and paint storm win-
dows for the basement of the Township Office for a total sum of $354.00,
be accepted and Charles Sanderson be requested to have the storm windows
made and installed as soon as possible. Also further, that Mr. Charles
Sanderson be requested to repair the front steps at the east entrance of
the Township Office.
Presented signed copy of the Fire Agreement with the Ministry of Natural
Resources which had been executed by Oro Council at a meeting held on
July 19, 1982. Also four copies of a map which indicates all lands admin-
istered by the Ministry of Natural Resources within the Township of Oro.
On motion of Vousden and Johnson, copy of signed Fire Agreement between
the Township of Oro and Ministry of Natural Resources as presented be re-
ceived and filed and a copy of the map indicating all lands administered
by the Ministry of Natural Resources be displayed at each Fire Hall, for
the information of all Firemen to familiarize themselves with areas for
their respective stations.
Presented memorandum from Ministry of Municipal Affairs and Housing, formal
approval of Ontario Employment Incentive Program Application as submitted
by the Municipality. Clerk advised that 50% of the total proposed Program
had been received in the amount of $6,350.00. Memorandum also advised that
an interim payment of 25% of total labour costs may be applied for once
approximately 50% of the program has been completed. Also enclosed final
claim forms and outline of claim.

On motion of Halfacre and Johnson, memorandum and claim forms be received.
Clerk to complete and forward same at appropriate time.
Presented letters from the following Municipalities that supported the
resolution of Oro Council with respect to financing for maintenance cost
to operate Ecole Secondaire Le Caron in Penetang.

On motion of Johnson and Davie, letters of support as presented be received
and placed on file.

On motion of Davie and Halfacre, Clerk to advise that the Township of Oro
have no letter on file from Simcoe County Board of Education, but members
of Council have contacted various Trustees of Simcne County Board of Edu-
cation following articles in the press regarding operation costs and sug-
gest that the Township of Tiny contact their Trustee for update of figures
in this regard.
Presented copy of General Rebate Application for Refund of Ontario Retail
Sales Tax as completed by Central Data Processing. Clerk advised that Auditor
of Ontario Retail Sales Tax had attended at the Office on August 10, 1982
and approved the application as follows:

According to acceptance of work to prepare claim by Central Data Processing
for 20% of total claim to amount of $945.60. Balance to Credit of the
Township of Oro $5,617.90 - 945.60 = $4,672.30.
On motion of Halfacre and Johnson, Rebate Application for Refund of Retail
Sales Tax as presented be accepted as satisfactory and Treasurer authorized
to pay Central Data Processing once cheque is received according to appli-
cation, as approved, be forwarded to an amount of $945.60.
Presented letter from John Balderston advising that he will not be proce-
eding with the Tile Drainage Loan Application in 1982.

On motion of Johnson and Vousden, letter be received and amount of Tile
Drainage Loan as apportioned for John J. Balderston be made available to
first application received in 1982, and that applicants already appro-
ved be advised that additional funds are now available due to one appli-
cant's withdrawing.
Presented report of By-Law Enforcement Officer, of six matters that had
been followed up and would now appear complete as result of action taken
be persons involved.
On motion of Halfacre and Vousden, report of By-Law Enforcement Officer of
the six matters attended to and action and results as stated in report
be received and filed for reference should any matter re-occur.
Re-presented letter from Robert Barbour, Park Supt. and Caretaker, as
referred by Council at meeting of Oro Council held on August 3, 1982.
On motion of Halfacre and Johnson, that no action be taken on the request
of Robert Barber, Park Supt., and he be advised that Oro Council are of
the opinion that no changes shall be made to the resolution retaining
his services and setting out remuneration and duties at a meeting of Oro
Council held on February 15, 1982 and letter of February 16, 1982 and
that the said acceptance of application according to the resolution be
binding for the 1982 season.
On motion of Davie and Halfacre that the account from Ainley & Associates
Limited for Professional Services with respect to Oro Memorial Park Sewage
System Engineering be paid at an amount of $441.88.
Clerk advised that the Inspector for LLBO had requested resolution of
Council with respect to Special Occasion permit for Jarratt Community
Hall.
On motion of Vousden and Halfacre, Oro Council would have no objection
to the issuing of a "Special Occasion Permit" for Jarratt Community Hall,
since the necessary requirements for renovations of the Hall appear to
have been completed. Applicants for such permits to meet all necessary
requirements related thereto.
Clerk advised that Mrs. M. Schmidt, W Pt. Lot 17, Concession 5, had tele-
phoned on several occasions with respect to leaves and branches falling
from Maple Trees on Township Road Allowance and that the Road Supt. had
inspected the trees and that in his opinion, the trees were alive and
should not be cut at this time. Mrs. Schmidt is requesting that the trees
be cut.
On motion of Davie and Vousden, that a letter be forwarded to Mrs. M.
Schmidt advising that according to the inspection of the Road Supt., the
trees are alive and are not programmed to be cut at this time.
Presented letter from William O'Brien, Chairman of Parks & Recreation
Study Committee with respect to progress of the Committee and final report
to Council. Letter advises that the report has taken considerably more
time than anticipated and that the report will be prepared to present
to Council at the meeting of September 20th, 1982.

Annual Conference
On motion of Vousden and Johnson, correspondence, communications, etc.,
as presented be received and placed on file.
Chief Building Official, James Shellswell was present at 11:40 a.m. with
respect to matters concerning the Building Department requiring Council's
attention.
Chief Building Official reported that the change rooms at Oro Memorial
Park deficiencies have now been completed, also that the water fountains
are being installed today.
He also brought to attention of Council the matter of trailer being parked
and occupied on the property.
On motion of Halfacre and Johnson, that the Chief Building Official's
Report be accepted as satisfactory.
Presented letter from the Hon. Robert Welch, Minister of Energy with res-
pect to Municipal participation in Oil Conversion and Energy Conservation
Program which provides financial assistance to convert oil burning equip-
ment to an alternate fuel of up to 50% of project. Also attached copy
of application form for Municipal Oil Conversion Program.

On motion of Davie and Vousden, letter be received and application be
received after alternate heating conversion has been completed at the
Township Office.
Presented letter from Crawford Heating & Air Conditioning being quotation
for Furnace servicing of Township of Oro's five locations of oil heated furnaces
for the Heating Season of 1982/83. The Service Plan will be increased
to $120.00 per furnace. Or if the Township selects it be done on a labour
rate of $20.00 per hour for furnace conditioning and service call rate
of $20.00 per hour with a minimum charge of $30.00 during the day and
$40.00 during the hours of 8 o'clock p.m. till 8 o'clock a.m.
On motion of Vousden and Johnson, quotation for oil furnace service be
received and tenders be called to service all oil burning furnaces in
all Municipal owned buildings.
Presented notice from Ontario Land Titles of Notice of Application No.
Dl182-51-58 made by Tiit Ted Holmberg to register under Land Titles Act
as the owner in fee simple with absolute title on lands known as part
Lot 27, Concession 6 and Block N, Plan 807 and designated as Parts 1 &
2 on the attached application point of reference plan dated March 18,
1982 signed by Paul Kitchen, O.L.S. Notice being forwarded and served
on the Township because of interested party as adjacent land owner, namely
roads on the south and west of the lands.

On motion of Johnson and Halfacre, notice of application no. D1182-51-58
be received and filed for reference.
Presented Bulletin from A.M.O. of resolutions to be considered as well
as Book of Resolutions to be considered at the AMO Conference in August.
Copies of Bulletins have been made for all members of Council.
On motion of Vousden and Johnson, material received with copies for each
member of Council as distributed be reviewed for comments for delegates
attending the AMO Annual Conference on August 22nd to 25th.
Planning & Development
The Planning Administrator was present at 1:30 p.m. to review planning
and development matters. The following was presented:
-M.M.A.H. Guideline "Energy Conservation through Official Plans".
-Letter from Livingston,Myers & Cockburn regarding "Monk Street" on Reg-
istered Plan No.1 and response.
-Copy of letter from Stewart,Esten and Clerk's direction to W.D. Russell,
Solicitor, regarding the Black Forest Estates (formerly Timothy Acres)
draft plan of Subdivision, File 43T-77069.
-Copy of press release distributed by Gibson/Flood & Associates pertaining
to the Municipal Housing Statement and questionnaires to be circulated
August 25, 1982.

Presented letter from the Orillia Agricultural Society requesting two
representatives of Council to participate in the Log Sawing Contest Com-
petition at the Orillia Fall Fair.
On motion of Halfacre and Vousden, Clerk to advise that Deputy Reeve Davie
and Councillor Johnson be the two representatives from Oro Council to
participate in the Log Sawing Competition on Friday, September 10, 1982.
Presented letter from Ministry of Municipal Affairs & Housing advising
of formal approval of application of the Township of Oro participation
in the Ontario Employment Incentive Program and final claim forms as well
as guidelines of Claim procedure.
On motion of Johnson and Vousden, report on program be received and Clerk
to monitor all portions of the program in order that the days approved
for the Ontario Employment Incentive Program are not exceeded.
Councillor Halfacre report on attendance at the Ontario Provincial Parks
Association conference attended by herself and Councillor Johnson.
The matter of fence at the easterly boundry of Shelswell Park and Lot
50, Plan 755 was further discussed in light of enquiries from ratepayers
in the area.

On motion of Vousden and Johnson, that Council would request further in-
formation to letter of January 21, 1982 from Dr. R. Shoichet as to type
of fence being proposed since no additional correspondence has been re-
ceived to date. And, further that should no correspondence be received
Council will look into fencing the boundry line with a normal 9 strand
fence as indicated in Township letter of November 17, 1981.
On motion of Johnson and Vousden, meeting adjourn to meet again on Tuesday,
September 7, 1982 at 9:30 a.m. and that the meeting be advertised.
