COUNCIL CHAMBERS - DECEMBER 2, 1980
FIRST MEETING (INAUGURAL 1981-82 COUNCIL)
Oro Council Elect for the 1981-82 Term, which under the Municipal Elections
Act 1977, as amended, shall be from December 1980 to December, 1982,
comprising of Allan K. McLean - Reeve; Stephen Davie - Deputy-Reeve;
Thelma Halfacre, Raymond S. Arbour and Stanley Vousden - Councillors,
met according to Statutes and Township By-law No. 1173. After each
having subscribed to the required declaration of office, Council were
duly organized as the Council for 1981-82 and so declared.
The Hawkestone Police Village Trustees elected for the 1981-82 term,
namely Ralph G. Leigh, Dianne McKenzie (Williams), also took their
necessary declaration of office as Trustees for Hawkestone Police Village
for the 1981-82 term.
Present for the Inaugural were:
Gordon E. Smith, M.P.P.; 1979-80 Council - Reeve Howard A. Campbell and
Jean Campbell; and former Councillors ~ Charlie and Jean Sanderson,
Clarence and Faye Smith, and Gail Swainson; Administrative Staff,
Road Supt. Fred Haughton; Chief Building Official James Shellswell;
Reeve Grant Andrade - Innisfill Twp.; Deputy-Reeve Kathy Jans - Innisfill Twp.;
Councillor MacDonell - Innisfill Twp.; Reeve Ingram Amos, Medonte Twp.;
Reeve George Buie, Vespra Twp.; Lloyd Fletcher - Trustee Ward 6, Simcoe
County Board of Education; Wallace Key - Chairman, Committee of Adjustment;
Mrs. Marg McLean and Garry McLean; Rev. Arnie Chamberlain; Mrs. Dorothy Vousden;
Allan Moore - District Chief No.3 Station; Stuart N. Keyes - Township
Engineer and his daughter; Mr. Reynolds - Representative Adult Occupational
Centre; representatives Barrie Examiner and Orillia Packet.
Reeve Allan McLean, following the declaration of office extended a welcome
to all present, expressed his appreication to all in attendance and thanked
Rev. Arnie Chamberlain for the words of wisdom in the invocation, which
would apply during the days ahead. He also thanked his wife Marg for
her help through the year as Warden and for the preparation of the lunch
to follow, also his son Garry who had carried out the farm operations, as
well as co-operation and assistance of the Reeve and Council of 1979-80.
He commended Road Supt. Fred Haughton for his work during an extremely
busy first year with the Township.
After these few remarks, he proceeded to call on invited guests for some
remarks, calling first on Lloyd Fletcher, Trustee Simcoe County Board of
Education.
Lloyd Fletcher - Thanked Reeve McLean, honoured to be present and wished
Council well for their two year term and expressed his appreciation to former
Council for their co-operation and stated that during the ten years as Trustee
he had always found good relationship with Council and looked forward
to having the same co-operation from this Council.
Mr. Reynolds - representative from Adult Occupational Centre - expressed his
appreciation for the invitation and extended greetings from Centre and wished
to welcome all Council members to visit the Centre. He also advised that in
the past the Centre had always had good relationship with Council and would
hope that this would continue.

Reeve Grant Andrade - Reeve Innisfill Township - Thank you for the invitation,
pleased to attend, have brought with me Deputy Reeve Jans and Councillor
MacDonell. Wish you well for the next two years. Would like to see
neighbouring Municipalities continue good relationship. Concluded with
comment that if Oro is looking for an Airport maybe Innisfill could oblige.
Reeve Ingram Amos- Medonte Township - Thank you for the invitation and wished
to congratulate Council members elected. Trying times ahead for all of
us - bring greetings from the Township of Medonte. Have always had good
co-operation from Oro and would like to see this continued. Medonte will
have the first lady Councillor on 1981-82 Council - looking forward to that.
All the best for the next two years~
Reeve George Buie - Vespra Township - Thank you for the invitation and
bring greetings from your closest neighbouring Municipality. Should mention
that our new Clerk has found good relationship with the Clerk of Township
of Oro. Want to put in a good word for Howard Campbell.
Former Reeve Howard Campbell - Congratulate new Council, believe this is
first time for four new members on Council and that this may require guidance
from the Reeve and I am sure you can provide this. Four new member
change may be good but I have a favourite saying, don't throw out the
baby with the bath water. Have been interested in this Township for over
50 years. Hope that the same good government of Oro in the past will continue.
Gordon Smith M.P.P. Simcoe East - Thank you for the invitation, bring greetings
from the Premier and Provincial Government to all of Oro, would also like
to extend congratulations to Lloyd Fletcher on his re-election as Trustee,
Simcoe County Board of Education. Noted prayer given by Rev. Chamberlain
- prayed for the government of Oro and Federal Government and left out
Provincial Government, does this mean the Province is without hope or
does not need guidance! Have had the pleasure of good co-operation with
members of Oro Council in the past and would hope this will continue.
Comment on fly-over at 9th Line - Council over the past two years have
met with the Minister on several occasions to urge the Ministry to add the
additional fly-over at the 9th. I have been pleased to make these appointments.
This is now under study and I am advised in the design stage and I believe
the Minister will include the project in his budget for the coming year. This
should demonstrate to new Council members that by asking through your member,
things can be accomplished. Wish to extend compliments of the season.
Regret I cannot stay for lunch, since the House is sitting. Again, congratulations.
Reeve McLean advised Mr. Smith that Council will be calling for your help.
Ron Johnston - Township Insurance Agent - pleasure to accept your invitation
- wish Council very success. He then presented the Reeve with a gavel.
Reeve McLean thanked Mr. Ron Johnston for same.
Wallace Key - former Reeve and Chairman Oro Committee of Adjustment. Expressed
his appreciation for the invitation and stated that Reeve McLean had taken
the Oath of Reeve 10 years ago and he had served under him then. Like to

At this time, Reeve McLean thanked former Councillors Clarence Smith and
Charlie Sanderson for the co-operation and in particular for their assistance
in 1980.
He also thanked the Staff of the Township for their co-operation and dedication
to the Township and hoped that this would continue.
Reeve next stated he would like to recognize Stuart N. Keyes, Township Engineer
who had saved the Township money over the years.
Stuart N. Keyes - Thank you Mr. Reeve - wish you all well for your term.
To new Council - you will have good leadership. Wish to congratulate you all.
Reeve McLean mentioned that he wanted to recognize a person who was here
from England at this Inaugural, namely the daughter of Stuart N. Keyes,
and she replied that she was pleased to be here and had with interest,
observed the inaugural ceremony, advising she was a Councillor in
England - a Parish Councillor.
The Reeve next called on Trustees Hawkestone Police Village for some remarks.
Dianne McKenzie - Thanked the Reeve for the invitation and opportunity
to attend the inaugural and take part in the declaration of office at the
same time. Mentioned that it would appear that Police Village seemed to be
an outdated government but would hope that the Trustees and Council could
come up with an agreement in 1981 suitable to both parties and the ratepayers
of the Police Village.

Ralph Leigh - Expressed his appreciation for the invitation and mentioned that
the Police Village for the first time - has two lady Trustees. Hope that the
Hawkestone Police Village problems may be resolved once and for all in 1981.
Reeve McLean as a surprise, called on Road Supt. Fred Haughton.
Fred Haughton - coming as a suprise - you will not hear much from me. Hope
to have the same good relationship and co-operation as with previous Council.
Reeve McLean concluded his remarks by advising that Douglas Lewis, M.P. had
advised by letter he would be unable to attend and also a letter from
Mayor Ross Archer sending his regrets that he was unable to attend and
wished Council well.
He next called on members of the 1981-82 Council for remarks.
Deputy-Reeve Stephen Davie - Thank you for the opportunity - noticed with
interest the prayer of Rev. Chamberlain and presentation of a Bible by
former Reeve Campbell and Mrs. Campbell - content of scripture assist to make
the system work. Accept the position of Deputy-Reeve with sincerity.
I believe I have something to add. Thank you for your support.
Councillor Thelma Halfacre - Mr. Reeve, Council, honoured guests, ladies and
gentlemen. Much has been said during weeks of campaign, aware of honoured
bestowed on me. Changes will be carefully weighed and measured and implemented
4IIt only by sound planning to the lasting benefit of Oro.

Counci 11 or Raymond S. "Bud" Arbour - Mr. Reeve, Counci 1 members, honoured
guests, ladies & gentlemen. Here to co-operate not confrontation. Has been
mentioned about four new members - we have a Deputy-Reeve with youth, energy
and enthusiasm, Councillor Vousden with his previous occupation - brings
order, Councillor Halfacre and myself can bring wisdom. Originally from
Oro and moved back to Oro where I proposed to spend the rest of my days.
Will do my best to assist in sound administration for this Township.
Councillor Stanley Vousden - Mr. Reeve, Council, honoured guests. Accept
my election to Council with some reservation. _ Introduced his wife who
was present.
Reeve McLean next noted some of the priorities to be considered for 1981:
- Lines 3 and 5 and Lakeshore Road
- Gordon Smith, M.P.P. has already spoken about Line 9 overpass and the
15/16 Sideroad is scheduled for next two years even if not all paving
is not completed in that time
- Line 9 above Ridge Road
- Bass Lake Road - more oil applied
- must not forget - represent all of the people of Oro and different areas
on priority basis
- update Official Plan north of No. 11 Highway - with further studies towards
this
- continue study over the park
- controlled orderly development - realize number of vacant lots available
to be built on
- further consideration to complete garbage pick up throughout the Township
- problem in Hawkestone - would like to see this matter settled
- meetings no qualms about night meetings - night Committee meetings
- By-law Enforcement in the Township a concern
Reeve McLean asked if anyone else wished to add any comments, with no other
person coming forth, he again expressed his appreciation to all present to
take the time to attend and called a recess for lunch, which had been prepared
by his wife which was being brought to the Township Office. Council Members,
Office Staff, Road Supt. and quests and visitors who were present at the
Inaugural thoroughly enjoyed the luncheon and social hour.
Meeting resumed at 1:30 p.m.
The minutes of the last meeting of the 1979-80 Council of November 26th, 1980
were on motion of Davie and Vousden, confirmed as printed and received.
Presented copies of letters forwarded from the last meeting of the 1979-80
Council as follows to:
Paul G. Hermiston, Solicitor re: Torpey Subdivision, Plan M-71 requesting
Solicitor to proceed with preparation to have Lot 4, Plan M-71 conveyed to the
Township as partial security for unfinished services;
Regional Director, Ministry of Transportation and Communications re: programming
of funds for 15/16 Side Road in 1981 Budget for paving of the three miles
reconstructed in 1980;
Lyle Bristow, owner of Lot 21, Plan 1069 re: commercial operation of delivery
service and parking of trucks, contravening to the Township Restricted Area
Zoning By-law;

On motion of Halfacre and Arbour, letters as presented and forwarded accepted
as satisfactory and ordered placed on respective files.
Clerk presented copy of letter to Barrie Examiner and Orillia Packet requesting
notice to be placed in two issues and copy of the notice calling for
interest persons wishing to serve on Boards and Committees. In response
to notice, some letters have been received.
On motion of Arbour and Vousden, copies of notice and letters received from
interested persons be tabled until next meeting of Council in order that
all letters, of whi ch still may be recei ved by December 12, 1980, are
available to be considered along with letters already received.
Clerk presented letter from the Honourable Minister, James Snow, dated
October 26, 1980 to which no reply had been received, of the results of
the traffic study carried in summer of 1980 for the purpose of an overpass
at 9th Line as requested by previous Council for several years. Also copy
of letter forwarded to the Minister requesting Council be advised of the
study and Minister's decision.

On motion of Halfacre and Davie, Minister's letter and copy of letter forwarded
to the Minister requesting results of the study be placed on file and be
re-presented should no reply be received within two or three weeks.
Presented copy of letter to Ministry of Culture and Recreation for completed
application form for grant under the Community Centres Act for the Guthrie
Community Hall, work now having been completed according to application
submitted in 1978.
On motion of Arbour and Vousden, copy of letter and application form as completed
and forwarded accepted as satisfactory and ordered placed on file for reference
until CRC grant has been received.
The Chief Building Official, James Shellswell was present at 1:30 p.m. to present
his report for the month of November.

On motion of Davie & Arbour correspondence and communications as presented

The Planning Administrator was present at 2:00 p.m. to review planning
and development matters. The following was presented:
Oro Township Committee of Adjustment, Notices of Hearing re: Submissions
All/80 - Krapp, B59/80 - Forsythe, B60/80 - Halay, B61.80 - Davey and
B61/80 - Fox;
Ministry of Housing, report on Land Use Planning for noise control in
residential communities;
On motion of Davie and Halfacre that correspondence as presented be placed on file.
Advised that By-law No. 1219/80 is currently in circulation as was directed by
Council, and that the appeal period will expire on December 12, 1980, no
objections to the By-law having been received to date.
The following Committees were appointed by the Reeve with the first person named
being Chairman of the Committee;
Road Committee - Deputy-Reeve Davie and Councillor Stan Vousden;
Fire & Building Committee - Councillors Arbour & Halfacre;
Parks & Recreation Committee - Councillors Halfacre & Davie;
Waste Disposal Committee - Councillors Vousden and Arbour.
On motion of Vousden and Davie that the Committees as appointed be accepted
as satisfactory.
On motion of Davie and Arbour, that Councillor Vousden be appointed as
representative from the Township of Oro to the Ontario Humane Society.
On motion of Vousden and Halfacre, that Deputy-Reeve Davie be appointed as
representative of the Township of Oro to the Barrie Airport Committee.
On motion of Halfacre and Arbour that a letter be written to each of the Community
Hall Committees and Community Arena Committee and Library Board requesting
they indicated their willingness to serve.
The matter of appointments of representatives to outside Boards and Agencies
was next considered, namely Nottawasaga Valley Conservation Authority, Royal
Victoria Hospital Board.
On motion of Davie & Arbour, that Reeve Allan K. McLean be representative from
the Township of Oro to the Nottawasaga Valley Conservation Authority for 1981.

On motion of Vousden and Halfacre that Reeve Allan K. McLean be appointed
as the representative to the Royal Victoria Hospital Board.

On motion of Halfacre and Arbour that Joanna McEwen and Ruth Fraser be
appointed as members of the History Committee and they be advised accordingly.
Presented letter from Ministry of Natural Resources, Huronia District,
Midhurst, advising that in a recent news release the Minister of Natural
Resources, Hon. James Auld announced that the secuirty deposit for materials
removed from Pits and Quarries will be increased from .02~ per metric tonne,
effective January 1, 1981, but will not effect the 1980 calendar year.
Letter also includes conversion to be used when calculating tonnes from
yards and tons.
On motion of Vousden and Davie, letter be received and placed on file and
Road Supt. and Treasurer to prepare necessary report and apply the new
rates for 1981 when required.
Presented application for fox bounty from George Langman for one fox trapped
on Lot 12, Concession 12.
On motion of Halfacre and Davie, application for fox bounty in accordance with
affidavit taken by George Langman be approved and Treasurer authorized to issue
in payment of same to a total of $4.00.

Presented letter from the Hon. Thomas Wells, Minister of Intergovernmental
Affairs, outlining contents of Bill 193, an Act to amend The Municipal Act,
which had received first reading on November 14, 1980, also copy of Bill 193.
And copy of Bill 197, an Act to facilitate the negotiations and resolutions
of Municipal Boundary and Boundary related issues, along with the Minister's
letter and copy of Statement by the Hon. Minister to the Legislature on
November 18, 1980. The Bill is proposed as an alternative solution to letter
and costly confrontation at the Ontario Municipal Board on matters of
annexations and amalgamations.
On motion of Vousden and Davie, copies of Bill 193 and 197 be received and filed
and Clerk to make copies of same for Council members as requested and
should any comments be forthcoming, same be forwarded to the Ministry.
Road Supt. Fred Haughton was present at 2:30 p.m. to present his report for
works carried out on Township roads during the last two weeks of November.
The first two weeks having been presented to a meeting of Council held on
November 17th in order to have same included in second request for interim
subsidy. Also vouchers 11(2) and llA to cover same.
On motion of Vousden and Arbour report of Road Supt. for November as presented
be accepted as satisfactory and Treasurer authorized to issue cheques in
payment of same to a total amount of $9,224.36.
Council discussed several items with the Road Supt. namely balance of budget,
sanding procedure and operation, patrol duties and other matters.

Road Supt. reported that the hydro connection should be completed at the
Salt Shed this week.

Presented notice from Association of Municipalities of Ontario (A.M.O.)
and Intergovernmental Affairs (I.G.A.) outlining seminars for newly
elected Councillors and program for same. Closest location of meeting
for this area being in Metro Toronto at the Airport Hilton Hotel on
January 9 - 10, 1981. Registration fee $45.00 and application forms to
be completed ASAP and at least 4 weeks prior to date of workshop.
On motion of Halfacre and Vousden that the matters be tabled until next meeting.
Presented notice from Rural Ontario Municipal Association (R.O.M.A.) of
Annual Conference to be held February 8th to 11th, 1981 at the Royal York
Hotel. Registration fee $75.00 per delegate. Also pre-conference registration
and application for accommodation.
On motion of Davie and Arbour re-registration forms be completed including room
reservations for 4 rooms.
Presented letter from President, Association of Municipalities of Ontario
communicating the concern of A.M.O. with respect to the Federal Government
deciding to terminate the Community Services Contribution Program at the
end of 1980. Also relating the concern raised by the Hon. Claude Bennett,
Minister, Ministry of Housing and his statement that he would urge all
Municipalities and groups affected by the termination of the program to
get in touch with the Federal Minister of Finance, the Hon. Allan MacEachern.
Copies of communications in this regard are requested to be forwarded to the
Hon. Thomas Wells. Also attached is A.M.O. Report 45, 1981 Guidelines for
Municipal Bargaining and Municipal Boundary and Related Disputes.
On motion of Halfacre and Vousden letter be received and filed.
Presented letter from Ontario Farm Drainage Association advising of Farm
Drainage Conference to be held on January 21-22-23, 1981 at the Holiday Inn,
City Centre Tower, London, Ontario. Enclosed the program and registration
forms.
On motion of Davie and Arbour that correspondence on Ontario Farm Drainage
Association Conference be received and filed.

Reeve McLean asked members of Council whether they had any matters to bring
up under new business.
Deputy Reeve Stephen Davie brought up the matter of Oro Memorial Park -
obtaining completed control of the Park, if it is beneficial to the
Township to have Oro Memorial Park removed from under the Parks Assistance
Act. Also matter of roads.
Councillor Arbour referred to letter forwarded to the Hon. Minister of Revenue
and would like to introduce a motion to the motion of the former Council
requesting the roll be returned under Section 86, rescinded. Deputy Reeve
Stephen Davie added to and concurred with Councillor Arbour.
Reeve McLean advised that it was first necessary for a motion to re-introduce
the matter of Section 86 for consideration.
On motion of Davie and Arbour that the matter of requesting the Minister of
Revenue to return the 1980 Assessment Roll for 1981 taxation under Section 86
be returned re-introduced for consideration by the 1981-82 Council.
Reeve McLean called for the vote and declared the motion lost.
Councillor Vousden - view point on the Park - closing it to only ratepayers
of Oro, it would appear in his opinion as almost impossible to keep public
out of the Park by way of water.

Deputy Reeve Davie advised that he would like to see the matter looked into
in order to have an alternative once information has been obtained whether
the Park could be removed from the Parks Assistance Act and what is required
to do so as well as what portion, if any of the grant under the Act would
have to be refunded to the Province.
No further new business being forthcoming, the Reeve asked for a motion
to adj ourn.
On motion of Vousden and Arbour, Council adjourn to meet again on Monday,
December 15, 1980 at 10:00 a.m.
