The minutes of the meeting of May 3rd, 1982 were on motion of Halfacre and
Johnson, confirmed as printed and received.
Copies of letters forwarded from meeting of May 3rd, 1982.
-Canam Oil Services advising quotation for non-asphaltic dust layer had been
accepted at firm price of 71.95 cents per gallon supplied and applied.
-Woodington System Inc., advising that quotation of Canam Oil Services had
been accepted and their quotation had been accepted for information only
and that the Township is prepared to investigate "Bond All N.J." as an
experiment only and ask what their price would be for approximately 10,000
to 12,000 gallons of mixture (1:4) applied.
-Gibson/Flood & Associates re: proposed Municipal Housing Statement request-
ing revision of both draft proposal and the contract and listing same.

On motion of Johnson and Vousden, correspondence etc., as presented and for-
warded accepted as satisfactory and be placed on file.
On motion of Johnson and Davie, copies of letters as presented and forwarded
accepted as satisfactory and be placed on file for reference.
Old & Unfinished Business
Presented letter from Clerk, Medonte Township forwarding two executed copies
of the Jarratt Community Hall Agreements as approved by both Municipalities.
Accordingly the Agreement now requires that the Township of Oro execute the
same. The appointment of members to the Jarratt Community being in accordance
with Oro Township By-law No. 1261/82 and Medonte Township By-Law No. 82-7.
On motion of Vousden and Halfacre, that the Agreement between Municipalities
for the Joint Use of a Community Recreation Centre in the Hamlet of Jarratt,
as executed by the Township of Medonte on May 3, 1982, now be executed by the
Township of Oro and Reeve and Clerk authorized to sign the Agreement and copy
of the signed Agreement be forwarded to the Township of Medonte.
Presented letter from Nottawasaga Valley Conservation Authority with respect
to Flood Drainage Study, Line 2, Lot A, as requested in letter of February 18,
1982 and meeting of Council members and Road Superintendent at the site with
Resources Staff of N.V.C.A. Letter requests a resolution of Council before
the Authority can proceed with the study. Letter also includes copy of the
terms of reference for such a study and reasons why the firm of Cumming -
Cockburn and Associates Limited should be used.
On motion of Vousden and Halfacre, be it resolved that the Nottawasaga Valley
Conservation Authority be instructed to proceed with the flood and drainage
study as set out in the Terms of Reference, and that the Township of Oro agrees
to pay the Authority's share of the cost (35%).
Presented letter from Paul G.M. Hermiston, Q.C., Solicitor for the Township of
Oro with respect to Township vs Torpey advising of Examination of L.J. Torpey
under oath in Barrie on May 4, 1982 pursuant to an application to the Local
Judge, and information obtained at the examination. Also account for same in
the amount of $175.00.
On motion of Halfacre and Johnson, letter and information obtained at the exam-
ination on May 4, 1982 be recieved and filed for reference and account be paid.
On motion of Davie and Vousden, that Paul G.M. Hermiston, Q.C. Township Solici-
tor be instructed to take further proceedings in regard to the seizing of shares
of the Wellington Hotel and any other assets and interests Mr. L.J. Torpey
may have.

Presented letter from Alan R. Purser, Solicitor retained by Anne Golden with
respect to the difficulties outlined in Dr. Golden's letter to the Township
dated April 12th, and reply to same by Road Superintendent, Fred Haughton.
Solicitor advises that the Road Supt's letter is responsive to concerns of
items 1 and 3, but the letter does not respond adequately to the main prob-
lem, specifically the small natural watercourse flowing through the Golden
property from the mouth of the Culvert on the reconstructed Lakeshore Road
to Lake simcoe.
On motion of Davie and Vousden, that the letter be received and copy be given
to Road Supt., for Road Committee and Road Supt. to comment, in order that a
reply may be forwarded to Solicitor and Dr. Golden.
Presented letter from Nottawasaga Valley Conservation Authority re: Fill and
Flood Line Mapping forwarding:
(a) The final and approved copies of the flood and fill line mapping
report and maps (2 copies)
(b) The final invoice for Engineering Study for which the Township
of Oro share is $111.15.
On motion of Vousden and Halfacre, that the two copies of the Flood & Fill Line
Mapping and report (Willow Creek) be received and account for the Engineering
study to an amount of $111.15 be paid and Treasurer to forward cheque for same.
Presented letter from Ministry of Natural Resources, Director, Parks & Recrea-
tion Areas Branch, advising that Township of Oro request for a further grant
authorization of $10,300 in order to install new changerooms at Oro Memorial
Park has been included in the 1982/83 Parks Assistance work plan. The grant
in question is subject to a favourable Ministry Staff review, which is cur-
rently in progress and subsequently, the receipt of an Order-in-Council for the
purpose. Should the review and approval process not culminate in an Order-in-
Council, grants will not be available for the payment. Clerk also advised that
Mr. Fred Bishop had telephoned prior to receipt of the letter indicating the
information of the letter and that he had visited Oro Memorial Park and indi-
cated a favourable report.
On motion of Halfacre and Johnson, letter be received and filed until further
information regarding the grant is received.
The following recommendations from Committee of Council meeting held on May
13th, 1982 were further considered with the following action taken:
1) With respect to participating under IMA/82 Program to hire student
under grant program.
On motion of Halfacre and Johnson, that the Township of Oro participate in the
IMA/82 Program and that Stephen B. Straughan be given the opportunity of employ-
ment under this program, subject to the Ministry of Municipal Affairs and
Housing approving funds for the grant under the IMA/82 Program and further that
upon approval being received for the 75% grant, Stephen B. Straughan be hired
as a student under the said Program at the rate of $4.50 per hour, being
$157.50 per week.

2) Ministry of the Environment re: Phase I, Plan M-118
On motion of Johnson and Vousden, that Clerk to contact Mr. Young of the Ministry
of the Environment and Township Solicitor and request them to attend the Council
meeting today between 1:00 and 3:00 p.m. to discuss the matters of concern.
3) Request from Edgar General Store to restore the Building under the
Ministry's Building Rehabilitation Improvement Campaign (BRK) and
matter of designating the Building under the Heritage Act 1974.
On motion of Vousden and Johnson, Clerk to make further enquiries and obtain
more information as to procedures involved to designate a property under the
Heritage Act 1974, before a reply is forwarded to the owner of Edgar Store.
The matter of Drainage problem at the property of Mrs. Viola Harrison as dis-
cussed at the Committee meeting was further considered with the following action
taken.
On motion of Davie and Vousden, that the Drainage problem as considered with
Mrs. Viola Harrison along Foch Avenue, Concession 14, be reviewed by Road
Committee and Road Superintendent and that Mrs. Harrison be advised after re-
port of review has been presented to Council and also that it could be possible
that an easement may be required to resolve the problem.
On motion of Vousden and Davie, that the Road Committee be authorized to obtain
. an appraisal on property for future aggregate requirement.

be held in abeyance until fall.
On motion of Vousden and Halfacre, that the Health Inspector of Simcoe County
District Health Unit be requested to inspect the Booth for operation of prepared
foods.
Council again considered the concern by Ratepayers of Oro Station regarding the
controls at the intersection of County Road 20 & 27 in the Hamlet of Oro Station.
After some discussion the following action was taken.
On motion of Davie and Halfacre, that Oro Council respectfully request the Traffic
Section, M.T.C. and such other Ministry Departments that design and plan controls,
to attend at the site of the intersection of County Road No. 20 & 27 with Oro
Township Council and Barrie Suburban Road Commission to professionaly assess
the controls of the intersection and following the same, a meeting be called
of the Ratepayers of Oro Station area, Oro Council and Barrie Suburban Road
Commission.
The Chief Building Official was present at 11:40 a.m. to present his report on
Building matters and permits issued during the month of April.

On motion of Halfacre and Johnson, that the report of the Chief Building Official
for the month of April be accepted as satisfactory.
Chief Building Official reported on several structures erected without a permit.
One being in Concession 7 and one in Concession 14.
On motion of Johnson and Halfacre, that a letter be forwarded to both parties
referred to by Chief Building Official by the Zoning Administrator advising
of contraventions of the structures erected.
The Planning Administrator was present at 1:10 p.m. to review planning and develop-
ment matters. The following was presented:
M.O.E., comment in response to circulation of draft plan 43T-81011, indicating
that the Ministry do not object to approval of the plan.
On motion of Vousden and Halfacre, that Council refer the Langman draft plan,
File 43T-81011 to Oro Planning Board for review and comment.
H. Schaefers, proposing street names for draft plan 43T-79020.
On motion of Davie and Johnson, that Council have no objection to the use of
the name "Crawford Street" for the road within draft plan 43T-79020.
Advised of request by D.McDougall, to proceed with Committee of Adjustment sub-
mission B25/81, notwithstanding other actions as may be taken with respect to
the balance of lands, which will remain in the same ownership.
On motion of Davie and Vousden, that Council request Mr. McDougall to attend
the next Committee meeting of Council on June 2, 1982 at 8:00 p.m. in the Council
Chambers.
Stuart N. Keyes was present to report to Council that the concrete pads for the
Change Rooms at Oro Memorial Park have been completed and that the steel struc-
ture is to commence this week.
The matter of the large pavillion at Oro Memorial Park was further discussed
with Stuart N. Keyes, in particular the changing of location of same.

Presented letter from Ontario Humane Society Head Office advising that as a re-
sult of increased operating costs, it becomes necessary to ask Council of the
Township of Oro to consider an increase in the per capita fee to $2.25. The pre-
sent fee being $2.10 per capita.
On motion of Halfacre and Johnson, that Council of the Township of Oro are pre-
pared to increase the per capita fee from $2.10 to $2.20 and that the increase
is to be effective only for the third and fourth quarters for 1982 and it is
suggested the request for increase be submitted prior to Township Budget set-
ting which would mean prior to December 31st of the preceeding year.
Presented a letter from the Town of Midland with respect to tax billing by
three different taxing authorities and requesting endorsement of resolution
of the Town of Midland to have each taxing authority do their own tax billing
for their levies from each Municipality.
On motion of Vousden and Halfacre, that letter and resolution of the Town of
Midland be received and filed with no action taken.
Presented registered letter from Ministry of Transportation, forwarding notice
of Assumption of Highways (P-1726-108A) registered in the Land Registry Office
for the Registry Division of Simcoe as No. 761735 with respect to the acquisi-
tion of parts of an existing highway shown as Parts 1 and 3 on Ministry of
Transportation and Communications Plan P-1726-108. Effective date of Assumption
April 23, 1982. Lands assumed being parts of Raod Allowance between Concession
8 and 9.
On motion of Halfacre and Vousden, letter and Notice of Assumption, registered
as No. 761735, according to Reference Plan 51R-10980 (P-1726-108), be received
and filed.
Presented letter from Director, Capital Improvements Branch, Ministry of Agricul-
ture and Food with respect to Tile Drainage Loans, further to letter from Assis-
tant Deputy Minister, enclosing questionnaire for Tile Drainage Loan Applications,
which is to be completed and returned no later than June 1, 1982.
On motion of Johnson and Vousden, Clerk to complete questionnaire listing applica-
tions for Tile Drainage Loans on hand but not Debentures.
Presented letter from Provincial Secretary for Social Development, advising that
the Provincial Government has proclaimed Mayas Family Unity Month, Ontario.
The Proclamation being signed by both the Hon. Margaret Birch and the Hon. Claude
Bennett.
On motion of Johnson and Halfacre, letter of Proclamation be received and filed
and copy be posted on Bulletin Board.
Presented letter from the Acting Regional Director, Ministry of the Environment
forwarding report entitled "Water Quality Characteristics of Lake Simcoe. The
report states that Lake Simcoe provides a suitable environment for the pursuit
of most water oriented activities.

On motion of Vousden and Johnson, copy of report "Water Quality Characteristics
of Lake Simcoe 1980" be received and filed for reference. Copy of same be circu-
lated to members of Council for their Perusal.
Presented letter from Minister, Ministry of Municipal Affairs & Housing as an
introduction to Ontario's unique Municipal Management Initiative Program,
Municipal Action '85.
On motion of Johnson and Halfacre, that letter and enclosures be received and
reviewed for Township participation in same.
Presented from Statistics Canada, letter forwarding 1981 Census Collection and
final Cencus population counts, showing the population for the Township of Oro
as 6921, being 11.3% incre~se over the 1976 final population of 6221.
On motion of Halfacre and Vousden, report be received and filed for reference.
Ministry of Industry and Tourism with respect to Institutional Market Program
advising of series of Provincial Seminars - for this area - Highwayman Motor Inn,
Monday, May 31, 1982 - Letter requests notification of attendance.
On motion of Davie and Halfacre, letter be received and Clerk to advise that two
representatives from the Township of Oro will be attending.
Presented letter from Ontario Committee for Canada's Birthday, requesting co-
operation in appointing a person to co-ordinate Canada's Birthday activities
in the Community and act as liason with the Ontario Committee.
On motion of Johnson and Halfacre, letter and Brochure outlining ideas for acti-
vities be received and filed and the Township of Oro do not propose any particu-
lar programmes, therefore, it would appear that appointing a co-ordinator would
not be necessary.
Presented letter from R.W. Jones, Lot 44, Plan 985, requesting Council's consid-
eration for assistance to improve Poplar Crescent. Which is a road allowance dedi-
cated on Plan 985, but not assumed. Letter advises that ratepayers are prepared
to do work on the road.
On motion of Vousden and Halfacre, that letter be received and referred to Road
Committee and Road Superintendent for comment and that Mr. R.W. Jones be requested
to attend the next Committee of Council meeting on June 2, 1982 at 8:15 p.m.
Presented letter from Ministry of Transportation and Communications advising
the Hon. James Snow, Minister, M.T.C. has authorized a supplementary subsidy
allocation for the Township of Oro in the amount of $110,800.00. The specific
approval is not to be used for subsidisable work other than:
1) Paving on 15/16 Side Road
2) Grading on 15/16 Side Road
The balance of the Municipality's supplementary request was noted, but in view
of overall priorities and availability of Ministry funds for 1982, no further
approval could be given.

On motion of Vousden and Davie, that the 1982 Supplementary Subsidy Allocation
as approved for a total of $110,800.00 for construction, be received for work on
15/16 Side Road, paving and grading. The 1982 Subsidy Allocation will now read
Construction 298,800 ; Maintenance 250,000 to a total of $540,800.00.
Mr. Robert Young of the Ministry of the Environment and Mr. D. Morrow were
present along with the Township Solicitor, Mr. David White, to discuss the
development of Plan M-118, Phase I and Phase II as proposed by the Consultants.
Moved by Councillor Halfacre and Johnson, that Council go into Committee of
the Whole at 3:00 p.m.
On motion of Halfacre and Vousden, that Council come out of Committee of the
Whole at 4:15 p.m.
On motion of Vousden and Halfacre, that the Township Solicitor is to review
the Subdividers Agreement with respect to Phase I and have a report available
for Committee meeting of June 2, 1982.
On motion of Halfacre and Johnson, that a letter be forwarded to Mr. D. McKee
of Hitch House Limited, expressing as to when the Shelswell Park recently
having had trees cut, will be cleaned up, brush, limbs, etc.,
