TWENTY-FOURTH MEETING
Council met pursuant to adjournment with all members present.
Reeve R.S. Arbour in the chair.
The minutes of the last regular meeting held on October 19, 1981 were on motion
of Halfacre and Vousden, confirmed as printed, received and corrected.
Presented copies of letters forwarded as instructed at the last regular meeting
to:
-Cliff Varcoe Limited advising that tender had been accepted to Supply, Screen,
Haul and Stockpile Winter Sand (81-08), subject to MTC approval and copy of letter
to other firms submitting tenders and returning tender cheques and copy of
Insurance bond MMI0085 for Law Construction as required in Tender specifications.
-M.T.C. - advising of tender acceptance and forwarding tenders for inspection.
-Morris Shelswell advising that his tender for snow removal equipment had been
accepted for Route A, Tender 81-09, and to Gordon Roehner for Route B and Jim
Kenny for Route C, subject to MTC approval.

Presented copy of letter to Township Solicitors forwarding account for profes-
sional services and letter of reply from Solicitor with respect to Council's
concern re: Oro vs Racco and advised that Mr. Leslie would attend later in the
day. (Mr. Leslie advised later in the day he could not attend)
On motion of Vousden and Davie, copy of letter to Solicitor forwarding payment of
account for legal services for Township of Oro vs Racco file and letter from
Solicitor in reply to Council's concern be filed for reference.
Presented copy of letter, Jo-Con Developments forwarding recommendations of
Township Engineer upon review of letter from Jo-Con Developments dated September 28,
1981. Also letter from Jo-Con Developments in response to Township letter of
October 6, 1981. And from Royal Bank of Canada, Royal Bank Plaza (Ontario Inter-
national Centre) Toronto, Ontario, Amendment to Standby Credit Letter of Credit No.
5902/7712, extending expiry date for Jo-Con Development to December 9, 1982.
On motion of Johnson and Halfacre, copy of letter as to Jo-Con Developments for-
warding Township Engineer's comments with respect to unfinished services on Plan
M-66 and letter from Jo-Con Developments in response to Township letter of October
6, 1981 be received and filed. Letter of Credit amendment extending letter of Credit
No. 5902/7712 for Jo-Con Developments to December 9, 1982, be received.

Presented letter from John Johnston, Drainage Co-Ordinator, Food Land Development
Branch, Ministry of Agriculture and Food in response to Township's request for
consideration to an increase to Township of Oro Allocation for Tile Drainage Loans.
Letter advises that at present the total budget for Tile Drainage Loans has been
allocated and there are no funds available for the increase in allocation for Oro
and request that further contact be made in January.
On motion of Vousden and Halfacre, letter be received and filed, Clerk to follow
up with a further enquiry with respect to increase in the latter part of January or
early February 1982.
Presented letter from Lois Crawford in reply to Township letter of September 22, 1981
which was in answer to her letter of September 17, 1981.
On motion of Vousden and Davie, letter be received and Clerk to reply advising that
should Mrs. Lois Crawford wish to pursue the matter further, that she contact the
Clerk to arrange a suitable date for a meeting with Council.
Ministry of Transportation and Communication approval of Council's action in award-
ing tenders for Winter Sand 1981, Tender 81-08 and Snow Removal Equipment Tender 81-09.
On motion of Halfacre and Vousden, approval of tenders 81-08 Winter Sand and 81-09
Snow Removal Equipment be received and placed on file.
Presented letter from Paul G.M. Hermiston, Q.C. of Stewart, Esten, Township Solicitor
with respect to Township of Oro vs Torpey and advising that the matter is waiting
on trial list to be reached and forwarding interim account to date.

On motion of Vousden and Davie, letter and account as presented be received and
Treasurer authorized to issue cheque in payment of same to a total of $2,167.70
according to itemized statement 81-1290(a). And, further Solicitor be requested to
add the account of the cost against L.J. Torpey.

garding Provincial Government Policy on Nuclear Development, requesting same be

On motion of Davie and Johnson, letter and resolution of the Township of West Nissouri
with respect to Provincial Government Policy on Nuclear Development be received and
filed with no action taken.
Presented copy of Agenda of the Finance and Administration Sub-Committee meeting
held October 29, 1981 at 10:00 a.m. Item one of the Agenda makes reference to
Innisfil and Oro levies, considered as inequities in relationship to other Municipal-
ities in the Authority. Method of Levy apportionment - (i.e. % land in watershed
and equalized assessment Innisfil and Oro) (i.e. % rateable property in watershed
and equalized Assessment)
On motion of Vousden and Johnson, Agenda and copy of minutes of the Finance and
Administration Sub-Committee (N.V.C.A.) as presented be received and filed.
Presented letter from William Bateman, member of Oro Planning Board wishing to
advise Council that his present term of appointment to Oro Planning Board expires
January 1, 1982, he is willing to serve for a further term.
On motion of Johnson and Halfacre, letter from William Bateman be received and placed
on file for consideration when By-Law to appoint@embers to Oro Planning Board is
presented.

Clerk advised that he had been served with a Subpoena to a witness to charge
against Murray Mitchell et aI, for the offence at the Coloured African Episcopal
Methodist Church, on November 30, 1981 at 10:00 a.m.
On motion of Vousden and Davie, report of Clerk accepted.
Presented Notice of Claim 312-N-3353 from Bell Canada in connection with damage
to Bell Canada property, buried cable on September 14, 1981, location 15-16 Side-
Road between Concessions 5 & 6. Letter being official notification of claim for
the cost of repairs and advising that account will be forwarded in near future.
On motion of Vousden and Johnson, Notice of Claim 312-N-3353 be received and filed
for reference when account is received.
The Planning Administrator was present at 11:10 a.m. to review Planning and Develop-
ment matters, the following was presented:
-copies of 'Housing Ontario' Magazine.
-O.M.B. Amendment to decision re: Hearings into O.P.A. No. 12, Correction of
Typographical error in date.
-Ministry of Municipal Affairs & Housing, forwarding revised Provincial 'Land
Severance Planning Guidelines.
-Copies of cancelled invoices from Ainley & Associates Limited offered as a ser-
vice to a valued client.
~Ministry of Housing - re: Hastings Subdivision, extention of Draft Approval.

On motion of Davie and Johnson, that correspondence as presented be received and
placed on file.
Presented resolutions from Oro Planning Board meeting of October 29, 1981, regar-
ding Monteith Proposal, Keith Proposal and Holmberg Draft Plan 43T-81024.
On motion of Davie and Halfacre, that Council concur with the recommendations
of Oro Planning Board regarding Draft Plan 43T-81024. Planning Administrator to
respond to the Ministry of Municipal Affairs & Housing questionnaire and forward
recommendations pertaining to Draft Plan revisions.
On motion of Vousden and Halfacre, that Council concur with the recommendations of
Planning Board with regard to proposed developments in the North Oro Study area.
Planning Administrator to request the Ministry's assistance in holding in abeyance
any approvals required in the North Oro Study Area, save and except those proposals
presently approved in principle by the Township, pending completion of the North
Oro Study.
Presented Planning Board resolution of October 29, 1981 with respect to the contract
prepared between the Township of Oro and F.J. Reinders & Associates Limited for
consulting works on the North Ora Study, and advised of contract content.

On motion of Halfacre and Johnson, that the Reeve and Clerk be authorized to execute
the contract pertaining to the North Oro Study, between the Township of Oro and
F.J. Reinders & Associates Limited, dated October 29, 1981, and Planning Administra-
tor to expedite the application to the Ministry of Municipal Affairs & Housing
for the Community Planning Study Grant.

Chief Building Official James Shellswell, was present at 11:30 a.m. and presented
his report on Building matters during the month of October which were considered
by Council.
Chief Building Official presented a written report on his attendance at the 1981
Building Official's Annual Meeting and Technical Workshop.
On motion of Johnson and Davie, report of Chief Building Official on the attendance
of 1981 Building Official's Annual Meeting & Technical Workshop at Sarnia, as pre-
sented with copies to each member of Council accepted as satisfactory and his
expenditures for same be approved for payment.
Chief Building Official presented a letter from Kenneth Crawford in reply to his
letter of October 10, 1981.
On motion of Johnson and Halfacre, that the letter from Mr. Kenneth Crawford to the
Chief Building Official as presented, be received and Clerk to reply and request
that Mr. Kenneth Crawford forward a committment to Council, in writing, as to the
earliest dates he can comply with the requirements of the letter from the Chief
Building Official.
Road Superintendent Fred Haughton was present at 1:00 p.m. and presented his report
for work done during the month of October and Vouchers 10 and lOA to cover same.

On motion of Halfacre and Vousden, Road Accounts as presented be accepted as satis-
factory and Treasurer authorized to issue cheques in payment of same to a total of
$157,472.43.
On motion of Davie and Vousden, that the quotation of Horseshoe Valley Resort to
snow plow and sand the roads on Plan 1587 at a rate of $30.00 per hour or part
thereof, plus actual cost of sand, be accepted, subject to M.T.C. approval.
Presented a letter from C. Hewson Bourne, Q.C. Solicitor for Eric and Judy Allinson
purchasers of Parts 1 & 2, of Plan 51R-10194 from Joy Corbett and Doreen Corbett,
being part of Lot 1 & 2, Concession 14. Also copy of letter from Dearden and Stanton
with respect to one foot reserve deeded to the Municipality in March of 1959 by
John Bernard Charters, developer of Plan 1310, who did not have title to the one
foot reserve, since the lands purchased from A.E. Spragett did not include the said
one foot of land. Solicitor requests that Council execute a Quit Claim Deed for
this one foot reserve to Eric & Judy Allinson. C. Hewson Bourne, Q.C. was present
at 1:50 p.m. to make representation to Council in this respect.
On motion of Halfacre and Davie, letter and request from Solicitor and Quit Claim
Deed as presented be received for consideration along with presentation by C. Hewson
Bourne, Solicitor requesting the Quit Claim Deed from the Municipality.

On motion of Davie and Johnson, that Oro Council after consideration of the one foot
reserve conveyed to the Municipality by John Bernard Charters in March 1959, for
which he did not have title to convey, are prepared to convey the said one foot
reserve to Eric & Judy Allinson and Reeve and Clerk be authorized to sign the Quit
Claim Deed, as prepared by C. Hewson Bourne, Q.C. for parts 1 & 2, Concession 14,
Township of Oro, being designated as part 2, according to Reference Plan 51R-10194,
on behalf of the Corporation of the Township of Oro. And, both copies of the Quit
Claim Deed be forwarded to Solicitor as requested.

Mr. Paul Kitchen, O.L.S. was present at 2:30 p.m. as previously arranged to meet
with Council with respect to lapsing of Draft Approval for File No. 43T-76089
and request to extend the Draft Approval which will lapse on November 23, 1981.
On motion of Vousden and Davie, after consideration of request to extend Draft
Approval for File 43T-76089, being for proposed draft plan of subdivision for
Block X, Plan 902. Oro Council are prepared to recommend that Draft approval for
file 43T-76089, be extended for a period of one year to November 23, 1982.
The matter of a joint By-Law enforcement Officer for the Township of Oro and sur-
rounding Townships was again presented for consideration.
On motion of Davie and Vousden, that a letter be forwarded to Medonte Township re-
questing that Medonte Council advise in writing of whether they would be interes-
ted in a By-Law Enforcement Officer being retained by adjoining Municipalities.
Deputy-Reeve Davie brought to the attention of Council the matter of trees at Oro
Memorial Park, this matter was left over for future consideration.
Reeve Arbour mentioned that the three persons invited to act on the proposed Park
Study Committee had indicated they would like to meet with Council.

Councillor Vousden brought to the attention of Council the matter of hours of opera-
tion for the Waste Disposal Site and pay increase and pay period for the Waste
Disposal Superintendent and setting out the hours according to the hours of opera-
tion of the Waste Disposal Site from November I, 1981 to March 31, 1982, as at
8:00 a.m. to 5:00 p.m.
On motion of Vousden and Johnson, that as of November I, 1981 James Clayden receive
a five (.05~) per hour pay increase, from $6.65 to $6.70 per hour. This constitutes
a 36 hour work week for which the employee is to be paid for a 40 hour week, for
the hours of the Waste Disposal Site, from November I, 1981 to March 31, 1982. For
the employee to be eligible for overtime of time and a half pay, he must work an
extra eight (8) hours over and above his 36 hour week to be able to be paid time
and a half overtime. The hours are to be calculated weekly on a two week work pay
period.

On motion of Vousden and Halfacre, Treasurer's report as presented be accepted as
satisfactory.
Councillor Halfacre brought to the attention of Council the on site inspection at
Oro Memorial Park and advised that the Township Engineer is to present plans and
recommendations with respect to relocation of the large Pavillion. Also that the
Simcoe County Health Unit will be forwarding recommendations with respect to their
requirements to changes at Oro Memorial Park.
