Council met pursuant to adjournment with all members present.
Reeve Howard A.Campbell in the chair.
The minutes of the last regular meeting were on motion of Sanderson
and McLean confirmed as printed and received and corrected.

Presented copies of letters forwarded as instructed at the last
regular meeting to:
R.F. Carney, P.Eng., District Engineer - copy of letter requesting
approval of contract to load, haul and apply pit-run gravel;
Barrie Suburban Road Committee (Secretary), forwarding petition from
residents of Oro Station requesting three-way stop at intersection
of County Road 20 and 27;
Clerk-Administrator, Township of Vespra - forwarding Oro Council's
endorsation of resolution of the Township of Vespra with respect to
control of motorcycles and other terrain vehicles on private property
and reforestration;
Mr. C.C. Holmes re: drainage complaint Lots 10 & 11, Plan 653, following
inspection of site by Committee of Council;
Norman E. Shelswell re: Letter of Credit of Norshell Developments for

Lynda Bonney re: Memorial Park regarding Council's action with respect
to complaints received;

received about repairs to vehicles and disturbance after reasonable hours;
Vincent Racco - further letter with respect to continuing of keeping of

Committee of Council met at 4:15 p.m. to consider quotations received
for construction of a well at the Township Machine Shed, Lot 15, Conc. 8
which were to be received by noon of this date, as called for in letter
of August 21, 1980. This meeting being in accordance with direction
of full Council at regular meeting of August 26, 1980.

After consideration of same the Committee recommended that the quotation
of Knelson Water Wells Limited be accepted subject to the well screen
being included in total price of $2,300.00. Clerk to contact Wayne Knelson
later in the evening and advise Reeve and Chairman of the Road Committee
Cl a ren ce Smith.
Wayne Knelson was contacted in the evening of August 29th by the Clerk and
he verbally assured that any of his quotations of a finished well included
standard 3 foot well screen. He also advised that he would give
consideration to reduction of per foot drilling at $18.00 under the 100 feet,
subject to well being finished in 2 - 4 days, but not if drilling took
2 - 3 weeks.
As directed by Committee, subject to verification of well screen included
in total price, Knelson Water Wells was advised that he could commence
work Tuesday morning, September 2, 1980, and that formal acceptance
would be confirmed by resolution of Council at their next regular meeting
to be held on September 8, 1980. Councillor Smith gave further report
on progress of the well now finished.

The recommendation of Committee of Council, as presented, be on motion of
Sanderson and Swainson accepted and it is confirmed that the quotation of
Knelson Water Wells Ltd. to construct a finished 6~" x 100 foot well at
$2,300.00 be accepted. Total price to include standard 31 well screen,
drill shoe, well seal and test pumping. Additional footage over 100 feet
if required, to be at $18.00 per foot drilled. And further that
consideration is to be given by Knelson Water Wells Ltd. to reduce the
drilling cost by $18.00 per foot for footage under 100 feet to a minimum
well depth, acceptance of quotation to be subject to the approval of the
Ministry of Transportation and Communications. And further, that all
contractors who gave quotations to be formally advised.
On motion of McLean and Sanderson that the water pump and system be installed
as soon as possible, the pump from the old well be pulled and be
completely checked and serviced if found suitable, other wise a new pump
be purchased and installed. The pipe and electrical line to be connected
to present line at the old well. And further, that Councillor Smith be
authorized to see that this work is carried out.
The matter of establishing a policy for repayment of loans under the
Ontario Home Renewal Program was considered by Council and the following
action was taken.

On motion of McLean and Smith that the Township set a policy for the repayment
of OHRP loans on the basis that any loan of $4,000.00 and under be repaid
in 5 years and any amount over that amount be repayable in 10 years.
Mrs. Lois Crawford was present before Council at 11:00 a.m. with respect
to application ,for Ontario Home Renewal Program (OHRP). She outlined
what she felt were problems in obtaining the loan and processing of same by the
Loan Administrative Officer George Roberts. After Mrs. Crawford made
her presentation in this regard the Reeve asked George Roberts to present
his reasons for arriving at the process, which he did, and supported his
action by presenting Council with percentage and repayment scale on the
amount of her loan for a period of 3 years to 20 years.

On motion of Swainson and Sanderson that the matter of loan security
on the OHRP loans be by way of "lien on property" and not by way of
promissory note.
Chief Building Official, James Shellswell was present at 11:30 a.m. to
present his report on building permits issued and other building matters.
Building report for month of August 1980.
There were 16 building permits and 6 plumbing permits issued with a

On motion of Smith and McLean report as presented accepted as satisfactory.
Mr. Stuart N. Keyes was present before Council at 11:45 a.m. to present
several matters to Council.
Firstly a report on Quadrant Developments Ltd. (PlanM-157). The only
difficulty with Engineers for the Developer was the matter on drain in
floor of pump house. Council agreed that a drain should be installed
in the floor of the pump house. Secondly a report on Norshell Developments
Plan M-147 - one culvert badly in need of cleaning out and several
other culverts needing cleaning.
Several other items were discussed with Council.
Road Supt. Haughton presented his report for the work done on Township
Roads during the month of August and Vouchers 8 and 8A in support of same.
On motion of Sanderson and Smith report of Road Supt. as presented be
accepted and Treasurer authorized to issue cheques in payment of same to
a total of $81,183.10.
On motion of Smith and Swainson that tenders be called for to supply, haul
and stockpile approximately 5700 tons (approximately 3800 cubic yards)
of sand for the 1980-81 season and to remix approximately up to 1500 ton
(1,000 cubic yards) of sand. Prices to be quoted both for flat rate
per ton and cubic yard.
Presented written quotations for prices on 12 michelin radial truck tires
and 6 michelin radial grader tires as requested by the Township Road Supt.
and authorized by Council at the regular meeting of August 29, 1980

After consideration of all quotations, the following action was taken:
On motion of Swainson and Sanderson, that the quotation of Green and
Ross Tire Co. Ltd. (Quote nAn) to supply 12 michelin radial truck tires
and 6 michelin radial grader tires, according to quotation dated
August 28, 1980 be accepted, subject to the approval of the Ministry
of Transportation and Communications. And Clerk to advise Green and
Ross accordingly and forward letters of appreciation to all other firms
submitting written quotations.
The Planning Administrator was present at 2:00 p.m. to review planning
and development matters. The following was presented:
Oro Township Committee of Adjustment, Notices of Hearing, Submission No.ls
B18/80- Forster, B19/80 - Lock, B20/80 - Glendenning Farms and
A7/80 - Coward.
On motion of Sanderson and Smith that correspondence as presented be placed
on file.

Presented letter from Ministry of Housing advising that draft approval of
proposed Subdivision 43T-25103 (Hastings, Lot 20, Conc. 5) will lapse
on November 18, 1980 (original draft approval Feb. 18, 1975).
On motion of Sanderson and Smith that copy of letter be received and placed
on file until formal application for renewal is received from Developer
Mr. Hastings or Consultant, Skelton, Brumwell & Associates..
The Planning Administrator advised that the Waterfront Zoning By-law was
presently in circulation, and that the appeal period would expire on
September 22, 1980. To date a number of inquiries and requests for
clarification have been responded to. Written submissions as received
will be presented collectively, together with a report and comment from
the Township's Planning Consultants following the expiry of the mandatory
appeal period. Also advised that applications for conversion certificates
and re-zoning were in preparation, and once found acceptable by the
Townshipls Planning Consultants would be made available for distribution.
It is anticipated that distribution would commence on or about October 1st,
following the expiry of the appeal period for By-law No. 1213/80.
On motion of Swainson and Sanderson, report of the Planning Administrator
be found satisfactory.

Presented letter from D. S. White, Solicitor with reference to Township
of Oro purchase from Newson land for the improvement to 15/16 Side Road, advising
that search of title revealed that the property in question is subject to
lease in favour of Ontario Plowmen's Association from September 1, 1981 to

Power Commission for transmission line running parallel to the road
allowance between 15/16 Sideroad. Letter requests that the Township
advise if it is prepared to accept title to the said lands subject
to the described easement and lease.
On motion of Smith and Sanderson that the Township of Oro is prepared
to accept title to the lands to be purchased from Roy Newson for
improvement to 15/16 Side Road subject to lease in favour of Ontario
Plowmen's Association from September 1, 1981 to October 7, 1981 and
subject to easement in favour of Ontario Hydro Electric Power Commission
for the transmission line running parallel to Road Allowance between
15/16 Side Road.
Presented letter from D.S. White with respect to Big Cedar Parks forwarding
copy of Development Agreement which has been executed by Big Cedar Parks Ltd.
On motion of Sanderson and Swainson that the Development Agreement as
executed by Big Cedar Parks Ltd. be tabled until next regular meeting.

Presented letter from Ministry of Agriculture and Food, Live Stock Branch
with respect to report of a Committee of the Ontario Sheep Association.
The Association has attempted to set out guidelines for Municipal Valuers
in respect to the Dog Licencing and Livestock and Poultry Protection Act.
Letter requests that the Council review these recommendations and provide
same to the Township Valuers. Letter further advises that the Ministry would
support the recommendation.
On motion of Smith and Swainson letter and copy of recommendations be
received and Clerk to forward copy of same to Township Live Stock Valuers
for their information and comments.
Presented registered letter from Guy. L. Maurice, Chairman, Committee
appointed to review the number of Trustees to be elected by Separate
School Supporters. The Committee being appointed in accordance with Section
110 of the Separate School Act. The report shows that Ward 6, consisting
of Townships of Matchedash, Orillia, Oro, Medonte, Mara, Rama, Morrison
and Village of Cold water having a total asse~nt of $31,976,910.00 are entitled
to 1 board member. Total membership for Simcoe County Roman Catholic
School Board being 16.

On motion of Sanderson and Smith, registered letter setting number of
members for Separate School Board be received and Clerk to act accordingly
for election purposes.
Presented registered letter from Deputy Director of Titles with respect
to application to Land Titles as applied for by Solicitor for Horseshoe
Valley Limited for certain lands in the Township of Oro composed of parts
of Lots 1 and 2 in Concession 3, designated as Part 1 on the attached plan
of survey dated May 18, 1979 signed by John Poltage, O.L.S. The notice being
served upon the Township because of its jurisdiction and control of lands
adjacent to the east and west of the lands under application.

Presented letter from the Royal Canadian Legion, Barrie (Ontario No. 174)
Branch, with respect to 1980 Poppy Campaign and price of wreath for memorial

On motion of Smith and Sanderson letter be received and one No. 20 wreath
be purchased for the Townshi p of Oro.
Sandra Hill was present before Council at 3:30 p.m. as previously arranged
on the Agenda, with respect to application for a loan under the Ontario
Home Renewal Program for drilling a well on the property as well as some
repairs to the home.
Prior to the motion Councillor Swainson declared a conflict of interest.
On motion of Sanderson and Smith that the Township consider wells where
necessary, for an adequate potable water supply under the Ontario Home
Renewal Program.

Clerk presented a draft form which could be used for 1981 Dog Licence
and explained uses such form could accomplish to save time and produce
a more simplified system of filing for records.
On motion of McLean and Swainson, that the proposed form for Dog Licences
be accepted as satisfactory and that Clerk be authorized to have
the forms prepared and printed for use in 1981.
Presented letter from Simcoeside Ratepayers Association to Councillor
Swainson and Chairman of the Park Committee requesting permission to
clear the four lots on Plan 1488 being the park lands for the Plan of
Subdivision.
Also presented letter from the same Association to Councillor Clarence
Smith as Chairman of the Road Committee with respect to posts for
street signs.
On motion of Smith and McLean that a meeting be arranged for Committee of
Council to meet with representatives of the Simcoeside Ratepayers
Association to consider requests of both letters.
Reeve Campbell reported on attending the South Lake Simcoe Conservation
Authority Valley Land Management meeting, held on September 4, 1980.
Reeve Campbell also reported that Committee of Council had visited the
Twin Lakes Arena, Orillia, Coldwater Arena and Elmvale Arena to look
at the seating arrangements and types of structures for same.
On motion of McLean and Smith adjourn to meet again on Monday,
September 22, 1980 at 9:30 a.m.
