Council met pursuant to adjournment with the following members present:

The minutes of the last regular meeting of May 17, 1982 were on motion of
Vousden and Halfacre, confirmed as printed and received. Carried.
Letters Forwarded
Presented copies of letters forwarded as instructed at the last regular meet-
ing to:
-Township of Medonte forwarding executed joint agreement for the Jarratt
Community Hall, setting out that the Management Committee shall be composed
of members of Oro and Medonte Township.
-M. Seeley, Head Traffic Section, M.T.C. with copies to Head, Electronics
central Systems, Barrie Suburban Road Commission and Oro Station Ratepayers
Association requesting attendance at the site of the intersection of County
Road 20 and 27 to professionaly assess the controls of the intersection.

On motion of Vousden and Davie, approvals of Council's acceptance of Township
Road Tender 82-01 to 82-06 and purchase of (One) One-Way Snow Plow, be received
and filed for reference.
Re-presented letter from Roger G. Oatley, Solicitor for Anne Golden, owner
of Lot "N", Plan 807 with respect to the difficulties outlined in Dr. Golden's
letter to the Township of April 12, 1982. Also acknowledging reply of Road
Superintendent, Fred Haughton to Dr. Golden's letter which was responsive
to Dr. Golden's concerns as far as items 1 and 3 are concerned, but the letter
does not respond adequately to the main problem. Road Superintendent presented
comments to letter of Solicitor.

Presented letter from W.W. Green, PIan Review Co-ordinator, Huronia District
advising of the on site inspection at the Shanty Bay Frame Shop, Mr. Walt's
property, Part Lot 21, Concession 5, and that the Ministry have no concerns
or objections with regard to the clearing/dredging of the small water course.
The inspection was carried out at the request of Mr. M. Walt in order that
the work he proposed would meet all requirements of the Ministry.
On motion of Johnson and Vousden, letter be received and filed for reference.

Presented letter from D.S. White, Solicitor in response to Township enquiry
as to whether meeting with Solicitor for George Tran, Mr. Bruce Waite, had
been arranged to clear up certain matters with respect to Road Conveyance,
Parts 3 & 5, Plan 51R-l0064, letter advises that he had not been successful
to arrange for a meeting with Mr. Waite to date.
On motion of Johnson and Halfacre, letter be received and filed for reference
until further information is received from Township Solicitor. Clerk to advise
Mr. George Tran of the apparent difficulty he has had trying to arrange a
meeting with his Solicitor, Mr. B. Waite.
Presented letter from the Hon. George Taylor, Q.C., M.P.P., Simcoe Centre
in response to Township letter supporting efforts of the Barrie, Lefroy and
District Commuter's Committee to have the Province of Ontario take over and
operate under Go Rail Services, the Barrie to Toronto Commuter Rail Service
presently operated by VIA Rail.
On motion of Halfacre and Johnson, letter be received and filed for reference.
Presented letter from Stuart N. Keyes and Associates in reply to Skelton,
Brumwell & Associates letter of May 19th, regarding the revisions to proposed
drainage works, Timothy Acres Subdivision, so that the cottage that straddles
the 4/5 lot line might be utilized in the present location and since the owner
intends to retain both lots 4/5 for his own use, under the circumstances,
there are no objections to the revision and it is recommended that Oro Council
approve the revised plans and addendums. Letter being in reply to Township
letter of May 4, 1982.

On motion of Johnson and Vousden, letter be received and filed with the Draft
Plan as required for recommendations of Engineer.

. Committee of Council Recommendations
The following recommendations of Committee of Council meeting held on June
2, 1982, were further considered with the following action taken:
Draft Agreement between Simcoe Board of Education, Township of Oro and East
Oro Parents-in-Action as prepared by Parents-in-Action was presented for
further consideration:
On motion of Davie and Halfacre, that the agreement reviewed by Committee
of Council on June 2, 1982, after further review, be revised and presented
for consideration.
County Recreation Department re: Leadership Program
On motion of Halfacre and Johnson, Simcoe County Recreation Department be
advised that Oro Council would be prepared to have the County Recreation
Department sponsor a Leadership Program for one week from August 23rd to
27th, 1982 at Oro Memorial Park.
Gibson/Flood & Associates Ltd re: M.H.S.
On motion of Davie and Vousden, that Gibson/Flood & Associates Limited be
contacted as to revision of Agreement to prepare Municipal Housing Statement
according to memorandum presented to Committee of Council and request items
of concern to be revised in the Agreement.

Contraventions of Zoning By-Law on part 10t14Concession 14, by Donald McDougal.
On motion of Halfacre and Johnson, that Donald McDougal of part lot 14, Conces-
sion 14 make the necessary application for re-zoning of the property. And,
Oro Township Committee of Adjustment be advised that an application for re-
zoning has been applied for by Mr. McDougal, which will be dealt with by Oro
Planning Board in due course.
Private Road - Plan 985
On motion of Davie and Vousden, Road Committee and Road Superintendent meet
with the ratepayers along Poplar Crescent, Plan 985 to arrive at an estimated
cost for improvement to the road, after which a letter may be forwarded to
Mr. R.W. Jones, Lot 44, Plan 985.
Letter from Skelton, Brumwell & Associates re: Development of Phases I &
II, R.P. 985 and meeting with Council, M.O.E., S.C.D.H.U. and Developer.
On motion of Vousden and Johnson, further recommendation of Committee of Council
Skelton, Brumwell & Associates be requested to attend at a meeting on June
21, 1982 at 2:30 p.m. along with Robert Young from Ministry of the Environment,
Donald Morrow of Simcoe County District Health Unit, and Township Solicitor,
to consider the matter of Norshell Developments, Phase I & II.
. By-Law Enforcement Officer
On motion of Johnson and Davie, that Oro Council advertise for a part time
By-Law Enforcement Officer and the advertisement be placed in both the Barrie
Examiner and Orillia Packet, applications to be received by 4:30 p.m., June
18th, 1982.

Re-presented letter from D. Skelton of Skelton, Brumwell & Associates Ltd.,
with respect to Plan M-118, Norshell Developments, which was considered at
Committee of Council meeting held on June 2, 1982. Clerk advised that after
contacting Seklton, Brumwell, M.O.E., S.C.D.H.U., the temporary arrangement
for an appointment to meet with Council could not be accomplished, since D.
Morrow of S.C.D.H.U. was unable to make the appointment, accordingly, an ap-
pointment has been scheduled for 2:30 p.m. June 21st, 1982 the next regular
meeting. All parties involved have indicated this is a suitable date and time.
Presented as well, letter from D.S. White, Solicitor, in response to Township
request as to legal opinion for proposal to development of Phase II and pre-
sent agreement for Phase I, particularly the matter of lot grading and instal-
lation of Septic Systems and Securities included in Letter of Credit for same.
On motion of Davie and Vousden, that letter from Solicitor be received and
tabled for further consideration at next regular meeting and copy of same
be forwarded to M.O.E., S.C.D.H.U. and Skelton, Brumwell & Associates Ltd.,
in order that all parties concerned are familiar with Solicitors opinion to
Council prior to meeting of June 21, 1982.

Mr. Shellwell's Lawyer and that same is being followed up with the Solicitor.

to consider the request for an arbitration by the Town of Collingwood re-

On motion of Halfacre and Johnson, that a copy of the Township Fencing By-Law

planting of a hedge on property.
Planning & Development
The Planning Administrator was present at 11:30 a.m. to review planning and
development matters. The following was presented:
-O.M.B. approving By-Law 1260/82, Driftwood Campground re-zoning Board
file
-Correspondence to Quadrant Developments regarding re-newal of letter of credit
for servicing on Plan M-157 and response.
-M.M.A.H. requesting information regarding commercial parking zoning standards
and response.
On motion of Davie and Vousden, that correspondence as presented be placed
on file. Township Engineer to inspect the Quadrant Development subdivision
and report back to Council with a report as to works remaining to be comple-
ted.
Advised Council that Gibson/Flood & Associates had been contacted and have
agreed to provide further revision to the proposal and draft contract regard-
ing preparation of a Municipal Housing Statement, and advised that to date,
a grant commitment had not been received from the Ministry of Municipal
Affairs & Housing.
On motion of Halfacre and Johnson, Planning Administrator to advise on receipt
of revised documentation and grant commitment from the Ministry.
Presented resolution of Oro Planning Board with respect to the subdivision
proposal by Ruth Langman and Dorothy Illingworth on part of the W~ Lots 5 &
6, Concession 14.
James Langman and Mrs. Ruth Langman and Mrs. Dorothy Illingworth were present
during Coucnil's consideration of Planning Board's recommendation of the draft
pIan 43T-81011.
Councillor Johnson related that the Park Committee at present have no intention
of occupying the park adjacent to the development at this time.
Deputy Reeve Davie asked if questions could be asked of James & Ruth Langman
and Mrs. Illingsworth since they were present. Reeve advised that this would
be in order.

Mr. Langman advised that he had not been aware that conditions of fill and
improvement of the Park Lands for use as a parking lot was to be a require-
ment and indicated they were opposed to this requirement and the specific
reference to tree cutting restrictions. The matter was discussed at some length
and the following resolution was passed as result of the discussion.
On motion of Johnson and Halfacre, that Council does not concur with all the
recommendation of Oro Planning Board regarding draft plan 43T-81011. Planning
Administrator to respond to the Ministry of Municipal Affairs & Housing ques-
tionnaire and forward recommendations pertaining to recommended conditions
of draft approval to the Ministry's Community Planning Review Branch, Subdivi-
sion Section. Recommendation of draft approval conditions as follows:
1. That Block 9 be dedicated to the Township of Oro for public park purposes.
2. That the Subdividers AgreemEnt contain a provision whereby the developer
rtOrees to preserve existin2 tree cover on the site to whatever eytent pos-
sible.
Presented Ministry of Municipal Affairs & Housing circulation of proposed
Amendment No. 2 to the Medonte Township Official Plan, and recommendation that
on review, the proposed amendment would appear to have little or no negative
impact in regard to development in the Craighurst Community and is not incon-
sistant with the Official Plan policies for that area within the Oro Official
Plan.
On motion of Vousden and Halfacre, the the Planning Administrator advise the
Ministry of Municipal Affairs and Housing Plans Administration Division that
the Township of Oro is not opposed to proposed Amendment No. 2 to the Official
Plan of the Medonte Planning Area, Ministry file 43-0P-0041-2.
Roads
Road Supt. Fred Haughton, was present at 1:15 p.m. to present his report for
work completed during the month of May and Vouchers 5 and 5A to cover same.
On motion of Vousden and Davie, the report of the Road Supt. for work done
in May, accepted as satisfactory and Treasurer authoriZed to pay the accounts
according to Voucher 5 and 5A, to a total of $44,039.56.
Presented letter from Ontario Hydro with respect to Line Relocation- Lot 26,
Concession 6 & 7, Township of Oro. Total estimated cost of labour and equip-
ment rental for this work along the Lakeshore Road is $4,300.00. The Township
of Oro will be responsible for 50% of the actual estimated costs. Final bil-
ling will be based on actual charges in the work order at time of closure.
Letter advises that upon receipt of order authorizing the above, Ontario
Hydro will arrange to have the work carried out.
On motion of Davie and Vousden that Ontario Hydro be requested to arrange for the
line relocation in Lot 26, and that the Township of Oro are prepared to pay
50% of the cost according to total estimated cost of $4,300.00 (Township
share $2,150.00) as stated in letter of May 26, 1982 and same be included in
Road Account.

. The matter was considered by Council at some length with the following result:
On motion of Vousden and Davie, that this matter be referred to next Committee
of Council meeting.
Presented letter from Lands/Waters Administrator, Huronia District with respect
to program to legalize all commercial structures occupying Crown Land covered
with water in Huronia District and proposed water lot in front of Part Lots
26 & 27, Concession 7, Township of Oro and attached Drawing of Plan of proposed
water lot opposite Part 1, R.P. 51R-l0450, being part of E~ Lot 26 & 27, Conc-
ession 7. Letter requests resolution of Council required prior to issuance
of authorization from the Ministry.
On motion of Johnson and Halfacre, Oro Council would support the program to
legalize all commercial structures occupying Crown lands covered with water
in Huronia District and would have no objection to a water lot being granted
to Mrs. Pamela McKee as shown on drawing opposite Part 1 of R.P. 51R-l0450,
being part of lots 26 & 27, Concession 7, Township of Oro, as outlined in red
on the said drawing attached to letter from Ministry of Natural Resources,
dated May 25, 1982.
Presented letter from Ministry of the Environment, Secretary, Steering Com-
mittee, Lake Simcoe Environmental Management Strategy, advising of Second
Annual Review Meeting of Lake Simcoe Couchiching Strategy to be held on June
10, 1982 at the Newrnarket Community Centre, 221 Cedar Street, Newmarket at
10:00 a.m., and requesting a representative of Council to attend same.

On motion of Halfacre and Johnson, that Council10r Stan Vousden, as represen-
tative for the Township of Oro on June 10, 1982 at the Newrnarket Community
Arena.
Presented a letter from District Manager, Huronia District, Ministry of Natural
Resources to all Gravel Pit Operators with respect to operators who drain wet
or flooded areas of a pit and deposit the silt laden waters into clean flow-
ing stream, ultimately destroying very important spawning areas downstream.
Should the Township propose work that may cause damage on a stream, the Min-
istry should be contacted prior to construction and obtain approvals. Clerk
advised that Township Road Supt had received a copy of the letter.
On motion of Davie and Vousden, letter be received and filed for necessary
reference and the Road Supt. to abide according to requirements of the Min-
istry prior to construction that may cause damage to a stream, since the pond
at the front of Township pit fall under this category.
Presented registered letter form Ministry of Transportation and Communications
with respect to "Assumption of Highway in the Township of Oro shown as Parts
2 and 4 of Ministry Plan P-1726-109 & 109A (Reference Plan 51R=11000), effec-
tive date of assumption, May 6, 1982.Location of property being Road Allowance
between Concession 13 and 14. Attached a copy of Notice of Assumption, regis-
tered as Instrument No. 762820 in Registry Divison of Simcoe County No. 51.
Also same for Road Allowance between Concession 12 & 13 registered as Instru-

On motion of Vousden and Halfacre, copy of Notice of Assumption Registered
as Instrument No. 762820 and Ministry Plan P-1726-109 (51R-II000) and Plan
P-1726-110 (51R-II013) registered as Instrument No. 762819, as well as
acquisition of existing Highways in the Township of Oro according to Plan
762915 (Ministry Plan P-1726-114) which denotes areas of assumption of
Parts of Road Allowances in the Township of Oro.

On motion of Halfacre and Johnson, letters and copies of Ministry Plans

763155 be received and Clerk-Treasurer to forward three copies of the 1982
tax notices for parts of property concerned be forwarded to the Ministry
once Assessment Office forwards the Assessment for each property has been
received.

Councillor Vousden, prior to consideration of the next item on the Agenda,
6(f), declared possible conflict of interest and left the Council Chambers.
Presented letter from Standor Business Consultants advising that because of
the Ontario Budget changes passed recently, it would be advantageous for the
Township to submit an updated Sales Tax Rebate as soon as possible. The firm
having acted as Agent to obtain Ontario Retail Sales Tax Rebate for the
Municipality in 1980. The fee for same would be 25% of the rebate, payable
when the rebate is received by the Municipality. Also presented letter from
Carl Tomlins of Central Data Processing, offering same services.
ss Accounting
Services, be requested to compile and prepare an updated Sales Tax
for the Township of Oro for the proposed fee of 20% of the rebate, payable
when the rebate is received by the Municipality and further, Mr. D. Leatherdale
of the firm, who is qualified for the work and a resident of the Township,
be the representative from the firm to carry out the work.
Motion carried unanimously.
Presented copies of Resolution from 2 Municipalities requesting Council's con-
sideration for support as follows:

1. Corporation of the Town of Wallacebury - respecting Arbitrators under Fire
Departments and Police Act.
2. Corporation of the Town of Valley East - With respect to Ministry of Educa-
tion removing the subsidy to non-credit courses.

On motion of Johnson and Vousden, copies of resolutions be received and filed
with no action taken.
Presented copy of letter to Secretary-Treasurer, Oro Township Library Board
from the Hon. Bruce McCaffrey, Minister, Ministry of Citizenship and Culture
announcing the Provincial Grants to Libraries for the fiscal year 1982/83 and
requesting Library Board to provide the following information.
1) which Library Boards will be contracted for Library Services.
2) The amount of funds the Municipality will provide to those Boards this
year, exclusive of provincial per capita allocation.
3) What Plans Township may have for provisions of Library service to the
residents in the future.
Clerk advised that the original letter had been forwarded to the Secretary-
Treasurer of Ora Township Library Board when received for reply to Council
or copy of letter forwarding information.
On motion of Vousden and Johnson, copy of letter be received and tabled until
comments are received from the Oro Township Library Board and that Oro Council
suggest the Oro Township Library Board should meet to consider the letter and
questionnaire.

Presented letter from the Hon. Claude F. Bennett, Minister, Ministry of Munici-
pal Affairs and Housing, forwarding information concerning the new 1982 Ontario
Employment Incentive Program, as announced in the Provincial Budget on May
13th. Details of the program are contained in Guidelines enclosed also Applica-
tion forms which show the initial allocation for the Township of Oro as
$12,775. The Ministry is to be advised no later than June 30th whether or not
the Municipality intend to use any of its allocation. Program is for labour
costs only.
On motion of Vousden and Halfacre, that all Community Halls and Arena Board
Committees be requested to submit any work that could be carried out under
this program, provided that the Committees are able to raise funds for material
since the program is employment oriented and covers labour only.
Presented letter from Minister, Ministry of Housing forwarding copy of Bill
119, the second Bill to amend the Municipal Elections Act, given first reading
on May 20th. Comments are requested. The first amendment was Bill 10 which
received third reading on April 23, 1982, establishing the Three Year Term.
On motion of Vousden and Halfacre, letter and copy of Bill 119, be received
and reviewed.
The Park Study Committee appointed by Council was present as scheduled at 3:30
p.m. to present an interim report as result of study and input from Public
meetings held.

Mr. O'Brien spoke on behalf of the Committee and advised that as requested
the Interim Report had now been completed and would request Council review
the report and respond with comments in order for the Committee to submit
a final report by July 15, 1982. Mr. O'Brien then briefly summarized the
report and Council were given an opportunity to ask questions or request
clarification.
Council expressed their appreciation to the Committee for their work and pre-
paration of the Ihterim Report.
Presented letter from Allan French, Solicitor for Mr. Paul Wright of RR # 1
Orillia, Ontario, further to telephone conversation with the Clerk on June
1, 1982 with Mr. Paul Wright, advising that Mr. Wright docked his boat
(30 foot Oreauke) at approximately 9:30 a.m. Sunday, May 30, 1982 at the south
end of the cement dock at the Village of Hawkestone and as a result of dis-
repair, rotted timbers and lack of proper buffers resulting in their exposed
angle iron at various places on the dock including the south end, damage was
caused to the boat. The Ministry of Natural Resources had advised Mr. Wright
that the Township of Oro is responsible for maintenance of the dock and accor-
dingly, the letter is notice of his Client/s claim against the Township as
a result of damage suffered to his boat.
On motion of Johnson and Halfacre, letter be received and copy of same be for-
warded to Township Insurance Company for necessary action and a letter be for-
warded to Small Craft Harbours advising of damage to boat and request that
a representative from Small Craft Haroburs examine the dock and assist in re-
pair of same.

Presented letter from Ministry of Natural Resources (Huronia District) to in-
troduce the Ministry's public consultation program for Huronia District Strate-
gy, a planning document that will co-ordinate all Ministry programs at the
local level. Meetings for this area are scheduled at the County Building -
June 15, 1982 from 2:00 p.m. to 9:00 p.m. August 18, 1982 from 2:00 p.m. to
9:00 p.m.
Also enclosed with letter, a copy of "We Can Help" a report which explains
the Ministry of Natural Resources Program in general and how the Ministry
can help the municipalities and land owners.
On motion of Johnson and Halfacre, letter be received, the copy of "We Can
Help" be circulated to Councillors for review, and that all Council members
that can attend the meeting to do so.

ference to be held from August 22nd to August 25th, 1982 along with registra-

On motion of Vousden and Halfacre, that Voting Delegates Registration Form
be completed for three delegates as allotted for the Township of Oro for
Reeve, R.S. Arbour, Deputy Reeve, Stephen Davie and Clerk-Treasurer, Henry
Neufeld and be forwarded.

application for accommodation be completed for 4 delegates as authorized
by previous resolution and Treasurer to forward cheque to cover same.

The matter of Mr. Griep, owner of Edgar General Store to have the building
designated under the Ontario Heritage Act, 1974, Part IV. Clerk advised that
after contacting Mr. W..R. Rodgers, Manager, Architectural Conservation, who
advised that the Building could be designated and assistance received under
the Ministrys Building Rehabilitation Improvement Campaign (BRIC). The first
step is to pass a resolution as to intent to designate, which must be adver-
tised for three consecutive weeks and thirty days thereafter, same could be
designated.
Telephone conversation with Mr. Rodgers - Resolution of Council of intent
to designate - Advertise for three consecutive weeks in local newspapers of
intent to designate - 30 days after advertisement pass By-Laws to designate
- Assistance to pass By-Law may be received from Ministry for assistance to
obtain grant for BRIC program - Application to be made by owner - Prior to
passing of By-Law, enter into Agreement (owner & Township) no changes to
property without permission of Council i.e. demolition - paint colours not
appropriate for Heritage Building - no additions or alterations - Agreement
and By-Law must be reigstered on title, By-Law to state conditions in Agree-
ment and what improvements to be made under BRIC program.
On motion of Davie and Vousden, that the owner of Edgar General Store be re-
quested to complete an application for Building Rehabilitation and Improvement
Campaign (BRIC) for a designated Property Grant.

On motion of Johnson and Vousden, Clerk to advise that Deputy Reeve, Stephen
Davie wil1 attend the CORTS Breakfast meeting at 8:30 a.m. on June 29, 1982.
Clerk advised that Mrs. Palmer, Lot 9, PIan 1222 had telephoned with respect
to Township Lot 8, which is a lot used as access to water for Plan 1222. Concern
being the condition of lot due to poison ivy and water course. Also that appli-
cation had been made in 1973 by owners of lot 7, Mrs. Dryden and Mr. & Mrs.
Palmer, lot 9, to purchase Lot 8 between them, and this had not been approved
by Council in 1973.
On motion of Johnson and Davie, Clerk to advise Mrs. Palmer that the Township
propose to continue spraying for poison ivy and that due to water course
through the lot, which would require easement for maintenance in the future.
Oro Council are not prepared to consider sale of the lot at this time.
Presented letter from Chairman, Oro Township Library Board in response to letter
from Barrie Public Library with respect to donation for farewell gift for Ron
MacKenzi~ who is leaving the Georgian Bay Regional Library System. Oro Township
Library Board members would like to forward donation of $15.00 and request
Oro Council to authorize same and cheque be sent to Barrie Public Library.
On motion of Davie and Vousden, that the Treasurer be authorized to forward
a cheque in the amount of $15.00 as a donation to farewell gift fund for Mr.
Ron MacKenzie of G.B.R.L.S. as recommended by the Oro Township Library Board.

Deputy Reeve Davie brought to the attention of Council the matter of the Simcoe
County Board of Education now being responsible for the maintenance operating
cost of Ecole Secondaire Le Caron.
After discussion and consideration, the following action was taken:
On motion Deputy Reeve Davie and seconded by Councillor Halfacre:
Whereas: It has recently been

of operating costs incurred at

Whereas: This $245,000.00 now appears to be available from the Ministry of
Education, as was originally indicated.
Whereas: The Township does not feel obligated to put it's budget into debt
by our normal portion of this expenditure (Approx. $14,000.00)
Therefore, be it resolved that:
1) A letter be sent to S.C.B.E., indicating the Township's displeasure with
this $245,000.00 error, and requesting to be relieved from it's normal
share of payment for such an account, with Township tax funds.
2) A copy of this letter be sent to Mr. Lloyd Fletcher-Trustee, S.C.B.E.,
Hon. Dr. Bette Stephenson - Minister of Education, Allan K. McLean - M.P.P.
Simcoe East, Mr. T. Garry - Reeve, Township of Mara and to Council - County
of Simcoe.
