NINETEENTH MEETING
Council met this morning at 9:30 a.m. pursuant to adjournment, with
all members present.
Reeve Howard A. Campbell in the chair.
The minutes of the last regular meeting and Special Meeting of August 14th
were on motion of Sanderson and Swainson, confirmed as printed and
recei ved.
Presented copies of letters forwarded as instructed at the last regular
and special meetings, as follows:

dates for meetings in September;
Ministry of Transportation & Communication requesting reconsideration
of fee for lease of salt sheds;
Bass lake (Orillia-Oro) Ratepayers Association re: illumination of
junction of Highway #12 and County Rd. 22 (Prices Corners) forwarding
copy of letter from MTC regarding request for a light at this intersection;

been accepted and copy of letter to Crawford Heating advising of same;

On motion of McLean and Sanderson copies of letters as presented and forwarded
accepted as satisfactory and same be placed on file.
On motion of Swainson and McLean that Mr. Vincent Racco be forwarded a further
letter advising that should he again carry out the practice of keeping chickens
in the spring of 1981 the Township would have no alternative but to carry
out the necessary actions according to By-law No. 1102.

On motion of Swainson and Sanderson, correspondence, communications, etc.
as presented be received and placed on file.
Presented letter from Millie Rothman, in response to Township letter of
July 22, 1980 advising of contravention of Township By-laws should an alleged
commercial business be carried out from Lot 97, Plan M-9, following an
advertisement which appeared in local newspapers, advertising "Sugar Bush
Hot Tubs". Letter advising that no commercial sales are carried out from
the resort residence in Sugar Bush and that their manufacturing plant is
in Barrie, from which all sales are made that are not made at the buyers
home after visiting same and recommending a suitable site.
On motion of McLean and Swainson, letter be received and copy of same
be forwarded to Robert Boyko, D.D.S., M.Sc.D. who had sent a letter of
complaint to the Township.
Presented letter from Don J. Crawford, Solicitor for Nelson R. Robertson,
enclsoing original copy of By-law No. 1215/80 which was duly registered
at the Registry Office, Barrie on the 31st day of July, 1980, as
instrument no. 711958. Also duplicate registered copy of deed from Township
of Oro to Nelson R. Robertson convering conveyance of Part 3, Plan 51R-9476
and Part 1, Plan 51R-9618.
On motion of Sanderson and McLean, letter and copy of By-law No. 1215/80
registered as Instrument No. 711958 and copy of registered deed be received
and placed on file for future reference.
Presented letter from B. S. Onyschuk, Q.C. Solicitor for Quadrant Developments
(Cedarbrook Estates) in reply to Township letters of June 18th and July 14th, with
respect to culvert on south side of Cedarbrook Crescent and culvert adjacent
to creek, on proposed walkway across creek. Letter advises that the culvert
on the south isde of Cedarbrook Crescent was not a requirement in the
Subdivision Agreement and the open culvert was a requirement by the Township
Engineer.
On motion of Sanderson and Swainson, since it would appear that this was an
oversight on the part of the Township Engineer, the Township would be prepared
to install the necessary culvert for the entrance to the Park, subject to
Quadrant Developments paying 50% of the cost of same.
Presented letter from Paul Gleason, Reid and Associates Ltd. with respect to
completion of hook~up of second well at Shanty Bay advising that on June 20, 1980
he had met with Mr. R. Hastings and Mr. Ron Young and inspected the completed
installation and further that since Mr. George Snider was not present and for
that reason the pump had not been run. Letter also enclosed a further account
for services to an amount of $72.88 which with the previous account of $1,763.20
totals $1,836.08 now outstanding to Reid and Associates Ltd. Clerk advised that
on August 15, 1980 a further telephone call had been received from Reid and
Associates Ltd. enquiring as to why the account has not been paid and after
reference to Township letter of May 23, 1980 Engineers advised that all efforts
would again be made to have everyone required present with Mr. Snider to have
the pump in operation. Also letter from Reid and Associates Ltd. dated
August 20, 1980 advising that on August 20, 1980, Mr. Paul Gleason had met
Ron Young and George Snider and the pump for the second well was put into
operation and further that samples of water must be taken, analyzed and proven

safe before the well can be used as outlined in the approval. Ron Young
had indicated that he would be making arrangements with the Ministry for
the necessary samples.
On motion of Sanderson and McLean that the account of Reid and Associates Ltd.
be paid to a total amount of $1,836.08 as received.
Presented copy of letter to Shanty Bay Community Centre Committee with copies
to MilesAllison, Architect, Ron Sclater, Reeve and Clerk outlining deficiencies
in building, also copy of letter from Miles Allison, Architect to contractor
for the construction of the Community and School Centre, requesting that the
deficiencies be remedied as soon as possible.
On motion of Swainson and Sanderson, copies of letters be filed for reference
and Clerk to follow up the matter in order to complete the application for grant
once all certificates are received.
Represented letter from Edith M. Blake, President, Indian Park Association with
respect to Sugar Bush subdivision roads, forwarding list of problems on
roads in Plans M-30 and M-31, along with request for "stop sign" at
intersection of Huron Woods Drive and Algonquin Trail. Clerk advised that
this matter had been referred to Township Road Supt. for a report.
On motion of McLean and Sanderson, that the matter of deficiencies outlined in
letter be left in the hands of the Road Supt. to carry out as needed under
normal road maintenance programme and that the matter of a "stop sign" as
requested be further reviewed and representatives of the Association arrange
to meet with Township Road Supt.
Presented letter from C.C. Holmes, lots 10 and 11, Plan 653 with respect to
drainage problem, which according to letter was caused by owners of Lots 8
and 9, Plan 653. Mr. Holmes requests that action be taken to remedy the
situation. Reeve Campbell and Councillor Sanderson along with Road Supt.
inspected the area in question on August 21, 1980.
On motion of McLean and Swainson, that following an inspection of the site
it is Oro Council's considered opinion that the ponding of water is not created
by road ditches and that Council do not feel that the matter of the drainage
problem on private property is the responsibility of the Municipality when road
ditches are not creating the problem.
Presented copy of letter to D. S. White, Solicitor forwarding report of
Township Engineer with respect to Plans M-30 and M-31 and Part M-9, regarding
deficiencies on individual lot water connections, ditches, erosion and culverts.
Also presented copy of undertaking by Modco Investments Ltd. with respect
to water service connections to lots on Plan M-30 and M-31 in accordance
with Agreement entered into by Modco Investments and Township of Oro,
notwithstanding that Modco Investments Ltd. may not be the registered owner
of Lots on the aforementioned lots at the time of chalet or residence
construction. Presented as well letter from D. S. White regarding the
undertaking, advising that Mr. De Martini will be preparing an undertaking which
will be on personal basis as well as Modco Investments.

On motion of Swainson and Sanderson that in view of the Township Solicitors
advice and upon receipt of a personal undertaking by Mr. James De Martini
for the individual water service as well as the undertaking of Modco
Investments Ltd. for the water services a letter of reply be forwarded to
Solicitor for Midnorthern Investments Inc. with a copy to Modco Investments
Ltd. on what conditions the building permits may be issued. Also that a
copy of the undertaking be forwarded to Midnorthern Investments Inc. and
Township Solicitor.
On motion of McLean and Sanderson that a letter be forwarded to Norshell
Developments requesting that the Township be advised by the next regular
meeting, September 8th, 1980 that the letter of credit which expires
on September 30th will be renewed prior to September 15, 1980.
Presented letter from Consumer's Gas forwarding copies of (1) notice of
application and (2) interim application now pending before the Ontario Energy
Board for orders approving rates to be charged for the sale of gas.
The application relates to the proposed September 1, 1980 increase in cost of
gas purchased from TransCanada Pipelines Ltd.
On motion of McLean and Sanderson letter and copies of notice of application
and interim application be received and placed on file.
Presented notice of inspection under the Pits and Quarries Control Act 1971,
as made by TerryMcManus on August 11, 1980 of the Townshi p Pi t part W~ Lot 11,
Conc. 8. Report shows no major concerns noted on the day of inspection.
On motion of Sanderson and McLean inspection report as presented be received
and placed on file.
Presented letter from President, Shanty Bay Ratepayers Association with respect
to recent sewage spill in the City of Barrie with a request that the
Association concerns be expressed to the City of Barrie by the Municipality.
On motion of Swainson and Sanderson, letter of concern as presented be received
and a copy of same be forwarded to the City of Barrie.
Presented a letter from Tourism and Industry Consultant, Ministry of Industry
and Tourism respecting By-law for the licencing and regulating and governing
of Recreational Campgrounds.
On motion of Sanderson and Swainson letter be received and placed on file
and Clerk to obtain further information regarding updated By-laws and
same be presented to Council.
Presented letter from Township of Vespra forwarding resolution of Vespra
Council concerning the control of motorcycles and other terrain vehicles
being used indiscriminately on private land and in reforestration areas.
Letter requests the Township of Vespra be advised whether Council endorses
the resolution in order that the degree of support can be ascertained.
On motion of McLean and Sanderson that the Township of Oro endorse the
resolution of the Township of Vespra concerning the control of motorcycles
and other terrain vehicles, being used indiscriminately on private land
and in reforestration areas. And that the Township of Vespra be advised
accordingly.

Presented letter from D. S. White, Solicitor. forWarding acc()unt for
professional services with respect to Big Cedar Parks Ltd. in 1980 to date.
Total account being in the amount of $667.15.
On motion of Sanderson and Swainson, account as presented with breakdown
for professional services be received and Treasurer authorized to issue
cheque in payment of same to a total of $667.15.
The Planning Administrator was present at 1:00 p.m. to review planning and
development matters. The following was presented.
Stewart, Esten, Township Solicitors, advising of receipt of final draft of
the Big Cedar Parks Development Agreement, and further advising that
the Agreement would not be presented until such time as Big Cedar Parks
have remitted outstanding taxes as previously agreed to.
Ministry of Housing advising of staffing changes in the Corrmunity Planning
Review Branch. Paul Ross to replace Satish Dhar as Senior Planner for
Simcoe, Dufferin & Wellington counties.
Ontario Municipal Board, Appointments for Hearing re: Township of Flos,
Restricted Area By-law NO. 12-77.
Copies of letters re: response to a proposal by J. R. Langman to subdivide
part of Lots 5 and 6, Concession 14, T()wnship of Oro by the Ministry of
Natural Resources and Simcoe County District Health Unit.
On motion ()f Smith and Sanderson, that correspondence as presented be
placed on file.
Council were also advised that By-law No. 1213/80 the Waterfront Zoning By-law
Amendment would be circulated commencing September 2, 1980 with a last date
for filing objections being September 22, 1980.
Road Supt. Fred Haughton was present before Council at 1:15 p.m. to bring to
attention of Council.matters regarding work on roads.
Road Supt. reported on progress of work on construction of 15/16 side road.
He related one problem of drainage which could affectWm. Bateman and
possibly H.Caldwell. He also reported that the Surface Treatment has
been completed on Ridge Road and Baycrest Drive.
He further advised that he had obtained prices (verbal) from Robert Young
to load, haul and apply gravel on 15/16 Side Road at a flat rate of $1.40 per
cu. yd. delivered to the 15/16 Side Road. Allan G. Cook Ltd. - $1.39 per
cu. yd. plus 25t for load (total $1.64) and from Cliff Varco at a rate
of $1.49 per cu. yd.- quotation being for pit-run gravel.
On motion of Sanderson and Swainson that the quotation of Robert Young
to load, haul and apply pit-run gravel on 15/16 Side Road at flat rate
of $1.40 per cu. yd. be accepted and Road Supt. to have the work carried
out by Robert Young Construction and approval be obtained from M.T.C.
On motion of Sanderson and Swainson, that the Road Supt. be authorized to
purchase 12 michelin radial truck tires and 6 michelin' radial grader tires.

Presented a letter from Oro Station Ratepayers Association further to
attendance of representatives from the Association at the last meeting
of Council. A petition had been presented to all residents of the Village
Hamlet of Oro Station, which was without exception signed by every householder
in Oro Station. The petition is a request for a "stop sign" in both directions
of the Ridge Road and one on County Road 27 for traffic in the southerly
direction and no stop for traffice on County Road 27 headed in a northerly
direction across the Ridge Road. Mr. William O'Brien was present on behalf
of the Ratepayers at 2:00 p.m.
On motion of Sanderson and Swainson that the petition presented in support of the Oro
Station Ratepayers Association letter to the Barrie Suburban Road Commission
requesting a three way stop sign and flashing light at the intersection
of County Road 20 and 27, be received and forwarded to the Barrie Suburban
Road Commission for consideration and action. Oro Council would support the
request of the Ratepayers of the Area in this regard.
Presented letter from Assessment Commissioner with respect to 1980 Assessment
Equalization Factors as published in the Ontario Gazette, showing the
factor to be used by the Township of Oro for 1981 as 5.14 (ratio). Letter
also outlines four steps to be taken for the general calculation procedure.
On motion of McLean and Swainson letter and procedures outlined as well as
copy of samples by classes for the Township total assessment, applying
the ratio factor of 5.14. be received and placed on file.
Presented letter from Chairman~ South Lake Simcoe Conversation Authority
forwarding report and brief prepared by the Authority staff in response to
the Lake Simcoe-Couchiching Environmental Strategy Report, Ministry of
the Environment 1979
On motion of Sanderson and Smith~ report as presented be received and filed
for reference and information~ with no comments or suggestions being forwarded.
Presented letter from Lynda Bonney expressing concern about Oro Memorial Park
and requesting that same be reviewed by Council. Letter at the same time
expresses appreciation for the new playground equipment installed in 1980.
Clerk also advised of a telephone call from Mr. Yarmell regarding cars
driving across the park greens area and on August 9~ 1980 one child was
struck by a car crossing the green area of the Park.
On motion of McLean and Smith letter and verbal complaints be received and
Clerk to reply and advise that the Park Committee have endeavoured to
resolve some of the problems and will continue to do so. Also the matter
of garbage containers has been taken up with the Park Supt.
Clerk presented a summary of complaints submitted by ratepayers adjacent
to Lot 30~ Plan 589~ with respect to use and condition of the property.
Also presented copy of letter forwarded to ratepayers following inspection
of the site by the Chief Building Official and accompanied photographs
taken.
On motion of McLean and Smith summary of written complaint be received along
with copy of letter regarding written complaint forwarding findings of the
Chi ef Buil ding Offi ci a 1 and same be pl aced on fil e for reference and a 1 etter
be written to owner of the property regarding the complaint.

Presented letter from the Foundation of Aggregate Studies with respect to
renewal to quarterly publication "The Gravel Extract".
On motion of Sanderson and Smith the subscription to "The Gravel Extract"
be renewed and Treasurer authorized to include payment of $10.00
in the accounts for August.
Presented a letter from Douglas G. Lewis, M.P. advising of a meeting to be
held at the Orillia City Council Chambers on Tuesday, September 16, 1980
between the hours of 1:00 p.m. to 4:00 p.m. to discuss the question of
improved Airport Facilities for the Orillia area. Letter requests that
a representative from the Township of Oro attend the meeting.
On motion of McLean and Sanderson that Reeve Campbell or Councillor Smith attend
the meeting on behalf of the Township of Oro.
A By-law to amend By-law No. 1031 as amended as ordered by the Ontario Municipal
Board under>Section 35(22) of the Planning Act (File 78152) in respect of
lands owned by Big Cedar Parks Limited, being part of Lots 5 and 6, Concession 13
and part of the original road allowance between lots 5 and 6, Concession 13
was presented together with O.M.B. order No. R78-9, Folio 380 dated
August 1, 1980 and was:
On motion of McLean and Sanderson, introduced and numbered as By-law No. 1216/80
and read a first time.
On motion of Smith and Swainson By-law No. 1216/80 read a first time be
read a second time.
On motion of Sanderson and McLean By..law No. 1216/80 read a second time be
read a third time.
On motion of Smith and Swainson By-law No. 1216/80 now read a third time, do pass,
be engrossed by the Clerk, signed and sealed by the Reeve and Clerk
to forward a certified copy to the Ontario Municipal Board and Big Cedar Parks
Ltd. be advised accordingly.
Clerk presented a draft By-law to provide for combined Voter Notification Cards
and the mailing of or delivering to all electors at that address.
On motion of Sanderson andSwainson that a By-law to authorize the Clerk to
advise each resident of the location of the polling place at which the elector
is to vote by mailing or causing to be delivered to the address of the elector
a notice of the location of such polling place, which notice shall be directed
to all the electors at that address was introduced and numbered as By-law
No. 1217/80 and read a first time.
On motion of Smith and McLean By-law No. 1217/80 read a first time be
read a second time.
On motion of McLean andSwainson By-law No. 1217/80 read a second time be
read a third time.
On motion of Swainson and Smith By-law No. 1217/80 now read a third time
be engrossed by the Clerk, signed and received by the Reeve.
