10 27 1980 Public Minutes I.. . . . ~ TOWNHALL - OCTOBER 27,1980 PUBLIC MEETING TO PRESENT ACTIVITIES OF THE YEAR Clerk called the meeting to order at 8:00 p.m. and advised that the meeting had been advertised in the Barrie Examiner and Orillia Packet on October 17th and October 23rd. Clerk then called the meeting to appoint a Chairman for the meeting. It was moved by Reeve H. Campbell and seconded by A. McLean that Clerk H. Neufeld be Chairman for the meeting. The Chairman thanked the meeting for the privilege to chair the meeting for another year. Welcomed all present and as in previous years related attendance for the past 8 years: 1972 - 103 1976 - 134 1973 - 38 1977 - 23 1974 - 132 1978 - 128 1975 - 39 1979 - 43 It woul d a~pear that approximately 143 are present this evening. The Chairman next outlined the procedure for the meeting and called upon the Reeve and members of Council, Chairman of Oro Planning Board and representatives of the Simcoe County Board of Education, Ward 8, for reports of activities in 1980. Zoning Elf-Law circulated ~d in_pr9cess of preparation for forwarding to O.M.B. - Interim Tax Billinginitiated in 1980. - requested assessment equalization under Section 86 of the Assessment Act. - favour of asses$ment açt equalization @ 1975 values - recreation - renovations to arena playground equipment at Oro Memorial Park - during four years as reeve, have endeavoured to have good relationship with adjoining cities, Barrie and Orillia - on Airport Committee. -. - Horseshoe Valley planning large addition to facilities - one of Oro's biggest developments and éllways a good oné . - library user fee establishedin'1980 - after government grant and $5.00 user fee, still costs theTwp. $16.00 - County level - Museum and Archives. Committee change of directors in 1980 - 1st director onlY remélin~dshortp~riodwill again be replaced with new director - Planning Committee - difficult committee, many frustrations - 1981 new committee set up of Council County - first time in 28..years not filed nomination papers - said four years ago would serve_for four years served on School Board & Council during this period - - thank the people of Oro for opportunity to serve - also thank my wife for her êupport over the years - future looks bright for Oro - problems will remain - would be honoured to serve the Township in some capacity . Deputy Reeve- Allan McLean - welcome all and indicated it was nice to see the show of good attendance - thanked Reeve Campbell for his kind workds - thanked Reeve for his leadership oyer past four years - thanked people of Oro for the opportunity of representation at County level and serving as Warden of the County - of the Oro Council meetings in 1980, only missed 3 - thanked council for their support to enable me to apply more time to duties of Warden of Simcoe County - Fire Dept. in 1980 - losses down full report on file - Fire budget - $81,000.00 including new tanker truck - difference between compensation and normål pay - paid to volunteer firemen - County member reduced'for 1981 - 44'members - Oro will not have Deputy Reeve in 1981 at County level - requirement of 7500, restructuring taking place - on Finance Committee, now will elect Chairman of each Committee and past Warden or Executive Committee - noted as tough Warden on employees but don't feel I have been - only of the opinion that employees in larger organization fulfill their duties as required - County Archives - officially taken over by County - County Museum is an excellent Museum will be hiring new Director as Reeve has indicated - general experience of most benefit Councillor - Clarence Smith . - welcomed all present - presented report of Road Committee and expenditure to September 30,1980 - outlined total expenditures for gravel, patching of hard top, loose top and dust control PAGE 3 TOWN HALL PUBLIC MEETING - OCTOBER 27, 1980 Cont'd . - .. - more calcium used compared to.pI'ime and sandin 1980 - more washol,lt!;3 this spring. due to heavy rains, more than other years - purchased new. loader gIld backboe and_new half ton truck for Road Supt. - new Road Supt. - Freq. Gplf Course Rd, Edgar - Line 12 and Bass Lake, also 36 - 37 side road,- oiled most roads north of Barrie Rd. - 15/16 Sideroaq. - Ministry authorized supplementary grant for this road - intersection of 13th and Ridge Road improved - also Line 5 at Ridge Rd. - as Deputy Reeve has advised_County will assume two overpasses, Line 7 and 11 - have made preparationq to lease Highway salt storage shed - new well at Machine Shed because of salt contamination - old well filled with sand, apparantly was ê3. parti~lcal,lse of this problem - road from 7th line to ~ownshipOffice through Caribou Motel property - Building Committee - gave report of same - Airport Committee - report on meetings Councillor - Gail Swainson . - thank you for coriling out this evening - three committees, Park, Arena, & Animal Control - receipts of dog control - Parks total $1700.00 except Oro Memorial Park - Oro Memorial Park expenditure $13,555.00, receipts $4,920 - average $1.25 per person - propose to apply for grant for Hawkestone Park - playground equipment in Park erected in 1980' - Arena renovations under 5ummer Works Program, hiring of summer help - hard work of Volunteers - A. Bolechowsky and Board members - C.O.R.A. group, Simcoe side Ratepayers, attended their meetings Councillor - Charlie K. Sanderson - thanked all present for interest in coming out - REport on W.D.S. - in spring made arrangements for purchase of different equipment - cost of maintaining all equipment at the site - replaced original buldozer with front end track loader which proved to be costly and replaced it with front end loader from Roads Department - Road Dept. - last winter easy on snow plowing - only saving on fuel and repairs - spring breakup absorbed far more than money saved on snowplowing - Fred Haughton has more than come up to his expectations and doing a super job - playground equipment extensively used at Oro Memorial Park - Arena, Roller Skating - started with Federal Grant which covered the roller skatir - Debenture on Arena paid off in 1980 - Royal Victoria Hospital Board for past four years - served on Finance and Management Committee - outlined future proposals for the Hospital - medical records requiring additional space Emergency up in handling of patients . M.P.P. and received additional grants to offset rural municipalities. - Oro through this had the increase reduced to 11% - gave comparison with York County which was able to budget for reserve funds S.C.B.E. had to deplete ref?erve toallow reduction in levy of budget - hope to proceed with addition toW.R. Best School - rural members feel it unjust when large urban areas are able to construct schools with all facilities and yet small rural schools have difficulty of being able to add any additional facilities - change of administration offices - now. field office out through the County - Special Education ever increasing need 19 extra teachers hired in 1980 - Bill presently before Legislature could create a problem for School Board and teachers - outlined curriculum used and_revisions - pupil/teacher ratio" 21:4 Elementary Level 18.1 17:3 Secondary level 16 average 29 - used principals as co-ordinators - French Language School - Board's position 2 years ago Board had requested separate unit in Penetang - Board initiated extensive study - Board did not support separate building but did agree to contract addition - If Ministry saw fit to build one, S.C.B.E. would co-operate - Last April met with board and Ministry, Ministry to pay 95% of $500,000 and S.C.B.E. to pay 5% which equals $475,000 and 25,000 respectivley . Following the presentation of activities for the year, the meeting was opened for questions from the floor. Question: Dave Williams - 15/16 sideroad received additional supplementary money when can it be expected that Lakeshore Road will be totally improved? Answer: Mr. Smith: Programmed for, but will likely not be in one year, estimated cost $60,000. Question: Bill O'Brien - 5th line, some improvement when will 5th line be paved . Answer: Mr. McLean - Never indicated special grant to be received, improvements proposed over period. Bruce McLean asked question of Mr. Smith regarding roads which was responded to. There being no further questions , called for a five minute recess after which candidates will be given opportunity to speak. . . . Pg. 5 PUBLIC MEETING (Cont'd) OCTOBER 27, 1980 After a ten minutes recess following the question period, call candidates were requested to come to the platform and the meeting was again called to order at 10:00 p.m. The Chairman advised that all candidates would be heard from and the new candidates would get the first opportunity in most instances since the candidates would be called in alphabetical order for the office for which an election is to be held, namely Deputy Reeve, Council followed by Public School Board and Separate School Board Trustees nominated. Each candidate will be given a maximum of 10 minutes preferably 5 minutes and will again have an opportunity to come back for an additional 5 minutes if desired. "Bud" John Hagen Thelma Hal facre Gail Swainson John Vokes Stan Vousden Arbour Stephen Davie - customary introduction - 4 years ago listened to candidates - same questions, same issues, - immigrated from Vespra - several reasons to run for Council, friends & neighbours encouraged me to run - roads - most case justifiable, Shanty Bay children walk to school on roads - if elected proposed to have sidewalks provided - no deaf ear to public - Waterfront roads in poor repair - comprehensive long term road improvement plan - Oro Station Residents with a top sign - if elected, will get stop sign' - Edgar & Rugby like to slow down traffic, access to signs - Council approved Section 86, should have been election question - Oro Park - Provincial Park Act to get $15,000.00 grant - cannot restrict to Oro resi dents only - woul d like to see thi s revi ewed - can receive grant for summer help - sub-summer help - O.M.B. Hearing to express point of view - Airport - ratepayers no voice - attitude toward Airport- ask City of Barrie what they do for Oro Charlie Sanderson - honour and privilege for 8~ years and to have Warden from Oro - past year have acted on Planning Board and Roads . . . pg.6 PUBLIC MEETING (Cont'd) OCTOBER 27,1980 - if elected, like to see 5 year road program - same as the people - get misled on roads - MTC direct road program - Lakeshore Road, would like to see it updated - paving 1 mile of road costs approximately $30,000.00 - pressing for flyover at the 9th - if elected as Deputy Reeve serve to the best of my ability Cl arence Smith - Oro Planning Board for 6 years before Council - Chairman for 5 years - on Council for 4 years - have learned a fair bit with the experience, tried to get the sp~.ed limit decresedin Shanty Bay - met with interested parents - go to the Member of Parliament in this regard with endeavour to fight for sidewalk and crosswalk at School - so far not able to convince Barrie Suburban Road Commission - if elected, will strive to notify public of any Airport proposals - pleased to be on Council for four years - establishing a good staff to work with Bud Arbour - introduced himself - Veteran1s Land Act - Farm Credit - Council should respect the people - decisions of majority - What you think is good for you and the Township - decisions of Council have been detrimental to welfare of all Council - latest decision, Council voted to use Oro to allow Assessors to attempt to bring in Market Value Assessment - owned land in Innisfil - 740 appeals - assessment lost before Assessment Revi ew Courts - therefore more appeals to Judge - promised the Twp. of Oro this will not happen - thinks Council was very hasty to move to Section 86 - one of the effects even if equitable - 1 or 2 Twp. at a time - throws budget of School Board all out of kilter - assessment will be altered - reassessment - all at one time by Province could only be successful - worked for Federal Government - know what questions to ask - have been told this cannot be rescinded - not against principle of re-assessment - not adlibbing but do not follow text - severances are not preserving Agricultural land - give farmer a fair deal he will preserve farmland - 1946 - 1978 assisted farmers John Hagen - running for Office of Council - completing term on Carden Township - past 2 years have gained experience and now have the background to serve on Council - if elected, the knowledge and experience will help me to help you. Thelma Halfacre - 12 years permanent resident - 3 years?Ðro Planning Board . . . Pg. 7 PUBLIC MEETING (Cont'd) OCTOBER 27,1980 - not a public speaker - better on one to one basis - have good neighbours, Barrie and Orillia - grateful for services provided by them - certainly have problems - try to resolve - my rights end where my neighbours being - interest solely people of the Township - drainage and roads cry out for attention - although restraint program Gail Swainson - serve on Council past 2 years - make no promises - 2 years have shown areas which are weak - new program levels - this year can be and will be improved - development of comprehensive road maintenance program - proper work and proper time - farm land and heritage land important - general interest in farming important to all of us - live in Township and travel same roads - please call me on your concerns John Vokes - live in 14th Concession - living permanent last 10 years - work for Bell Telephone - retiring next 2 years - about 7 years ago offered my services to Council - served on Oro Planning Board and Committee of Adjustment - one of the believers in Lakeshore Study - Province tells us what to do - like to continue to serve - Twp. has a road problem - ask for your support Stan Vousden - resident for 3 years on 6th Line - 50 years old - retired Police Officer for Toronto - asking for your support - open mind Simcoe County Board of Education Candidates: Lloyd Fletcher A. Judith (Judy) Watson Lloyd Fletcher - served as Trustee for past 10 years - if elected again, work on improving rural smaller schools - support liason committee with County Council and cities of Barrie and Orillia - areas different to non-urban type municipalities - continue to work towards better relationship with staff and community in genera 1 - served on all committees - 2 years Vice Chairman, 2 years Chairman - if given honour to represent you, will again work if you see fit to elect me again . . . PUBLIC MEETING (Cont'd) OCTOBER 27, 1980 pg. a Judy Watson - I must say one of the most civilized Townships with respect to politics - live in Craighurst - in Vespra Township - Ward 8 - 2 Townships - serve all the good people of the 2 Townships - Lloyd Fletcher is a good man and has been a good representative - my father served on Local Board - my mother served on School Board - as a child heard all about school problems and buildings - heard when District School Board was amalgamated - large Boards - equality of education - red school house - teachers not always good - still teachers not quite good enough - talk about back to basics - have more self confidence - get closer to teachers - wrong to have accepted ratio of 16.1 and 18.1 - generally speaking for high school teachers - in reverse - experts say more children in primary than in secondary - what is school mandate - what is teacher mandate Ward 6 - Simcoe County Roman Catholic Separate School: Anne L. Murphy Lou Freundorfer North Ward - Separate School Trustee Marcel Bruneau Frank J. Esson Lawrence F. Petrie Paul H. Tremblay Simcoe County Board of Education: Frank Esson - Principal - Monsignor Lee School - no enrollment problem at present - 40% of Separate $10.00 goes to secondary school - know my students' Questions from the Floor: Tom Kinn: - question to Mr. Arbour - What are we getting into with Section 86? Mr. Arbour - Market Value Assessment as of 1975 - Council must request that Section 86 be implemented Bill O'Brien: question to Councillor Smith or any Councillor on Section 86 Gail Swainson reply: most households since 1970 over assessed - may not be popular- but most equal Mr. Fletcher - wanted to reply to Judy Watson - comments on Red Brick School - PTR largest in Province Deputy Reeve McLean - spoke last and thanked the people for his acclamation as Reeve.
