FOURTEENTH MEETING
Council met pursuant to adjournment with all members present.
Reeve R.S. Arbour in the chair.
The minutes of the last regular meeting of May 20, 1981 were on motion of
Halfacre and Vousden , confirmed as printed and received.
Presented copies of letters forwarded as instructed at the last regular meeting
to:
Russell,Waite,Christ1e & Miller, forwarding cheque for professional services
rendered for legal opinion.
Stewart, Esten and Russell,Waite,Christie & miller with respect to O.M.B Hearing
for Amendment No. 13 and Restricted Area By-Law No. 1213/80, requesting that the
firms advise whether they would be able to represent the Township at the Hearing
and estimated costs for same
Paul Landry, Secretary-Treasurer-N.V.C.A. forwarding the 1981 Township of Oro
Share of the General Levy

On motion of Johnson and Vousden copies of letters as presented and forwarded
be received as satisfactory and filed for reference.
On motion of Halfacre and Vousden that Chris Martin of Hawkestone be appointed
as Manager of Hawkestone Wharf and that any necessary documents be forwarded.
Presented copy of Agreement under Canada Employment Program between Canada and
Corporation of the Township of Oro, as sponsor of the Oro Summer Day Camp Pro-
gram, which has been signed by the Reeve and Clerk and forwarded to the Student
Employment Program office in Barrie to the attention of Mrs. Gloria Tozek. The
total funds for the program being $6,348.00, for employment of a Program Manager,
Miss Wendy Proulx, and three Camp Leaders. Bookkeeping materials and record
sheets as received have been forwarded to Miss Proulx.

On Motion of Halfacre and Vousden, copy of signed Agreement as presented and
forwarded be accepted and filed for reference. Clerk to make necessary arrange-
ments for Banking of Funds and authorized signatures for cheques, which are to
be prepared by Miss Wendy Proulx and signed by either the Treasurer or Deputy
Treasurer along with the signature of Miss Wendy Proulx. (Any two of these
signatures).
Presented Agreement to Understanding Affidavit taken by Andrew and Millie V.
Gabura, owner of Lots 49 & 60, Plan 626, Concession 11, requesting authority
of Council to use existing residence on the said lot until the new residence
has been constructed. The approval for same to be for a limited time only. The
Agreement had been presented to Committee of Council meeting on May 27, 1981.
On motion of Vousden and Johnson, Agreement as presented and signed by the
owners, Andrew N. & Millie V. Gabura to permit the existing residence be accept-
ed as recommended by the Committee of Council and Andrew and Millie Gabura be
authorized to use the existing residence on Lots 49 & 60, Plan 626, Cone. 11,
Township of Oro during the construction of the new residence, for a period of
one year to July 1, 1982 or until the new residence is completed, whichever is
the lessor. Chief Building Official to keep Council informed of the progress
and status of the new residence and demolition of the old residence.
Clerk reported that as instructed that all persons who had applied in November
and December of 1980, indicating interest in serving on Boards and Committees,
had been contacted and as result, William O'Brien, John Hagen, Ross Bertram,
and Allan Emerson had indicated they would be willing to serve on Oro Planning
Board to complete the vacancy on the Board which expires January 1, 1982. Mrs.
Gail Swainson indicated she was not interested when contacted. Also represented
letters from W.J. Bateman and Cecil Phillips.
On motion of Halfacre and Johnson, that W.J. Bateman be appointed to Oro Plan-
ning Board to fill the vacancy, and complete the term of Allan Johnson which
expires on Januaty 1, 1982 and further that a By-Law for such appointment be
presented later today under By-Laws on the Agenda.
Presented letters from Solicitors with respect to Ontario Municipal Hearing
for Amendment No. 12 and By-Law No. 1213/80 as follows:
Russell,Waite,Christie & Miller (W.D. Russell) - Letter indicates that if the
Hearing would take the full 5 days the estimated costs could be as high as
$6,500.00 and if the Hearing was for a less number of days the cost would be
proportionately lower, but in any event the cost would be a minimum of $2,500.00
Mr. Russell also suggests that the Hearing should not take 5 days
Stewart,Esten (D.S. White) - Letter indicates an estimated cost of between
$6,500.00 to 8,500.00. Mr. White suggested as well that the Hearing would likely
be less than 5 days.
On motion of Davie and Halfacre that the firm of Russell,Waite,Christie & Miller
be retained to represent the Township of Oro and that W.D. Russell of the firm
act for the Township of Oro at the scheduled Ontario Municipal Board Hearing of
the portion of Amendment No. 12 referred by the Minister of Housing to the Board
and By-Law No. 1213/80 on the basis of cost referred to in letter dated May 26,
1981, and Clerk and Planning Administrator to make available all documents re-
quested.

On motion of Davie and Halfacre,and that the firm of Stewart,Esten be ad-
vised that the firm of Russell,Waite,Christie & Miller have been retained
to represent the Township of Oro for the Ontario Municipal Board Hearing on
Amendment No. 12 and By-Law No. 1213/80.
Presented letter from D.S. White, Solicitor with respect to Big Cedar Park
Limited - Unopened Road Allowance between Lots 5 & 6 and Concession 13,
Township of Oro in reply to Township letter regarding same, further to letter
from D.S. White.
On motion of Davie and Johnson, the Oro Council concur with the Township
Solicitor according to letter from D.S. White, that parts 3 & 4 of Reference
Plan 51R-9591 be conveyed to Big Cedar Park Limited under Section 462(1) of
the Municipal Act and the Township Solicitor D.S. White be requested to prepare
the necessary By-Law and other documents required for the conveyance. And
further that the Township of Oro further request necessary preparation of con-
veyance of parts 1 & 2 of the same Plan 51R-9591 to the respective owner in
order to clear up the entire matter and Mr. D.S. White to advise Mr. C.M.
Loopstra accordingly. Also that the costs of conveying Parts 3 & 4 be the res-
ponsibility of Big Cedar Parks Limited as previously indicated. Similarily for
Parts 1 & 2, the costs be that of the respective owner.
On motion of Johnson and Halfacre, that Mr. Gordon Langman be advised of
Council's request to the Township Solicitor with respect to the conveying of
Parts 1 & 2, Plan 51R-9591. And costs for such conveyance are to be the res-
ponsibility of the owner affected.
Chief Building Official was present at 11:30 a.m. and presented his report for
the month of May.
There were 28 building permits and 8 plumbing permits issued with a breakdown

County of Simcoe Recreation Department advising of openings available for
summer programs
Simcoe County District Health Unit - letter to Salvatore Mascioli (Crown Motel)
regarding Septic System and occupancy of second storey of front premise building
On motion of Davie and Halfacre, that correspondence, communications etc., as
presented be placed on file.
Mr. Stuart N. Keyes was present at 11:55 a.m. to report to Council on matters
regarding Quadrant Development and related progress on the Development.
The Planning Administration was present at 1:00 p.m. to review planning and
development matters. The following was presented:
Committee of Adjustment, Notices of Hearing, Submissions No. B5/S1 - Crawford,
B6/S1 - Holmberg and B7/S1 Kroeger.
Ontario Municipal Board, Notices of Hearing and the Boards direction for same
regarding O.P.A. No. 12 and ZBL No. 1213/S0. Hearings scheduled for July 6-10,
19S1 at the Oro Town Hall. Council were advised that notice has been mailed as
directed, and that the first of two published notices has appeared in the Barrie
Examiner and the Orillia Packet and Times.
On motion of Halfacre and Johnson, that correspondence as presented with regard
to the Ontario Municipal Board's Notice of Hearing into Amendment No. 12 to the
Official Plan and Zoning By-Law No. 1213/S0 be received, and that notice has
been mailed as directed.
On motion of Vousden and Johnson, that the report of the Planning Administration
be found satisfactory.
Presented letter from Ministry of the Environment regarding Lake Simcoe-Couchi-
ching Strategy, First Annual Program Review Meeting, is to be held on June
19, 19S1, which had been considered by Committee of Council with respect to ap-
pointing a representative from Council to attend meeting of the Committee for
Lake Simcoe-Couchiching Stategy.
On motion of Johnson and Halfacre, that Councillor Stan Vousden be the represen-
tative from the Township of Oro to attend meetings of the Lake Simcoe-Couchiching
Strategy Committee and that the Program Secretary be advised of the representa-
tive from the Township of Oro who will be attending meetings.
Presented letter from City of Kingston forwarding resolution with respect to
the establishment of a Holiday to commemorate Sir John A. MacDonald, Canada's
first Prime Minister. Requesting Council's consideration for endorsement.
On motion of Vousden and Halfacre, that the Council of the Township of Oro en-
dorse the resolution of the City of Kingston to the establishment of a National
Holiday to commemorate Sir John A. MacDonald, the first Prime Minister of Canada.
Road Superintendent, Fred Haughton was present before Council at 1:35 p.m. and
presented his report for work done during the month of May and Voucher 5 & 5A
to cover same .

On motion of Vousden and Halfacre, the report of the Road Superintendent as
presented, be accepted as satisfactory and Treasurer authorized to issue
cheques in payment of same according to Vouchers 5 & 5A to a total of
$59,274.72.
Presented letter from Central Oro Ratepayers Association (CORA) requesting
meeting with Council to discuss the following:
1) Airport
2) Waste Disposal Site
3) Official Plan Amendment
4) Lagoon re-zoning
On motion of Davie and Johnson, Clerk to reply and advise that representatives
of CORA be invited to attend the next Committee of Council meeting to be held
on June 11, 1981 at 8:00 p.m.
Presented two letters from Central Oro Ratepayers Association (CORA) with res-
pect to overpasses on No. 11 Highway and Parking on No. 11 Highway.
On motion of Vousden and Davie letters be received and the Central Oro Ratepayers
Association be advised that their letters had been forwarded to the Ministry of
Transportation and Communications with respect to Parking and Signs.
Presented letter from Minister, Ministry of Agriculture and Food with respect
to Tile Drainage Act Debentures and questionnaires to be completed indicating
number of applications prQcessed or applied for in 1981.
On motion of Davie and Vousden, Clerk to complete the questionnaire and forward
same before date required, being August 1, 1981.

On motion of Johnson and Halfacre, letter and drawing of the property with
respect to road layout within the reforestration of W~ Lot 2, Concession 5,
be received and Fire Chief to have copy of same posted in the respective Fire
St~tions for reference in case of fire.
Presented letter from Simcoe County Board of Education advising of second
installment of the 1981 Levy due June 30, 1981 in the amount of $427,420.19
and requesting certain further information.
On motion of Johnson and Vousden, that the Treasurer be authorized to issue
cheque in payment of the second installment to the amount of $427,420.19 in
order that the cheque may be in the hands of the Simcoe County Board of Edu-
cation by June 30, 1981. And further that Clerk to forward information re-
quested in letter.
On Motion of Davie and Halfacre that the Treasurer be authorized to issue
cheque in payment of Second Installment for Separate and County of Simcoe
first Installment.

No. 1221/80 in view of recent vacancy on Ora Planning Board, was presented.
On motion of Davie and Vousden, that a By-Law to appoint a member to the Ora
Planning Board and to amend By-Law No. 1221/80 as introduced be numbered as
By-Law No. 1237/81 and read a first time.
On motion of Halfacre and Vousden, that By-Law No. 1237/81 read a first time,
be read a second time
On motion of Vousden and Johnson, that By-Law No. 1237/81 read a second time,
be read a third time
On motion of Davie and Halfacre, that By-Law No. 1237/81 now read a third
time, do pass, be engrossed by the Clerk, signed and sealed by the Reeve.
Clerk to notify the appointees accordingly.
The matter of signs for the Wharves was discussed by Council along with other
matters and left in the hands of the Parks Committee.
