FOURTEENTH MEETING
Council met pursuant to adjournment for the fourteenth meeting with the
following members present:

The minutes of the last regular meeting were on motion of Halfacre and
Vousden, confirmed as printed and received.
Presented copies of letters forwarded as instructed at the last regular
meeting to:
-Small Craft Harbours, attention of G. Thomas Beauliew, P. Eng. Re: Shanty
Bay Wharf repairs.
-Quadrant Developments Ltd., - confirming Township Engineer's requirements
conveyance of lands for pumphouse and request representative to attend next
meeting of Council.

for which the Township is to be held liable and report of Road Supt. in
this regard.

to cover account and advising that matter of Building Code Offence be with

-Mr. Gerhard Griep, Edgar General Store re: application for grant under BRIC
program and intent to designate building under Heritage Act.
--Ministry of Labour re: Inspection of Oro Township Community Arena.
On motion of Johnson and Vousden, copies of letters as presented and forwarded
accepted as satisfactory and be placed on file for reference.
Presented letter from Services Co-ordinator, Huronia District, Ministry of
Natural Resources, forwarding 2 copies of current fire agreement form to
replace the old agreement between Ministry of Natural Resources and Township
of Oro which was signed on August 21, 1972. The Agreement is almost identical
with the exception of the fee schedule which has been altered to reflect pre-
sent day cost.

On motion of Johnson and Halfacre, the updated Fire Agreement as presented
would appear satisfactory and acceptable to Council of the Township of Oro
and the Reeve and Clerk authorized to sign same on behalf of the Corporation
of the Township of Oro and the two (2) signed copies of the agreement be
returned to the Ministry of Natural Resources for signature with request
that one signed copy be returned to the Township of Oro.
Presented letter from Community Programs Consultant, Ministry of Tourism
and Recreation in response to application, on behalf of Jarratt Community
Hall, for a grant under the Community Centres Act, advising that it is
deemed that this project is primarily cosmetic and maintenance in nature
and therefore not eligible for assistance. Clerk advised that copy of letter
had been forwarded to Secretary, Jarratt Community Hall Committee with sug-
gestion that consideration be given to re-apply for some different work on
the Hall.
On motion of Vousden and Halfacre, letter be received and filed for reference
should Jarratt Community Hall Committee propose a further application.
In accordance with the agenda for the meeting, 8 applications for tax adjust-
ment under Section 496(1) of the Municipal Act, were presented for Council's
consideration with the following action taken:
Application No.1 Myrna Elaine Lock, S Pt. 26 & 27, Conc. 7. The occupant
ceased to carryon business at the above address on February 13, 1982. Busi-
ness taxes based on the business public assessment of 1,010. are to be can-
celled from February 14, 1982 to December 31, 1982. Taxes to be written off
in the amount of $266.08.
Application No.2 - Myrna Elaine Lock, E Pt. 27 & 27, Conc. 7. The occupant
ceased to carryon business at the above address on February 13, 1982, Business
taxes based on the business public assessment of 415 are to be cancelled
from February 14 to December 31, 1982. Taxes to be written off in the amount
of $109.37.
Application No.3 - Margaret Scoichet Plan 755, Lot 50, Conc. 7. The cottage
on this property was demolished on April 1st and is therefore entitled to
a cancellation of building taxes from April 1st to December 31, 1982. Taxes
are to be cancelled on the public residential assessment of 319. Taxes to
be written off in the amount of $75.87.
Application No.4 - Robert E. Greet, Lot No.3, E Pt 2, PIan 627. The cot-
tage on this property was demolished on March 1st, 1982 and is therefore
entitled to a cancellation of building taxes from March 1st to December 31,
1982. Taxes to be cancelled based on the public residential assessment of
623. Taxes to be written off in the amount of $148.86.
Application No.5 - Iskender Ipek, Lot 225, PIan 626. The occupant ceased
to carryon business at this address on or before December 31st, 1981. Busi-
ness taxes based on the business public assessment of 475. are to be cancel-
led from January 1st to December 31st, 1982. Taxes to be written off in the
amount of $142.33.

Application No.6 - Shanty Bay Woodlands Ltd., W Pt. Lot 2,Lot 1, Con. 2.
The gatehouse on this property was demolished in March 1982 and is therefore
entitled to a cancellation of building taxes from April 1 to December 31,
1982. Taxes are to be cancelled based on the public residential assessment
of 72. Taxes to be written off in the amount of $13.75.
Application No.7 - Pamela McKee, S Pt. Lot 26 & 27, Conc. 7. The owner
of the above property has been inadvertently overcharged by reason of a gross
error, the transposition of figures and is therefore entitled to an adjust-
ment in taxes from Jan. 14th to Feb. 13th, 1982. Taxes are to be cancelled
based on the business public assessment of 1,010 accordingly. Taxes to be
written off in the amount of $25.77.
Application No.8 - Pamela McKee, E Pt. Lot 26 & 27, Conc. 7. The owner of
the above property has been inadvertently overcharged by reason of a gross
error. The transposition of figures and is therefore entitled to an adjust-
ment in taxes from Jan. 14th to Feb. 13th, 1982. Taxes are to be cancelled
based on the business public assessment of 415. Taxes are to be written off
in the amount of $10.49.
On motion of Halfacre and Davie, the above properties, as recommended by
the Assessors of the Simcoe County Assessment Office (Region 16) for assess-
ment reductions be accepted and the appropriate tax adjustments be applied,
to a total of $792.52.

Re-presented correspondence to Parks and Recreation Area Branch, Ministry
of Natural Resources, applying for Improvement to Oro Memorial Park, for
the Change Rooms, to which no written reply has been received, only verbal
telephone conversation from Mr. Fred Bishop, advising that project should
qualify for grant and was being formally reviewed by Staff. Clerk reported
further telephone contact on July 14, 1982 during which Mr. Bishop advised
that the Ministry is presently working on the application.
On motion of Halfacre and Johnson, Clerk's report of telephone conversation
with Mr. Fred Bishop, Director Parks & Recreational Area Branch, Ministry
of Natural Resources advising the Ministry is presently working on the appli-
cation and telephone message from Allan K. McLean, M.P.P. , Simcoe East,
advising that it is a matter of process and procedure, accepted as satisfactory.
Presented letter from R.E. Young, Ministry of the Environment with respect
to Norshell Developments, Lakeview Farm Estates, Plan M-118, Phase I & II.
Letter be in response to attendance at meeting of Oro Council held on June
21, 1982 regarding release of security on Phase I for private sewage systems
and that no securities are to be a requirement for Phase II.
On motion of Davie and Halfacre, that Oro Council are prepared to reduce
the Letter of Credit on Phase I of Norshell Developments by applying an
amount of $2,500.00 per lot, which is in accordance with letter dated Nov.
1, 1979 from Skelton,Brumwell & Associates Ltd., subject to receipt of
Certificate of Substantial Completion from Township Engineer and letter from
. Township Statement commencing with the release, as proposed by Council.

Presented letter from Brian Hallas, Property Officer, Ministry of Government
Services in reply to Township letter with respect to proposed service road
across lot 21, Concession 11. Clerk also advised of telephone conversation
regarding same, expressing concern of cost and suggesting Consultants be
retained for report as to estimated costs. Also letter dated July 13th as
follow up of telephone conversation advising that a site meeting at this
time would be premature.
On motion of Davie and Vousden, letter be received and filed for future ref-
erence should the matter be further proceeded with.
Committee of Council Recommendations
Oro Lea Beach Ratepayers Association
Further to the attendance of the President and Secretary of the Association
on several matters of concern and recommendations of Committee of Council
that following action was taken:
"On motion of Halfacre and Johnson, Clerk to advise Oro Lea Ratepayers Asso-
ciation that Oro Council would have no objection to the erection of a chain
link type of fence, with provisions being made for an emergency entrance,
across Park Lot (100 feet) on the south side of Lakeshore Road.
Replacement of Underground Fuel Storage Tank and/or replacement of furnace
at Township Office was further considered following discussion of same at
Committee of Council meeting and presentation of report from Energy Auditor
with the following action taken by Council:
On motion of Davie and Halfacre, that tenders be called to install a forced
air electric furnace to connect with present heat pump and Ontario Hydro
recommendation for size of forced air furnace be obtained prior to calling
of tenders.
The matter of retaining a person or firm to install two drinking fountains
at Oro Memorial Park was again considered.
On motion of Halfacre and Johnson, that the quotation of R.I. Amos, Plumbing
and Heating Contractors be accepted to install two drinking fountains at
Oro Memorial Park for a total price of $1,366.50, with work to commence
immediately.
On motion of Vousden and Halfacre, that quotations be received to have storm
windows made and installed for the basement windows at the Township Office.
Mr. W. Ormerod was present at 11:15 a.m. to discuss the matter of By-Law
Enforcements - follow up of complaints presented to him. He advised of two
complaints he had investigated.
1) Ellsmere, apparent conversion of accessory agricultural building
for residential use.
2) Mr. B. McLeave, planting hedge on Lot line between property
owned by Morrison.
On motion of Halfacre and Johnson, that report of By-Law Enforcement Officer
be received and Clerk to reply as required.

On motion of Vousden and Davie, that Oro Council authorize the Road Supt. to
have the Township Solicitor search titleofthe original Road Allowance between
Ranges I & II, south of Ridge Road.
2) Hot Mix Paving is now in progress on 15/16 Side Road to 7th Line.
3) Lakeshore Road reconstruction proceeding well.
4) Drainage Report from NVCA for study on 2nd line south of No. 11 Highway.
Road superintendent commentedOPhe proposal as submitted by Cumming-Cockburn
and Associates and advised that he had reviewed the proposed project and
letter from Resources Manager, NVCA with respect to Flood & Drainage Study-
Willow Creek, enclosing a copy of the engineering proposal from the firm
of Cumming-Cockburn for the above study, earlier presented to Council. The
area concerned being at the intersection of No. 11 Highway and Line 2, Town-
ship of Oro. The estimated cost of the two phases are as follows:

The Municipalities share of the cost for both
Phases of study would be 36% x 10,500 = $3,780.00.
On motion of Vousden and Halfacre, letter and report be received and as re-
viewed, would appear satisfactory. The Resources Manager, N.V.C.A. be direc-
ted to proceed with the Study. Council of the Township of Oro are prepared
to assume the Township share of 36% of the total estimated cost to an amount
of $3,780.00.
Road Supt. Fred Haughton, was asked whether he had seen the report of Engineer
from Ainley & Associates with respect to line 6, between No. 11 Highway and
15/16 Side Road. He advised that he had read the report.
Planning & Development
The Planning Administrator was present at 1:40 p.m. to review with Council
planning and development matters. The following was presented:
-Oatley, Purser, forwarding transfers to Blocks 38,40,41,42,44,45,46,47 &
48, Plan M-187 as well as confirmation as to subsearch of title, encumber-
ances, etc.,
Ministry of Municipal Affairs & Housing, Amendment to Ontario Home Renewal
Program (O.H.R.P.) raising maximum loan to $9,500 from $7,500 for altera-
tions to benefit physically handicapped homeowners otherwise qualifying for
an O.H.R.P. loan.

On motion of Vousden and Halfacre, that correspondence as presented, be placed
on file.
Presented correspondence from the Ministry of Municipal Affairs & Housing
providing a grant commitment of $7,500.00 towards preparation of a Municipal
Housing Statement, all outstanding matters having now been resolved. Also
presented copies of revised consulting agreement between Gibson/Flood & Assoc-
iates Limited and the Municipality, for execution.
On motion of Halfacre and Johnson, that the revised Gibson/Flood Agreement
for preparation of a Municipal Housing Statement be found satisfactory and
the Reeve and Clerk be authorized to execute same.
Presented July 15, 1982 resolution of Oro Planning Board, recommending re-
zoning by exception of lands owned by D. McDougall, Pt. Lot 14, Concession
14, to permit continued use of automobile body repair shop. Development Ap-
plication P3/81.
On motion of Halfacre and Johnson, that on receipt of the necessary survey,
that a draft by-law to re-zone part of lot 14, concession 14 by exception
to the 'A-Agriculture' zone provision of By-Law No. 1031, to permit contin-
ued use of an automobile body repair shop, be prepared and submitted to
Council for consideration. All costs of preparation and circulation to be
bourne by the applicant.
. Presented July 15, 1982 resolution of Ora Planning Board, recommending en-
actment of a Zoning By-Law Amendment to permit construction of an additional
accessory residential dwelling on part of Lot 1, Concession 8, in conformity
with the provisions of Amendment No. 13 to the Official PIan. Development
application Pl/82.
On motion of Davie and Halfacre, that the Township's Planning Consultants,
Ainley & Associates, be authorized to prepare at the proponent's cost, the
necessary Zoning By-Law Amendment to permit construction of an additional
accessory residential dwelling on part of lot 1, concession 8.
Presented July 15, 1982 resolution of Oro Planning Board recommending that
the necessary Official Plan and Zoning By-Law Amendment be undertaken to
permit the sewage transfer lagoon expansion proposal by Oro Sanitation Ser-
vices Limited on part of the West Half of Lot 17, Concession 7. Development
application P2/81.
On motion of Vousden and Johnson, that Oro Council enact the necessary Official
Plan and Zoning By-Law Amendments to permit the expansion of sewage transfer
lagoons proposed by Oro Sanitation Services on part of the west half of lot
17, Concession 7. Further, that the Township Planning Consultants to be au-
thorized to prepare the necessary documentation at the proponent's cost.

Squire's and approve as suggested by Planning Board, and submitted the fol-

By being thorough, in areas of Engineering and Planning, this Township could
demonstrate outstanding leadership in the area of responsibility towards
the disposal of liquid waste.
From our introduction to the Oro Septic Operation, on Road Tour 15 months
ago, all Council saw a full load of treated sludge from Gravenhurst, being
unloaded in half-load season. Mr. Squire's has been asked to provide engin-
eering data to illustrate clearly the integrity of the design of his lagoons.
He has done this, entirely at his expense.
Council and the Province have hired a Planner to do an Official Plan Update
in North Oro. Council and Planning Board resolutions indicate that Squire's
proposal be part of this Official Plan Update.
I support Mr. Squire in his cause, to get a legal rezoning for his operation
and expansion, but I feel Mr. Reipma, who is on holidays, and who is our
Planner in the NorthOro Study, should be asked for comments in writing, before
this Township agrees to approve the expanded dumpsite.
Therefore, in as much as I am in favour in principle of the Squire's proposal,
and that I acknowledge that all Engineering is satisfactorily documented,
I cannot vote on this issue, knowing that our Consultants, F.J. Reinders
have not been requested to give an opinion on the Planning aspects on a very
sensitive environmental issue.
Mr. Chairman, I will abstain from voting, and ask that the vote be recorded.
I feel that not all the homework has been completed on this issue, and that
Mr. Reipma should have been consulted.

Presented from Stuart N. Keyes & Associates, Monthly Progress Report for
construction of "Change Rooms Building" at Oro Memorial Park by Graham Downard
Construction Limited to total of $21,604.00 less 15% holdback of $3,030.60,
showing recommended payment of $18,573.40.
Prior to discussion on the matter of payment, it was moved by Deputy Reeve
Davie and Councillor Halfacre that Council go into Committee of the Whole
at 10:10 a.m.
Since the Chief Building Official was out on inspections and not available
for a discussion on the matter, it was left that the matter be left over
until later in the afternoon.
Moved by Johnson and Halfacre, that Council come out of Committee of the
Whole at 10:15 a.m.

The Chief Building Official was present in the afternoon and following a
discussion of the building and partly unfinished work the following action
was taken:
On motion of Halfacre and Davie, Monthly Progress Report from Stuart N. Keyes
be received and Treasurer be authorized to issue cheque in payment of same
to a total amount of $18,573.40, with a holdback of $3,030.60, and that the
amount of the holdback be adjusted for the unauthorized installation of
chipboard sheating for 5/8" tongue and groove plywood sheeting, as required
in tender contract.
Presented letter from Ministry of Transportation and Communications with
respect to Transfer of Highway for No. 11 Highway according to Plans
P-1726-54 and P-1726-93 attached, being transferred to the Township of Oro
namely Parts 2,3,4, & 5 of Plan P-1726-54 (51R-2758) Lot 15, Concession 14
and Parts 3,7,8,10 & 11 as shown on Plan P-1726-93 (51R-7483) Lot 16, Conces-
sion 14. The transfer being in accordance with Subsection 29(4) of The Public
Transportation and Highway Improvement Act and by virtue of an Order in
Council number OC-1704/82 approved on the 24th day of June, 1982.
On motion of Davie and Vousden, letter and Plan P-1726-54 and P-1726-93 and
letter from Ministry of Transportation transferring portions of the Highway
No. 11, being the overpass at line 14 in accordance with subsection 29(4)
of Public Transportation and Highway Improvement Act and Order in Council
No. OC-1704/82 be received and filed for record and necessary By-Law to en-
force Municipal Traffic Control devices and stop signs, to regulate traffic
using these portions of Highway or intersectory roads be prepared for enact-
ment.
Treasurer, in accordance with Section 83 of the Municipal Act, Chapter 302,
R.S.O. 1980, presented the Half Yearly Statement of Assets as required.
A copy of which has been made available to each member of Council.
On motion of Vousden and Johnson, that the Treasurer's Half Yearly Statement
of the money at the credit of the Corporation, as presented be received.
Presented Report of Live Stock Valuer, Ernest Bidwell for one lamb killed
by dogs. Lamb owned by Bruce Anderson, Lot 10, Concession 14, Township of
Oro. The one lamb killed is valued at 65.00.
On motion of Davie and Halfacre, report of Live Stock Valuer accepted as
satisfactory and Treasurer authorized to issue payment for same in the amount
of $65.00 upon necessary affidavit being taken by Bruce Anderson.
Presented letter from Mr. P. Manna, owner of Lot 68, Plan 1488 as complaint
about facilities to launch boats by residents of the Township.
On motion of Vousden and Johnson, letter be received and Clerk to reply and
advise that Boat Launching ramps presently exist at Carthew Bay and foot
of the 7th line of Oro.
Other New Business
Deputy Reeve Davie, reported on a survey taken on operating cost of Ecole
Secondaire Le Caron, following Oro Council's earlier resolution of June 7/82.

On motion of Deputy Reeve Davie and Councillor Halfacre, that Township of
Oro deem it entirely inappropriate, in light of Provincial involvement,
that S.C.B.E. member Municipalities be obliged to pay now and in the future
for the operating costs of Ecole Secondaire Le Caron in Penetang and that
other Municipalities in the County of Simcoe be asked to support this reso-
lution in writing and forward their support to the Hon. Dr. Bette Stephenson,
Minister of Education and local member of the Provincial Legislature.
The matter of appraisal of property for future use by the Township for Roads
and/or Waste Disposal, which had been performed by appraisor approached
by the Road Committee, as previously authorized by Oro Council, was discussed
by Council. Chairman
On motion of Johnson and Davie that the Township of Oro would be prepared
to take an option to purchase part E~ Lot 9, Concession 6 from Russell Sparrow
for an amount of $75,000.00 and should the option be accepted by the owner
of the property, same be drawn up for payments on a three year basis, $25,000.00
per year provided further that should the option be accepted that an amount
of $2,000.00 be applied to the option, which would be forfeited should the
option not be picked up by the Township. On the other hand should the Township
pick up the option, the $2,000.00 be applied to the purchase price. And,
further that should the owner be prepared to accept the option, no further
tree cutting or removal of material be carried out. The option if picked
up by the Township, be on or before January 15, 1983 and closing date be
on or before March 15, 1983.

The matter of certain terms of reference to be made available to Employees
was discussed and after consideration of copy reviewed, the following action
was taken:
On motion of Davie and Halfacre, that the Employee Terms of Reference, as
reviewed and considered, be printed and presented to each employee and to
any new employee prior to being employed by the Municipality.

On motion of Davie and Johnson, By-Law No. 1278/82 read a second time, be
read a third time.
On motion of Johnson and Halfacre, By-Law No. 1278/82 now read a third time,
do pass, be engrossed by the Clerk, signed and sealed by the Reeve and copies
be made available for posting at the Township Office and Roads Department
for the employees review.

and Hourly positions for the Township of Oro, was on motion of Halfacre
and Davie, introduced and numbered as By-Law No. 1279/82 and read a first
time.
On motion of Davie and Johnson, By-Law No. 1279/82 read a first time, be
read a second time.
On motion of Johnson and Halfacre, By-Law No. 1279/82 read a second time,
be read a third time.
On motion of Halfacre and Davie, By-Law No. 1279/82 now read a third time,
do pass, be engrossed by the Clerk, signed and sealed by the Reeve and
copies be made available for posting at the Township Office and Roads
