FIFTEENTH MEETING
Council met pursuant to adjournment with all members present.
Reeve R.S. Arbour in the chair - meeting opened with prayer.
The minutes of the last regular meeting of June 1, 1981 were on motion of
Johnson and Vousden, confirmed as printed and received.
Presented copies of letters forwarded as instructed at the last regular meeting
to:
Russell,Waite,Christie & Miller - forwarding resolution of Council retaining the
firm to represent the Township of Oro at the O.M.B. Hearing, scheduled to start
on July 6th, and the W.D. Russell, Q.C. of the firm act for the Township.
Stewart, Esten, Solicitors advising that the firm of Russell,Waite,Christie &
Miller had been retained to represent the Township at the O.M.B. Hearing for
Official Plan Amendment No. 12 and Restricted Area By-Law No. 1213/80.
W.J. Bateman advising that he had been appointed to fill the vacancy on Oro
Planning Board for the balance of the year, term expiring January 1, 1982; also
copy of letter to all other persons who had applied and consented to serve on
Oro Planning Board, advising that W.J. Bateman had been appointed.
Head Traffic Section, Ministry of Transportation and Communications - forwarded
copies of letters received from CORA, with respect to better marked signs to in-
dicate over-passes on No. 11 Highway and matter of parking on No. 11 Highway
shoulders, particularly across from Northwind Restaurant.
Lloyd George, President, Central Oro Ratepayers Association, CORA, that Executives
attend Committee of Council meeting to be held on June 11, 1981 in response to his
letter requesting a meeting with Council.
City of Kingston - endorsing resolution of the City with respect to establishing
of a National Holiday to commemorate Sir John A. MacDonald, the first Prime Minister
of Canada.
Program Secretary, Lake Simcoe-Couchiching Strategy - advising that Councillor
Stan Vousden will be attending meetings on behalf of the Township of Oro.
Stewart, Esten, Solicitors - attention D.S. White with respect to unopened Road
Allowance between Lots 5 & 6, Concession 13.
Chris Martin, Hawkestone, Ontario - advising that he had been appointed by Council
as Harbour Manager for Hawkestone Wharf.
On motion of Vousden & Halfacre, copies of letters as presented and forwarded ac-
cepted as satisfactory.
Presented letter from Chairman, Oro Township Arena Committee, with respect to
Rock Recording Concert promoted by Northfork Studio Productions, showing costs
absorbed by the Arena Board for Electrician costs involved and cleaning up after
the Concert and dance as follows:

On motion of Johnson and Vousden, that costs as received from Arena Board in the
amount of $130.00 be applied to the cheque deposited by Frank Lepschi, Northfork
Studio Productions, along with Council's charge for License fee in accordance
with By-Law No. 992, in the amount of $250.00 both of which are to be deducted from
the $500.00 cheque deposited and Treasurer authorized to return the balance in the
amount of $120.00 with letter of explanation showing the deduction amounts.
Presented letter from D.S. White, of Stewart, Esten, in reply of Township letter
of May 22, 1981, with respect to letter received from Solicitor for Robert Ryder,
Lot 16, Concession 2, regarding reconstruction of 15/16 Side Road and possible
affect same may have on his property during Spring run-off or rain storm. Solicitor
requests further information and flood plane mapping if same is available as in
his opinion it appears that Mr. Ryder may have a possible claim for compensation
on present information received. Also presented Road Superintendent's report re-
garding the reconstruction of 15/16 Side Road in the Area in question which had
been presented to Committee of Council on June 11, 1981.
On motion of Halfacre and Vousden, Clerk to reply to Solicitor's letter and for-
ward copy of the Road Superintendent's Report and advise that the Nottawasaga
Conservation Authority are presently completing the Fill & Flood line mapping for
Willow Creek~ithinthe Township of Oro, which includes a portion of this Area,
and that this report is to be available by the end of June, which can then be made
available.
Presented letter from B.P. Canada enclosing copy of Consumer Sales Agreement and
Consumer Sales Agreement Rider, duly signed by the Township of Oro and B.P. Oil
Limited.
On motion of Vousden and Davie, letter and Consumer Sales Agreement and Consumer
Sales Agreement Rider, be received and filed for all necessary reference.
Presented letter of approval fromMinistryof Transportation and Communications for
Tenders accepted by Council and returning original Tenders.

On motion of Vousden and Davie, letter of approval of Tenders, by M.T.C. as pre-
sented be received and placed on file along with Tender forms for each.
Presented copy of Oro Summer Day Camp approved and signed and showing the initial
payment, of the approved total payment for $6,348.00, to be 70% which is in the
amount of $4,444.00. Clerk advised that a separate account had been set up in the
Canadian Imperial Bank of Commerce, Orillia.
On motion of Halfacre and Vousden, copy of approved project for Oro Summer Day
Camp be received and filed for reference and Treasurer to deposit the payment
when received into the Special Account.

Presented proposed Plans of overpass on No. 11 Highway at Line 9, and copy of
Notice to be published in the local newspaper by the Ministry of Transportation
and Communications with respect to this flyover and advising of Environmental
Study Report as required under Environmental Assessment Act. Clerk advised that
the Ministry requires a resolution of Council being in Agreement with the pro-
posed plan as presented and a further resolution that Council are prepared to
accept the overpass approach once it has been approved as completed.
On motion of Halfacre and Johnson, that Oro Council after reviewing the pro-
posed plans for the Highway flyover at line 9, Township of Oro, are in agree-
ment with the plan as presented, and Project Manager, Planning and Design
Section, Ministry of Transportation and Communications be advised accordingly.
On motion of Davie and Vousden, Oro Council are agreeable to accept the road,
being the fly-over at Line 9, Township of Oro, once it has been completed for
assumption into the Township Road System, namely the approach from Line 9, and
the road on the Bridge Structure for snowplowing and sanding and maintenance of
the road.
Committee of Council recommendations were further considered and the following
resolutions were passed.
On motion of Halfacre and Davie, that report of Park Chairman be received and
the Wash Basin in the Ladies Washroom at Memorial Park be replaced by Ray
Campbell according to his contract proposal for a total amount of $78.00. And,
further that the persons involved causing the damage report to the Park Supt.
for three, 8 hour periods, to compensate for the damage.
The matter of the Park Lots on Plan 1488 were again considered by Council, with
respect to clean up and fill, etc.
On motion of Davie and Halfacre, Oro Council having made a recent inspection of
the site, Lots 138,139, 143 & 144 of Plan 1488, agree to install a culvert and
fill thereon for an entrance to the site off Mariposa Road, and upon the Associa-
tion clearing of the stumpage to the Township satisfaction, the Township agrees
to supply/sufficient fill for the stumped area, over an extended period of time,
in an effort to render the site more visually acceptable.
The recommendations of Committee of Council with respect letter and presentation
by Paul Hickey requesting permission to operate a Flea Market on Lot 9, Plan 1441,
during June,July,August and Labour Day Weekend in 1981, was further considered
and the following action was taken:
On motion of Davie and Halfacre, that Oro Council authorize Mr. Paul Hickey to
operate a Flea Market on Lot 9, Plan 1441, during the months of June,July, August,
and Labour Day Weekend, excluding Sundays, in 1981 only, subject to Commercial
Operators on Plan 1441 and Commercial Operators adjacent to Plan 1441 having no
objection to this venture and that Mr. Paul Hickey supply a letter to Council
signed by each of the Commercial Operators involved.

The recommendations of Road Superintendent's Report to Committee of
Council on June 11, 1981 were further considered.

The matter~t:purchasing a 18 ton trailer with installation of air brake
package on the Township Truck, complete for $7,500.00 was again considered.
M.T.C. approval may only be approved after a six month period from date of
purchase.

On motion of Vousden and Johnson, that the Township of Oro purchase one used
18 ton trailer from Allied Trailer Equipment, Beamsville, Ontario, for a
total price of $7,500.00 which shall include the installation of the air
brake package and hitch attached on the Township Truck. And, further that
approval be requested from the Ministry of Transportation & Communications
for subsidy of same after six months from the date of purchase, which is
applicable for used equipment. The request to the Ministry be forwarded im-
mediately upon purchase in order to have subsidy approved in 1981 Road
Program.
The recommendations of Committee of Council with respect to pumping out of
Septic System at Oro Memorial Park was again brought to the attention of
Council.
On motion of Halfacre and Davie, that Lloyd Squire, Oro Septic Services be
requested to pump out the Septic Tank at Oro Memorial Park after July 15,
1981 and prior to August 1, 1981.

Presented copy of Notice placed in the Barrie Examiner and the Orillia Packet
for the Ontario Municipal Board Hearing on Amendment No. 12 and Restricted
Area Zoning By-Law No. 1213/80. Notices of Hearing were forwarded by first
class mail to 186 persons and agencies with respect to Referral of the
Official Plan and to all persons objecting to the Zoning By-Law No. 1213/80,
as well as persons who had requested Notice of Hearing and all Ministries
and Agencies as required by the Ontario Municipal Board. Clerk also reported
that the Solicitor for the Township is reviewing the materials and documents
with respect to the Hearing and has been at the office on two occasions to
review the file with the Planning Administrator.

On motion of Davie and Johnson, copies of Notices and report of Clerk in
this regard accepted as satisfactory.
Presented copy of lettel~uadrant Development with respect expiry date of
Bank Letter of Credit which is August 9, 1981.
On motion of Halfacre and Vousden, copy of letter as presented and action
taken accepted as satisfactory.
Presented joint report of Fire Chief and Chief Building Official following
the inspection of the property of Mr. R. Hunt, Part Lot 21, Concession 6,
as directed by Council at a meeting held on May 4, 1981. The inspection being
a requirement of a resolution passed at that meeting. Mr. R. Hunt has made
some additions to the application for re-zoning to the original application
P5/81 dated June 5, 1979. A sketch of the property is on file~ but an UP-
dated survey plan has not been received. A Survey Plan or "R"Plan is required
for reference as in an amending By-Law to re-zone the property.

On motion of Davie and Halfacre, that the joint report of Chief Building
Official and Fire Chief as presented, be received and Mr. R. Hunt be advised
that Ora Council would be prepared to consider the re-zoning once a Survey Ref.
Plan showing all buildings on the property and boundries has been prepared
and presented to Council along with a letter from Simcoe County District
Health Unit advising that the present system is sufficient for the 3 units
occupied and what requirements will be necessary after the re-zoning for
Commercial portion.
Presented from Editor, Canadian Books in Print, questionnaire with respect
to print out for Books published by Township of Ora - Story of Ora and
Kith 'n Kin.
On motion of Vousden and Johnson, Clerk to complete questionnaire as present-
ed and return same.
The Planning Administration was present at 1:00 p.m. to review planning and
development matters. The following was presented:
Committee of Adjustment Notices of Hearing additional to those presented
June 1, 1981, Submissions B8/81 - Walewski & A2/81 - Allen.
Ministry of Housing, questionnaire regarding the use of Development Control
By-Laws passed under Section 35(a) of The Planning Act.
Ministry of Housing, C.P.A.B., confirming results of May 22, 1981 meeting
with regard to terms of reference proposed for the Official Plan review for
the area north of Highway No. 11, and the status of the grant request.

Letters from R.K. Hastings requesting information pertaining to By-Law No.
1236/81, response explaining the purpose and effect of the By-Law and return
correspondence withdrawing any objection to By-Law No. 1236/81.

Department.
Memo from Association Steering Committee of AHO, ACRO and ROMA, inviting ideas
concerning the process, comments should be received by the Committee prior to
June 15, 1981.
Rural Ontario Municipal Association (ROMA) urging attendance of members at Founding
Conference to be held at the AHO Conference in August.
Simcoe County Board of Education advising that the office will be closed July 1st
to 5th, 1981 due to nature of maintenance work and would ask that cheques in pay-
ment of the second quarter be post-dated and forwarded prior to June 30th to avoid

Presented letter from Information Orillia to raise funds for their continuing
operation. Advising that at least $5,500.00 is needed to the end of 1981 and a
similar amount for the first four months of 1982.
On motion of Davie and Vousden, letter be received and filed, no action taken.
Presented letter from Chairman, Ontario Special Olympics Inc., appealing to
Council to play a vital role and support in the sport programs for Mentally Re-
tarded Athletes.
On motion of Davie and Johnson, letter be received and filed with no action taken.
Presented circular memo from Children's Services Planning Office advising of a
four day meeting to be held on June 22, 1981, at Cundles Heights School for the
purpose of establishing the Simcoe County Association for Children's Services
which will provide a means for the voluntary co-ordination of Children's Services
in the County, and extending invitations to attend.
On motion of Davie and Vousden, letter be received and filed for reference.
Presented letter from City of Mississauga forwarding resolution #248, passed at
a meeting of City Council held on May 11, 1981, with respect to advising the
Premier of Ontario of the concern of the City of Mississauga regarding the Hearing
and Disposition of Assessment complaints by the Assessment Review Court and County
Judge and requesting the Province to enact the recommendations of the Ministry of
the Attorney General concerning the Amendment of the Assessment Act regarding same.

On motion of Davie and Johnson, that Oro Council endorse the resolution of the
Council of the City of Mississauga with respect to Hearing/Dispositions of Asses-
sment Complaints and Clerk to advise all parties named in the last paragraph of
the said resolution accordingly.
Clerk advised that the Liquor License Board require a resolution of Council with
respect to Special Occasion Permit for Jarratt Community Hall.
On motion of .Vousden and Halfacre, Oro Council would have no objection to the
issuing of a Special Occasion Permit for Jarratt Community Hall as renovations
have now reached substantial completion.
Presented from Ontario Hydro, copies of Southwestern Ontario Plan Stage Study on
evaluation document dealing with alternative plans for expanding the bulk power
transmission system in South western Ontario. Also a short summary of the same.
On motion of Vousden and Johnson, that the Southwestern Ontario Plan Stage Study
be received and filed for review until notice of public meeting in the area is
received.
Ministry of Natural Resources forwarding Study of Shoreline Flood Elevation Study
of Lake Simcoe and Lake Couchiching.

On motion of Halfacre and Johnson, report be received and presented to
Councillor Vousden for review prior to meeting of June 19, 1981.
Presented letter from MInistry of Transportation and Communications signed by
the Hon. James Snow with respect to study by the Municipal Transportation Energy
Advisory Committee and questionnaire in this regard which is requested to be
completed.
On motion of Vousden and Davie, that the questionnaire be reviewed and completed
by the Road Superintendent and Clerk.
On motion of Davie and Johnson, that a representative of the Ministry of Natural
Resources be requested to attend a meeting of Council with respect to Open Deer
Season, in particular within the Township of Oro.
Presented Resolution from the Town of Tecumseh to petition the Federal Government
to take immediate steps to lower interest rates being charged on loans and Mort-
gages, and to implement controls to combat inflation.
On motion of Halfacre and Johnson, that Council of the Township of Oro endorse the
resolution of the Town of Tecumseh and copy of endorsement be forwarded. AMO and
local member of Parliament and the Town of Tecumseh. Motion lost.
On motion of Davie and Vousden, that Clerk to complete the voting acreditation
form for AMO, when received and that the delegates presently registered to attend
be the voting delegates fro the Township of Oro.
On motion of Vousden and Johnson, that a new drum be purchased for the Nashua 1220
photo copier.
On motion of Johnson and Vousden, that three plaques for presentation to past Reeves
be ordered from Hake Trophies.
Re-presented letter from Hastings County Flood Relief Fund and the following action
was taken.
On motion of Davie and Vousden, that the letter be placed on file with no action
taken.
