ELEVENTH MEETING Council met pursuant to adjournment to complete the business scheduled for the meeting of April 22, 1981 with all members present. Reeve R. S. Arbour in the chair. As only three items under new business scheduled for the Tenth Meeting had been dealt with on April 22nd, Council commenced with item 4 according to that agenda. Presented from Clerk, County of Simcoe, the 1981 County Requisition and By-law 3507, a By-law to determine percentage share for each Municipality of the 1981 gross levy of $4,624,000.00 - the Township of Oro share being 4.910; By-law No. 3508 Levy Share for General Purposes - Oro share based on 4.910 being $124,419.00; By-law No. 3509 Levy Share for roads being in the amount of $102,619.00 for the Township of Oro; and By-law No. 3510 being a By-law to consolidate By-law No. 3508 and 3509. 1981 County Levy Twp. of Oro % 1981 Levy for Twp. of Oro Gen. 2,534,000 4.910 General - 124,419.00 Roads 2,090,000 4.910 Roads - 102,619.00 4,624,000 Total 227,038.00 . 1981 Requisition - 227,038.00 1980 Requisition - 203,957.00 Increase for 1981 - 23,081.00 The County Levy for 1981 would require a mill rate of 23.416 Commercial and 19.904 Residential to raise $218,402.53 being the amount to be levied after applying allocation of taxes under Section 304 for an amount of $3835.17 and under Section 304(a) an amount of $4,796.30 and 1980 overlevy of $4.00. This amount being an increase over 1980 of 1.900 mills Residential and 2.335 mills Commercial. On motion of Vousden and Halfacre that the County Requisition levy of $227,038.00 less the allocation of apportionment for Section 304(a) (Bell Telephone Gross Receipts of $4,796.30 and apportionment of Section 304 - Public Hospital per bed rating) of $3,835.17 for a total reduction of $8,631.47 less 1980 overlevy of $4.00, which will require an amount of $218,402.53 to be raised, which is to be levied on Residential Assessment of 9,415,162 and a Commercial Assessment of 1,324,178 requiring a Residential Mill Rate of 19,904 mills and a Commercial Mill Rate of 23,416 mills. And that these mill rates be applied in 1981 and be included in the Township By-law to Raise, Levy and Collect Taxes for the year 1981. . Presented the 1981 Requisition from Simcoe County Roman Catholic Separate School Board for an amount of $35,761.00, being an increase of $4,969.00 over 1980, which is to be levied on a Separate School Assessment of 403,267 Residential and 24,562 Commercial to a total assessment of 427,829. On motion of Vousden and Halfacre that the necessary mill rate to raise the amount of $1,450.00 for Shanty Bay Lights in 1981, be applied and incorporated in the By-law to Raise, Levy and Collect Taxes for 1981. The amount of $1,202.00 less overlevy of $182.00 plus additional for hydro increase and services of $430.00, to a total of $1,450.00 be raised requiring a mill rate of 4.701 mills on Residential Assessment of 300,884 and a Commercial Mill Rate of 5.530 mills on a Commercial Assessment of 6433 to a total Assessment of 307,317 for the Shanty Bay Street Lights area. . On motion of Halfacre and Vousden that the flat rate charges for garbage collection services on properties defined under the provisions of By-law No. 976, as amended, be collected by applying a flat rate of $18.00 per year for Residential and Farm, once per week collection, and a flat rate of $32.00 per year for once per week Commercial and a flat rate of $55.00 per year for twice per week Commercial collection. On motion of Halfacre and Johnson that the Township Budget as approved at a meeting held on April 6, 1981 for an estimated expenditure of $1,472,000.00 with an estimated Revenue of $892,000.00 requiring an amount to be levied of $580,000.00, necessitating a Residential Mill Rate of 52.857 miJls and a Commercial Mill Rate of 62.185 mills be incorporated in the Township By-law to Raise, Levy and Collect Taxes in 1981 along with the necessary Trustee Levy for Hawkestone Police Village of 6.953 Residential and 8.180 Commercial which will require a Residential Mill Rate of 59.180 mills and a Commercial Mill Rate of 70.365 mills for all rateable property with the Hawkestone Police Village. On motion of Halfacre and Vousden a By-law to Raise, Levy and Collect Taxes for 1981 in accordance with the Township of Oro Budget, as approved at the April 6th Meeting, and to levy for the County and School Requisitions as well as special area levies and garbage collection flat rate charges, be introduced and numbered as By-law No. 1234/81 and read a first time. On motion of Vousden and Johnson By-law No. 1234/81 read a first time, be read a second time. . On motion of Johnson and Halfacre, By-law No. 1234/81 read a second time, be read a third time. On motion of Halfacre and Vousden By-law No. 1234/81 now read a third time, do pass, be engrossed by the Clerk, signed and sealed by the Reeve and Treasurer to apply necessary Mill Rates as set out in the By-law, which are to be forwarded to IBM for processing of the 1981 Final Tax Billing along with other necessary documentation required. Presented a letter from Ministry of Transportation and Communications, advising that the Ministry is conveying 3 acres of surplus land to Albert A. G. Pautsch, Part East Half of Lot 16, Concession 12, M.T.C. File L-03639. The Ministry acquired the subject land by Option of Purchase from Albert Leigh and deposit of Plan No. 332 on August 19th, 1922 as Instrument No. 11145. Purpose of the letter being to amend records accordingly. On motion of Vousden and Halfacre, letter and copy of Plan 332, be received and placed on file for reference. Council on recommendation of the Road Superintendent, are prepared to accept the tender of Robert E. Young Construction Limited, although the Tender is $680.00 higher than the low tender, because of knowledge of the Township and past performance. Accordingly, the tender of Robert E. Young Construction Limited, to crush, load, haul and apply approximately 26,000 cu.yds. of 5/8 crushed gravel on Township roads at a flat rate of $1.35 per cu. yd. to an amount of $35,100.00 and to crush and stockpile approximately 4,000 cu.yds. at a flat rate of $1.00 per cu. yd., plus cost per cu. yd. for overhaul of distance over 3 miles, based on 26,000 cu.yds. at .11~ per cu yd. per mile, for an amount of $11,440.00 and to crush, load, haul and apply on 15/16 Side Road, approximately 12,500 cu. yd. of crushed gravel at a flat rate of $1.42 per cu.yd. to an amount of $17,750.00, to a total contract price of $69,170.00, with work to be completed by October 15, 1981 according to tender specification on Township tender form (Contract 81-03) be accepted, subject to the approval of the Ministry of Transportation and Communications. . ~ """"l1lI Pg. 137 ELEVENTH MEETING (Cont'd) APRIL 27TH, 1981 . The Road Supt. represented the matter of culvert tenders as presented and received under Contract Tender 81-06 at the meeting of Council held on April 22, 1981. On motion of Vousden and Davie, that the tender of E. S. Hubbell & Sons Ltd. of Thamesville, Ontario to supply and deliver (16 gauge) corrugated rivetted metal pipe at prices shown for each item as per schedule of Contract Tender 81-06 for a total price of $7,968.65 be accepted, subject to approval of the Ministry of Transportation and Communications. The Township Insurance Policy and recommendations of the representative from Frank Cowan Insurance was further considered by Council and after a lengthy discussion the following action was taken. On motion of Vousden and Johnston that the Township review the Insurance Policy for 1981 and incorporate only one recommendation on crime insurance which is to be increased to $50,000.00. The acceptance presentationibeing on the basis that a breakdown be obtained throughout the year and further that for 1982 the insurance be reviewed in January or February at which time breakdown be made available. Presented letter from Clerk-Treasurer, Town of Alymer, forwarding resolution of the Town of Alymer, passed at a meeting held on March 23, 1981 expressing concern and objection to reported wage settlements with respect to the Ontario Provincial Police and other Provincial employees. The Alymer Town Council requests endorsement of its concerns and would be pleased to receive word of any action which may be taken byithe Municipality. . On motion of Davie and Halfacre, letter and copy of resolution be received and filed with no action taken. On motion of Vousden and Davie that a notice be placed in the Barrie Examiner and Orillia Packet for persons to fill the vacancy on Oro Planning Board for the balance of 1981, the term to expire on January 1, 1982. Applicatiornto be received by May 15th, 1981. Presented letter from R. W. Hosler, Property ~~nager, Small Craft Harbours Branch, Fisheries and Oceans, Government of Canada, further to his attendance at a meeting of Council held on April 6, 1981, forwarding draft By-law together with original, duplicate original and copy of draft lease to the Township, for Harbour properties, Government wharves at Carthew Bay, Hawkestone and Shanty Bay. Letter advises that upon receipt of certified copy of the By-law and executed copies of the leases, together with a cheque in the amount of $100.00, the documents will be executed on behalf of the Minister and duplicate original will be returned. . On motion of Halfacre and Davie, that the Township of Oro enter into a Lease between Her Majesty the Queen, represented by the Minister of Fisheries and Oceans, for the administration of the Government Harbour property and facilities at Carthew Bay, Hawkestone and Shanty Bay, and that the Reeve and Clerk be authorized to sign the lease on behalf of the Township of Oro and that this lease be attached and form part of the By-law to enter into the Lease, the By-law to be known as By-law No. 1235/81. A By-law to authorize the execution of a Lease between Her Majesty the Queen represented by the Minister of Fisheries and Oceans and the Township of Oro for the administration of the Government Harbour property at Carthew Bay, Hawkestone and Shanty Bay, was on motion of Halfacre and Johnson introduced and numbered as By-law No. 1235/81 and read a first time. On motion of Vousden and Davie, By-law No. 1235/81 read a first time, be read a second time. On motion of Johnson and Davie, By-law No. 1235/81 read a second time, be read a third time. . On motion of Vousden and Halfacre, By-law No. 1235/81 now read a third time, do pass, be engrossed by the Clerk, signed and sealed by the Reeve and copy of the Lease be attached to and form part of this By-law. Clerk to forward certified copy of the By-law and all copies of the Lease returned to Small Craft Harbours in order that the documents may be executed on behalf of the Minister and the duplicate original be returned to the Township. Presented letter from Haldimand-Norfolk Organization for a Pure Environment (H.O.P.E.) re: the proposed South Cayuga Industrial Waste Disposal Facility. On motion of Davie and Vousden, letter be received and filed. Presented report of Live Stock Valuer for ewe and lambs killed on Lot 17, Concession 13, owned by Jack Perryman. Estimated value of ewe being $75.00 and lambs at $40.00 each to an amount of $80.00 for a total of $155.00. On motion of Vousden and Johnson that the report of Live Stock Valuer be accepted and Treasurer authorized to issue cheque in payment of the ewe and lambs killed, to a total of $155.00, upon the necessary affidavit having been taken by Jack Perryman. The matter of Park admission rates for 1981 and other park regulations were presented by the Park Committee and considered by Council. On motion of Halfacre and Davie that the admission rates for Oro Memorial Park for 1981 are to be: Week Days Car & Driver - $2.00 Passengers - $1.00 per person Sat. Sun. & Holidays Car & Driver - $5.00 Passengers - $2.00 per person . Picnics - .509 per person plus deposit of $15.00 for clean-up refundable after satisfactory clean-up - for weekdays and picnic rates for Saturdays, Sundays and Holidays to be $2.00 per person. Horseshoes - Deposit of $5.00 - refundable on return of horseshoes Residents - free admittance upon obtaining an admission sticker ~ family only outside friends must pay on entry Hours for Park - hours of operation are to be from 9:00 a.m. to 10:00 p.m. during the week and from 8:00 a.m. to 10:00 p.m. on Saturday, Sundays and holidays. On motion of Davie and Vousden that the Clerk be authorized to have sufficient admission stickers printed for Oro Memorial Park. On motion of Davie and Halfacre that a sign of rates and regulations be printed and erected at Oro Memorial Park. The colour for signs in the Township be chocolate brown background with marigold lettering. On motion of Vousden and Davie that Councillor Halfacre and Councillor Allan Johnson be appointed members of Council in the Arena Committee. Councillor Johnson replacing Deputy Reeve Davie and Councillor Halfacre replacing Reeve R.S. Arbour. . On motion of Vousden and Halfacre that Councillor Allan Johnson replace Reeve R.S. Arbour on the Fire and Building Committee and act as the Chairman of same and that he also be appointed to the Waste Disposal Committee as Vice Chairman. On motion of Halfacre and Johnson that Deputy Reeve Davie to look into the-matter of maintenance of graves along Barrie Road adjacent to the Waste Disposal Site. A report of the Park Committee from a meeting held on April 14, 1981 with Ministry of Natural Resources was presented. On motion of Halfacre and Davie, Oro Council agree with the Park Committee that the Township complete necessary documents to apply for patent conveyance for a water lot at Oro Memorial Park. On motion of Vousden and Halfacre, adjourn to meet again on Monday, May 4th, 1981 at 9:30 a.m. . .
