TWENTY-FIFTH MEETING

Council met pursuant to adjournment with all members present, except
Deputy Reeve Allan K. McLean.
Reeve Howard A. Campbell in the chair.
The mirnJtes of the last regular meeting were on motion of Sanderson
and Smith, confirmed as printed and received.

Presented copies of letters forwarded as instructed from the last
regular meeting of November 3, 1980 as follows:
Ministry of Transportation & Communications advising that one tender
had been received for additional snow removal equipment from Morris
Shelswell, which was accepted subject to M.T.C. approval, and copy of
letter to Morris Shelswell advising that his tender for the 1980-81
season had been accepted at flat rate of $32.00 per hour while operating
and $16.00 per day stand-by time from December 15, 1980 to March 15, 1981;
Ministry of Transportation and Communications advising that the bid
from Gordon Roehner for snow removal and sanding of the roads in
the Sugar Bush Development, plus M-8, M-9, M-30 and M-31 at flat rate
of $32.00 per hour for snow removal and $18.00 per hour while sanding,
subject to M.T.C. approval; and the bid of Jim Kenny for snow removal
on Plan 1069, Barrie Terrace Plan 663, Colborne Street and Plan 1561
with a snow blower at $18.00 per hour subject to M.T.C. approval;
Copies of letters to Gordon Roehner and Jim Kenny advising that their
bids for snow removal and sanding for the specific roads, as quoted,
had been accepted subject to M.T.C. approval for the 1980-81 season;
Ronald Young, Fire Chief, advising of Council's approval for recognition
of retiring Volunteer Fireman;
Mobile Tank Industries Limited requesting completion of 1500 gallon tanker
without further delay since completion had been promised earlier
according to quotation 4653 dated July 6, 1980 (copy of letter forwarded
to Fi re Chi ef) ;
City of Barrie re: survey carried out in the Township;
Grant Emblems Limited re: order of 3,000 emblems according to Artwork
#8009144;
Robert B. Matthews, Solicitor reply to letter with respect to return
of Assessment Roll under Section 86 of the Assessment Act;
Frances Nesbitt acknowledging letter of October 24th which conveyed
appreciation of improvement to Line 5 intersection of Ridge Road;
Mr. & Mrs. Antonio Mariani reply to their letter with respect to
weed cutting;
Oro Township Community Arena Committee re: Sunday Hockey scheduling;
Mrs. Terry Ware re: rental of Town Hall and reply forwarding $35.00 for clean-
up deposit as requested.
On motion of Swainson and Smith copies of letters as presented and forwarded
accepted as satisfactory and be placed on file for reference.
In accordance with the agenda for this meeting, 14 applications for
Tax Adjustments under Section 636(A) of the Assessment Act, were presented
for Council's consideration with the following action taken:

On motion of Swainson and Sanderson, the following properties, as
recommended by the Assessors of the Simcoe County Assessment Office
(Region 16) for assessment reductions be accepted and the appropriate
tax adjustments be applied:
Application No.1 - Kaycee Enterprises Ltd., Spt. Lot 20, Conc. 3,
Since tenant 001 Floyd Tilson ceased to carryon business at this
location on June 30, 1980 we recommend that taxes to the owner
be cancelled on a conversion of rates from commercial public to
residential public based on the occupant assessment of 2550 from
July 1 to December 31, 1980. Taxes to be rebated in the amount of
$60.35.
Application No. 2 - Floyd Tilson, Spt. Lot 20, Conc. 3. The above
occupant ceased to carryon business at this address on June 30, 1980.
Business taxes based on the business public assessment of 765 are to
be cancelled from July 1 to December 31, 1980. Any new occupant
will be added by supplemental assessment. Taxes to be written off
in the amount of $88.72.
Application No.3 - Robert Wendell McArthur, Npt. Lot 23, Conc. 6. The
barn on the above property was demolished on May 31, 1980 and is therefore
entitled to a cancellation of building taxes from June 1 to
December 31, 1980. Please cancel the taxes based on the public
residential assessment of 550. Taxes to be rebated in the amount of
$53.28.

Application No.4 - Victor & Pauline Peck, Wpt. Lot 18 and 19, Conc. 9.
The barn on the above property was demolished a number of years ago
and is therefore entitled to a cancellation of building taxes from
January 1 to December 31, 1980. Please cancel the taxes based on the
public residential assessment of 700. Taxes to be rebated in the
amount of $138.00.
Application No.5 - Gordon B. Morris, Spt. Lot 1, Conc. 9. The barn
on the above property was demolished by a storm in September 1980
and is therefore entitled to a cancellation of building taxes from
October 1 to December 31, 1980. Please cancel the taxes based on
the public residential assessment of 715. Taxes to be rebated in the
amount of $35.29.

Application No.6 - Fuda's Fruit Company Ltd., Ept. Lot 21, Conc. 7.
The above occupant ceased to carryon business on part of this
property on August 1, 1980. Business taxes based on the business public
assessment of 720 are to be cancelled from August 1 to December 31, 1980.
The new occupant will be added by supplemental assessment. Taxes
rebated in the amount of $69.58.
Application No.7 - William E. Coward, Lts. 3, 4, 27, 28 Plan 589. The
cottage on the above property was demolished around August 20, 1980
and is therefore entitled to a cancellation of building taxes from
September 1 to December 31, 1980. Please cancel the taxes based on
the public residential assessment of 1,500. Taxes to be rebated in
the amount of $104.57.

Application No.8 - Erich E. Kolbe, Lot 22, Conc. 13. The owner of
the above property has been inadvertently overcharged by reason
of a gross error and is therefore entitled to an adjustment in taxes
from July 1 to December 31, 1980. Please cancel Section 43 taxes
based on the public residential assessment of 2310 accordingly.
Taxes to be written off in the amount of $236.71.
Application No.9 - Ministry of Transportation & Communications,
Lot 11, Conc. 1. Because of tenant Bruce Chappel ceased to
farm the above lands November 1, 1978, the property is now exempt
from taxes and grant in lieu. Please cancel taxes accordingly from
January 1 to December 31, 1980. Taxes to be rebated in the amount
of $179.40.
Application No. 10 - Beverly & Catherine Rawson, Npt. Lot 15, Conc. 1.
The old residence on the above property was demolished in June 1980
and is therefore entitled to a cancellation of building taxes from
July 1 to December 31, 1980. Please cancel the taxes based on the
public residential assessment of 1,000. Taxes to be rebated in the
amount of $98.57.

occupant ceased to carryon business at this address on September 15, 1980.
Business taxes on business public assessment of 1925 are to be cancelled
from September 16 to December 31, 1980. The new occupant will be
assessed by supplemental. Taxes to be written off in the amount of
$139.66.
Application No. 12 - 369888 Ontario Ltd., Pt. Lot 20, Conc. 7. The
above occupant ceased to carryon business at this address in 1979.
Business taxes based on the business public assessment of 600 are
being cancelled from January 1 to December 31, 1980. The new occupant
will be assessed by supplemental. Taxes to be written off in the amount
of $139.66.
Application No. 13 - Melville & Marie Mawdsley, Wpt. Lot 14 & 15,
Conc. 14. Part of the house was demolished on the above property
in April 1980, and is therefore entitled to a cancellation of building
taxes from May 1 to December 31, 1980. The taxes are cancelled on
the basis of public residential assessment of 950. The amount of taxes
to be rebated is $124.79.
Application No. 14 - David B. Snell, Wpt. Lot 1, Conc. 13. Part of the
residence on the above property was demolished in April 1980 and is therefore
entitled to a cancellation of building taxes from May 1 to December
31, 1980. The taxes are to be cancelled based on the public residential
assessment of 200. The taxes to be rebated in the amount of $26.22.

respect to lease on building, Part Lot 16, Concession 14, consisting
of salt shed and approximately 2 acres of land for sand stock pile.

Total amount of lease from November 1, 1980 to October 31, 1984 being $802.00
on basis of two dollars for the first two years and $800.00 for next two years
as confirmed by letter from Regional Municipal Engineer, Ministry of
Transportation and Communications dated November 5, 1980.
On motion of Sanderson and Smith letter and lease be received and Reeve and
Clerk authorized to sign the lease on behalf of the Township of Oro and
both copies be returned to the Ministry of Transportation and Communications
for their execution and returning of one copy to the Township. Cheque
in the amount of $802.00 or lesser amount if agreeable with Ministry, namely
$2.00 as set out for the first two years, be attached to the lease as
required, covering the first two year period with the remaining $800.00 to
be forwarded early in 1981.
Mrs. Joanna McEwen was present with respect to sample copies of Congratulatory
Certificates to be presented by the Municipality. After discussion, Mrs. Joanna
McEwen was requested to have 100 copies printed including the changes as
recommended by Council.
Presented letter from Ministry of Transportation & Communications further to
letter of October 27, 1980 with respect to the Employee Benefit Plan, advising
that the benefits covered in the schedule of benefits attached to Township
letter of October 17, 1980 would appear to be eligible for Ministry subsidy,
in accordance with the 1970 circular of the Ministry referring to present
section of The Municipal Act which now is Section 352, Subsection 66, (R.S.O.
1970). Providing that the Township By-law and benefits comply with the
Section of the Act.
On motion of Smith and Sanderson letter be received and placed on file.
Presented letter from Regional Manager, Ontario Railway Transport Committee,
Canadian Transport Commission with respect to CNR crossing referred to as
Raik.es Crossing, Lot 1, Conc. 1, mileage 66.70, being in reply to Township
letter of July 23, 1980 forwarding profile plans and requesting approval
under normal basis of R.T.C. - 80%, CNR 7~% and Township 12~%.
On motion of Swainson and Sanderson letter be received and filed for
reference and copy of letter be forwarded to ratepayers of Plan 1561, who
were present at site meeting on March 26, 1980.
Presented from the Royal Bank of Canada, Toronto International Centre, Royal
Bank. Plaza, forwarding renewal of letter of credit for Jo-Con Developments
Limited to December 9, 1981 in the amount of $104,500.00 with all terms and
conditions of the original letter of credit remaining unchanged.
On motion of Smith and Swainson renewal of letter of credit for Jo-Con
Development as presented be placed on file for the security of unfinished
services.
Presented letter from D. Kevin Carroll, Barrister & Solicitor for Dr. Basil
Chadwick., owner of Lot 24 and 25, Plan 755 further to correspondence of
October 15, 1980 requesting the Road Supt. to provide a costing for alteration
of drainage ditch on the north side of the road passing by Dr. Chadwick's
property. Also presented copy of letter to Mr. D. Kevin Carroll from Townhip
Road Supt. forwarding estimated cost for the work requested advising that the
estimated cost is in the amount of $1712.00.

On motion of Smith and Swainson letter from D. Kevin Carroll and reply by
Road Supt. be received and filed for necessary reference on this matter
and until further correspondence is received from Solicitor for Dr. Chadwick
and Simcoe County District Health Unit be again requested to give a written
report and reply to Township letter of request dated October 23, 1980.
Presented letter from Clerk, Township of Vespra further to the attendance
of members of Council and Oro Township Arena Committee at a meeting of
Vespra Council with respect to request for a grant or donation to the
Oro Township Arena Committee. Letter is to advise the Vespra Council
has not arrived at a specific decision and matter will be further reviewed
and when a policy in relation to such contribution to arenas has been
made, the Township of Oro will be advised.
On motion of Sanderson and Smith, letter be received and placed on file
for reference until further word is received from Vespra Township.
The Chief Building Official, James Shellswell was present at 11:35 a.m. with
respect to matters relating to the Building Department. He advised that
no reply had been received to a registered letter forwarded requesting that
he obtain a Building Permit.
On motion of Smith and Swainson that the Chief Building Official to pursue
the matter of a Building Permit in the normal manner and report back to
Council should legal action become a requirement.
Presented memo from W. A. Kent returning registered letter forwarded to him
on October 23, 1980 with respect to removal of wood from Road Allowances.
Memo advised that letter addressed to W. M. Kent was sent to him by mistake
and Township letter returned with memo.
On motion of Swainson and Sanderson memo from W. A. Kent be received and Clerk
to again forward the same letter to W. A. Kent.
Presented copies of letters from Ministry of the Environment forwarded to
Neil Briggs, Mr. L. Finlayson, Ron Briggs, Mr. I. Thompson and Mr. Art Proper,
advising of results of water samples taken from their respective wells.
On motion of Sanderson and Smith copies of letters as presented be received
and placed on file for reference.
Presented letter from Paris Playground Equipment Ltd., requesting whether
the Township is still interested in the B10 Bleacher for which a quotation
was forwarded on September 12, 1980.
On motion of Sanderson and Swainson letter be received and Clerk to reply
and advise that the Arena Committee are not proposing the purchasing of the
bleachers at this time and copy of letters be forwarded to Arena Committee.
Mr. Stuart N. Keyes was present at 11:50 a.m. to give a report on the ditching
work presently being carried out by Jo-Con Developments on Plan M-66. He reported
that some culverts had been damaged and would probably require to be replaced
and some culverts probably would be too high after the ditching. Mr. Keyes
advised he would keep a check on the progress of the ditching and report to
Council.

Presented letter from L. E. Clark, County Engineer, forwarding a copy
of letter sent to David Williams, President Oro Ratepayer's Association
which sites the resolution of the Barrie Suburban Road Commission at a
meeting held on November 4, 1980 with respect to changing of signs at
County Road #20 and #27. The letter being in reply to a petition received
from the Ratepayers Association which was signed by all residents of
Oro Station. Letter advises that the Commission cannot recommend changing
the decision made after the last petition.
On motion of Smith and Sanderson letter and copy of letter to Oro Ratepayers
Association be received and filed for reference.
Presented a letter from L. E. Clark, County Engineer enclosing copy of letter
forwarded to District Engineer, M.T.C. with respect to transfer and conveyances
of land in regard to over passes. County being in agreement with recommendations
of County on this matter.
On motion of Swainson and Smith letters be received and filed for reference
until further correspondence is received from the Ministry.
Clerk advised that a cheque had been received from the Ministry of Culture
and Recreation as interim payment from Wintario leaving a balance applied
of $23,673.97. Clerk reported that a cheque in the amount of
approximately $18,000.00 has been processed for payment under CRC grant
according to Ministry of Culture Office in Barrie.
On motion of Sanderson and Swainson Clerk-Treasurer to forward balance owing
to Simcoe County Board of Education when both cheques are received provided
that the CRC cheque is received within a week otherwise the amount of
Wintario is to be forwarded.
Presented copy of letter to Treasurer Simcoe County Board of Education
forwarding $12,000.00 to apply to total amount outstanding by the
Shanty Bay Community Committee for their portion of the Shanty Bay Community
Hall. The balance remaining now being $38,733.51 ($50,733.51 - $12,000.00).
The amount of $12,000.00 was forwarded as authorized by Council, as a loan
to the Shanty Bay Community Committee, at a meeting held on November 3, 1980.
Also presented a committment to repay the $12,000.00 along with the $2,500.00
already owing to the Township from the Shanty Bay Community Committee, w~ich
is signed by the Treasurer David Howes, on behalf of the said Committee.
On motion of Sanderson and Smith, copy of letter and committment from Shanty
Bay Community Committee as presented be received and placed on file for
necessary reference.
Clerk advised that the Liquor Licence Inspector Mr. Earl McCrone after
having received an application for a Special Occasions Permit for the Oro
Town Hall, requested by the Oro Agricultural Society for the Annual Dance,
required an Inspector report from the Simcoe County District Health Unit
and Fire Chief as representative of the Fire Marshall's Office as well as
a resolution of Council. Lettersofi,report of inspection have been received
from both Agencies.

On motion of Sanderson and Smith that the Council of the Township of Oro
would have no objection to a Special Occasion Permit being issued for
the Town Hall subject to the inspection reports from the Simcoe County
District Health Unit and Township Fire Chief as the representative of the
Fire Marshall's Office meeting the requirements of L.L.B.O.
Ron Young was present before Council at 10:50 a.m. and gave a report on
his inspection of the Town Hall, which was a requirement by the Liquor
Licence Inspector.
On motion of Sanderson and Smith that the Fire Chief be authorized to obtain
two fire extinguishers for the Town Hall and two waste receptacles with covered
top for both washrooms.
On motion of Sanderson and Smith that the Fire Chief be authorized to obtain
one emergency lighting unit for the Town Hall.
Presented letter from George A. Sutton, District Fire Chief, No.1 Station,
Shanty Bay advising that as of December 1, 1980 he will retire from the
Shanty Bay Fire Department, of which he has been a member for 24 years
and during this period has been the District Chief of that Department.
On motion of Swainson and Sanderson~ letter from George A. Sutton advising
of his retirement from the Shanty Bay Fire Department, effective December 1, 1980
be accepted and a reply be forwarded to Mr. Sutton advising that formal
recognition will be forthcoming at a later date.
Mr. Ron Young was requested to contact Mobile Tank Industries as a follow-up
of the Township letter requesting the Tank Truck to be completed. Mr. Young
returned 1 ater in the afternoon and advi sed he had contacted Mobile Tank
Industries who informed him that the tank was programmed for installation
and painting for Friday, November 21st and should then be ready for pick-up
on Monday, November 24th, 1980.
Clerk reported that the Mutual Agreement Drain of Owners for Linda Treloar,
John Treloar and Penny Treloar and Douglas Loftus, Michael Kondracki and
Giovanni Varriano and Margerita Varriano for the drain on W~ Lot 21, Conc. 11
being the lands described in Instrument No. 655422, has now been registered
as Instrument No. 721588 on November 14, 1980. And further, that the
drainage work has apparently been completed.
On motion of Smith and Sanderson, report and copy of Agreement as registered
be received as satisfactory and Clerk to forward copy of the Agreement
to the Ministry of Transportation and Communications, London, Ontario further
to Township letter of July 9, 1980 and Ministry of Transportation and
Communications dated July 23, 1980. And further that the Ministry be requested
to forward portion of the account of Municipal Engineers, Ainley & Associates
in the amount of $4,158.90 (Mnistry share $4,158.90, Township share $341.10
to the total amount of engineering fees of $4,500.00). Also further that
the Township Road Supt. and representatives of the Ministry be requested
to inspect the site as to work completed.
Clerk also advised that the Agreement between Matthew Dooley and the Township
of Oro for access over the Caribou property to the 7th Line had been
registered as Instrument No. 721589 on November 14, 1980.

The Planning Administrator was present at 1:30 p.m. to review planning and
development matters. The following was presented:
Letter from Ainley & Associates to the Ministry of Natural Resources forwarding
copies of objections to By-law No. 1213/80, requesting site specific review
of the Hazard Land Zoning on parts of Lots 26 & 27~ Concession 7;
Letter from Ainley & Associates to solicitor O. J. Rowe in respect of the
above noted matter, clarifying which previous By-law schedule is presently
in effect, Mr. Rowe having not been aware of the amendments of By-law
No. 1031;
Livingston~ Myers & Cockburn advising that By-law No. 1219/80 had received
two readings;
Ontario Municipal Board advising that Hearing for By-law No. 1213/80 will be
scheduled on receipt of the necessary affadavits proving service of the
By-law;
Reid & Associates advisin~ of approval in principle regarding a proposed
By-law to rezone part of Lot 20, Concession 11 to permit development of a proposed

Township Planning Consultant Ron Watkin (Ainley & Associates) was present
to review with Council the objections to By-law No. 1213/80, and the manner
in which they are proposed as being responded to by Council. Reference
was made to the draft letters of response and objection summary sheets which
were distributed to members of Council for consideration previously.
On motion of Swainson and Sanderson, that letters of response in regard to
objections to By-law No. 1213/80 be forwarded as drafted. Planning Administrator
and Clerk to prepare and forward the necessary affadavits, materials and
application fee to the Ontario Municipal Board following a 14 day period from
the date of mailing of the response letters, to permit any withdrawals of
objections to be received.
Clerk presented By-law No. 1219/80 which had received first and second reading
at a meeting held on November 3, 1980 and tabled for third reading. Clerk
reported that the Township Solicitor had been contacted as instructed with
respect to several concerns of Council, namely unit levies on basis similar
to lot levies, fire protection requirements, etc.
Township Solicitor had advised that there is no apparent authority for unit
levies - since no services being provided by the Township. Fire protection
requirements under jurisdiction of Fire Marshall's Office and plans would
have to be approved by that office - this to be covered in Developer's
Agreement. Developer's Agreement difficult to prepare until By-law to
rezone has been passed. Mr. John Cockburn of Horeseshoe Valley Ltd.
was present before Council during the consideration of the By-law.
Accordingly, Council after further consideration of the Solicitors comments
and clarification, and presentation of a letter from Mr. Cockburn as an
explanation of fire protection, passed the following resolution:
On motion of Smith and Sanderson that resolution passed at the meeting
held on November 3, 1980 giving a second reading to By-law No. 1219/80
be amended by deleting the words after "reading" at end of the second line
and read - "On motion of Sanderson and Smith By-law No. 1219/80 read a first
time be read a second time and tabled and be re-presented for third reading".
Following this resolution By-law No. 1219/80 was brought in for consideration
of third reading.
On motion of Swainson and Smith By-law No. 1219/80 read a second time be
read a third time.
On motion of Sanderson and Smith, By-law No. 1219/80 now read a third time, do
pass, be engrossed by the Clerk, signed and sealed by the Reeve and Clerk
to have sufficient copies prepared for circulation as required under
O. Reg. 597/79. Clerk and Planning Administrator be authorized to carry out
the necessary circulation under Section 35(24).

Presented copy of letter from Lynn Boyt, Shanty Bay Community on behalf of
Shanty Bay Ratepayers Group and Shanty Bay Very Interested Parents Group
and with the support of the Simcoe County Board of Education and Township
of Oro, to Gordon E. Smith, M.P.P. with regard to the difficulties that have
been encountered in having the speed limit reduced on the Shanty Bay (Ridge)
Road, County Road No. 20, because of Highway Traffic Act criteria. Letter
is an appeal for assistance to have sPeed limit reduced through the hamlet
of Shanty Bay, especially in the immediate area of the school.

the Ontario Energy Board, copies of the application, notice of
application and procedural order pertaining to the matter of application
by Consumer's Gas Company now pending before the Ontario Energy Board

376-1-2(a) orders that the time prescribed in Regulation 627 for the filing
of answers to the interim rate application be abridged to 9:00 a.m. on
November 14, 1980 according to order issued on November 4, 1980.

Presented letter from IBM Canada forwarding copy of a form required by the
Regional Assessment Office authorizing "Queen's Park" to create an assessment
tape for the Municipality which is to be completed and forwarded to the

Presented letter from Ministry of Intergovernmental Affairs on the subject
of "International Year of Disabled Persons". Letter outlines the programs
scheduled by the Provincial Ministries for 1981 and suggesting that many
of the programs may be helpful to Municipalities, either in complementing
own plans or in providing assistance.
On motion of Sanderson and Smith, letter be filed for reference should
application in this regard be given consideration or proposal entertained
to participate in any of the programs.
Presented letter from ROMA being notice of Annual Conference to be held
February 8th to February 11th, 1981. Enclosed are applications for
accommodations to be completed at earliest convenience. Registration fees
per delegate are $75.00.
On motion of Swainson and Smith, notice of Annual Conference and application
for accommodations be received and referred to the 1981 Council for completion
and return.
Presented from Ministry of Revenue, Assessment Information Bulletin - subject:
Assessment Data Services Improvement.
Effective immediately - Census reports to be produced same as in 1978
and in addition census reports showing population by electorial wards and
polls will be provided as requested;
- School support list will be prepared in a format similar to that used
in 1978;
For 1981 - Assessment Roll will be printed on same form and will contain
the same basic information as in 1978.
On motion of Swainson and Sanderson, Information Bulletin'as presented be
filed for reference as required and Clerk to obtain reports available
that will assist in any way with administrative work.
Presented letter from Ross Bertram commending Council and Road Department
for the improvement at intersection of Line 5 and Ridge Road. Also
offering his services as Member of Oro Planning Board.
On motion of Smith and Sanderson letter of appreciation be received and be
represented to 1981 Council with respect to the offering of his time to
serve on Planning Board. Also copy of the letter be referred to Roads
Department with respect to the first part of the letter.
Presented letters of approval from the ~1in;stry of Transportation and
Communications for snow removal equipment as accepted by Council from
Morris Shelswell at $32.00 per hour while operating and stand-by from
December 15th, 1980 to March 15th, 1981 and Gordon Roehner - $32.00 per
hour for snow removal and $18.00 per hour while sanding and Jim Kenny
$18.00 per hour.
On motion of Smith and Swainson, MTC. letter approving Council's action in
accepting tenders of Morris Shelswell, Gordon Roehner and Jim Kenny
for additional snow removal equipment accepted as satisfactory.
Fred Haughton was present before Council to discuss road matters and
presented his report for work done during the first two weeks of
November - ending November 15th, 1980.

Presented quotations for the installation of hydro service to the salt shed
on part Lot 16, Concession 14, property leased from the Ministry of

On motion of Sanderson and Smith that the quotation of Hastings Electric
(Oro) Ltd. be accepted for the quoted amount of $790.00 plus the Hydro
Inspection Fee, work to include all items in quotation of November 17, 1980.
Clerk advised that as instructed at the meeting of Oro Council held on
November 3, 1980 the draft By-law to establish Employment Benefits and
an Income Protection Plan had been reviewed and revised and now presented
for Council's consideration and action.
After review and consideration the following action was taken by Council:
On motion of Sanderson and Smith a By-law to Establish Employment Benefits
and an Income Protection Plan, and replacing By-law No. 963, was introduced
and numbered as By-law No. 1220/80 and read a first time.
On motion of Swainson and Sanderson, By-law No. 1220/80 read a first time
be read a second time.
On motion of Smith and Swainson, By-law No. 1220/80 read a second time,
be read a third time.

On motion of Smith and Sanderson that Treasurer be authorized to issue cheques
to each Volunteer Fireman according to the allocations provided by each
District Chief.
On motion of Smith and Swainson, that Council authorize that the Clerk be
paid for two weeks holidays and take one week in 1980 and carry one week
over for 1981.
Clerk advised that the Engineer for Quadrant Developments had telephoned to
advise that the entrance culvert into Hawkestone Park will be installed by
Morris Shelswell subject to Council absorbing 50% of the cost as previously
indicated.
On motion of Swainson and Sanderson that Oro Council are in agreement to
pay 50% of the cost of the installation of the entrance culvert into the
road in Quadrant Development Plan M-157 into Hawkestone Park, provided
that Quadrant Development install same and bill the Township for 50% of
the quoted cost of $330.00, being $165.00 for the 20' x 15" culvert.

On motion of Swainson and Smith that a letter be forwarded to the Simcoeside
Ratepayers Association advising that Council of the Township of Oro did
authorize the Association to clear the four lots on Plan 1488, dedicated as
Park Lands, in a suitable manner, to allow playground equipment and/or ball
diamond, etc. as needed. And, that the Association be authorized to charge
for the wood under terms set by the Association and that these funds are to
be used for the said park equipment.
On motion of Smith and Sanderson, that a letter be forwarded to Lorraine Lucas
expressing Council's appreciation for her services and volunteer work put
into the swimming class program over the years.
Councillor Gail Swainson requested Council to consider a recount for two
candidates, Gail Swainson and Stan Vousden. Also presented a letter of
concern from Gary & Sheila Litster expressing their concern of closeness
of vote and requesting Council give consideration of a recount.
On motion of Smith and Sanderson, Council after consulting with the Township
Solicitor, are of the opinion that Council do not have available sufficient
reasons to request a recount. Reeve Campbell called for a recorded vote.
