COUNCIL CHAMBERS - MARCH 1, 1982
FIFTH MEETING
Council met pursuant to adjournment with all members present.
Reeve R.S. Arbour in the chair, opened the meeting with prayer.
The minutes of the last regular meeting were on motion of Vousden and Johnson
confirmed as printed and received.
Presented copies of letters forwarded as instructed at the last regular meet-
ing to:
-Robert E. Barbour advising that his application to carry out the duties as
Caretaker and Supt. of Oro Memorial Park had been accepted and that his duties
are to commence April 1, 1982, letter also sets out duties and remuneration.
-Summer Canada Student Employment Program Application for approval of Summer
Day Camp Program at Oro Memorial Park - as prepared by Oro Day Camp Program
Director.
-Ministry of Transportation and Communications forwarding 1982 Program of
Proposal Expenditures for Roads Form MR-A-74-12 and OB-MRA-36 & 36A - Also
OD-MB-27 - Request for Supplementary Allocations of Subsidy Moneys for the
year 1982.
-Barrie Examiner and Orillia Packet - Tender for one 1982 - 1~ ton Crew Cab
and Chassis.
-Nottawasaga Valley Conservation Authority re: Lot 'A' - Line 2.
-Orillia Public Library Board re: 1982 Library Service Contract.
-Ministry of Natural Resources forwarding "Statement of Return 1981" enclo-
sing Rehabilitation Fee for tonnage extracted.
-Gibson/Flood & Associates Ltd - requesting attendance at a meeting with res-
pect to Senior Citizen Housing.
-Secretary, Oro Agricultural Society advising that Council had authorized
a grant of $1,000.00 for 1982 and that application for Lottery Licence had
been forwarded to Ministry of Consumer & Commercial Relations.
-Ontario Hydro- Re: Norshell Developments Ltd and Arrears of Hydro for Water
System, Plan M-118.
-Norshell Developments requesting that Council be advised as to when written
proposal will be presented for further development of Plan M-118.

commemorate Wilberforce Street.
-Ivan Speers re: appointment of Weed Inspector and forwarding of Form appoint-
ing of Weed Inspector to Ministry of Agriculture & Food.

On motion of Johnson and Vousden, copies of letters as presented and forwarded
accepted as satisfactory and ordered placed on file.
Presented letter from Ministry of Natural Resources forwarding revised license
for Township Gravel Pit, Pt W ~ , Lot 11, Concession 8, Township of Oro. The
tonnage restriction on this license has been increased from 82,000 tonnes
to 125,000 tonnes.
On motion of Davie and Halfacre, letter and revised license increase tonneage
from 82,000 tonnes to 125,000 tonnes be received and filed for necessary ref-
erence.
Presented letter from Barrie Public Library advising that Township letter
acknowledging Township Agreement for Library Service with Barrie Public Library
and copy of contract as signed on behalf of Barrie Public Library and forwarded
to Secretary of Oro Township Library Board for signature. Also Invoice for
first quarterly payment, due March 31, 1982 for an amount of $5,334.16.
On motion of Vousden and Halfacre, letter and copy of contract and Invoice
for quarterly payment be received and signed agreement when received from
Secretary Oro Township Library Board be filed and Treasurer to forward first
quarterly payment by March 31, 1982, for an amount of $5,334.16.
Presented letter from H. Peter Meier in reply to Township letter of February
3, 1982 requesting removal of pillars and chain across road. Letter advises
that same will be removed and placed on property line as soon as weather permits.
On motion of Vousden and Halfacre, letter be received and Road Superintendent
to advise when work has been completed once weather permits.
Recommendations from Committee of council meeting held on February 24, 1982.
Presented Draft Agreement between the Township of Oro and Medonte Township
for the joint use of a Community Recreation Hall in the Hamlet of Jarratt,
known as the Jarratt Community Hall which was found satisfactory by Committee
of Council at a Committee of Council meeting held on February 24, 1982, was
further considered and the following action taken.
On motion of Johnson and Halfacre, that the Agreement between the Township
of Oro and the Township of Medonte as recommended by Committee of Council
meeting on February 24, 1982 to jointly use the Community Recreational Centre
in the Hamlet of Jarratt, known as the Jarratt Community Hall be accepted
as satisfactory.
Clerk to forward copy ot Medonte Township for Medonte Council's approval and
request the Township of Oro be advised if same is found satisfactory and upon
being notified in the affirmative, the Reeve and Clerk be authorized to sign
the Agreement on behalf of the Corporation of the Township of Oro, following
which the Original and duplicate be forwarded to Medonte Township for neces-
sary signature of signing the Officer for the Township of Medonte.

On motion of Vousden and Halfacre, that as recommended by Committee of Council
on February 24, 1982 a letter of reply be forwarded to Ainley & Associates
Ltd., advising that presentation to be presented to Council by Consultants
is at the request of Oro Marigold Senior Citizens by the firm that made the
presentation to the Club and that the matter will be further considered
should Council propose to have such a study undertaken.
The draft 1981 Financial Statement as prepared by Township Auditors for dis-
cussion and presented to Committee of Council meeting held on February 24,
1982, was further discussed by Council with the following action taken.
On motion of Vousden and Davie, that an amount of $28,000.00 be set up under
Capital Expenditures for a Grader in 1983 and an amount of $13,700.00 be allo-
cated for new road equipment in 1982 along with an amount of $2,000.00 for
office equipment in 1982, to a total of 63,000.00.
The matter of requesting the County of Simcoe to assume certain portions of
roads in the township of Oro in accordance with the County of Simcoe future
Road Program was further considered as recommended by Committee of Council
at a meeting held February 24, 1982.
On motion of Davie and Vousden, that Oro Council request the County of Simcoe
Road Committee to consider incorporating the third line of Oro Township be-
tween No. 11 Highway and County Road No. 20 (Ridge Road) into the County Road
System and reconstructing same as soon as it can be programmed. The present
County Road Program includes this road for future County Roads and it leads
towards the water, namely Lake Simcoe.
Clerk reported that Mr. D.S. White had telephoned with respect to Council's
letter of January 7, 1982 with respect to Mr. George Tran's request for con-
veyance of Road Allowance and Quit Claim Deed for parts 3 & 5 of Plan 51R-
10064. Mr. White requested Council's instructions to meet with Mr. Bruce Waite,
Solicitor for Mr. Tran in order to resolve the apparent problems involved.
On motion of Davie and Johnson, that Oro Council authorize Township Solicitor
D.S. White, to meet with Solicitor for Mr. G. Tran, Mr. Bruce Waite in order
to endeavour to resolve the matters concerning Quit Claim Deeds and Convey-
ance of Road Allowance shown as Part 3 of Plan 51R-I0064 and Parts 4 & 5,
and that the costs involved be the responsibility of Mr. G. Tran.

On motion of Johnson and Vousden, correspondence, communications, etc., as pr&

Presented letter from the Hon. Claude Bennett, Minister, Ministry of Municipal
Affairs and Housing with respect to 1982 Provincial Transfer Payments to
Municipalities. Also statement of general principle for 1982 apportionment
policy and background information for the new 1982 direct deposit grant
payment system. As well letter from Glenn Carr, Director, Subsidies Branch,
setting out schedule of payments 1982/83 Unconditional Grants and information
form to be completed for Municipal Direct Deposit System to Township Bank.
On motion of Vousden and Johnson the Hon. Minister's letter with respect
to 1982 Provincial Transfer Payments and relevant information be received
and Clerk to have form for Municipal Direct Deposit System completed and
have same signed by Bank Manager.
Presented letter from John Johnston, Drainage Co-ordinator, Food Land Develop-
ment Branch, Ministry of Agriculture and Food, with respect to Tendering
procedures under the Drainage Act, and Tile Loan Criteria. Letter requests
information be received by March 15, 1982.
On motion of Davie and Vousden, letter be received and Clerk to reply and
forward information as requested.
Presented letter from Family and Children's Services of the County of Simcoe
requesting use of Oro Memorial Park for the Children's Annual Picnic in
1982 as in previous years, on Wednesday, July 7, 1982 from 10 a.m. to 3p.m.,
or in case of rain on Thursday, July 8, 1982. Also enquiry as to whether fee
will be a nominal $10.00 fee as in the past.
On motion of Halfacre and Johnson, Clerk to advise that Oro Council are pre-
pared to have the Oro Memorial Park reserved for the Children's Annual Picnic
on Wednesday, July 7, 1982 or Thursday, July 8, 1982 in case of rain on
July 7th and that the nominal fee of $10.00 will remain the same as in the past
Chief Building Official, Jim Shells~ll was present at 11:45 a.m. to report to
Council on Building matters. He first reported on progress at Horseshoe Valley
Resort of the time sharing units and how certain problems were being resolved.
He also reported that at present no action is taking place at Sugar Bush Resort.
On motion of Halfacre and Vousden, that the verbal report of the Chief Building
Official be accepted.

Councillor Halfacre,
Presented a letter from Oro Station Ratepayers Association/with respect to
intersection at County Road 20 & 27 in Oro Station and that as a result of
numerous letters and a number of meetings with Barrie Suburban Road Commis-
sion and Council. Also reference to County Council support of the request to
erect a 3-way stop sign erected.
Deputy-Reeve Davie commented on the matter and that he had contacted section
of M.T.C. in this regard for further information and in particular as an al-
ternative Electronic Control systems.
On motion of Halfacre and Johnson, that Oro Council would request the Barrie
Suburban Road Commission to arrange a date to meet with the township of Oro
Council and requesting Oro Station Ratepayers to further discuss the inter-
section of County Road 20 and 27 in view of recent accidents and information
obtained through M.T.C. of possible alternative methods of control at this
intersection.
Road Superintendent Fred Haughton was present before Council at 1:10 p.m.
with respect to road matters and presented his report for work on roads
for the month of February and Vouchers 2 & 2A to cover same.
On motion of Vousden and Davie, the report of the Road Superintendent as pre-
sented accepted as satisfactory and Treasurer authorized to issue cheques to
cover same to a total of $ 39,703.64
Presented from Ontario Good Roads Association letter regarding (a) 1982 "C.S.
Anderson" Road School outlining courses to be held and application form for
same - May 2nd to May 5th, 1982 (b)"T.J. Mahony" Road School and application
form for same to be held May 2nd to May 5th, 1982. Applications for both
courses to be submitted prior to April 23, 1982.
On motion of Davie and Vousden, that the Township Road Superintendent be
authorized to attend the 1982 "C.S. Anderson School" to be held May 2nd to
5th, 1982 and Clerk-Treasurer to forward application along with registration
fee.

On motion of Vousden and Johnson, that the quotation of Valley Blades Ltd., to
supply one Model V132 H.D. Underchassis Plow c/w Carbide tipped Blade, Electric
Hydraulic Pump, Cylinder, etc., for a price of $2,950.00 plus O'R,S.T. of
$206.50 to an amount of $3,156.00 plus installation cost of $300.00 at Township
Yards, be accepted for a total cost of $3,456.50
The Planning Administrator was present at 1:50 p.m. to review planning and
development matters. The following was presented:
Ainley & Associates re: Preparation of Zoning Conversion amendments for the
shoreline residential areas, Concession 6 - 11.
MMA&H advising of extension of draft plan approval, File 43T-78030, the Wind-
fields Estates draft paIn, to June 5, 1982.
On motion of Vousden and Johnson, that correspondence as presented be placed
on file.
Presented MMA&H correspondence and copy of revised draft plan File 43T-81011,
the Langman draft plan proposal, requesting comment.
On motion of Johnson and Halfacre, that Council, further to their resolution of
April 22, 1981, hold comment in abeyance pending receipt of final comment on
the revised plan from the Simcoe County District Health Unit and the Ministry
of the Environment.
Presented letters received in response to circulation of the Driftwood Zoning
by-law amendment, By-Law No. 1260/82, and advised that the owners were attempt-
ing to resolve objections prior to proceeding further with regard to forwarding
application to the O.M.B.
On motion of Davie and Vousden, that correspondence as received be placed on
file, pending receipt of further request from Huronia Driftwood Restaurants
Limited to proceed to application for approval of By-law No. 1260/82 to the
Ontario Municipal Board.
Presented letter from Skelton, Brumwell & Associates advising that they have
been retained by Mr. L. Squire to carry out additional engineering works on
the sewage transfer lagoon expansion proposal on part of the W~ Lot 17, con.7.
On motion of Halfacre and Johnson, that correspondence as received be placed on
file.
Presented copy of letter from MMA&H to Skelton Brumwell & Associates advising
of lapsing date of the Guthrie Industrial park draft plan as being April 6/82.
On motion of Davie and Vousden, that correspondence as received be placed on
file. Recommendation in response to any request regarding extension of draft
plan approval to be in accordance with Council's resolution of December 7,
1981, requiring recirculation.
Presented copy of a By-law prepared in accordance with Council's resolution of
January 5, 1981, to amend By-Law No. 1031 as amended, by exception, to permit
the use of Part of Lot 18, Concession 1 E.P.R. as a convenience retail store,
all requirements having been ment by the applicant, Mr. Ross Cook.

On motion of halfacre and Vousden, that a By-Law to amend Restricted Area
(Zoning) By-Law No. 1031 as amended, as introduced, be numbered as By-Law No.
1262/82 and read a first time.
On motion of Vousden and Davie, that By-law No. 1262/82 read a first time, be
read a second time.
On motion of Davie and Johnson, That By-law No. 1262/82 read a second time, be
read a third time.
On motion of Johnson and Halfacre, that By-law No. 1262/82 now read a third
time, do pass, be engrossed by the Clerk, signed and sealed by the Reeve.
Planning Administrator to circulate the By-law as required pursuant to the pro-
visions of Section 39(24) of The Planning Act.
Presented letter from David Williams, Chairman, Oro Station Community Hall
Board, with respect to financial difficulty to keep up the payment of taxes
for Oro Station Community Hall, which are over $700.00 annually. Letter re-
quests Council establish a nominal fee for as long as the building is used as
a Community Hall, in order that the Hall can continue to serve the residents
as a Community Hall.
On motion of Halfacre and Johnson, Clerk to advise that Oro Council would sug-
gest that the only way the Oro Station Community Hall Board may be assisted
with respect to taxes, would be to establish the Oro Station Community Hall
under the Community Recreational Centres Act as a Public Hall, in which case
the property would have to be deeded to the Municipality and thereby become
exempt from taxes. Council would also suggest that the Oro Community Hall
Board look into the matter of conversion of Heating System under Federal
Grant Programs for alternative heating systems.
Presented letter from the Municipality of the Town of Bracebridge advising
that a letter had been forwarded to the Ministry of Transportation and Com-
munications to amend the position to permit studded tires during the winter
season for maintenance vehicles and that the resolution be circulated to rele-
vant Municipalities seeking their support. Also copy of letter forwarded to
the Minister outlining position of Bracebridge Town Council regarding the re-
quest.
On motion of Davie and Johnson, letter be received and filed with no action
taken.
Presented letter from Town of Seaforth with respect to Home Owners who used
Urea-Formaldahyde insulation, requesting that the Federal government show
courage by assuming responsibility for ill-fated urea-formaldahyde program
by fully compensating Canadian Homeowners and further that the said compen-
sation not be included as taxable income.
On motion of Johnson and Halfacre, that the letter be received and filed with
no action taken.

On motion of Davie and Vousden, that Clerk to advise that the township of Oro
have no Surplus Funds available for short term financing to the Simcoe County
Board of Education in 1982.
Mr. Terry Hehn and Mr. Murray Maw of Greer,Flemming,Rolland & Company, Township
Auditors, were present at 3:45 p.m. to present the Township of Oro Financial
Report for 1981, as audited. After presentation the Auditors reviewed the
Financial Statment and answered questions of council regarding same. Copy of
Statement for publication was also presented.
On motion of Vousden and Johnson, that the Financial Information Return as
presented by the Auditors and reviewed with Council and Treasurer, be accep-
ted and Treasurer to have duplicate copy of the 1981 Financial Information
Return forwarded to the Ministry of Municipal Affairs & Housing as required.
And, that the audit fees, when received from the Auditors be presented for
payment. And further, that the Clerk-Treasurer to have the financial Statement
for publication placed in the local newspapers in short form.
The Reeve thanked the auditors for their presentation and explanation of the
Financial Return for 1981.
Presented a draft By-Law to designate reduced load periods on Township Roads
as authorized under the Highway Traffic Act, R.S.O. 1980 chapter 198 as amended
was presented for consideration.

On motion of vousden and Davie, that a By-law Designating Reduced Load Periods
as authorized in accordance with the Highway Traffic Act, R.S.O. 1980, c. 198,
as amended be introduced and numbered as By-law 1263/82 and read a first time.
On motion of Davie and Johnson, By-law 1263/82 read a first time, be read a
second time.
On motion of Johnson and Halfacre, By-law 1263/82 read a second time, be read
a third time.
On motion of Halfacre and Vousden, By-law 1263/82 now read a third time, do pass,
be engrossed by the Clerk, signed and sealed by the Reeve and copy of same be
presented to Township Road Superintendent.

Presented letter from Trustees Hawkestone Police Village setting out their
1982 Budget and relevant support for the 1982 expenditures and requesting
Oro Council to apply some reduction of the Township rates for general pur-

requesting that in the event that total Road Program has been underspent, the
Township use the grant po~ion of 55% and the remainder of 45% be used in an
appropriate manner by the Police Village Trustees in another year. Letter
also refers to funding for the Hawkestone Park under Township Park expenditure.
On motion of Davie and Vousden, that Oro Council would be prepared to reduce
the Special Levy of the Police Village by 50% subject to Trustees being pre-
pared to levy an amount of the balance of 50% of the Trustees Budget, accor-
dingly the ~eneral Mill Rate would be reduced by 50% of the Trustees Budget.
And, further that the second last paragraph of the Budget as printed be deleted
and general maintenance of grass cutting will be included in the Township Park
Budget. Any Capital Expenditures of the Hawkestone Park would have to be jointly
considered by Council and Trustees.
Presented letter from Ministry of Culture and Recreation with respect to
Experience Grant Program 1982 and copy application for same. Applications
to be submitted no later than March 19, 1982.
On motion of vousden and Davie, letter and application with respect to Experience
Grant Program 1982 be received and Park Committee to have application completed
and forwarded for two students to assist Park Superintendent at the gate and
maintenance of the Park.
Presented 1982 Budget from the Township of Oro Committee of Adjustment as
approved by the Committee at a meeting held on February 23, 1982, showing a
total estimated expenditure of $3,600.00 with estimated revenue of $2,600.00
through application fees requiring a Budget Appropriation of $1,000.00 for
1982.
On motion of Halfacre and Davie that the 1982 budget for the Township of Oro
Committee of Adjustment as presented be accepted and be included in the
Township of Oro 1982 Budget for a levy of $1,000.00 according to proposed
expenditure of $3,600.00 with estimated revenue of $2,600.00.
Presented letter from Secretary, Jarratt Community Hall Board forwarding costs
to fireproof walls and ceiling as well as doors and Jarratt Community Hall
requesting application for a grant under the Community Centres Act.
On motion of Johnson and Vousden, that an application under the Community and
Recreation Centres Act be completed and forwarded for all work that qualifies
for same, at the Jarratt Community Hall.
Presented letter from O.M.E. Insurance Brokers Ltd., with respect to ROMA
Municipal Insurance Program, further Reeve and members of Council meeting with
representatives at the ROMA Convention.
On motion of Vousden and Davie, that a letter be forwarded to ROMA Municipal
Insurance Program and advise of the date of renewal of Township Insurance
Premium and would request a quotation for Insurance coverage for the township.
Presented letter from the Simcoe County Board of Education with respect to

On motion of Davie and Johnson, that a letter be forwarded to the Ministry of
Agriculture and Food with copy to Allan K. McLean, M.P.P., Simcoe East, re-
questing that the Ministry continue to make use of the presently owned Provin-
cial property, Lot 21, Concession 11, Township of Oro for the repair and restora-
tion of Agricultural and steam machinery or that some other Ministry carry
out work of this nature, i.e. Ministry of Transportation and Communications
to restore and/or repair equipment, be it antique or equipment presently in
use.
Clerk presented copies of amended and updated pages to replace several pages
of Flood Emergency Plan established by By-law No. 1139, as requested by
Huronia District, Ministry of Natural Resources.
On motion of Vousden and Halfacre, that the updated pages of By-Law 1139 as
printed, be forwarded to the Ministry of Natural Resources and Nottawasaga
Valley Conservation Authority.

call for quotations for the construction of change rooms in Memorial Park at
